The Guide is now into its 15th year, and is widely recognised as the leading one-
stop reference publication for the Malaysian water industry, encompassing both
the water supply and sewerage sectors.
The Guide serves the need of the players in the water industry, government
agencies, researchers, academicians, financial institutions and businessmen.
Investors, entrepreneurs or corporate executives interested in exploiting business
opportunities in Malaysias vibrant water and wastewater sectors will certainly
find the directory format user-friendly and highly informative.

I would like to commend the Malaysian Water Association (MWA) in collaboration with the
National Water Services Commission (SPAN) and the Ministry of Energy, Green Technology
and Water (KeTTHA) for consistently publishing its annual Malaysia Water Industry Guide
(MWIG). I trust that this latest edition of MWIG 2016 will continue to be a valuable source of
information for the water services industry which contains strategic information for planning,
investment and improvement to Operation and Management of the water and sewerage
services in Malaysia.
In this regard, KeTTHA is fully committed to sustainable water management, thus timely and
accurate data and statistics on the state of our water services and management are key
factors that contribute to this effort.
In 2015, the Ministry has taken the initiative to establish a data and statistics center for the
water industry to gather live and quick statistics from all relevant parties under the purview
of SPAN. With this timely information system, the Ministry will be able to ensure important
data are always readily available, and at the same time able to enhance and facilitate
the regulatory aspects through a structured monitoring, evaluation and data reporting
system. It also enables the Ministry to identify at early stage any challenges that need
proactive remedial or preventive action before major incidents or failures occur in the
provision of water supply services affecting to the consumers.
This real-time data collected by the Ministrys business intelligent system partnered with the
historical data from the MWAs publications of MWIG had assisted the Ministry in monitoring,
and helped made decisions pertaining to managing water shortage issues during the el
Nino effect in 2015.
I would like to thank MWA, the Water Supply operators, Sewerage Services operators, Water
Supply Department, KeTTHA and SPAN for contributing towards the successful publication
of MIWG 2016

It is my pleasure to say a few words in this latest edition of the MWIG 2016. This is a publication
that appeared since 1994, firstly as the Malaysia Water Industry Report under the Water
Supply Branch of the Ministry of Works Malaysia. In 2001, it was renamed as the Malaysia
Water Industry Guide until today.
Since the establishment of SPAN in 2007, I am proud that SPAN has played a major role
together with MWA, the Ministry (KeTTHA) and all water operators in collecting and keeping
track of the data and statistics of the water industry over the years.
Besides collection of data and statistics from the water operators, I am pleased that this
mode of cooperation has set the pace for further strengthening of working together with the
operators for the benefit of the stakeholders and consumers.
A key point was when SPAN signed a Memorandum of Understanding (MoU) with 12 water
operators to address the water crisis issues caused by natural disasters or other unexpected
factors. The MoU will help streamline and improve the existing cooperation between SPAN and
the concessionaires in the form of supplying clean water, manpower, facilities and equipment.
In this respect, accurate data and information are contingent to the success of monitoring
the situation particularly in time of crisis. I believe the standard operating procedure that was
established from the experience of data keeping of the MWIG cooperation has facilitated
this sharing of information to a great extent.
It is my hope that the water industry players will view this MWIG as an important source
data for their business and investment plans. At the same time, all water operators and the
relevant authorities can use the cross-country comparable statistics about the Operation
and Management of water services to assess the state of their water supply and take
appropriate action to improve for the better.
I must congratulate MWA, SPAN, KeTTHA and the water operators for working hard to produce
this much sought-after MWIG each year.

The MWIG 2016 is published by the MWA in close collaboration with the National
Water Services Commission and the water operators who provide the important
annual data input and relevant information. It is part of the common objective
of the water industry players to enable water utilities to compare and measure
their performance among their peers that could lead to the continuous efforts
in improving their level of performance. The MWIG contains key performance
indicators and a wealth of data on all the states water and wastewater
operations and management. Over the years, the water operators had put in
much effort to ensure the data are accurate and reliable.
I take this opportunity to express a big thank you to SPAN, KeTTHA, all state water
operators and IWK for the cooperation and valuable contribution rendered in
producing this MWIG 2016.
