The extent of the applicability of the data to any particular project situation is entirely at the discretion of each user. ‘Selected sections of the manual are reviewed and updated bi-annually by teams of estimating exerts ‘chosen from among the 5000 NECA elsctrital contractors bocated in various regions of the country. ‘These teams represent many years of experience in estimating and tracking the applications of labor Units to Construction projects and the installation of materiale for a broad range of conditions: and focations. The resulting labor unit determinations represent a national consensus baseline of estimated {aber requirements for each item under the conditions stated. MLU data nave been developed, published and utlized by clecttical contractors since 1923. The validity of these data is Inherent sofely in the continued maintenance and widespread utilization of the data by electrical contractors snd others over a period of almost eight decades. Tho NECA Manual provides the user with the national average ‘amount of labor man-hours required ta install a givan quantity of each item under typicat conditions ‘on a typical projact. Tha labor units in this: Manual aro Basic Labor Units becauea thoy represent the normal amount of labor required on a typical project under typical site conditions, These conditions are defined in the section adjusting Labor Units for Project Conditions, Suggestions are sso included in that saction to assist in the: adjustment of the lator data in this Manual for a specific project and for each project's unique site conditions. SOURCE OF THE DATA IN THIS MANUAL - Since 1923 this Association's: member electrical contractors have been the sole source of the labor data In this Madual. From 1923 to 1966 the labor unit tables were developed by electrical contractor cornimittess and published by the staff at NECA headquarters. Tho Association has petiodically revised and expanded approximately one- tenth of the labor unit tables since 1865, NECA continues to update and revise the labar data fs the Manual by éolliting the latest labor units from its member contractors. As these new labor unit tables become available, NECA will continue (a revise the Manual at least bi-cnnually with the goal of providing the intast labor data based on the avarage productivity boing experienced in this inustry. ARRANGEMENT OF THE LABOR UNIT TABLES - This Manual Is arranged in 14 Seations of rolated items. Each of the 14 Sections hes a detalied table of contents at the beginning of the section. Section 11 - Outdoor Overtiead and Underground Systems Includes labor units for “inside” electrical contractors who install smal! quantities af outdoor overhead systems. Section 11 also Ineludes labor units for “ling” electrical contractors who install substantially greater quantiies ol outdoor overhead systems with specially trained line electricians. Contactors Ansociason vii SCOPE OF THE NECA LABOR UNITS - All labor Units in this Manual include varying amounts of four basic eompanents outtined below. These components aré used in developing and ovaluating ‘each of the labor unit itsms published inthis Manual. For example, the actual Installation portion of labor units for duplex receptacles is greater than many other items because the material handling is easy and the tayaut and measurement is almost non-existent, The installation of the box for the duplex receptacle usually includes all of the layout and measurement labor, The four components aro: + NORMAL MATERIAL HANDLING - Belore any electrical material is put in place, it must be handled two of more times. All material must be unloaded from the delivery truck, Inspected for shipping damage, cared fo the storage area, transported fo the floor where It wil be installed, and distrtavied to tho final Installation location, Conduit bundles niust be broken apart, equipment removed from carions, lighting fitures remaved from pallets, wrappings cut from colls, etc. in addition, emply cartons, pallets, boxes, reels, skids, Packing, et, must be removed fram the work area. This affort consumes Isbor without any electrical material actually being installed, however, this time must be Included in the NECA basic labor units. + DRAWING STUDY, MEASUREMENT & LAYOUT - The installation of electrical materials -cannot begin until the type and size of material is determined, the installation location Is Verified, tha slectricians are instnictéd, the fastening devices are identified, a measurement 's made to insure the proper Installation locatian, the installation location is marked, etc. ‘This effort consumes labor without any electrical materials being installed; however, this ‘ume must be included in the NECA basi labor units * MATERIAL INSTALLATION - This effort includes both the procurement (and return) of ail tools other than hand tools-carried in the tool belt and the actual installation of the electrical materials. Separate labor units are nocessary for the instalation of all fasteners, hangers, ‘and supports. In the Guidelines for the Use of Labor Units Tables section of this Manual thare £5 additional information regarding the scope of the labor units for particular items ‘SUC as cutling, theeading, bending, hole driling, etc. It is of the utmost importance that ‘every user of this Manual read the relevant information in the Guidelines. before ‘selecting any labor units from a particular data section. + NORMAL NON-PRODUCTIVE LABOR - Every labor unit in this Manuat includes a pro- rated amount of the normal non-productive labor. When these ‘conditions are beyand the control of the electrical contractor, then ‘additional non-productive labor must be allowed, ‘The labor tinits in this Meiual DO NOT include shy labor for supervision of any type. All electrical constuction requires more than one level of supervision, and the magnitude of supervision depends on the complexity, type, and size of each project. tn addition, many labor agreements inclode special requirements related to supervision. Since each project is unique, it is the opinion ‘of most electrical contractors that the labor for supervision is best estimated as a separate cast item ‘and that no part of the supervision labor be included in the material installation labor units. Estimating the casts of supervision és discussed in an appendix to this Manual, HOW TO SELECT BASIC LABOR UNITS - Estimating electrical material installation labor Is best ‘accomplished by the application af a labor unit to each itern on a list of materials. prepared from the take-off of the bid contract drawings. Along with the type and size of each item, It fs essential thal ‘an abbreviated description of the Installation conditions be noted. The necessity of the type and size of each item js obvious, but of equal necessity are the abbrovistad notes regarding the instalation conditions so thal an appropriate selection may be made trom a choice of tabor units. The NECA labor unit tables include three different labor units for each item, The first lowest) labor unit for each item is applicable for most “Normal Installation Conditions." The second (higher) labor Unit for each item is applicable for most “Difficult Installation Conditions.” The third (highest) iabor Unit for each item is applicable for mos! “Very Difficurt Installation Conditions.” + Normal Installation Conditions - When all of the conditions associated with the installation of an iter vil psrmit the maximum productivity of the electricians on a project, ‘hase "Normal" column labor units are applicable, An example of thesa normal conditions. might include the installation of surface mounted tems up to @ height of 8 fet above the: ‘floor, the use of a roling scaffold or €-foot ladders, a repetitive layout, a minimum of required measurements, & minimum of interference by structural or mechanical obstacies, ‘etc, ‘Occasionally there are unusual instalation conditions when a tabor unit that is fess than the “noemaf" column labor unit is justified. For example, when an abnormaily large quantity of parallel conduits, without bends or offsets, are to be installed on trapeze hangers, {abor units slighify smaler than the “normal” column labor units might ha more appropelats «Difficult Installation Conditions - When one or mare of ths conditions associated with the: installation of an item will parmit fess than maximum productivity of the electricians on typical project, these “Difficult” column labor units are applicable. An example of the: difficult conditions might include the installation of surface mounted items Up to a height of 12 feat from the floor, the use of ficed scatfokding installed by others, the use of 10-loct Indders, & non-repelitive layout, a moderate amount of interference by structural or mechanical obstacles, etc. Users of the Manual are also encouraged to consider using labor units whose magnitude are somewhere between the normal column labor units and the dificult column labor units when conditions justify this consideration. © Very Difficult Instaitation Conditions - When one or more'of the conditions associated ‘with the installation of an item will permit substantially fess than maximum productivity of the electricians on a typical project, these “Very Difficult” column labor units are applicable. Users of the Manual are also encouraged to consider using tabor units whose magnitude are somewhere belween the dificult column labor units and the very dificult column labor units ‘when the conditions justify this consideration. It is also essential that users of this Manual select fabor units that are greator than the very difficult column labor unit when conditions justify the need, INCREASING ESTIMATING ACCURACY - On most typical projects there are several identical items whose instalistion tabor should be determinod separately due to significantly differant Installation conditions. For example, different labor units should be used for estimating the Installation labor for conduit located in concrete floor slabs a3 compared to the identical type and 8iz6 of condult instaliad exposed an walls or ceilings. Conduit in concrete Hloor siabs is usuelly Installed by the shortest route possible and therafore requires a lesser amount for point-to-point distances. Kdentical expesed conduit installed on walls, on ceilings, or paralie! to concrete column lines requires @ greater quantity of conduit, and the labor required per foat of conduit is greator bacauge of the additional effort to maintain the alignment, elevation, and appearance. The labor for Installing identical items should be determined separately whenever a significant quantity of the Iter is required in situations where two or mare different instaliation conditions exist TThe best assurance that @ construction contractor will continue in business ts to bid projects based on the contract documents which include the specifications and the instalation drawings. A realistic evaluation of all the anticipated project canditions BASED GN THE CONTRACT DOCUMENTS is the only justifiable reason for modifying the estimated labor costs in the bid estimates. The adjusiment of estimated labor cosis based on who the competitors are and how they estimate is not ‘only foolish end unjustifiable but wil, without excoption, aventually lead to financial disaster. ADJUSTING LABOR UNITS FOR PROJECT CONDITIONS Whar adjusting the estimated labor for a specific project itis cleaity mote practical to adjust sub- totals oF fotals of labor man-hours for each portion of the: project rather than to adjust individual labor units, The estimated labor adjusting Is Usually mast effectively accomplished on an estimate summary sheet designed for that purpose. In camnputerized estimating this estimated labor djustmant is easily aécomalished by appropriate programming (software) and corresponding computer operator Instructions. The following pages contain guidelines and roferences which may be helpful in selecting estimated labor adjustments dua to non-typical projects and non- typical project conditions: (Copyright 2000, Musca wezical Canrectors Assaclthon x * LABOR ADJUSTMENTS DUE TO THE TYPE OF PROVECT - itis recognized in the construction industry that different types of buildings and projects may require either more OF less labor to install Identical eleciical materials than the average labar units in this Manual. There are many reasons for these differences in productivity, but the major Toasons include: structural differences, special requirements in the construction contract, the magnitude of the electrical power requirments, the quantiias of identical electrical ‘atatials. the differences in typical ceiting heights, the differences in fighting requirements, the comptexity of the electrical systems, the complaxity of the communications systems, the differences in the rate at which the construction ean progress, the special cequiramonis of tho National Electrical Code, and ather equally impartant elements. In order to assist the users of this Manual in evaluating the differences in labor productivity due to the type of building or project, the following “Labor Adjustment Chart” lists situations that are ‘encountered on most projects, and must be considered when determining the degree of difficulty for that particular project, The estimatar should review each project situation and determine the category that relates best to that situation, Most project will have job situations that fall into vanous categories. When thal situation exists, you may want to Ullize the project grading system provided in the Labor Adjustment Chart below. For taller buildings or projects, a labor adjusiment must be made to the estimated labor sub-totals developed from the labor units In this Manual, To evaluate additional labor required due to the height of a building. a cumutative range of 1% to 2% per floor reflects the rate of productiviy loss experienced by our member contractors. Ocoasional or unscheduled evertine of afew electricians working a minimum amount of overtime once oF {ice a month in suppor of other eras fs mot Unusuol and Is included in the scopa of & Uipieal project. However, whan the contract documents require scheduled overtime. whan the bid documents of project schodula suggest that scheduled overtime wil be required, and when the project does not procged as ariginally anticipated, there is a substantial loss 0 broductivty f scheduled overtime is initiated. LABOR ADJUSTMENTS DUE TO ABNORMAL PROJECT DURATIONS - Tha basic labor units in this Manual are based on normal project durations. When abnormal peak wark force is experienced, thera is a loss-of productivily. Contract bid documents and the scope of work 0 be completed in the time available may indicate that varying sizos of ‘work crews will be necessary, Likewise, unanticipated changes in the progress of the consiruction or other changed conditions may require the use of larger than normal work ‘crews. For estimating the impact of having to over-man a project before the work is ‘actually completed, only the judgment of an experienced electrical contractor is rellabla, In most situations, the alter-the-facts labor records ore the best method to assess the productivity logs due to over-manning. 1n order to assist this Industry in assessing this type Of loss, the ube of other than optimum crew sizes, or the use of constantly changing crow sizes, NECA developed data from the records af its member electrical contractors to establish the normal peak electrician workforce for numerous typas and sizes of electrical construction projects, This normal peak workforce data, in toth graphic and tatular forms, 's available from NECA ina report entitled "Project Peak Workforce” (Index ft 5074-04), LABOR ADJUSTMENTS FOR ABNORMAL WORK SCHEDULES - The basic labor units In this Manual are based on normal work schedules. A normol work schedule includes 8 daylight haurs per day, & days per week, and 40 total hours per week. However, when the project Conditions change after construction has started, ‘and for many change orter situations, the slectrical contractor is clearly entitled to recover the additional labor sosts resulting from @ shortage of qualified electricians. The JATC program under the joint quidance of NECA and the IBEW makes every effort possible to anticipate the need for electricians and to train an adequate Supply of qualified peaple in every part of the cour, LABOR ADJUSTMENTS DUE TO THE PROJECT LOCATION - The basic labor units in this Manual are based on typical project locations that do not include any unusual problems. When the project location creates unusual material and tool handling problems, any other type of physical obstructions, or administralive obstructions, the additional labor (productivity loss) caused by these conditions must be allowed.
