1.0 INTRODUCTION

1.1 Project Overview


This specification covers the design, supply, delivery, erection, putting into operation, testing and
commissioning of the Mechanical and Public Health Services within a Lidl LOF Store Type 14 (1424m)
and Type 17 (1690m).

1.2 Document Scope


This document covers the general requirements and technical specification for the design and
construction, and performance of the mechanical and public health services installations.

1.3 Summary Scope of Works


The scope of works associated with this specification includes:
I. The design, supply, installation, testing, commissioning and putting to work all
mechanical installations detailed in this Performance Specification and shown on the
generic drawings.
II. Provide technical submissions comprising calculations, data sheets, technical
submittals and co-ordinated generic drawings for approval prior to installation
III. Liaise with the Principal Contractor and all specialist contractors including those
appointed directly by Lidl including but not limited to:
Cold Room Door Specialist Contractor
Refrigeration Contractor
Cold Room Specialist Contractor
Fire Alarm Specialist Contractor
Security & CCTV Specialist Contractor(s)
Access Control
IT & Structured cabling Specialist Contractor
Electrical Services Contractor
BMS Specialist Contractor

In addition the Contractor shall allow for the following:


Provision of all necessary attendances for testing & commissioning.
Provision of O&M documentation and record generic drawings.
Provision of a training program and undertake client training.

The commissioning works shall be co-ordinated with Lidl and attendance shall be confirmed a minimum
of 2 weeks prior to the day of commissioning. The Contractor shall liaise with the Principal Contractor
and other suppliers, manufacturers and Specialist Contractors to ensure a fully functional operational
installation and no consideration will be given to additional costs due to failure to do so.

1.4 Definitions
The following definitions apply to parties associated with this specification:

Contractor the provider of all works associated with and defined within this specification
Client the person responsible for the purchase of the works
Clients Representative or Engineer the consultant responsible for the mechanical and
electrical engineering services

2.0 GENERAL REQUIREMENTS

2.1 General
Wherever the term "Contractor" is referred to within this Performance Specification, this shall denote the
Contractor for this works package.

This Performance Specification shall be read in conjunction with the project documentation as listed
herein.

This specification is written for the mechanical services installation as shown on the generic drawings
and as defined herein.

The generic drawings referred to by this Performance Specification indicates the anticipated minimum
requirements for the mechanical services for this work package.

The Contractor shall include in his Tender and be responsible for the design, supply, delivery, erection,
connection and testing of all materials and equipment to provide a complete installation for the works
package described herein.

The Contractor shall include within his Tender for all access equipment and craneage for the delivery
and installation of the mechanical services system components.

This Performance Specification is issued to indicate the technical principles of the system and design
criteria, it does not attempt to detail every system component and it is the responsibility of the Contractor
to ensure that they have included within their costs for all items necessary to provide fully functional
systems to meet the requirements of the Performance Specification and mechanical design intent.

The Contractor shall be responsible for ensuring that the systems comply with all statutory requirements,
together with the requirements of this Performance Specification and generic drawings.

All systems and equipment defined on the generic drawings listed below and within this Performance
Specification shall be designed, supplied, installed, tested and commissioned by the contractor along
with items of equipment being specified as supplied by others. The contractor shall provide all ancillary
materials and fixings necessary for a complete installation.

The Contractor shall install all services in such a manner so as to ensure proper performance, adequate
fixing to the structure and to avoid conflict in the positioning of the various electrical and mechanical
services installed by others.

2.2 Site Installation Team


Only fully qualified and competent mechanical tradespersons shall be employed by the Contractor for
the mechanical works. The Contractor shall provide full and adequate supervision and site
administration throughout the duration of the works.

2.3 BREEAM
The contractor shall ensure that any BREEAM requirements that are specific to this works package to
achieve BREEAM accreditation required by planning and or Client aspiration is incorporated into the
works. Reference should be made to the BREEAM appendix forming part of this performance

specification. The Appendix details a suggested schedule of potential credit requirements that may
have to be fulfilled in accordance with the credits targeted within the BREEAM project assessment.

2.4 Power Supply


The electricity supply shall be 400volt three phase, 50Hz. All electrical plant and equipment supplied
by the Contractor for incorporation into the works, shall be suitable for the supply.

2.5 Scope of Mechanical and Public Health Services


The mechanical and public health services associated with the development generally includes
the following:
New Low Grade Heating and Cooling system complete with pumps, port valves and
pressurisation unit to serve the sales floor Air Handling Unit (AHU) at 40oC/30oC flow and
return temperatures for heating and 8C/14C flow and return for cooling, temperatures to
be confirmed by the contractor.
Heat Pump (s) and Hydraulic Pumping Station by the refrigeration contractor providing the
heating and cooling capability.
Sales floor recirculation AHU and fresh air heat recovery Booster AHU.
Office, Welfare, IT room, Leon, Cash Room and Warehouse area heating and cooling shall
be provided by Variable Refrigerant Volume (VRV) systems with condensing units located
to the rear of the store.
Miscellaneous dedicated extract systems removing vitiated air from areas that they serve
i.e. managers office, toilets, bakery and Leon Room.
1No DX cooling unit system shall be installed in the IT room. The system shall cater for
100% of the cooling load to ensure the internal temperature is maintained in the event of a
(VRF) system failure.
A re-circulatory ventilation system shall be provided for the wall between the sales floor and
cold room wall to encourage evaporation and avoid the formation of condensation.
A new metered mains water supply to serve the whole building
New above and below ground drainage system.
New unvented electric hot water heater 1No 50 Litre for the welfare, bakery sink, cleaners
sink, customer toilets and sluice. Complete with trace heating as required.
Automatic controls and BMS systems to provide effective internal temperature control,
monitor energy consumption through various systems metering and sub-metering along
with controlling systems at their optimum system efficiencies.

2.6 Meetings
The Contractor shall attend co-ordination meetings with other parties of the project team and agree co-
ordination not only relating to the sequence of operation but also to the preparation of working As Built
drawings which will fully reflect the agreed co-ordinated information.

The Contractor shall include within his tender for attendance at commercial, site progress meetings, co-
ordination meetings and commissioning meetings throughout the duration of the contract.

2.7 Regulations
All of the equipment detailed within this Performance Specification and on the generic drawings shall be
manufactured and installed in full compliance with all British, European Standards and EEC Directives.

Unless otherwise specified, the whole of the works shall comply with the requirements of all relevant
British and European Standard Codes of Practice.

2.8 Statutory Requirements


The works shall comply with all current and relevant statutory requirements and regulations.

The works shall be carried out in accordance with the requirements and regulations of all relevant local
authorities, fire brigades, water and electricity authorities.

Any such portion of the works requiring the inspection and approval of such authorities shall not be built
in, covered or otherwise obscured until such approval has been obtained. Any additional costs incurred
by the Contractor for non-compliance with this clause shall be borne by the Contractor.

2.9 Enhanced Capital Allowances


All components or systems associated with the products in this Performance Specification that qualify
for the Enhanced Capital Allowance (ECA) scheme shall be specifically highlighted as such within the
supplier proposal. This shall comprise of a separate schedule of qualifying components/systems
accompanied by certificates of compliance.

Evidence of approval of any equipment for ECA shall be submitted with the tender submission.

2.10 Works Programme


The Contractors tender submission shall include a proposed outline programme for the works in Gantt
chart format. The programme shall contain designated sections for each aspect of the works. Individual
sub activities will not be required at this stage. The programme shall identify:

The overall duration on site, start on site date and completion date
Dates for submission of information such as design generic drawings and supporting
calculations, working generic drawings, fabrication generic drawings
Plant/equipment ordering dates
Plant/equipment delivery dates
Testing/commissioning periods

This programme shall be developed, by the Contractor, into a detailed strategic works programme prior
to commencement of works on site in liaison with the client and the Principal Contractor.

The Contractor must make due allowance for aligning their programme with the main programme for
the project, informing Lidl of any key dates.

2.11 Method Statements


The tender offer shall include an outline method statement detailing the procedure to be adopted for
implementation of the works. The method statement shall clearly detail:

The sequence in which works are to be undertaken.


The process adopted at each stage
Identification of risks and migratory measures

The method statement may, at the request of the Client and or their representative, be expanded to
cover greater detail if the Contractor is successful.

This project shall be executed under the Construction Design and Management Regulations, and the
Contractor shall be responsible for providing all required documentation to the Principle Designer.

2.12 Construction/Working Drawings


The Contractor shall prepare and issue construction/working drawings in accordance with the Principal
Contractors programme for issue to the client and or their representative prior to commencement of any
site installation works.

All schematic drawings shall be produced using AutoCAD version 2014 or more recent.
All electronic editable files of the project drawings in their original file format shall be
issued to the client.

The drawings produced shall contain sufficient detail to enable the Contractor to utilise them as the basis
of the Working Installation drawings. The drawings shall be sufficiently coordinated and detailed so that
clashes between the architecture, structure, mechanical systems and the various electrical systems are
avoided. The drawings shall be suitably annotated so that the method of installation can be determined.

The Contractors attention is drawn to the level of co-ordination required between different services and
the building fabric, where a high quality, co-ordinated finish is required.

Drawings shall be issued to the Client and or their representative for comment, although any comments
made do not negate the Contractors responsibility for the accuracy of information provided. A 7-day
period shall be allowed within the programme for return of comments.

The Contractor shall be responsible for any error, discrepancy or omission in any drawing prepared by
the Contractor or on his behalf whether or not the Client has commented.

2.15 Drainage plans and details shall provide the following

2.16 Review / Comments


All design information including calculations, generic drawings, specifications and equipment
schedules shall be submitted to the Client and or their Representative for review and comments
prior to any works on the respective systems commencing.

This shall take the form of a technical submission.

Notes
1. General ventilation/heating plant shall generally operate 30 minutes before store opening
and should stop operating at the time of store closing under the dictation of the BMS with
the exception of central refrigeration plant, IT room cooling and frost protection plant.
2. Minimum noise level standards to be used i.e. maximum noise levels of 65dB(A) during
the day and 55dB(A) at night unless otherwise stated by the Acoustic Specialist.

3.3 Main Heating & Cooling Plant


3.3.1 Heating Mode
The heating system shall utilise the waste heat dissipated from the central refrigeration plant as
highlighted in drawing schematic LD-ME-02 to provide heating to the sales floor via the Air Handling
Unit (AHU). An air to water heat pump (supplied by others) shall provide supplementary heating when
the heating demand exceeds the total heat rejected from the refrigeration process. All heating shall be
transferred via a water circuit.

3.3.2 Cooling Mode


The air source heat pump provided by the refrigeration contractor shall also provide all cooling to the
water circuit which shall in turn provide cooling to the sales floor via the coils within AHU.

3.3.3 General
The Contractor shall be provided with a flow and return connection within the hydraulic pumping station
(supplied by others) after which they shall be responsible for the design and installation of the
heating/cooling heating system to the AHU coils. Indicative flow and return temperatures will be as
follows, the contractor shall confirm the temperatures with Lidl head office and the refrigeration
contractor:
Heating:
Flow: 40C
Return: 30C
Cooling:
Flow: 8C
Return: 14C

During the commissioning stage, the Contractor shall ensure that the specific flow rates set out by the
AHU manufacturer for both heating and cooling are adhered to, details of which can be found in
Appendix A.

The extent of this section of work associated with the heating plant system as a whole is summarised
below. This is not a definitive equipment list but it outlines the main items of plant and equipment to be
included within the heating and cooling water circuit.

The LGHW pumps shall be of variable flow type fitted with a speed controller and programmed to ensure
the required flow rates for heating and cooling are achieved through each AHU coil. Differential pressure
control valves shall be installed to maintain automatic balancing of the LGHW system as indicated in
the LGHW schematic diagram as shown on schematic drawing LD-ME-02.

The system for the sales area shall comprise 1 No variable speed pump controlled by a 0-10v signal
from the BMS. 2No two port regulating valves shall regulate the flow for either heating or cooling mode.
The BMS contractor shall work in conjunction with the mechanical contractor to ensure that the system
flow rates are selected to accommodate either heating or cooling requirements.

The Contractor will supply and install manual vents on all high points of the pipework system.

The Contractor shall also be responsible for all pipework calculations as part of their full design.
A noise impact assessment shall be carried out by a suitably qualified acoustic consultant. The noise
level is a difference no greater than +5dB during the day and +3dB at night, to meet this requirement,
measures shall to be installed to attenuate the noise from plant noise.
The pipework system between the Hydraulic Pumping Station and the Recirculation AHU shall be of
Carbon Steel type complete with strainers, 2 port solenoid valves, pumps, isolation valves and drain off
points. The pipework shall be insulated with Armaflex insulation.

3.4 Flushing
The Contractor shall include for the full flushing of all pipework systems in accordance with B.S.R.I.A
and C.I.B.S.E recommendations. The Contractor shall include record sheets to document the results of
flushing. All flushing shall be carried out in coordination with the refrigeration contractor to ensure the
heat pump and hydraulic station are also flushed in accordance with manufacturers guidelines.

3.5 Potable Cold Water Distribution


3.5.1 Objectives
A new mains potable cold water distribution system shall be provided to serve the whole building.

3.5.3 Description
A new incoming mains water supply (by Lidl) shall enter the building with a meter fitted at upon entry to
the building with communications outputs to allow reading and BMS logging and reporting via Modbus
(or similar) connections.

The cold water shall then supply water to all outlets, inclusive of, but not limited to the Heating/Cooling
plant, Bakery, Bakery Oven (s), Customer Toilets, Hot Water Heaters, Staff Toilets, Staff Welfare Area
and Sluice.
Services serving the customer toilet block at the rear of the store and detailed within LD-PH-11 shall be
solely for use within specified stores in Scotland only.

A 15mm cold water supply shall be installed to serve the bakery ovens, 1No per oven, concealed within
the wall. Isolation valves and double check valves shall be installed on each supply and washing
machine valves shall be installed at low level. The Contractor shall isolate, drain down and blank off any
water supply that is not required.

Pipework shall be WRAS certified and shall be installed to ensure pipework remains straight, utilising
support clips to maintain this. The contractor shall ensure pipework runs are installed perpendicular to
all services.

All water outlets shall be trace heated when exposed to environmental temperatures of 6oC or less.
Each trace heating system shall provide warning to the BMS if the On/Off/Auto switch is not in the Auto
position.

Systems shall be installed in accordance with BS EN 806 and BS 6700: 1997, Specification for design,
installation, testing and maintenance of services supplying water for domestic use within buildings and
their curtilages and current Water Regulations.

Servicing valves with automatic flow limiting cartridges shall be installed on cold water outlets to limit
the flows at the following outlets:
Wash hand basins 0.075 l/s
Sinks 0.08 l/s
Cleaners Sinks 0.12 l/s
Bakery sink 0.12 l/s

The Contractor shall allow for the installation of servicing valves at all cold water outlets. Where ceilings
are solid and not accessible, the Contractor shall ensure that isolation valves are installed locally at the
outlet. This particularly applies to, but is not limited to the customer toilets.

A separate protected water supply shall be required to prevent backflow contamination of the mains
water supply serving the warehouse sluice area. This will consist of a tundish arrangement as per
appendix B.

The Contractor shall size pipework based on the following criteria as stated in the Standard
Specification:
Maximum of 1.0m/s velocity up to 50mm (inclusive) diameter pipe size
Maximum of 1.5m/s velocity above 50mm diameter pipe size

3.6 Domestic Hot Water Distribution

3.6.1 Objectives

To provide electric hot water storage heaters located in the first floor cleaners room and the cleaners
room adjacent to the customer toilets as shown on Equipment Schedule LD-ME-01 and drawings LD-
PH-04, LD-PH-10 and LD-PH-11. Services detailed on LD-PH-11 shall be solely for use within specified
stores within Scotland only.

Hot water will then be supplied to the following areas:


Customer toilet hand-wash basins
Staff toilet hand-wash basins
canteen area sink
Sluice sink
Bakery sink

All hand-wash basins shall be provided with an individual thermostatic mixing valve to regulate the
temperature of the water to 43C.

Servicing valves with automatic flow limiting cartridges shall be installed on hot water outlets to limit the
flows at the following outlets:

3.7 Pipework Insulation and Labelling


All insulation work shall be to a good standard and the insulating materials, covering and/or coatings
shall be of uniform thickness throughout.

Each pipe shall be insulated separately so that adjacent parallel pipes shall not be married together in
one insulation covering. There shall be a minimum clearance of 25mm between adjacent surfaces of
insulation.

All insulating materials and associated products shall be applied strictly in accordance with the
manufacturers recommendations and instructions. Any work not complying with these
recommendations will not be accepted.

All joints, surfaces, edges and overlaps shall be neatly finished, and where possible overlaps shall be
arranged on the "blind" side and shall be "water shedding".

Where allowance for expansion and/or contraction has to be accommodated, the insulation shall be
finished in an acceptable manner permitting ease of access, to disconnect the removable
section/sections without disturbing the surrounding insulation.

Insulation shall be asbestos free and CFC free.

All insulation materials used within the building shall be free from substances that in the event of fire
would generate any noxious or toxic fumes.

3.8 Above Ground Drainage


A fully ventilated one pipe system of drainage stacks shall be provided to serve the building. Drainage
stacks collecting discharges from all WCs, urinals, wash hand basins shall connect into the below
ground foul drainage system (designed by others) for discharge to the local authority sewer network.

Anti-siphon and ventilation pipes shall be provided to prevent the loss of water traps on parts of the
system as required. Ground floor level appliances shall connect to the drainage system via separate
stub stacks. Access shall be provided throughout the foul drainage system at changes in direction and
at each floor on all stacks. Rodding facilities shall be positioned where access can be provided via
architectural partitioning or integrated furniture. Access provisions shall be coordinated with the
architectural finishes.
The contractor shall allow for, but not limited to, the installation of drainage to the following areas:
Customer toilets
Water heater pressure reliefs
Staff room sink
Cleaners sinks
A/C cassettes/condensers
Hydraulic Pumping Station
Staff Toilets
Bakery Ovens/Sinks

Above ground drainage contained within LD-PH-11 shall be solely for use within specified stores in
Scotland only.

Floor gullies shall be provided for the discharge of waste water from the ovens. Floor gullies

3.9 Ventilation Systems


3.9.1 General
The Contractor shall provide mechanical ventilation systems as detailed on the contract drawings and
as described below.

The Contractor shall size ductwork based on the following criteria as stated in the Standard Specification
/ HVCA Specification DW/144 for low pressure/velocity ductwork system however with limiting velocity
criteria as follows:
Velocity between 4m/s and 5m/s in ductwork that is in operating for longer than 3000
hrs/year
Velocity between 5m/s and 7m/s in ductwork that is in operating less than 3000 hrs/year

3.10 Sales Floor Supply/Extract Heat Recovery and Fresh Air Ventilation System
3.10.1 Objectives
To provide fresh air and heating and cooling via 2No AHUs; 1No mechanical supply/extract air heat
recovery system and 1No fresh air AHU to serve the following areas:
Sales area, check outs and bakery.

3.10.2 Design criteria and guidance

3.10.3 Description
The Contractor shall include for the supply and installation, delivery to site, erection, testing,
commissioning and demonstration of the air handling units as indicated on the drawings. The air
handling unit(s) must be proprietary packaged unit(s) and must be delivered to site fully assembled or

assembled according to the manufacturer instructions, on site. The Contractor shall liaise with the
refrigeration contractor to ensure that the AHU positioning is fully co-ordinated with any plant or
equipment associated with the cold room installation.

Where necessary, the Contractor shall ensure that the AHU has suitable filters installed for a coastal
location. The Mechanical Contractor shall include for a full clean set of filters at the handover of the
project and the AHU may not be run at any time during the construction stage of the project without
filters.

The central supply and extract air handling unit complete with heat exchanger shall provide heating and
cooling to the sales area using a system of distribution ducts complete with diffusers, attenuators,
volume control dampers and fire dampers. The fresh air handling unit shall provide fresh air to the sales
floor as shown on schematic drawing LD-ME-04. Both units shall be located on the plant room
mezzanine above the freezer located within the warehouse. The installation shall be fully coordinated
with the installation of coolers (by others) to ensure full access to all plant and equipment.

The contractor shall ensure that no ventilation grilles within the sales area are positioned below 4720mm
FFL, so that sufficient space is allocated for advertising decals as required by the client.

Ductwork system components shall be installed as per the details shown on drawing no. LD-ME-06, LD-
ME-07 and LD-ME-08.

The heat recovery and fresh air handling units shall comprise of a supply fan, extract fan, supply &
extract filter sections, plate heat exchanger, with motorised dampers. Both AHUs shall be mounted
upon anti vibration pads.

The rate of fresh air supplied to the sales floor shall be regulated via a CO2 sensor located within the
sales area as laid out in the control strategy.

3.11 Testing and Commissioning of AHUs


The Contractor shall include for testing and commissioning the entire ventilation system as specified in
this Specification. The Contractor shall submit to the Client and or their representative a documented
commissioning report containing the following items:

(a) Volume flow rate of each air handling unit.


(b) Volume flow rate of each extract fan.
(c) Resistance of each supply and extract fan.
(d) Running current and overload setting of each fan.
(e) Speeds of each fan.
(f) On-coil and off-coil temperatures of each coil.
(g) Volume flow rate for each grille and diffuser.

(h) The individual points at the fans shall be plotted on the individual
Performance charts.

On completion of the works all dirt, dust, etc. shall be removed from the plant and equipment.

The installation shall be completed to the satisfaction of the Engineers.

3.12 Ductwork
The Contractor shall ensure that all ductwork is installed as stated in drawings LD-ME-01 to LD-ME-08.
The Contractor shall ensure that all ductwork installed within the sales floor is of rolled type with one
single seam, with all seams located to the top of the installation so that they are not visible from the
sales floor. The contractor shall install 4 No motorised control valves to regulate the flow of fresh air into
the sales floor.
The ductwork shall be powder coated to the specific colour as agreed with the client or his representative
and sourced from the Lidl approved supplier list.
Sales Floor Supply and Extract Ventilation
Fire dampers shall be of fusible link kind and complete with status indicators connected to the
BMS and shall be installed wherever supply or extract ductwork passes through a fire rated wall or
ceiling. The fire dampers shall be installed in accordance with Building Regulations Approved Document
B.
Other Extract systems
Fire dampers shall be of fusible link kind and shall be installed wherever ductwork passes through a fire
rated wall or ceiling. This is inclusive of, but not limited to:
Oven Extract Ventilation
Ventilation passing through the welfare floor
Anti-Condensation Ventilation

3.13 Ductwork Insulation and Labelling


The Contractor shall allow for the insulation of all ductwork within the warehouse. For ductwork over 600
mm, the insulation shall be further held in position by means of self-adhesive pins fixed to the ductwork
and the insulation impaled on the pins and fastened with self-locking retaining washers. Excess pin
length shall be cut back flush with the top of the retaining washer. The retaining washers shall then be
covered by 150mm long strips of 100mm wide self-adhesive foil tape.

All duct insulation material shall have a factory applied facing of bright Class O reinforced aluminium
foil.

Insulation shall be fully adhered to the ductwork by means of non-flammable adhesive as manufactured
by the insulating material manufacturer.

All circumferential and longitudinal joints shall be sealed with Idenden T303 self-adhesive aluminium foil
tape or similar and approved. The vapour seal shall be continuous with a minimum 50 mm overlay of
the tape onto the foil facing of the insulation each side of the joint.

Where hangers are positioned too close to the ductwork, preventing insulation from being applied
properly, then the hanger shall be repositioned at the Contractors own expense.

3.14 Extract Ventilation Systems

3.14.3 Description
New extract systems shall be provided to exhaust vitiated air through high level or roof mounted extract
fans connected to extract grilles in ceilings or at high level. Each extract fan system shall operate under
PIR control from the lighting circuit whereby if any area being served by that system shall operate the
associated extract fan and shall be provided with an adjustable period run-on timer such that the units
will continue to operate for at least 5 minutes after the end of the occupancy period.
Within the toilet areas, compensatory air is to be provided via a 10mm undercut in door to each room.
Extract systems contained on LD-PH-11 shall be solely for use within specified stores in Scotland only.
The LEON room shall have compensatory air provided by an air transfer grille located in the wall
between the LEON room and the sales floor, complete with fire damper.
The Cash Room shall have compensatory air provided by either a door transfer grille or via an undercut
door

The ductwork shall be complete with attenuators, volume control dampers, ceiling mounted extract
grilles and fire dampers as required and shown in the contract drawings.

3.15 Cold Room Re-circulatory Air System for Condensation Control


3.15.1 Objectives
To heat the voids between the cold stores walls and the sales floor wall to a suitable temperature above
the surrounding air dew point to prevent condensation forming.

3.15.2 Design Parameters


Winter Supply Air Temperature - 20C
Summer Supply Air Temperature - 23C
Maximum Relative Humidity of voids and space - 75%rh
Minimum temperature of voids and space - 5C

System Description
3.15.3 General
A new ductwork system complete with transfer (supply) fan, attenuators, grilles, volume control dampers
and controls shall be installed as shown on drawing schematic LD-ME-04.

3.15.4 Design criteria and guidance

The air transfer fan shall take warm air from high level within the adjacent sales floor area, and supply

vertically installed ductwork. All ductwork shall have VCDs installed to ensure that the system is
sufficiently balanced and ensure that all areas of the void are supplied with a sufficient amount of warm
air to keep the area above dew point.

3.16 Variable Refrigerant Volume (VRV) Heating and Cooling


3.16.1 Objectives
To provide all heating and cooling provision taking advantage of energy saving potential when
simultaneously heating and cooling areas within the areas as follows:
Managers Office
Warehouse
Canteen
IT Room
Cash Room
Leon Room

3.16.2 Design criteria and guidance

Refer to section 3.2.1

3.16.3 Description
VRV systems shall where possible serve all areas summarised above to take advantage of energy
savings incurred by simultaneously heating and cooling differing areas. The VRV condensing unit shall
be located externally adjacent to the loading door or in locations agreed by the client, architect and
engineer.

The Contractor shall provide condensate pipework from all condensers and shall ensure that the
pipework discharges into a foul drain. Where condensers are installed on the ground the Contractor
shall make sure that they are located by a suitable drain to ensure that all condensate is suitably
terminated to ensure that condensate does not fall to the floor.

Where condensers are mounted on the wall, the Contractor shall allow for the installation of a drip tray
ensuring the outlet is terminated within a foul drain.

The Contractor shall install all refrigerant pipework on cable tray.

3.17 Full Function Direct Expansion (DX) Cooling Systems


3.17.1 Objectives
To provide full resilient cooling to the IT Room.

3.17.2 Design criteria and guidance

As described in the IT specification

3.17.3 Description
1No separate DX full function systems shall be installed to provide temperature control as defined in
section 3.2.1 and above, within the Server Room. The system shall be sized to provide 100% of the
cooling load without the assistance of the unit connected to the VRF system. The single split DX wall
mounted unit shall work in conjunction with the VRF wall mounted unit adopting a run/standby control
strategy with auto changeover. The contractor shall allow for all additional controls to allow for the
successful combined operation of the VRF and Single Split systems. The Contractor shall ensure that
the control strategy set out in the BMS description of operations is adhered to.

The indoor unit shall be wall mounted and connected to a condenser located within the mezzanine plant
deck area and final locations shall be agreed by the client, architect and engineer. A drip tray shall me
installed to the condenser and Mu-PVC waste pipework connected to the drip tray shall be terminated
within a foul drain.

The Contractor shall ensure that all refrigerant pipework is installed upon cable tray.

The Contractor shall also install leak detection within the IT room at floor level which shall alarm in the
event of a water leak and send an alarm status back to the BMS.

The BMS shall also monitor the status of all air conditioning systems serving the IT room and shall
identify any faults. The BMS shall also monitor the temperature within the IT room and in the event of
the temperature raising above the set parameters the BMS shall show a fault status. Any faults within
the IT room shall enable a beacon mounted above the IT room door within the adjacent corridor.

3.18 Sanitary Fixtures and Plumbing


The Contractor will supply and install all sanitary fixtures as illustrated in the drawings. The Contractor
is responsible for all final connections.

Only Approved Sanitary Ware is to be installed. The Approved Sanitary Ware is detailed in the architects
specification.

It should be noted that all customer and staff room taps, toilets and urinals must be touchless sensor
operated and no other option shall be considered.
The contractor shall liaise with the client and or their representative to ensure that adequate access
panels are installed to provide access for ongoing maintenance.

completion of the works.

5.0 PROGRAMME

5.1 General
The Contractor shall submit with their tender an outline programme detailing all works to be undertaken
and the sequencing of same.

The programme shall detail lead-in times, identify key packages, milestone dates and detail testing and
commissioning periods. The Contractor will be responsible for preparing detailed method statements for
all works

6.0 TESTING & COMMISSIONING

6.1 Inspection and Test Procedure


Comply with all current British and European standards and directives.

6.2 Site tests


A visual inspection shall be made of the installed equipment before any tests are carried out to confirm
the following:

Correct selection and erection of materials and workmanship.


Signs of damaged so as to impair safety.

During construction of the works the Contractor shall undertake all necessary tests to ensure compliance
with regulations and the specifications relating to the works.

Where any part of the installation is to be concealed within the building fabric tests shall be made to
ensure that the installation is satisfactory prior to concealment.

The Contractor shall keep a record of the results of each test on site. Such records shall include details
of sections tested, remedial measures taken, sections of works replaced.

Upon completion of the works the whole installation shall be subjected to the tests detailed within the
relevant specification for the item of works and as detailed on the Clients and or there representatives
Inspection sheets. Every defect shall be noted, corrected and brought to the notice of the Client and or
there representative. Prior to final acceptance of the installation, all tests shall be repeated either in
whole or in part and witnessed by the Client and or there representative to their full satisfaction.

The Client and or there representative shall be issued with detailed method statements for each test 14
days prior to carrying out the works. The method statements shall detail the following: -

Health and safety issues.


Instruments to be used and their calibration certificates.
Sequence of tests to be carried out.
Documentation, which will be provided to record results. This documentation shall be fully
completed with all design information.

All tests shall be executed within the programme of building works.

All labour, communication two-way radios and test instruments shall be provided by the Contractor for
carrying out the tests. The instruments shall be correctly calibrated and certified for the limits of accuracy
required and shall be operated by competent persons, trained in the use of the instruments. Calibration
certificates for the instruments shall be attached to the test certificates. If in the Clients representatives
opinion a particular instrument is not suitable then an acceptable alternative shall be provided.

The Client and or their representative shall be at liberty to demand the use of any testing instrument or
apparatus that he may reasonably consider to be necessary in the execution of the testing.

In the event of the works being incomplete and causing a postponement of the notified verification of
test date or the installation failing to pass the test the Client and or their representative shall be at liberty
to deduct from the contract price all expenses incurred, in attending the repetition of the tests.

6.3 Commissioning
The Contractor shall verify the correct operation of the whole installation including items of plant to
ensure that it is operating in accordance with the specified conditions and that the systems achieve the
environmental conditions required shall carry out commissioning.

Upon completion of all testing and commissioning, the Contractor shall show that the equipment,
materials and installations have been tested and commissioned shall provide two copies of the
commissioning certificates. Each certificate shall be signed by the Contractor and submitted to the Client
and or there representative within 14 days of the results being obtained. Signed copies of certificates
shall be included within the operating maintenance manuals.

The Contractor shall provide, at his own cost, unless stated to the contrary, all water, power, fuel, labour,
etc. necessary for all testing and commissioning of the plant.

6.4 Method Statements


The Contractor shall provide the Client and or there representative with full and detailed method
statements for the pre commissioning, setting to work, commissioning, testing and handover procedures
to be applied to the whole of the works.

Where specialists are required to undertake the works, the Contractor shall obtain similar documents
from them and incorporate them into the Works Method Statement.

Include within the method statement, the following:

Outline programme, detailed programme(s) to be added as the document develops


Copies of all check lists, record sheets, etc. proposed for use. Ensure all are clearly
specific to the project and complete with design information and schematic drawings
Permit to work systems and documentation
Details of works by others on which the Contractor depends on being complete and at
what time to maintain programme progress
Proposed off site testing
Proposed completion of work in zones
Proposals for quality control of the work prior to offering to the Client and or their
representative.
Handover, demonstration and training.

The Client and or their representative reserves the right to request additional method statements from
the Contractor for any other aspect of the works, at his discretion at no additional cost.

Carry out detailed inspection to verify the information provided in this Performance Specification and on
the drawings.

6.5 Test Equipment and Consumables


Provide test equipment and consumables to complete tests satisfactorily, and to retest any failed
installations following corrective measures.

Test equipment quality assurance requirements to EN 30012-1.

6.6 Certification and Reporting


Complete and handover to the client and or their representative a completion and inspection certification
as required by British and European legislation.

6.7 Records
Record all results and instrument readings on approved record sheets and handover to the client two
copies for each inspection and test.

7.0 OPERATION AND MAINTENANCE MANUALS AND RECORD


DRAWINGS

7.1 General
The Contractor is to provide all the documentation listed below as part of his handover package at
Practical Completion. All of the documents must be approved by Lidl. The Contractor will carry out any
amendments requested by Lidl.
A draft set of As Built drawings and documents shall be submitted to Lidl four weeks before practical
completion. On final approval by Lidl, the Contractor will prepare and submit to Lidl, a full operating and
maintenance Handover Package, for all Mechanical and Public Health services in soft copy format and
in hard copy (three sets) which must be handed over before or on the date of PC1.
The O&M manuals shall be in full compliance with the BSRIA BG1/2007, following the format as detailed
below.
