DLWCA Membership
Meeting on May 17
The May DLWCA membership meeting featured DLWCA
Board elections, presentation of the annual
scholarship award and a presentation on community
emergency preparedness, along with outstanding
refreshments provided by Jo Ann Donnelly.
Elected to the Board were Ken Quincy President, Mel
Rose First Vice President, Frank Piazza
Second Vice President, Steve Bergeron Treasurer,
and Bill Moffett Director. Directors Eleanor
McCann and Iman Butler were not up for re-election this
year. There were no nominations for Secretary which is
presently vacant but sorely needed to be filled.
Elise Dirkse (shown above with her parents), a
graduating senior at George C. Marshall High School,
was presented with a $1,000 scholarship award. This
award was based on her outstanding academic and
community credentials and an excellent written
submission on how she would conduct a campaign for
public office. The process also included an interview
conducted by Eleanor McCann and Linda Ryan. Elise
plans to attend Virginia Tech and will no doubt do well.

DLW Resident Elected
President of Virginia
Federation of Chapters
(VFC) of NARFE
Kathy Arpa, resident of DLW, was elected President of
the Virginia Federation of Chapters of the National
Active and Retired Federal Employees Association
(NARFE) at the 62nd Annual Convention (April 17-20,
2016) held at the Doubletree by Hilton Koger
Convention Center in Richmond, VA. Kathy is the 35th
President to serve the Virginia Federation of Chapters.
She also served as the 2016 Convention Coordinator.
Kathy previously served as First Vice President of the
VFC for two years, Second Vice President for two years
and Area X Vice President for three years. Kathy is
currently First Vice President and Newsletter Editor for
NARFE Chapter 1116 in Vienna, VA. She joined
NARFE in 2003 and retired from the Federal
Government in Washington, DC in 2004. Kathy is a
lifetime member of NARFE and she will represent the
Virginia Federation at the 34th NARFE National
Convention in Reno, NV in August 2016.
The VFC has a long history of advising and assisting
federal employees and retirees. It was founded April 9,
1955, by NARFE members residing in the
Commonwealth of Virginia. Currently, there are more
than 13,000 NARFE members within the 55 Chapters
which form the VFC. In addition, there are
approximately 3,000 members of the National E-
NARFE Chapter residing in Virginia. These members
include current and retired federal employees, spouses,
and survivor annuitants. Chapter 1116 meets at
American Legion Post 180 in Vienna on the Second
Tuesday of the month. For info on NARFE, go to

Yard Sale Rained Out
The DLW Yard Sale set for May 21 with a rain date of
May 22 was rained out both days. The rescheduled
yard sale was held in conjunction with the SWM Yard
Yard Sale Rained Out
Sale on June 18 with the weather cooperating.
Tree and Shrub Trimming
Please remember to trim your trees and shrubs to clear
the way for children walking to school, commuters
walking to the metro and our many dog and pleasure
walkers. This helps to ensure the safety of everyone!

Help! DLWCA Needs a Films in the Park 2016

Secretary and Join our community for Mosaics annual Films In the
Neighborhood Watch Park series free movies on Friday nights! Bring a
blanket, your favorite snacks, and get ready to enjoy.
Coordinator Each movie starts at 7:00 pm.

Although DLWCA Board elections were held at the May July 1 Field of Dreams; July 8 E.T., The Extra
17 membership meeting, there were no nominations for Terrestrial; July 15 Babe the Gallant Pig; July

The position of Neighborhood Watch coordinator
continues to be vacant. Neighborhood Watch is a key President Ken Quincy
community program in helping to maintain a safe and 1st Vice President Melvin Rose
secure community. The efforts of Fairfax County police 2nd Vice President Frank Piazza
in this regard rely on the assistance provided by an Treasurer Steve Bergeron
active Neighborhood Watch program. The McLean Recording Secretary vacant
District police station offers materials and an active Corresponding Secretary Wayne Comer
program to help communities in the district maintain Director (3 year) Iman Butler
neighborhood security. As with the aforementioned Director (2 year) Eleanor McCann
secretary position, this is a fulfilling way to contribute to Director (1 year) Bill Moffett
the betterment and, in this case safety, of the DLW
