BACKGROUND
In current research, Vogl (2012) refers to Smart Cities as the intelligent and attractive
approach to building sustainable cities that combine infrastructure, technology, and local
community involvement with a vision based on local conditions, capabilities, and resources.
This is an extension of precursory studies by Griffinger, et. al. (2007) that define Smarter
Cities as Cities that incorporate information communication technology (ICT) into other
dimensions of urban life. Taking these concepts and re-contextualizing other dimensions, this
conference adopts the idea of SMARTER CITIES. The ER in SMARTER is meant to
emphasize the incremental processes of improvement that will be needed to improve the lives
of the many inhabitants of our cities. Because each city will have its own context of strengths
and weaknesses the improvements that each city will be able to implement may be different.
Each city will also have varying levels of capability. By providing a sectoral presentation of
various experiences, it is hoped that cities may be able to find the practice that they can adopt
that would best fit their context and thus produce the most impact toward improving the quality
of life of their citizens, using their available resources in the most cost-efficient or cost-
effective manner.
The University of the Philippines - School of Urban and Regional Planning (UP-SURP),
together with the Department of Science and Technology, the University of the Philippines
Planning and Development Research Foundation, Inc. (UP-PLANADES), and the League of
Cities of the Philippines (LCP) including the many sponsors and institutional partners have
organized the 2013 International Conference on Smarter Cities in order to provide a platform
for the sharing and exchange of knowledge, lessons learnt and experiences in order to
leverage smarter processes, technologies and innovation in cities towards a better quality of
life. By highlighting good practices of various countries and cities it is hoped that these
examples could serve as a guide to strengthening the frameworks, approaches and practices
of other cities. The conference is also intended as a venue for the strengthening of
international, regional and local networks, further promoting the smarter cities as part of a
campaign.
The sub-themes adopted for the conference are: Smarter Governance, Smarter Economy,
Smarter Mobility, Smarter Environment, Smarter People and Living and Smarter Planning and
Design.
Smarter Governance: more democratic and informed governance such that there is
transparency, open consultations and sufficient mechanisms for communication and
data dissemination for more meaningful participation
Smarter Economy: promoting green jobs and employing greener technologies and
innovative entrepreneurial practices for increased competitiveness
Smarter Mobility: advancement of environmentally friendly and pedestrian-friendly
modes of transportation as well as the adoption of non-motorized alternatives for better
connectivity in the context of operational efficiency
Smarter Environment: more prudent utilization of natural resources and the
promotion of more conscientious practices such as the construction of green building
and disaster risk management for enhanced sustainability
Smarter People: upgrade human and social resources / uplift human conditions
through targeted investments in schools, and reaching out to marginalized sectors and
minority groups for the elevation of knowledge
Smarter Living: improving the provision of basic services, housing, education, health
as well as ensuring safety and security in a locality, as well as the promotion of culture
and tourism and innovative practices that promote circular metabolism in urban
centers for better quality of life

Smarter Planning and Design: relates to effective urban design and innovative
practices that promote circular metabolism in urban centers. This includes improving
the provision of basic infrastructure such as communications, water and energy with
an emphasis on shifting to more appropriate technologies and renewable sources for
improved efficiency.
The focus on cities stems from the appreciation of their important role in the nations
economy and the increasing concentration of population there. Since cities are both a center
of economic production and of consumption, this means that improvements to these cities will
likely enhance their productive competitiveness and the level of their consumption of goods
and services from their hinterland and other cities to which they are economically and socially
linked.
The conference theme of Planning Smarter Cities Towards a Better Quality of Life is timely
in todays rapidly changing world. The interaction and exchange of ideas and experiences will
shed light on common concerns and smarter solutions on the challenges we face. Through
informed and consolidated efforts, we hope to achieve the goal of developing smarter,
sustainable and climate-resilient communities in the future.
Inspiring policy innovation to manage the growth of communities is required to propel the
country towards a more sustainable development path. While there is no one size fits all
approach to smart cities/ communities, many concepts and practices abroad and increasingly
in the country, may be explored to provide solutions. The event provided a platform for such
ideas, resources, as well as technologies to be shared using multi-directional flow of
information between stakeholders. A total of 51 speakers graced the event; of which 24 are
foreigners while 27 presenters are Filipinos. 7 conference messages were delivered during
the opening program while 3 key note messages on the role of smarter cities in the global,
regional and national area was delivered during the conference. Over 40 presentations on
various dimensions of smart city development were provided during the course of the event.

PARTICIPATION
The conference was attended by close to 500 participants. Majority of the targeted
participants came from various urban centers and their immediate environs around the
country. The conference audience is comprised of the government officials and staff of the
cities and municipalities, officials and staff of national agencies, members of private
organizations and the academe with influence and an interest in further advancing national,
regional and local socioeconomic development to which this conference hopes to contribute.

The conference culminated in the signing of a Manila Declaration 2013 to which participants
would be encouraged to commit to supporting the Smarter Cities Campaign for the benefit of
the citizens worldwide, in Asia and especially in the Philippines. This is in line with the UP-
SURPs overall thrust to disseminate new knowledge on urban and regional planning theories,
tools, processes and practices, to protect and advocate for the welfare of society, particularly
the poor, and to promote social justice and equity in the formulation of development plans and
programs.

The participants were asked provide their overall rating of the conference, given the following
choices: Strongly Agree, Agree, Disagree, and Strongly Disagree - on seven aspects.
Fifty-eight percent (58%) strongly agreed, while thirty-eight percent (38%) agreed.
Only two percent (2%) disagreed that the conference was able to meet his / her
expectations.
2. The Conference addressed the latest development issues in the field of urban
planning
About sixty-two percent (62%)of the respondents strongly agreed, while 38% agreed
that the conference was able to address the latest development issues in the field of
urban and regional planning. None of the respondents disagreed and strongly
disagreed.
Around thirty eight percento (38%) and fifty-eight percent (58%) of the participants
strongly agreed and agreed, respectively - that they were able to establish personal
and professional contacts during the conference. No respondent answered on the
contrary.
As for the applicability of the knowledge gained during the conference, forty-two
percent (42%) strongly agreed, while another fifty-four percent (54%), agreed that they
will be able to apply what they have learned from the conference. Only two percent
(2%) of the respondents strongly disagrees.
On this aspect, sixty-two percent (62%) of the respondents strongly agreed, while
thirty-five percent (35%) agreed that they were able to pick up new knowledge to bring
back to their workplace. Two percent (2%) of the respondents disagreed.
Forty-six percent (46%), and fifty percent (50%) strongly agrees and agrees,
respectively. Two percent (2%) of the respondents disagreed.
Forty-two percent (42%), and fifty-four percent (54%), respectively strong agreed and
agreed that the materials are useful. Two percent (2%) of the respondents disagreed.
Thirty-one percent (31%) strong agrees, forty-six percent (46%) agrees, while twenty-
three (23%) disagrees that adequate time was provided for the open forum.

The speakers and topics were likewise rated through the Manner of Delivery for the speakers
(ranging from Excellent, Good, Average, Poor Very Poor), and the Relevance of the Topics
presented (ranging from Very High, High, Just Right, Low, Very Low).
1. Opening Program
The speakers during the Opening Program are rated as follows: Excellent, Good and
Average forty-one percent (41%), fifty-five percent (55%), five percent (5%),
respectively. In relation to the relevance of the topics discussed, forty-eight percent
(48%), of the respondents rated these with very high, while the remaining fifty-two
percent (52%) rated this item with a high.
2. Keynote Address
Fifty-two percent (52%) and forty-eight (48%) of the respondents rated the manner of
delivery of the keynote speakers as excellent and good, respectively. In a similar
manner, fifty-two percent (52%) and forty-eight (48%) of the respondents rated the
relevance of the topic with very high and high, respectively.
Fifty-five percent (55%) rated the manner of delivery of the speakers in the Smarter
Environment Cluster with excellent; the remaining forty-five percent (45%) rated the
speakers as good. Amongst the 6 clusters, this has the highest percentage of
respondents which rated the manner of delivery of speakers with excellent. Sixty-
seven percent (67%), and thirty-three (33%) of the respondent rated the relevance on
the topics as very high and high, respectively. Also, this cluster has the highest
number of respondents that rated the relevance of the topic with very high

The respondents rated the manner of delivery of the speakers in this cluster with
excellent and good respectively, forty-three percent (43%) on the former and fifty
seven percent (57%) on the latter. On the relevance of the topics, the following ratings
were given: Very high, fifty percent (50%), high, forty-five percent (45%) and just right,
five percent (5%), in said order.
Fifty three percent (53%) of the participants and forty seven percent (47%) of the
respondent respectively, rated with manner or delivery of the speakers in this cluster
with excellent and good. In the same fashion as the previous cluster, the following
ratings were given: Very high, fifty percent (50%), high, forty-five percent (45%) and
just right, five percent (5%) as regards the relevance of the topics discussed.
9. Closing Program
Forty-two percent (42%) rated the manner of delivery of the speakers with excellent,
while the remaining fifty-eight percent (58%), rated this with good. Forty percent (40%)
of the respondents rated the relevance with very high, while fifty-five percent (55%)
rated this aspect with high.
OTHERS
Thirty-three percent, sixty-two percent and 5 percent (33%, 62% and 5%) rated the
website information with excellent, good and average, respectively.
2. Food
Forty one percent (41%) participants, fifty percent and nine percent (41%, 50% and
9%) of the respondent rated the food as excellent, good and average, respectively.
3. Venue
Fifty five percent, thirty-two percent and fourteen percent (55%, 32% and 14%) of the
respondent rated the Diamond Hotel as the Conference venue with excellent, good
and average, respectively.
Forty five percent (45%) of the respondents, rated the lay-out of the exhibit area with
excellent. An equal percentage, rated this aspect with good. The remaining nine
percent (9%) rated this with average.
Fifty seven percent (57%) rated the performance of the secretariat as excellent. The
remaining thirty nine percent (39%) gave the rating of good.

6. Conference as a whole
Sixty one 61%) and thirty percent (30%) of the respondent gave an overall rating of
excellent and good. Four percent (4%) gave a rating of overage, while another four
percent (4%) gave an overall rating of poor.
The following observations were made on the conduct of the conference, as well as to help
improve the conduct of similar events in the future:
The event was very well attended; space for conference was a bit tight and difficult to
move around. But overall, it was a pleasant experience;
The participants gained a lot of learnings/insights on the 6 components of a smarter
city. Hopefully the suggested next steps will be implemented; Lesser/consolidated
topics so there will be more time for presentations and Q and A;
There should be more flexibility on breakout sessions;
Microphone in front be adjusted to the height of the resource person;
Presentations be given in CDs or flashdrive, as well as the complete directory of the
participants, organizers, lecturers, and services proided be given to the participants.
EVENT SUPPORT
The 2013 International Conference on Smarter Cities brought together partners and
supporters from the government, academe and the private sector. UP SURP; through the
support of the Schools foundation - UP Planning and Development Research Foundation, Inc.
(UP PLANADES) and the University of the Philippines System, forged strategic partnerships
with the Department of Science and Technology as well as the League of Cities of the
Philippines provided collaborative synergies between partner organizations. Financial and
material support from 16 public and private sector sponsors were mobilized in the conduct of
the event with overwhelming support from national and local agencies. The event also saw
almost 40 institutions from international organizations, governments, academe and private
sectors represented in a single event; sharing experiences, forging partnerships and building
networks that will serve as foundation for future collaborations.
This years event was also supported by members of the local television, radio and print
media which provided an opportunity for promotion of smarter cities advocacy to a wider
audience as well as enabled the general public to partake of the conference. There are 16
official media partners for the event.
The generous support and encouragement of its partners in the public and private sectors
contributed to the success of the conference.

Dubbed fireworks and bonfires the Media Promotions Committee sought to use widely
available and cost effective traditional and social media to promote the conference. The
strategy called for a mix of wide- reaching traditional medium with intimate, network-based
approaches to disseminate information about the event and gather support.
More than 50 organizations were tapped for the event with a turnout of 15 confirmed media
partners. Of these, 3 provided media exposure on television, 5 on radio, 5 in print, 1
academic/ research organization provided web-based promotion while another government
media organization provided both web-based advertising and texting service to promote the
event. It is estimated that the combined amount of services provided by our media partners
generated around 1.8 million pesos in savings.

A media plan was developed late in August upon securing a good number of the media
partners commitments. The plan enabled the organizers to harmonize various media
commitments and leverage its strength to meet its objectives. The launch of the conference
website in September paved the way for web-based promotion and information dissemination.
The fireworks component of the media plan was carried out through television appearances,
pre-event interviews and TV bulletin board announcements. As well, radio plugs and
guestings were also carried out several weeks before the event allowing the organizers to
reach out to participants in far-flung areas through regional radio stations. Parallel to this,
black and white as well as colored advertisements were also included in our print media
partners newspapers on a weekly and daily basis.
The bonfire component of the media plan explored and utilized other means of promoting the
event. A media partner provided email-blast service while many of our partners placed a
conference link in their respective websites as well as posted conference updates and
annoucements in their social media pages. A government-based media partner provided text
blast service in addition to web-based advertising opportunities. The conference was also
promoted to a research and academic community through an e-newsletter feature.
Media coverage of the event highlights was carried out by select media partners. These were
featured on TV, radio and may be viewed on the web via livestreaming.

Profile
The Philippine Information Agency or PIA, directly serves the Presidency and the
Executive Branch on the national, regional and provincial levels through its sixteen (16)
regional offices and seventy-one (71) provincial information centers.
PIA's core services include information gathering/research, production and dissemination, and
institutional development and capacity-building focusing on alliance-building, networking,
communication-related training, consultancy and technical assistance.
The Philippine Information Agency was created under Executive Order No. 100 dated
December 24, 1986.
Commitment
As a government institution, PIAs extensive reach was tapped to connect with government
institutions both at the national and local levels. PIA provided a host of opportunities to
promote the conference through the internet, regional radio stations as well as SMS Blast
service. PIA posted news features about the conference twice during the last 6 weeks leading
to the conference. They also posted invitations and advertisements on their social media
accounts -echoing the organizers messages to a wider audience. Announcements about the
coference were made during Kapihan ng Bayan sessions while regional radio stations
plugged the event. PIA also sent out invitations to attend the event through SMS Blast service
to thousands of PIA number subscribers.

The ABS-CBN News Channel or ANC, today is the top of mind channel for accurate and
unbiased source of information and the go-to station for breaking news, wall-to-wall live news
coverage and analysis with context in the Philippines. ANC can be viewed through Skycable
and Destiny Cable in the greater Metro Manila area and various provincial operators
nationwide. Its content is also available online through ANC.yahoo.com.
Outside the Philippines, ANC is bundled with The Filipino Channel and can be seen via
satellite, IPTV, cable and mobile in North America, Europe, the Middle East, Australia and
some parts of Asia, including Japan and Singapore via Star Hub. ANC's footprint covers over
2 million local and global viewers and users combined.
Commitment
ANC provided the orgnaizers an opportunity to promote the conference through a pre-event
interview last October 14, 2013 on Mornings @ ANC. The program is a 2-hour morning news
and talk program that features information that viewers need to start their day: from local and
international news, to reports about stocks and business, technology, sports, health,
environment and entertainment. The show hosted by Pinky Webb, Ron Cruz, Ginger
Conejero and Paolo Abrera, airs Monday to Friday at 9:00am.
In the interview of Mr. Ron Cruz, Dean Mario Delos Reyes introduced the six dimensions of
Smarter Cities that the conference would strive to cover Smarter Governance, Smarter
Environment, Smarter Planning and Design, Smarter Mobility, Smarter Economy, and Smarter
People and Living. Dr. Diaz highlighted the importance of improving the walkability of cities
and the quality of public transport as part of Smarter Mobility.
ANC also promoted the event through bulletin board announcement thrice (3 times) daily
between 10:30PM to 8:00 AM for total of two(2) months on the following dates: (a) 9-22

People's Television Network, Inc. (PTNI) is a government-owned and controlled corporation
established on April 17, 1992 by virtue of Republic Act No. 7306.
The corporate powers of PTNI are exercised by a Board of Directors composed of five
members representing three sectors - two from government, two from the private sector and
one from the education sector - who are appointed by the President of the Republic of the
Philippines.
The Board of Directors, headed by a Chairman, appoints the Network General Manager and

dimensions of Smarter Cities that the conference would strive to cover Smarter Governance,

Smarter People and Living. Dr. Diaz discussed that the focus of the conference is to provide
ideas and resources to bring about incremental changes for the betterment of practices and
policies in our cities and municipalities. PTV 4 also provided bulletine board announcements
as well as coverage of event highlights and live streaming via

This media partner also covered event highlights on November 14, 2013. Their
correspondent also interviewed Prof. Aspiras: Director of Training and Extension Services of
the UP School of Urban and Regional Planning as well as Dr. Akiko Watanabe a professor
from Tokyo Denki University. Dr. Watanabe is a speaker under the Smarter Planning and
Design Cluster. She shared the similar experiences between Japan and the Philippines in the
context of disaster resillience.The same was aired in relevant programs being shown by the

Radyo Veritas provided the organizers an opportunity to promote the conference through a
pre-event interview last October 21, 2013 through Barangay Simbayanan Program. The
program is a 2-hour morning news and talk program that features information that viewers
need to start their day: from local news to reports about sports, health, and environment. The
show airs at 8-10am and is hosted by Rowel Andro Garcia, Angelique Lazo and Fr. Benny
Tuazon.
In the interview, Dr. Hussein Lidasan; Director of Graduate Studies of the UP SURP, and Prof.
Kristine Aspiras; Training and Extension Services Director, provided a glimpse of the content
of the 2013 International Conference on Smarter Cities. Dr Lidasan extolled the value of
smarter cities and shared his expertise with smart transport systems.
Radyo Veritas 846 also promoted the event through radio announcement thrice (3 times) daily
between 10:30PM to 8:00 AM for 2 months leading to the conference as well as through its

DZUP 1602 (1602 kHz in Metro Manila) is a low-power AM campus radio station owned and
operated by the University of the Philippines Diliman. It broadcasts from the 2nd floor, Media
Center of the College of Mass Communication, U.P. Diliman campus, in Quezon City. While
its transmitter is located at Delos Reyes St., UP Village, Diliman, QC. It is being used as a
laboratory for the Broadcast Communication students of the university. Its programming
