1.0 Introduction :

The terrorist crime is considers the most serious crimes in the world that threaten
many communities and leave behind a heavy losses in lives and properties, also it
affects the state and its economy is one of the most important challenges facing the
countries in the contemporary time, because the causes of terrorism are many and
varied motivation ( Alharbi,Deif Allah. 2010).

With the flow of information explosion that deal with matters of national security, and
in the light of data and variables become a general characteristic of search such
theses, remains the contributions from specialists in this area supply the vital activity
to follow the most important of theseissues, whereas the study seeks to develop a
comprehensive assessment of the Yemeni security strategy on combating of terrorism
to increase their efficiency and find out the weaknesses in the face of growing threats
that might be exposed to society from terrorist groups.

The terrorist crime is not confined in the culture of certain or a specific religion and
sectarian direction, we must know the different ways in which can combat these
crimes. Some of which are caused by the environment in which the terrorist lives, At
the forefront of these means of strategic planning for the security services, where a
responsible directly confront terrorism and deal with it (UN counter-terrorism
strategy, 2006).

The security services are bears the brunt of terrorist crime therefore supposed to have
a readiness and control to save the people and community from any threat. Institutions
and security urgently need to use planning to confront terrorist crimes, as one
researcher said employees of the security apparatus and the realization of the
importance of strategic planning ( Matoly,Mohammed. 2016).
1.1 Problem of Statement :

Under the strategic and unique location of the Republic of Yemen and depth of
historical and geographical make them vulnerable to various threats, terrorist threats
thereof this makes the front of the security authorities daunting tasks in the
development of strategic plans in stages convergent to combat terrorism and maintain
stability of the society, whereas the terrorist crimes are considered very serious social
problem threatening the security of society and internal and external stability and
hinder the development plans for all kinds, through the suffering of Yemeni society
from terrorist crimes where witnessed a noticeable increase in terrorist acts in the last
period. Strategic planning is becoming increasingly important to confront the terrorist
crimes of all kinds in the long term. The seek through this study was to assess the
strategic security plans to counter this phenomenon and find out shortcomings and
obstacles to gain access to the results and recommendations that help stakeholders to
develop and improve the quality of their plans Strategy to reach the desired goal of
reducing this crimes or minimizing the effects.

1.2 Research Questions :

Through this study, we want to answer the many questions and inquiries important
during this subject, where is the main question that study aims to reach it. is the
strategic planning effective to prevention the terrorism in society of Yemen? Branch
this question a number of questions as follows.

1. What is strategic planning and what is its importance in the fight against terrorist
crimes?

2. Is the strategic planning in Yemen effective to prevention the terrorism ?

3. What initiatives Yemen needs to take to further improve strategic planning?

4. What is the difference between crime of terrorism and conventional crime?

5. What is the size of the impact of terrorist crimes on sustainable development in


Yemen?

6. What are the procedures by which to reduce the dangers of terrorism?


1.3 Objectives of research :

The main objective of this study that seek to get it an assessment of strategic plans in
the face of terrorist crimes and find out the extent of the application of the United
Nations strategy to combat terrorist also knowing the difficulties and obstacles that
faced the effectiveness of strategic planning in the fight against these crimes and to
achieve sustainable development of the community and access to the findings and
recommendations that will help in the success of the face of these crimes and to
minimize effects as well as the present study aims to reach.

1. To know the relationship between planning to combat terrorism crimes and bring
development to the community

2. To define the contribution of strategic planning in the fight against terrorist crime
and what are the obstacles that reduce the effectiveness of the strategic planning.

3. This study to reach the recommendations contribute to the effectiveness of


strategic planning in the fight against terrorist crimes.

4. To Find out suitability of strategy Yemeni with UN counter terrorism strategy and
international strategy in this field .

1.4 Significance of research :

Important of the study are summarized in there are afew studies that have addressed
this issue all aspect. As well as importance of the strategic planning to maintain the
stability of society, where he became a terrorist crime and suicide bombing of the
most prominent and the most serious social problem facing communities and increase
day by day.

The importance of this study in what may reach him by providing mechanisms and
procedures; it may contribute to raising the level of effectiveness of strategic planning
in the face of this criminal phenomenon, to maintain the security and stability of
society to achieve sustainable development.
2.0 Literature review :

Strategic planning is the duty of the security agencies imposed by the circumstances
and the nature of their work to ensure the advancement of their responsibilities and
face the dangers and challenges and to maintain security and stability is the basis of
development and progress in the society (Dr.Darwish, Housin . 2007).

Noticeable increase in terrorism crime rates, which means that the danger is
increasing day by day, that the face of these crimes traditional methods will not
achieve the objectives of those confrontations, especially after he developed methods
to commit such crimes using modern techniques and methods, This imposes on the
relevant organs combating terrorism reliance on strategic planning to overcome this
phenomenon. The best example of this strategy, which was adopted by the Arab
Interior Ministers Council, this is the right direction to achieve the desired goals (Al
Harbi, Deif Allah. 2010).

Terrorist crimes of the most serious crimes that leave behind large losses and affect
the state and its economy dramatically and are considered terrorist crimes of the major
challenges faced many countries in the contemporary time in term of varied motives
of terrorism and extremism, the mismatch religion, including the political and
pathological (Hamza ,Mohammed . 2012).

Strategic planning is a process of opportunities available to coordinate resources and


achieve strategic objectives during the period of time based on a strategic vision to be
achieved in that period. The meant of strategic planning is think ahead to what should
be done by a certain period of time to achieve the desired goals, because without
strategic planning community to heading the unknown in all its aspects (Tlavhh,
Housin . 2009).

There are strong and solid relationship between security and sustainable development
of society. Without security, there is no development and that security is an essential
pillar of the stability of the pillars of Community Development (Ali, Hassan, Adel .
2006)
3.0 Research methodology

This study reviews Strategic planning for the Prevention of terrorist Crime in Yemen
and discusses its role in achieving a sustainable development in society through a mix
of quantitative and qualitative analysis. In quantitative research we classify features,
count them, and even construct more complex statistical models in an attempt to
explain what is observed. Questionnaires provide us with the necessary primary data
need to be analyzed. Accordingly, questionnaires can provide quick solutions and
details appropriate to the subject, and the study of changes related to them. Analysis
of questionnaires needs to be good programs with high efficiency to calculate the
possible outcomes and their ability to create the same survey. Through this study, we
need to use analysis software tools, which provide for the researcher to use statistical
and analytical tools, and can help calculate the results of these tools to easily and
accurately. Program such as SPSS (Statistical Package for the Social Sciences), which
provides us with percentages, graphs and pie charts.
