Information About Clinical Laboratory

Scientist and Specialists


Beginning 2008, Laboratory Field Services (LFS) no longer administers State Administered examination for
CLS (generalist) and for three categories of specialists (limited) licensing (clinical chemist, clinical
microbiologist, and clinical toxicologist scientist).

Applicants must:

Select one license category: Clinical Laboratory Scientist (CLS), Clinical Chemist Scientist, Clinical
Microbiologist Scientist, Clinical Hematologist Scientist, Clinical Toxicologist Scientist, Clinical
Immunohematologist Scientist, Clinical Cytogeneticist Scientists, Clinical Genetics Molecular
Biologist, or Clinical Histocompatibility Scientist.

Applicants for specialty (limited) license of: Chemistry, Microbiology, and Toxicology now can apply to
take California approved certifying organization exam (ASCP examination for chemistry and
microbiology is approved and NRCC examination for toxicology is approved).
Applicants for specialty (limited) license of: Immunohematology and hematology have to take State
Administered examination.

Complete the application online https://secure.cps.ca.gov/cltreg/ and pay the non-refundable


application fee.

Print, sign, and mail the attestation page upon completion of online application to:

Official transcripts must be sent directly from college/university to LFS (above address)
All applicants who have attended a non-United States educational institution MUST have a copy of
their official transcript sent to AACRAO (approved evaluation agency) www.aacrao.org for
evaluation and request a copy to be sent to LFS.

Official training verification/work experience must be sent directly from the training
coordinator/laboratory director showing the beginning and ending dates of the training/experience.
This information should cover all areas in which the rotation was completed with the number of the
hours/weeks for each specialty (chemistry, hematology, immunohematology, serology, parasitology,
and bacteriology) and brief description of procedures performed.

United States Armed Forces applicants are required to provide additional documents of certificates of
completion of training and a copy of DD-214.

Applicants receiving a qualification letter with a unique ID must take the CA Quiz online using their
user ID and password provided in that letter.

Applicants receiving the qualification letter with a unique ID must take the certifying organization
examination of their choice and request a copy of their satisfactory performance to be sent directly to
LFS.

The following certifying organizations are approved by the Department for licensure examination.
- ASCP certification for CLS (generalist) is accepted as of October 2002.
- ASCPi (international) certification for CLS (generalist) is accepted as of June 2003.
- AAB certification for CLS (generalist) is accepted as of January 2003.
- ASCP certification for chemist scientist is accepted as of March 2004.
- ASCP certification for microbiologist scientist is accepted as of March 2004.
- NRCC certification for toxicology scientist is accepted as of March 2004.

Applicants who are certified prior to above dates must re-take the certifying examination and request a copy of
their satisfactory performance to be sent directly to LFS. Applicants who are certified after the above dates
must request a copy of their satisfactory performance to be sent directly to LFS.

The following certifying organizations are approved for Specialty (limited) licensing:

- NCA certification is approved for Clinical Cytogeneticist Scientists and Clinical Genetics
Molecular Biologist. - ABHI is approved for Clinical Histocompatibility Scientist.

- Applicants can check their status online using their unique identification number, provided upon
completion of application.

Incomplete application packages may be abandoned 150 days after registration. All
abandoned applicants must re-apply and pay a new non-refundable application fee.

All documents received will be retained for three years. Applicants who re-apply after three
years will be required to submit a new set of transcripts and all other required documents.

Applicants who failed the State written examination twice must wait one year in order to be eligible for
licensure. Applicant who failed the examination three times or more have to wait two years to be eligible for
licensure (Section 1262.5 Business and Professions Code (B&PC).
Qualifications requirements for licensure as CLS are provided in California Code or Regulations (CCR), Title
17, Section 1032.

Clinical Laboratory License Using Certifying Organization Exams

Information Regarding Clinical Laboratory Scientist and Specialists

There is no State Administered examination for CLS (generalist) and for three categories of specialists
(limited) licensing (clinical chemist, clinical microbiologist, and clinical toxicologist scientist) in 2008 or
in the future.

Applicants must:

Q: How can I get information regarding eligibility for the examination?
A: Go to web site at: www.dhs.ca.gov/lfs or Contact Laboratory Field Services at (510)
620-3800, or email LFS at: LFSpersonnel@cdph.ca.gov.
Q: How can I apply for CLS, director, MLT, Cytotechnologist, or trainee license?
A: Go online at www.dhs.ca.gov/lfs. If you have problem with online application, Contact
CPS Human Resource Services at 916-263-3624 (Press 4 on your keypad), or
clsinfo@cps.ca.gov.
Q: How much is the application fee?
A: $203. The application fee is non refundable.
Q: I've submitted my application and fee online. How long will it take to process my
application?
A: The average processing time is 90 days, but can take up to 150 days based upon the
receipt of a complete application and all official documents. Incomplete applications and
documents will be abandoned after 150 days of registration date.
Q: Which certifying organization examination is approved by CA?
A: ASCP as of October 2002, ASCPi as of June, 2003, and AAB as of January 2003 are
approved by LFS.
For Specialty (limited) licenses Scientists categories of Chemistry and Microbiology,
ASCP as of March 2004.
For Toxicology, NRCC as of March 2004.
Q: Is California Still offering the State-administered (November exam)?
A: No. Qualified applicants must pass state approved certification exam in lieu of state
administered exam.
Q: Did state approve certifying organization examinations for Specialty license such as
chemistry, microbiology, and toxicology?
A: Yes, for specialties of chemistry, microbiology, ASCP is approved and for specialty of
toxicology NRCC is approved.
Q: I am a non-United States (foreign) graduate, what is the process?
A: You must send a copy of your official transcript to AACRAO for evaluation.

Q: Do I have to be in California to take the Certifying Organization Examination?
A: No, contact the AAB or ASCP certifying organizations for information regarding the
examination for California licensure. The AAB and ASCP contact information can be
located on the internet.
Q: I have a copy of my transcripts. Can I include that with my application?
A: No. Official transcripts must be sent directly to LFS from the college or university
registrar's office.
Q: When can I take the certifying organization exam?
A: After receiving your qualification letter from LFS along with the unique identification
number, you can contact the certifying organization (ASCP or AAB) to take their exam.
Q: I am certified by ASCP or AAB, can I have my California license?
A: No, you must apply online, pay the application fee, and be qualified by LFS as meeting
California education and training/experience requirements. If your certification is after
2002 for ASCP and 2003 for AAB, you can request a verification to be sent to LFS. In
addition you need to take the online CA quiz.
Q: How long LFS keeps documents?
A: LFS keeps all documents for 3 years.
Q: When do I have to take CA quiz?
A: After you receive the qualification letter. Your user name and password will be on the
qualification letter. The link is on the LFS website.
Q: Can I use my old unique identification number if my application was abandoned?
A: No. You have to re-apply, pay the application fee, and at that time the registration
system will assign the new unique identification number.
Q: Are application fees refundable?
A: No. Application fees are non-refundable. An application submitted without a fee will
not be processed.
Q: Due to circumstances beyond my control; I was unable to meet the 150 days deadline,
can I use the previous application fee towards a new application?
A: No. You have to reapply and pay the fee for any new application after 150 days of
registration.
Q: If I fail the state administered examination can I take it again?
A: There is no state administered examination. The applicant must take the state approved
certification. Refer to Section 1262.5 of California Businesses and Professions Code.
Q: I failed the examination over five years ago; do I have to submit a new transcript and
verification of training/experience?
A: Yes. LFS keeps the transcripts and supporting documents only for 3 years. All
documents must be sent directly from the institution to LFS.

s 1032. Examination for Clinical Laboratory Technologist's License.

With the exception as provided in Section 1262 of the Business and Professions Code, written,
oral, or practical examinations shall be conducted by the department to aid it in judging the
qualifications of applicants for licensure as clinical laboratory technologists. In addition to the
requirements for licensure as specified in Section 1261 of the Business and Professions Code, the
prerequisites for entrance into the licensing examination shall be one of the following:
(a) Graduation from a college or university maintaining standards equivalent, as determined by
the department, to those institutions accredited by the Western Association of Schools and
Colleges, or an essentially equivalent accrediting agency, with a baccalaureate and a major in
clinical laboratory science, the last year of which course shall have been primarily clinical
laboratory procedures in a clinical laboratory training school acceptable to the department; or

(b) Graduation from a college or university maintaining standards equivalent, as determined by


the department, to those institutions accredited by the Eastern Association of Schools and
Colleges, or an essentially equivalent accrediting agency, with a baccalaureate and courses
pertinent to the clinical laboratory field as may be determined by the department plus one year as
a clinical laboratory technologist trainee or the equivalent as determined by the department in a
clinical laboratory acceptable to the department; provided, however, that a baccalaureate
obtained after July 1, 1973, must include at least:

(1) 16 semester or equivalent quarter hours of chemistry, including instruction in analytical


and biological chemistry;

(2) 18 semester or equivalent quarter hours of biological science, including instruction in


immunology, hematology and medical microbiology which may include bacteriology,
mycology, virology and parasitology;
(3) 3 semester or equivalent quarter hours of physics, including instruction in principles of
light and electricity; or

(c) A minimum of two years of experience as a licensed trainee or the equivalent as determined
by the department doing clinical laboratory work embracing the various fields of clinical
laboratory activity in a clinical laboratory acceptable to the department and 90 semester hours or
equivalent quarter hours of university or college work in which are included the following
coursed, or essential equivalent as may be determined by the department: general inorganic
chemistry -8; quantitative analysis -3; basic biological sciences -8; bacteriology -4; provided,
however, that university or college work completed after July 1, 1973, must include at least:

(1) 16 semester or equivalent quarter hours of chemistry, including instruction in analytical


and biological chemistry;

(2) 18 semester or equivalent quarter hours of biological science including instruction in


immunology, hematology and medical microbiology which may include bacteriology,
mycology, virology and parasitology;

(3) 3 semester or equivalent quarter yours of physics, including instruction in principles of


light and electricity.

2. Coagulation:- ( 4 weeks )
i. Assay of coagulation factors II, V, VII, IX activity by
clot detection and antigen by ELA.
ii. PT and PTT.
iii. Lupus anticoagulant by clot detection.
iv. Protein C and protein S (activity and Ag) by clot
detection.
3. Clinical Chemistry:- (12 weeks )
a. Using Hitachi machine:
i. Carbohydrate: Glucose
ii. Lipid: Cholesterol, LDL, HDL, Triglycerides.
iii. Enzymes: Liver function (AST, ALT, GGT) LDH,
Amylase and Lipase.
b. Ion Selective Electrode: Na, Cl, Ca and Co2.
c. Protein chemistry using electrophoresis method: PEP, IMP, IF,
CK, LD and protein analysis.
4. Immunology:- ( 4 weeks )
i. Using ELISA and ELA.
ii. Hepatitis B surface Ag& Ab.
iii. Hepatitis A antibodies ( IgM & IgG )
iv. Hepatitis C antibodies ( IgG & IgM )
v. Salmonella, Shigella, measles, H. pylori, Brucella and
Chlamydia.
5. Immunohematology:- (4 weeks )
a. ABO and Rh typing
i. Forward (cell) and reverse (serum) ABO typing
ii. Rh typing using anti D and an appropriate reagent
control.
iii. Du test using antiglobuline for anti D negative.
b. Antibody Panels (Antibody Identification)
i. For detection of clinical significant antibodies, serum cell
mixture is tested at the 3 phases (at various temperatures,
at room temperature and at 37o C and using antiglobulin
reagent)
c. Auto Control
i. Patients serum tested against his own cells to determine
the presence of an auto antibody.
d. Cross Matching
i. Testing donors cells against the recipients serum to
determine ABO compatibility of the donors cells.
Cross matching is tested in 3 phases.
e. Serologic Test for syphilis
f. Testing Hepatitis B. surface Ag between (HBsAg), Hepatitis B
core antigen (HBcAg) and Hepatitis C antibodies.
g. Human immunodeficiency Virus (HIV) test for HIV-1, anti
HIV-2 and anti HTLV-III.
h. Antiglobulin Testing
i. Direct Antiglobulin test (DAT)
ii. Indirect Antiglobulin test (IAT)

e. Respiratory culture: AFB, streptococci group A, staph aureus
and pseudomonas.
f. Stool Parasitology: using microscopy for detecting protozoa,
ova and parasites in stool as Ascaris, Bilharzia, Ankylostoma,
Fasciola, Taenia, H. nana and Entameba Histolytica and Giardia
Lamblia.
7. Serology:- ( 3 weeks )
i. Widal test, VDRL, ASO determination, C-reactive
protein and monospot test.
8. Tumor markers:- (4 weeks )
i. Using Axsym machine: AFP, CA 125, CA 19, CEA, Beta
HCG & PSA (free & total )
9. Endocrinology:- ( 6 weeks )
i. Using Axsym machine: T3, T4, TSH, FSH, LH, GH and
PTH.
10. Vitamins:- ( 4 weeks )
i. Using Axsym machine: B12 & folate.
11. Toxicology:- ( 12 weeks )
a. Using Axsym machine:
b. Drug abuse screening: Opiates, Cocaine, benzodiazipen,
methadone, amphetamine, barbiturates, methanol.
c. Therapeutic drug level: Digitoxin, Gentamycin, Carpamezipan,
acetaminophine, Theophyllin and Salicylates.
d. Using ICP machine:
e. Heavy metals: Lead, mercury and Arsenic.
f. Trace metals: Copper, Zinc and Potassium (RBC).
12. Histopathologic technique:- ( 4 weeks )
i. Paraffin block section, H & E staining and Sudan III
staining.
13. Urine analysis:- ( 3 weeks )
i. Physical (macroscopial), Chemical and Microscopical
examination.

Working days: Saturday through Thursday. (6 days per week, 8 hours
