Position Purpose:
The position is an administrative position at the Branch Campus University in Sarawak. The appointee
reports to the Health and Safety Executive and is responsible for areas as designated by the Manager,
Facilities and Services. Currently these include:
Support and assist in promoting a positive health and safety culture. This represents a key role in helping
control occupational risk.
Ensure that all safety legislations are adhered to, and policies and practices are adopted.
Support and assist in planning, implementing, monitoring and reviewing the protective and preventative
measures that the University is required, or chooses to follow, and work to minimise operational losses,
occupational health problems, accidents and injuries.

This position will also be required to work closely with other staff members on campus, and to liaise with
building owner, Pometia Sdn. Bhd, to ensure all the building fire system are in operational, legal certification
related to building, fire system, machinery and other equipment are up to date.

The Campus in Sarawak is a licensed branch campus university in Malaysia which offers selected
undergraduate, postgraduate and research degree courses identical to those offered at other Swinburne
campuses in Australia. It also offers pre-university foundation programs. The Campus was established in
2000 as Swinburne Sarawak Institute of Technology and on gaining university status in Malaysia changed its
name to Swinburne University of Technology (Sarawak Campus) in June 2004.

The Campus occupies a 16.5 acre site in central Kuching, the state capital of Sarawak. The Sarawak
Campus has students from Malaysia and other countries, and plans to expand rapidly as its staff and
facilities are developed continuously to allow a greater number and diversity courses to be offered.

The Campus in Sarawak is a joint venture between Swinburne University of Technology in Australia and the
State Government of Sarawak through two of its shareholders Yayasan Sarawak and the Sarawak Higher
Education Foundation. The campus is part of a long-term strategy by Swinburne Australia, established in
1908, to globalise its operations and provide its students with international living, working and learning
opportunities.

Facilities and Services Unit


As an Unit under the Student and Corporate Services Division, Facilities and Services provides support and
advice to the University, which include the following areas:
Renovation works and space planning
Asset maintenance and management
Cleaning services
Utilities management
Landscaping
Security
Facilities support for events and functions
Occupational health and safety
Emergency management
Managing of company vehicles and transportation

The Unit plays an important role in ensuring that the University has sufficient technical resources,
infrastructure and services in place in supporting the University operations.

SECTION B: Key Responsibility Areas
The key responsibility areas (KRAs) are the major outputs for which the position is responsible and are not a
comprehensive statement of the position activities.

Key Responsibility Areas


1. SKILLS AND Able to perform first line support covering at least the following fields:
KNOWLEDGE Assist in implementing the established short and long term Occupational Health
and Safety (OHS) plan, and setting of targets and action plans to address and
improve OHS processes
Assist to review, implement and administer OHS policies, procedures and
practice, in compliance with relevant statutory requirements.
Produce, maintain and analyze reports, records, data and information related to
health and safety for supervisor to review on corrective and preventive action
plan.
Carry out and follow-up any investigation on any near miss incident and accident
according to legal requirements prior to further review from the supervisor.
Plan and assist to coordinate OHS inspection or evaluation of workplace, labs,
workshops, teaching rooms, through Hazard Identification, Risk Assessment and
Risk Control (HIRARC) to generate finding and recommendation reports to the
supervisor and OHS committee.
Assist to plan, coordinate and conduct safety awareness programs and trainings.
Assist to keep up-to-date with new the legislation and maintain the working
knowledge in the area of health and safety legislation and any developments that
will affect the University.
Manage OHS measures e.g. set up of emergency response team, safety
information, incident reporting and first aid.
2. COLLABORATION Liaise and assist to organize with authorities for training of staff and students in
WITH areas of safety, first aid, CPR, accident prevention and investigation, work place
STAKEHOLDERS investigation and other safety procedures.
Collaborate with Human Resource and Student Engagement in providing
relevant safety information for purpose of orientations.
Collaborate, liaise, and coordinate with different internal unit/faculty and external
organisation on OHS related matters.
Assist the Health and Safety team to liaise with building owner, Pometia Sdn.
Bhd, to ensure all the building fire system are operational and legal certification
related to building, fire system, machinery and other equipment are up-to-date.
Promote safety awareness through training, briefings and enforcement of safety
program.
Work effectively as a member of the team, and provide input, advice and
assistance as required.
3. RISK MANAGEMENT Assist in general risk assessments to support health and safety management.
Actively manage the risk register in relation to OHS.
4. LEADERSHIP Provide guidance, direction and assistance to heads of faculty/unit in ensuring
appropriate OHS systems are in-placed.
5. PROFESSIONAL Proactive in self-development to keep abreast of the changes in relevant
DEVELOPMENT statutory requirements.
Actively pursue necessary educational developments and opportunities.
6. OTHERS Any other duties as required by the Health and Safety Executive; Manager, Facilities
and Services; Director Administration or Deputy Vice Chancellor & Chief Executive
Officer (DVC/CEO).

SECTION C: Key Selection Criteria

Qualifications: Include all educational and training qualifications, licences, and professional Essential/
registration or accreditation, criminal record checks etc. required for the position. Highly

1. i. A degree from a Malaysian or overseas university in an area relevant to the duties;
or

ii. A diploma from a Malaysian or overseas university in an area relevant to the duties
with minimum of 3 years working experience in the related field.
2. Certificate in Occupational Safety and Health Officer or minimum 3 year(s) of working
Essential
experience in the related field required for this position.
3. Certified / Registered as Safety and Health Officer with Department of Occupational Safety Highly
and Health (DOSH), or currently pursuing DOSH course, or attended any DOSH certified Desirable
Safety and Health Officer course.

1. Good communication and interpersonal skills as the job requires to work closely with the Essential
