Cockfighting ring discovered

A man is facing felony animal cruelty
charges after police and investigators with
the Peninsula Humane Society uncovered an
alleged cockfighting operation at his East
Palo Alto home.
Aldenni de Jesus Trujillo Santiago initial-
ly called police around 3:50 p.m. March 23
to report his neighbors aggressive loose
dog. But when officers arrived to the 1200
block of Cypress Street, they discovered
dozens of chickens that had been modified
for illegal cockfighting, according to East
Palo Alto police.
When police contacted PHS, its investi-
gators were already on their way, having
received a tip about the illegal cockfighting
from a neighbor, said PHS spokeswoman
Buffy Martin-Tarbox
When we arrived on scene, it was clear
dozens of roosters had been modified and
trained for fighting, PHS Lead Humane
Investigator Christina Hanley said in a
press release.
Many of the animals were suffering from
untreated wounds and 56 chickens had to be
humanely euthanized, according to PHS.

The process of preparing a rooster for
cockfighting is brutal and its a felony
charge of animal abuse, said Martin-
Tarbox. Its a process called dubbing,

Huddled around tables topped with a
Monopoly style map and armed with
Lego pieces, bike lane stickers, mark-
ers and Post-its, dozens of San Mateo
residents gathered Wednesday to help
plan the future of their downtown.
The city hosted its first community
workshop at the Main Library as it
embarks on updating its Downtown
Specific Plan. Still in the early stages,
the comprehensive document will
cover a range of topics such as land
use, density, parking, public gather-
ing and open space, transportation,
zoning and more.
During the first workshop focused
on land use and public spaces, atten-
dees were spilt into groups and given
an opportunity to design their ideal
downtown. Organized in a playful for-
mat with a map serving as the game
board, residents young and old dis-
cussed their priorities and tried to rec-

and said it boosted concerns about destructive floods when

Teacher pay battle hits

Educators dissatisfied; district officials hopeful for resolution

Elementary teachers locked in contract
negotiations with San Mateo-Foster City
district officials claim they need more
money because they are struggling to afford
the exorbitant cost of living along the
Peninsula.
Dozens of San Mateo-Foster City
Elementary School District teachers packed
a school board meeting Thursday, March 23,
to make impassioned requests for higher
wages.
Teachers and officials are negotiating a
new contract, and educators claim a raise is
necessary to allow most union members to
be able to afford San Mateo County's hot
housing market.
We deserve to live comfortably in our
community, said Janet Chappell, a teacher
at Laurel Elementary School.
Board members could not respond to the
issues raised by teachers because the discus-
sion was not on the meeting agenda, but dis-
trict Superintendent Joan Rosas said in an
email officials are committed to resolving
the contract dispute.
The negotiations process takes time to
complete and the district does feel confident
that an agreement can be reached, she said.
To concerns regarding teachers' inability
to afford living locally, Rosas said much of
the struggle can be pinned on the regional
housing crisis facing many having a hard
time paying rents or buying a home on the
Peninsula.
The scope of the problem goes beyond
the San Mateo-Foster City School District
in that the overall job market and subse-
quent lack of housing have driven up the
cost of living in the Bay Area, she said.
Unfortunately, the district has not experi-
enced the same level of fiscal growth and
has limited ongoing funding.
The contract strife comes as the district is
struggling to pass Measure Y, a ballot ini-
tiative proposing to extend an existing
$209 parcel tax for another nine years.
The most recent results showing 65 per-
cent voter support available Thursday,
March 30, from the Elections Office indicate
the measure is inching closer to the two-
thirds threshold necessary to pass.
The tax potentially generating revenue to
pay district staff received 64 percent voter
support when results were first available
Tuesday, March 28. More returns are expect-
ed Tuesday, April 4, and final tallies should
be available Thursday, April 6.

Eleanor Felker, born Oct. 15, 1917, died
peacefully Mar. 25, 2017, at the age of 99
in San Mateo, California.
A San Francisco native, she was preceded
in death by her husband Harry Felker; par-
ents Lily and Frank Cirelli; and brother Fred
Cirelli. She is survived by her sister Claire

said they feel disrespected by officials offer-
ing less pay than some neighboring dis-
tricts.

Ledlow, a teacher at Fiesta Gardens
Elementary School who said she was experi-
encing migraines generated by the stress of
feeling overworked and underpaid.
Rosas said officials do not want to make
their employees feel undervalued.
It is disheartening that someone feels
unsupported in the school district. We do
care about our staff, she said.
District teachers earned an average of
$75,328 in the last fiscal year, according to
the state Department of Education. Teachers
in the neighboring Burlingame Elementary
School District earned an average of
$74,433, while teachers in the Belmont-
Redwood Shores Elementary School District
earned an average of $80,855.
Teachers last year were granted a 3 percent
one-time salary schedule bump along with a
6 percent annual hike.
Some teachers said better salaries avail-
able in neighboring communities have
drawn away a portion of the district's top
talent, resulting in significant staff changes
each year.
Liz Curry, a North Shoreview Montessori
teacher, claimed constant turnover has been
a ongoing hurdle her school has faced. She
pleaded with officials to spend some of the
money stashed in savings for teacher
salaries, offering an incentive for her col-
leagues to stay with the district.
Get creative. Dig deeper. Don't sit on the
large reserves you have had for many years,
she said.
Her sentiments were echoed by Abbott
Middle School teacher Tim Hilborn who read
through the district's budget details under an
attempt to show adequate money exists to
offer teachers a pay raise.
Rosas meanwhile said the board is com-
mitted to its policy to keep 10 percent of
general fund expenditures in reserves at all
times to protect against economic uncer-
tainties or budget shortfalls.
Despite their differences, Rosas said she
is hopeful the two sides will ultimately be
able to come to terms on a deal.
The San Mateo-Foster City School
District appreciates the commitment of all
parties to this time consuming and difficult
process and will continue to work with our
negotiating teams to reach a final agree-
ment, she said.
Yet Chappell spoke to the frustrations of
many teachers dissatisfied by the status quo.
We teachers deserve to be recognized,
she said.

Former NDNU president dies
John B. (Jack) Oblak, former president of
Notre Dame de Namur University, died
March 23 at Chester
County Hospital in West
Chester, Pennsylvania,
near his home, the uni-
versity reported.
As NDNUs president
from 2000 to 2007,
Oblak led the effort to
rename the university
from College of Notre
Jack Oblak
Dame and established a
four-school structure for the Belmont
Catholic institutions academic programs.
Jack Oblak was a lifelong educator and
theater professional, said President Judith
Greig of Notre Dame de Namur University.
He held leadership positions at several
campuses, culminating in his tenure as pres-
ident of NDNU. He was dedicated to social
justice through higher education.
During his term, the university began to
implement its campus Master Plan, with the
assistance of a $2 million gift from the Carl
Gellert and Celia Berta Gellert Foundation,

at that time the largest philanthropic dona-
tion the university had ever received.
During his tenure, NDNU built New Hall,
adding to the residence hall space for under-
graduates. The athletic field was converted
to artificial turf and renamed Koret Field,
and the Ferrari Plaza was added, according to
the university.
In addition to his duties as president, Oblak
participated in university theater produc-
tions, including a part in the world premiere
of Tim Robbinss stage adaption of Dead
Man Walking, and the role of the Ghost of
Christmas Future in A Christmas Carol.
Two injured in cooking
fire at elementary school
Two people were injured in a classroom
cooking fire at a Redwood City elementary
school Thursday, fire officials said.
The fire was reported at 12:57 p.m. at
Sandpiper Elementary School at 801
Redwood Shores Parkway and was put out by
a janitor with a fire extinguisher prior to
first responders arrival. A parent was cook-
ing some kind of specialty food with a
portable cooking unit she brought during
lunch when the fire started, Redwood City
fire Battalion Chief Chuck Lax said.
The parent was treated at the scene for
minor burns and a janitor was treated for dif-
ficulty breathing, according to police.
Both were transported to the hospital for
further treatment. No other injuries were
reported, according to police.
The fire was contained to one classroom
and no other parts of the school were affect-
ed, according to police.

Two sentenced
for string of burglaries
Two defendants in eight San Mateo
County burglaries during the past nine
months were sentenced Wednesday to up to
four years in state prison, prosecutors said.
Mario Darosa, 36, was sentenced to four
years in state prison and Joseph Goulart,
31, was sentenced to three years and four
months in state prison for their attempt to
steal an ATM and thefts from seven other
businesses.
Prosecutors said Darosa and Goulart, both
of San Jose, stole from the seven business-
es between June 7 and Jan. 15.
Then on March 4, Darosa and Goulart
attempted to steal an ATM from the Harbor
Village shopping center at 270 Capistrano
Road in Princeton-by-the-Sea.
They were arrested the same day after lead-
ing deputies and California Highway Patrol
officers on a chase.
Darosa and Goulart attempted to steal the
ATM with a truck stolen from a San Jose
home earlier in the day.
They eluded authorities until they crashed
ran from the vehicle but were apprehended.
The two also made off with property from
the Twice as Nice strip mall in Half Moon
Bay, the El Granada Market in El Granada,
Round Table Pizza in Millbrae, India Bay
restaurant in El Granada, Jersey Joes in Half
Moon Bay, Flavor restaurant in Princeton-
by-the-Sea and Half Moon Bay Pharmacy in
Half Moon Bay, according to prosecutors.
Goulart and Darosa will appear in court
again on May 10 to hear what restitution
theyll have to make.
Attorneys for both men were not immedi-
ately available to comment.

RALEIGH, N.C. North Carolina rolled
back its bathroom bill Thursday in a bid to
end the yearlong backlash over transgender
rights that has cost the state dearly in busi-
ness projects, conventions and basketball
tournaments.
The compromise plan, announced
Wednesday night by the Democratic gover-
nor and leaders of the Republican-controlled
legislature, was worked out under mounting
pressure from the NCAA, which threatened
to take away more sporting events from the
basketball-obsessed state as long as the law,
also known as House Bill 2, remained on the
books.
The new measure cleared the House and
Senate and was signed by Gov. Roy Cooper
in a matter of hours.
Among other things, it repeals the best-
known provision of HB2: a requirement that
transgender people use public restrooms
that correspond to the sex on their birth cer-

has discriminated against our people, and it
has caused great economic harm in many of
our communities.
The American Civil Liberties Union and
gay rights activists complained that the new
law still denies gay and transgender people
certain protections from discrimination, and
they demanded nothing less than full repeal.
As a result, it was unclear whether the
retreat from HB2 would stop the boycotts or
satisfy the NCAA. NCAA President Mark
Emmert said the associations board would
review the legislation in the coming days
before deciding whether to bring neutral-site
championships back.
Republican Rep. Scott Stone, who lives
in Charlotte, urged his colleagues to vote for
the new bill. It passed the House 70-48.

District has finalist
for superintendent
Mary Streshly is expected to be the newest
superintendent of Sequoia Union High School
District, according to district officials.
The Board of Trustees announced Thursday,
March 30, Streshly is the top finalist for the
position and her hiring is contingent upon
striking a contract agreement. Once a deal is
reached, she will likely be approved by the
board Wednesday, April 5, according to a press
release.
Streshly, who most recently worked as an
assistant superintendent in the Campbell
Union High School District, is slated to replace
Jim Lianides when he retires at the end of the
school year.
Board President Carrie Du Bois expressed her
excitement for the finalist joining the district
comprised of high schools such as Woodside,
Menlo-Atherton, Carlmont, Redwood and
Sequoia, where Streshly has worked in the past.

ability to successfully manage change in a

burning candle started a deadly building fire
that killed four people. Thursdays announce-

blaze that also displaced dozens of residents

Shutdown? GOP says no as it tries to save Trump priorities

WASHINGTON The last thing President
Donald Trump needs on his 100th day in
office is a government shutdown.
So with four weeks to go, Trump and
Republican leaders are trying to salvage
priorities like his wall along the Mexico
border and immediate increases in defense
spending without stumbling into a politi-
cally toxic government shutdown in anoth-
er month.
The temporary government-wide spend-
ing bill runs out at midnight April 28, and
since Trump needs Democratic help in get-
ting the legislation done, Republicans are
already tamping down expectations. Rep.
Chris Collins, R-N.Y., a Trump ally, pre-
dicted that the legislation would be kept
mostly free of controversial add-ons.

war in Afghanistan yields little progress, Russia is resurrect-
ing its own interest in the graveyard of empires. The jock-

matic effort to tackle Afghanistans future, with or without
U.S. support.
Uncertain of Moscows intentions, the Trump administra-
tion will stay away when Russia hosts regional powers
China, India, Iran and Pakistan, and several Central Asian

A library without walls

R
ecently, at the Burlingame
Public Library, I bumped into
a teacher Id had in high
school. We chatted for a few minutes
and I told her Ive always remembered
her class because wed read Orwells
1984.
I recalled to her the singular impres-
sion that book had made on my
impressionable teenage mind because
of the writers ability to conjure an
entire universe from his imagination.
That universe in which humanity is
crushed by an absolute ruler who
through fear, terror and technology
eliminates liberty and truth.
Talk about timeless, my high
school teacher said.
That same day, by chance, I saw a
book lying on one of the librarys
tables. It was The Colossus of
Maroussi by Henry Miller. It told of
his travels in Greece in the 1930s. I
sat down and began to read.
I had read this book before, 40 years
ago. I was in my 20s then and, when
nished, decided that I must go to
Greece, specically the island of Corfu
that Miller had so manifestly brought
to life. I did go, spending seven
months on the island. As I read the
book again, tears came to my eyes.
Im sure most people have had expe-
riences similar to this (perhaps with-
out the tears). Reading again a book
of their youth and transported once
more to emotions and memories so
deeply felt that it seemed there was no
time separating that rst reading and
the present one.
I entered, once again, a very foreign
place that Miller brought into vivid
relief: not only the ancient, exotic
landscapes and radiant uniqueness of
the Greek people, but something

us. How in books we are all immi-
grants, visitors to other lands even
if those lands merely reside in the
writers imagination in which,
through that writers skill and empa-
thy, our need to understand is engaged.
I also thought about how coming
across a book on a library table about
a writers journey to another country
reminded me of my own responsibility
as a citizen. That in a truly democratic
society we must continuously examine
this world in which we are all immi-
grants. And where no ones origin has
more value or validity than anothers.
I teach ction writing at a local
community college and something we
talk about a lot in class is empathy.
The ability of a writer to create a world
in which the reader inhabits the life of
a character and is drawn into the
predicaments of that life. The reader of
a book must care about how that char-
acter solves being alive.
A couple of weeks ago, the library
held an open forum on immigration.

gent viewpoints and various calls to
action. But what was also compelling-
ly clear was that there in that room
were responsible and critical inhabi-
tants of a democratic society examin-
ing their common humanity.
I also sat there thinking about my
previous few weeks in the library. My
memories of traveling to a distant cul-
ture, as well as witnessing my fellow
community members imagining what
they wanted from the future of their
own culture.
And about how a terric library real-
ly has no walls. About how a public
library, at its best, encourages us to
include each other to think beyond
ourselves and to inhabit the lives of
others. About how a library can be
that timeless land through which
everyone who follows us might our-
ish.

B
ecause of the rapidly changing pace of both
news and news delivery, the Daily Journal is
embarking on a new system of providing the
information our readers both enjoy and deserve.
We will be calling it Virtual News, and it will be deliv-
ered by our new and exciting Virtual Newsroom. It
entails the delivery of facts, interviews, data and other
information our newsroom regularly collects and uses to
deliver to you what was previously known as news sto-
ries. We will also be providing readers with every single
photo taken by members of our newsroom, whether it be
the actual shot we traditionally would use in the paper,
or out-of-focus photos or
even those we mistakenly
take while adjusting the aper-
ture.
In doing so, we seek to be
the most transparent news-
room in the nation. Readers
will be able to see every
piece of source data and be
able to make their own deci-
sions on what is relevant or
interesting.
Doing so, however, will
necessitate us not being able
to craft news stories based on
the information we gather. It
will eliminate the need for us
to use editorial judgment in processing the information
into relevant and interesting stories through word-
smithing and literary craftsmanship. Instead, we will let
the reader decide what is interesting based on the sheer
volume of data we sift through every day. Starting April
1, also known as April Fools Day, we will no longer be
presenting the information we gather in story form but
rather in pure information form. We will start by print-
ing every single government agency agenda item and
staff report, email correspondence and transcribed inter-
view both in person and over the phone we regularly
encounter. We will also transcribe our newsroom conver-
sations, scan in any correspondence and press release
we receive by mail, email or in person and also create a
log of every website we look at throughout the day.
We firmly believe in our new policy and its ability to
truly inform our readers on each piece of information
that enters our newsroom but will only be able to reveal
about an hours worth of such data a day because of the
time compiling that information will entail. This will
obviously remove the timeliness element of the infor-
mation but it is the only way we will be able to provide
you, our readers, with all the information you need
through our Virtual Newsroom. This will mean the infor-
mations timeliness will lag exponentially in that the
April 1-2 weekend edition will have one hour of infor-
mation in print and online, the April 3 edition will have
the next hour, the April 4 edition will have the third
hour, and so on. We will be providing the information
in 20-hour blocks as that is the time in a day we are
actively working on delivering news in our current for-
mat. That will mean it will take 20 days for the first day
of information to be provided to you. After that, the
information might diminish as our sources may feel a
lack of urgency to provide us with information, but that
may also quicken our ability to provide blocks of infor-
mation without any type of editorial judgment. As the
current amount of information we receive diminishes,
we will be able to provide less relevant information as
our sources will stop talking to us but will be able to
fill the void with whatever information we can grab
wherever we can. Recipes, dog birthdays, conspiracy
theories, the scores of our in-office checkers games and
observations of what we see when we look out the win-
dow will fill our paper. I see it now, There are many
crows this afternoon will be our top story, followed by
Austin is on checkers winning streak. Since we will
be a Virtual Newsroom, anything goes!

Stocks close higher; Nasdaq climbs to an all-time high

Banks and other financial com-
panies led U.S. stocks modestly
higher Thursday, nudging the
Nasdaq composite index to an all-
time high.
Rising bond yields, which can
result in higher interest rates on
loans and bigger profits for
banks, helped put traders in the
mood to buy banking stocks.
Energy companies also notched
gains as crude oil prices rose.
Utilities and other high-dividend
stocks fell.
Investors also bid up shares in
companies that released strong
quarterly results or announced big
transactions. ConocoPhillips
jumped 8.8 percent after the ener-
gy company agreed to sell most of
its Canadian assets.
Equities are ending the first
quarter in a reasonably good
place, said Terry Sandven, chief
equity strategist at U. S. Bank

WASHINGTON The U.S. econ-
omy grew at a slightly faster rate in
the fourth quarter than earlier esti-
mates, as consumers powered eco-
nomic momentum heading into
2017.
The gross domestic product, the
economys total output of goods
and services, expanded at an annual
rate of 2.1 percent in the October-
December period, the Commerce
Department reported Thursday. That
is an improvement from the previ-
ous estimate of 1.9 percent. The
added strength stemmed from
stronger consumer spending, which
offset an increased drag from trade.
The small change to the fourth
quarter did not alter growth for the
entire year, which came in at an ane-
mic 1.6 percent. It was the worst
showing in five years. President
Donald Trump has pledged to boost
GDP growth to 4 percent or better,
for the next month. The rally
since the election has centered
around improved sentiment
regarding tax reform and infra-
structure spending, and thats still
a work in progress.
The Dow Jones industrial aver-
age rose 69.17 points, or 0.3 per-
cent, to 20,728.49. The Standard
& Poors 500 index added 6.93
points, or 0. 3 percent, to

doubtful.
For the fourth quarter, the govern-
ment revised its estimate for con-
sumer spending, which accounts for
two-thirds of economic activity, to
a growth rate of 3.5 percent from a
previous estimate of 3 percent.
The economy also got a boost
from slightly stronger rebuilding of
business stockpiles. However,
these increases were offset some-
what by a bigger trade deficit,
which subtracts from GDP growth,
and less business investment.
The 2.1 percent GDP growth in
the fourth quarter came after a 3.5
percent spurt of growth in the third
quarter. For the current quarter, ana-
lysts believe growth will come in
around 2 percent

TCU wins NIT title
over Georgia Tech

NEW YORK Kenrich Williams had 25
points and 12 rebounds, and TCU routed
Georgia Tech 88-56 in the NIT champi-
onship on Thursday night.
TCU opened with a 20-3 run on its way to
the programs first NIT title. Vlad
Brodziansky scored 18 points for the
Horned Frogs (24-15), and Alex Robinson
had 10 points and 11 assists.
Williams was named the tournaments
Most Outstanding Player.
Tadric Jackson led Georgia Tech (21-16)
with 19 points. Josh Okogie had 12 points
and six rebounds.
It was the first meeting between the ACC
and Big programs since Dec. 21, 1967, and
No. 3 overall. And it mostly belonged to
TCU, which never trailed.
The Horned Frogs led 38-27 at halftime,
and it was more of the same in the second
half. Williams and Brodziansky threw down
thunderous dunks, and Williams knock
down a 3 to help push the advantage to 54-
39.
TCU shot 51 percent (35 for 68) from the
field and held Georgia Tech to 35.7 percent
(20 for 56) shooting.
The lead grew to 69-49 on Williams
breakaway jam with 6:44 left. Desmond
Bane tacked on a 3 from in front of the TCU
bench, helping kick off the celebration for
the Horned Frogs.
TCU coach Jamie Dixon emptied his
bench in the final minutes, and reserve Josh
Parrish had a breakaway windmill jam in the
final seconds.
Despite the loss, it was a successful sea-
son for the Yellow Jackets. A program

In his first performance for the Sunbirds, the
freshman triumphed Feb. 19 at the Sunbird
Invitational with first-place finishes in the
110 hurdles (16.52) and in the 400 hurdles
(56.11).
Now, hes looking to showcase his talents
at the Stanford Invitational, a meet where the
hurdles have proven a bit of a nemesis. Two
years ago, as a junior at Serra, Plummer had
one of his roughest goes at the hurdles.
Competing in the 110-meter hurdles, he
clipped his foot on the first one and took a
tumble.
I got to redeem myself when I did it last
year, Plummer said. But when I looked at my
schedule, this is the one (meet) I was most
excited for.
Making the jump to the college hurdles is a
tall task. Not only does the one-lap discipline
concern to me.
NDB totaled eight hits in the game, paced by
Stogner and sophomore Carlee Miller with two
hits apiece. Stogner was 2 for 4 with three RBIs.
She is batting .432 on the year with a team-best
20 RBIs.

In high school I was in kind of the same
boat, not knowing what I was doing, just run-
ning to run, Plummer said. Now in college,
Im relearning everything with new tech-
niques.
At a muscular, 6-2, 180 pounds, Plummer
has a prototypical hurdlers physique. Still,
he is intent on turning that physique into a
hurdling machine.
Id say every day, theyre still difficult to
run, Plummer said. Five seasons of hurdles
and I still learn something new every day.

to three reports a year although she
couldnt verify how many of the calls had
merit.
PHS Executive Director Ken White said
in his decades of working for animal non-
profits hes sadly seen the effects of
numerous cockfighting operations. He
noted an increasing density and urbaniza-
tion has made it harder for people to get
away with running such operations with-
out alerting their neighbors. Still, there
remain remote areas locally where such
inhumane activity likely takes place, he
said.
Theres very little as disturbing as see-
ple times by another animal, dying slowly
and people cheering and betting on it.
That is about as disturbing an indictment
of our ability to hurt other living things
as anything Ive ever seen, White said.
Notable cases in San Mateo County
include a Colma man arrested after 20 mod-
ified chickens were found behind a
Broadmoor grocery store in 2014; and a
Pescadero man who pleaded to a misde-
meanor in 2009 after a sheriffs deputy
accidentally came across his cockfighting
operation, from which a group of nearly
40 men fled.
In this most recent East Palo Alto case,
PHS stressed it was thanks in part to an
alert neighbor who called in a tip and urged
the public to remain diligent in reporting
suspected animal abuse.

and we really rely upon people to help let
us know, not just cockfighting but cases
of animal cruelty and animal abuse,
Martin-Tarbox said. Otherwise this could

teacher housing initiative has faced since
being proposed a couple years ago.
Officials have received backlash from San
Bruno residents concerned over the pro-
posed Crestmoor property sale, for fear of
losing the campus soccer fields used by
community sports organizations.
Neighbors to Mills High School have
also opposed building dense housing at the
surrounding neighborhood with cars and
traffic generated by the development.
I think we are all in favor of affordable
housing for folks, but all these things are
challenging when they are close to where
people live, said Skelly, who noted the
proposal is still in its formative stages and
has received no formal approval from the
school board.
Compounding officials interest in mak-
ing the shuffle of district properties work is
an opportunity to bring Peninsula
Alternative High School students who have
struggled in a traditional campus environ-
ment off the isolated San Bruno campus and
closer to their homes, Skelly said.
Even if we werent talking about the
housing, having students in a more central
location with work and mentorship oppor-
tunities would be an interest, he said.
Officials have said they consider work-
force housing a potentially useful tool for

The secret to creating the creamiest and freshest hummus is making sure that the skins of the chickpeas are removed.
Put a little spring into your
hummus with roasted carrots

Hummus generally contains five basic
ingredients; chickpeas, tahini, lemon,
garlic and olive oil. Once you have
these ingredients combined, it is easy to
add other herbs, spices and even roasted
carrots like I do here to flavor and
season basic hummus.
In the early spring, I love to roast
fresh carrots until they are deeply
caramelized and puree them to add to the
base of chickpeas and tahini. To deepen
the golden color, I add a touch of turmer-
ic. The combined result is a deep golden
yellow hummus that is the perfect color
for daffodil season.
Served with flatbread for breakfast in
some Mediterranean countries, the pro-
tein-rich and fiber-filled chickpeas
make hummus a good way to start the
day. In the U.S., hummus has become a
popular appetizer and snack. Although
hummus is sold at virtually all supermar-
kets, it is so easy to prepare that you
really should start making it yourself.
Frankly, it also tastes much better than
store bought.
The secret to creating the creamiest
and freshest hummus is making sure that
the skins of the chickpeas are removed
and discarded. Many brands of water-
packed cooked and canned chickpeas
come mostly skinless, so this is not as
labor-intensive as it may sound and its

well worth the effort. I tested this recipe
both ways and the skinless creamy tex-
ture made all the difference in the world.
The skin-on version was rougher and
chunkier and the texture took away from
the delicate nature of the hummus.
Serve the hummus with crudites for a
springy colorful snack or appetizer and
pita chips. I like to make my own pita
chips baked with a light brush of olive
oil and seasoned with a sprinkling of
coarse salt and zaatar. Once they are
seasoned, you can cut them into trian-
gles six per pita bread is a good size
and bake them in a 350 F. oven until
they are crisp.
ROASTED CARROT HUMMUS
Servings: 16 appetizer-sized portions
Start to finish: 50 minutes
1/2 cup well-roasted carrots, cut into
small pieces (about 6 small carrots)
Juice of 2 lemons, plus more as need-
ed (about 2 ounces)
Zest of 1 lemon
1/2 cup extra-virgin olive oil, plus
more for garnishing hummus
2 generous tablespoons tahini
(sesame paste), with some of its oil
2 15-ounce cans drained chickpeas,
liquid reserved and skins removed
2 cloves garlic, peeled, or to taste
1 teaspoon sea salt, or more to taste
1/4 teaspoon of white pepper or
pinch of cayenne pepper

MOORESVILLE, N.C. A North Carolina restaurants
ban on children 5 and younger is drawing both praise and
criticism.
Carusos, described as an upscale Italian restaurant in
Mooresville, recently adopted the policy after owner
Pasquale Caruso said too many crying, screaming, misbe-
having children had brought complaints from customers.
He told the Mooresville Tribune he was beginning to lose
money and customers.
The restaurant is about 30 miles north of Charlotte.
A mother of six said she and her family left after the
waitresses were very rude. Another person said on
Carusos Facebook page that the limit should be 10 years
old. One man said the decision means I will now go out
of my way to try this restaurant.
Men accused of illegally
trafficking valuable baby eels
PORTLAND, Maine Federal investigators say two
Maine men were indicted on charges related to illegally
trafficking in baby eels.
Baby eels are extremely valuable, sometimes fetching
more than $2,000 per pound at the dock, because they are
prized by Asian aquaculture companies for use in food.
The Department of Justice says 71-year-old William
Sheldon, of Woolwich, was charged with conspiracy to
smuggle the eels. It says 46-year-old Timothy Lewis, of
Phippsburg, was charged with conspiracy to traffic them.
The DOJ says the indictments stem from a broader inves-
tigation into illegal eel trafficking. Baby eels, also called
elvers, often are raised to maturity and used in sushi.
Maine has the only significant fishery for them in the
U.S.
It was unclear on Thursday if Sheldon and Lewis are rep-
resented by attorneys.

salt. Place on a sheet pan and roast car-
rots. Remove from oven when soft and

Place carrots in a food processor with
the lemon juice, lemon zest, tahini and
olive oil and process until smooth,
about 1 minute.
Put remaining ingredients except the
paprika and the parsley in a food proces-
sor and begin to process; add a couple of
tablespoons of the chickpea liquid and
more olive oil as needed to allow the
machine to produce a smooth puree. The
amount will vary every time you make it

point at rival Wendys. Yet there are larger
forces at work that have prompted other
menu changes at McDonalds, known for
decades more for the billions of people
served than its culinary choices. The

Fresh, just as a word and a concept, still

Corporation, and part of a counter-terrorism
force that includes her partner Batou (the up-
and-coming Danish actor Pilou Asbaek) and

making a visit to the museum both fun and

tising banners and bubbles crowd the street-
level and 3-D holographic designs tower
between buildings. Cinematographer Jesse
Hall and production designer Jan Roelfs
paint a shimmering collage of color that
glitters most when water glistens and glass
shatters. Some shots have been precisely
copied from the original.

changes to more of its menu items.
It tested the fresh beef Quarter Pounders
for about a year, eventually bringing it to

and Tulsa, Oklahoma. Customers ordered
more Quarter Pounders and visited the
restaurants more often, said Kempczinski.
Franchisees were happy, too, asking to
keep the fresh beef even if the company

This is going to set the framework for
how development and the future of down-
town is going to happen in the next 20
years, Klein said.
Early in the meeting it became clear
theres a range of heightened feelings cen-
tered around density and traffic. When staff
and consultants noted regional projections
estimate the market might generate 1,550
new residents and 158,000 square feet of
office space downtown over the next 20
years, residents concerned about the
impacts of growth spoke out.
The market has to work with the commu-
nity and plans and zoning, said resident
Maxine Turner, who argued the city should-
nt be forced into increasing density if resi-
dents were opposed. Whats the quality of
life that people value in this community?
We already have very high density.
Mary Westbrook, who raised her children
in the Aragon neighborhood, said she was
inspired to attend the meeting to get more
involved. While not completely opposed to
growth, she questioned whether the city
could support it.

Traffic is backed up for miles, youre
wrecking this town, Westbrook said to
staff.
Once attendees broke into groups, she
elaborated saying as a homeowner living
off El Camino Real, I see a downtown that
could be fantastic, but I feel the infrastruc-
ture cant handle the growth thats happen-
ing so rapidly.
But others differed, instead suggesting
increasing density via a modern transit-ori-
ented development approach could benefit
to San Mateo and help alleviate congestion.
Weve seen the initial surge in jobs and
not a commensurate increase in housing.
That, combined with other factors in the
Bay Area that is prospering right now, has
led to a downtown that was built before this
boom now buckling under the pressure,
said Adam Loraine.
The 32-year-old said hes lived in San
Mateo most his life and suggested it is time
for change.
People are drawing the conclusion that
we are too dense, which is ridiculous
because we live between two much larger
metropolitan areas, Loraine said. I think
there are some values and some insights
that we could gain from those cities that
have become much more dense and find a
way to make it work for our fair city of San
Mateo.
The City Council is also looking to pro-
mote residential growth near transit and
staff noted two city-owned redevelopment
parcels just east of the Caltrain tracks on
the south end of downtown are being target-
ed for housing and parking.
City consultants estimate 25 acres could
be redeveloped in the coming decades,
including 2. 2 acres of vacant land and
another 10.8 acres of surface parking lots.
The city is also looking toward the corridor
around Claremont and Delaware streets as
the potential for change.
But some vocal residents and homeowners
associations in the surrounding area contin-
ue to remain concerned about residential
proposals pointing to the potential for
exacerbating problems with traffic, parking
and safety.
Another topic expected to draw debate
will be when the city dives deeper into a dis-
cussion around height and density. San
Mateo has a voter-approved initiative
restricting both height and density that is
slated to expire in 2020. Its not yet clear
whether voters will again seek to renew it,
but councilmembers have emphasized its a
discussion that must be had.
While the market may drive whats ulti-
mately built in downtown, the plans will

serve as a guide highlighting the communi-
tys desires. Either way, staff emphasized
there will be trade-offs in the process for
example expanding sidewalks could restrict
the flow of vehicle traffic.
City planners also noted shifting demo-
graphics and market demands, including an
uptick in leisure activities or experiential
opportunities in response to the rise of the
online shopper.
Andrew Sevillia, a 40-year-old father who
lives off 25th Avenue, has a range of priori-
ties and was drawn to the first public work-
shop to weigh in on the Downtown Specific
Plan.
I feel like I want to be a part of molding
the future and having my voice heard and
hopefully having an impact on making this
a great place to live, Sevillia said. I think
entertainment options is huge, live music
venues, more reasons to go downtown other
than restaurants, things that are going to
bring the community together, open
spaces. Better transportation is a top prior-
ity better for bikes, better for pedestri-
ans. I want downtown San Mateo to be a
jewel.
