ABSENT:
WHEREAS, Regulation Ordinance No. 2007-199 was passed to regulate the loading and
unloading of passengers by public utility vehicles within the City of lloilo:
WHEREAS, strict compliance with the said ordinance renders it difficult, even illegal for
any person to give consideration to the special needs of senior citizens, persons with disabilities
and pregnant women especially in the manner of their boarding and alighting from public utility
vehicles;
WHEREAS, there is a need to establish a special procedure in the manner of loading and
unloading of senior citizens, persons with disabilities and pregnant women to help lessen the
difficulties experienced by them in utilizing the public utility jeepneys.
Sectio~ That the following words as used in this ordinance shall be interpreted t~
mean, as follo q ; .

a) Senior Citizens (SC) - refers to persons aged sixty (60) years old or above;
b) Persons with Disabilities (PWD) - are those suffering from restriction of different
abilities, as a result of a mental, physical or sensory impairment, to perform an
activity in the manner or within the range considered normal for a human being;
c) Pregnant Women- are those whose pregnancy are readily apparent
Section 2. -That the loading and unloading by PUJs of SCs, PWDs and pregnant women
can be conducted even outside the designated loading and unloading areas as provided for under
existing ordinances provided the following rules are complied with:
a) The driver of the Pru shall activate the yellow hazard lights of the vehicle and must
come to a complete stop at a distance of not more than one (I) foot from the curb;
b) The driver of the PUJ shall, upon the request of the SCs, PWDs or Pregnant Women,
or in the absence of such request, upon the driver's discretion, alight from the vehicle
to assist the SCs, PWDs and Pregnant Women in boarding or alighting from the PUJ;
c) No other person may board or alight from the vehicle unless he/she is the companion
of the SC. PWD or Pregnant Women, which prohibition the driver of the PUJ shall
announce to the other passengers before unloading the SC, PWD or Pregnant Women,
and likewise announce the same to other excluded persons attempting to board the
PUJ Olltside the designated area.
d) That the areas where SCs, PWDs and Pregnant Women shall board or alight from
shall not include middle of bridges and other hazardous areas;
e) That in the manner of loading and unloading of SCs, PWDs and Pregnant Women,
the driver of the PUJ shall endeavor to, as far as practicable, avoid obstruction of
other vehicles utilizing the roads.
Section 3. - Penalty.
a) Any driver who rails to comply with the special procedure established by this
ordinance or any person, not included in its exemptions, who boards or alights from
the PUJ during the loading or unloading of SCs, PWDs or Pregnant Women outside
the designated loading and unloading area under existing ordinances shall suffer a
penalty of Two Hundred Pesos (P200.00) fine.
Section 4. - This ordinance shall take effect after its publication in a newspaper of
general circulation
