Description
The article Designing Resilience focused on an engineers responsibility to design with worst
case scenarios in mind. The article showed the opinions of many different engineers,
engineering groups, and architecture communities when it came to the topic of resilience. The
push for more awareness of resilience will lead to safer and more cost-effective project designs
around the country. Although resilience is described as the ability to withstand, recover from,
and adjust to extreme disasters, the definition has been expanded to contain factors that must
all be considered to ensure the effectiveness of the term. These factors include:
A statement was developed by the American Institute of Architects and the National Institute of
Building Sciences. The statement noted that both natural and manmade hazards were
becoming increasingly threatening and highlighted the importance of resilient design in
structures. They insisted that by promoting resilience, the economic competitiveness of the
United States would also improve. The National Society of Professional Engineers, American
Society of Civil Engineers, and the American Council of Engineering Companies all committed
to improving resilience. This was the first time these large groups had come together in this
manner.
Although resilience is in its prime, research still needs to be done to ensure its effectiveness,
which is where pre-planning comes in. Preplanning is a huge component of resilience as it
allows you to be prepared ahead of time. In addition, the term resilience itself branches into
steps that maximize that effectiveness. These steps include the acceptance of resilience,
mitigation of damage, constant monitoring, communication, and resilient assessments.
Communication between different disciplines and projects can also maximize the health, safety
and welfare of the public, therefore increasing the value of resilience for whatever project is
being developed. Joe Manous, a water resource engineer for the Army Corp of Engineers,
states that We need to push for resilience but need to understand that it will take time. This
quote emphasizes the importance of building resilience as fast as possible, but also
understanding that it cannot all be done in a short amount of time.
