Consultant ToRs for GBV Program Final Evaluation

1. Background

International Medical Corps has been providing health services to the Afghan Refugees living in Pakistan
since 1999 and also initiated a community-based GBV prevention and response initiative in Afghan
Refugee Camps in Pakistan in September 2008. This program is designed to ensure continued access to
quality essential primary health, gender-based violence (GBV) and reproductive health care services
through continued operation of Basic Health Units (BHUs) and support to partners operating BHUs. The
contributions of International Medical Corps are at the heart of a strong collaboration with UNHCR and
other implementing partners working to support the Pakistan refugee population.

2. Objectives of the study:


To conduct a final evaluation of the GBV prevention and response interventions under Primary
Healthcare and GBV Support for Afghan Refugees in KPK project in currently targeted areas to
determine:

1) If program level outputs and outcomes were met as agreed upon with relevant donors;
2) Communities perception of the relevancy and appropriateness of the GBV program;
3) Identify areas for improvement or adaptation;
4) Measure changes in knowledge, attitudes, and practices through a KAP survey, as compared to
baseline KAP survey data collected
The final evaluation of current program interventions will review International Medical Corps project
covering the period July 2013 to March 2016.

4. Scope of Work
Using a combination of qualitative and quantitative research techniques and analysis of secondary
information/reports, the consultant/ firm will:
Responsibilities:

Conduct a desk review of all key project documents


Conduct an audit of project to determine if program level outputs were met as agreed upon
with relevant donors
Draft an evaluation plan in consultation with the Technical Unit and in-country technical
specialists
Prepare all evaluation tools, including interview guides, focus group discussion guides, data
analysis matrix, and other data collection & analysis tools as needed for the evaluation, and
ensure International Medical Corps Pakistan and International Medical Corps Headquarters
technical review of the plan and tools
Lead training for data collectors in-country

Oversee data collectors work on survey, focus group discussions and key informant interviews
in the field, as well as other data collection activities
Conduct key informant interviews in the field as needed
Lead and oversee data analysis
Present initial findings to in-country team prior to submission of final report.
Write final evaluation report: share first draft with International Medical Corps Pakistan and
International Medical Corps headquarters technical unit, address recommendations, and finalize
report.

3. Geographic Areas
The final evaluation will be conducted in the province of Khyber Pakhtunkhwa covering the following
three districts:
Districts Locations (Afghan Refugees Villages)

Peshawar Mera Kachori

Baghbanan

Swabi Baraki-I

Baraki-II

Buner Koga

4. Selection Process and Criteria:


The potential firm/consultant will submit detailed technical and financial proposal/s. The proposal/s will
devise technical strategy and all costs. The proposal/s should include:
Cover letter addressing the requirements stated
Detailed CVs of expert(s)
Description of proposed methodology to clearly address the criteria and content of the Terms of
Reference and may detail what additional improvements / best practices the firms can
introduce while collecting and computing the data
Samples of previous work including tools used and reports produced
Three references (names, email and phone contacts) from previous clients where similar work
has been conducted
The proposals will be evaluated on technical and financial basis. The technical score will be awarded
upon maximum of 80% score, whereas, the financial will be awarded maximum of 20% score. The client
will award the contract to the firm/individual with highest accumulative score in technical, financial and
the presentation of the competition process. The review team will review proposals based on the
following general criteria:

All documents related to this tender shall be in English and all costs shall be expressed in Rupees.
Proposals may be submitted electronically or by hard copy. If proposals are submitted electronically, all
pieces to the proposal must be labelled clearly. Acceptable formats include Microsoft Word, Microsoft
Excel, and PDF.
5. Deliverables
1. Draft evaluation plan including evaluation tools and staffing needs. This plan shall be
submitted for review and approval by International Medical Corps 5 days after the
signature of the contract before commencement of the work.

4. Training plan and materials for data collectors
5. Training held for data collectors 2 days
6. Compiled and cleaned data from interviews, FGDs, etc.
7. Draft evaluation report, outlining findings and recommendations

6. Reports

7.1. Outline

The evaluation report should contain the different elements mentioned below. All parts should be
clearly distinguished from each other and of sufficient quality.

Cover page
Table of contents
An executive summary that can be used as a document in its own right. It should include the
major findings of the audit and programmatic review and summaries conclusions and
recommendations.
The objectives of the evaluation.
The main evaluation questions and derived sub-questions.
A description and justification of the methods and techniques used (including relevant
underlying values and assumptions, theories) with a justification of the selections made (of
persons interviewed, camps visited or activity sites visited).
A presentation of the findings and the analysis thereof (including unexpected, relevant findings).
All research questions should be addressed, paying attention to gender issues.
Conclusions, which will analyze the various research questions. Conclusions will have to be
derived from findings and analysis thereof.
Recommendations should be practical and if necessary be divided up for various actors or
stakeholders as well as sectoral and include guidelines of how they can be implemented.
Report annexes.

The reporting style should be clear and accessible. References to sources used, such as interviews,
literature, reports, must be given.

Confidentiality of information: all documents and data collected will be treated as confidential and used
solely to facilitate analysis. Interviewees will not be quoted in the reports without their permission.
Consent forms should be filled for taking pictures (if needed).

7. Consultancy Duration

8.1. Overall Consultancy Period

The entire period of this consultancy will be 45 working days that will include preparation, development
of the survey tools, testing and reviewing of the tools, actual field work, and data analysis, dissemination
of the key findings to stakeholders and reviewing of the final report.

8. Reporting

9.1. Content

The reports submitted by the consultant shall live up to the quality standards provided by International
Medical Corps.

9.2. Submission/Comments Timing

All the required documents and reports in their draft and final versions shall be submitted to the
Program/Medical Director within the specified timing in section 6 (deliverables) of this ToR. It is
pertinent to mention that both The Program/Medical Director commits to give written feedback to each
of the submitted documents within 5 working days of receipt.

9. Administrative Information

9.1. Tax Arrangements

International Medical Corps will deduct withholding tax from the consultancy fees which will be in
conformity with the prevailing government rates in Pakistan.

9.2. Bid Requirements

Consultants who meet the requirements should submit expression of interest, which should include the
following:

A suitability statement, including commitment to availability for the entire assignment.


A brief statement of on the proposed study methodology including a detailed work plan.
A detailed financial proposal, including daily cost per major activity.
Updated curriculum vitae of the consultant/s that clearly spell out qualifications and experience.
Contacts of 3 organizations that have recently contracted the consultant to carry out an
audit/program evaluation or an assignment of similar nature.

10. Supervision

The overall supervisor of this assignment will be the Program/Medical Director or his assignee from the
core staff of International Medical Corps in Pakistan.

Duration and timeline

Time for completing the assignment and provision of final report is within 6 weeks of signing of the
contract agreement expected to be starting from May 20, 2016. The firms will provide a work plan
detailing all activities from initiation to the submission of final deliverables.

Qualification

A well-recognized and reputable research, consultancy firms/company or individual consultants having


documented experience in similar assignments in Pakistan are eligible to submit their proposals.

General Conditions

No contract may commence unless the contract is signed by both parties.


The team members of the consultancy firms are not entitled to payment of overtime. All
remuneration must be within the contract agreement.
Accommodation and meals will be covered by the consulting firm/company. Therefore, the price
component must contain an overall quotation. However, the detailed budget required to show
the actual breakup.
The consulting firm should provide its team with relevant IT equipments and other office
supplies related directly to the task.
International Medical Corps will provide facilitation such as addresses, meetings with
community, etc., for the movement of the teams in field and geographic areas. The travel to and
from and within the field needs to be reflected in financial proposal.
Final payment to the consulting firm will be dependent on the completion of deliverables (to be
specified in the contract) as well as handover notes and relevant data.

11. Validity of Proposal


Proposals will be valid for 30 days. International Medical Corps reserves the right to reject any or all
proposals received in response to this RFP, and is in no way bound to accept any proposal. The client
additionally reserves the right to negotiate the substance of the finalists proposals, as well as the option
of accepting partial components of a proposal if appropriate.
12. Human Subject Protection Issues
The consultant must be familiar with and observe the WHO Ethical and safety recommendations for
researching, documenting and monitoring sexual violence in emergencies, and follow the
confidentiality, privacy and informed consent policies of International Medical Corps program/projects
such as GBV according to national and international protocols.
13. Intellectual Property Rights:

All outputs under the assignment shall be the sole property of International Medical Corps. The
Consulting Firm shall not exercise any rights on all the outputs and cannot share the same with any
outsiders without the prior consent of International Medical Corps.
