ARCASIA

ARCASIA: INTRODUCTION

ARCASIA, the Architects Regional Council Asia, is a council consisting of the Presidents of National
Institutes of architects in the Asian region that arc members of the organization. The organization serves as an
extension for each Member Institute's regional programme and relations. This council meets annually to
deliberate and to give collective direction and representation to matters that affect the architectural profession in
the region.

OBJECTS OF ARCASIA

The objects of ARCASIA are:


To unite national Institutes of architects on a democratic basis throughout the Asian region to foster friendly,
intellectual, artistic, educational and scientific ties.
To foster and maintain professional contacts, mutual cooperation and assistance among member Institutes.
To present architects of the member Institutes at national and international levels.
To promote the recognition of the Architect's role in society.
To promote the development and education of architects to serve the society.
To promote research and technical advancement in the field of the built environment.

HISTORY

ARCASIA originated initially during the 1967 Commonwealth Association of Architects (CAA) New Delhi
Conference. An urgent need was felt for the establishment of a regional centre that would be concerned with
environmental design and unity among the six Asian member Institutes of the CAA. The six Asian
Institutes (the founding members) were India, Sri Lanka, Pakistan, Malaysia, Singapore and Hong Kong. The
proposal was for a Centre for Environmental and Technical Advancement (CETA) and for the establishment
of an ARCASIA Formation Council.

The First Formation Council (1969-1974) in September 1970 resolved that future assemblies of the National
Institutes of the Asian region of the CAA and ARCASIA be formally called the Architects Regional
Council Asia (ARCASIA). While recognizing the need for worldwide associations, the organization was
formed to enable closer working relationships between the individual Member Institutes within the region to
deal with matters that arc of more immediate importance to the region. Many of the current Members Institutes
of ARCASIA already belong to the Union Internationale des Architects (UIA) being an international
organization and integral with UNESCO.

In 1970 the Ikatan Arsitck Indonesia (IAI) participated as observer, in 1972 the Institute of Architects
Bangladesh (IAB) & the Association of Siamese Architects (ASA) became members; and in 1974 the United
Architects of the Philippines (UAP) came as observer and joined in 1977 as full member.

In 1979, ten years after the establishment of the First Formation Council in Hong Kong, the constitutions for
ARCASIA and the ARCASIA Board of Architectural Education (ABAE) were signed at the inaugural meeting
held in Jakarta with the following member Institutes in attendance:

The Architects Regional Council Asia became formally established and the acronym "ARCASIA" was
retained for the new council which is held as a Council of Presidents (or their representatives) of the various
national Institutes of Architects in Asia.

By 1980, ten Institutes had endorsed the Constitution and in August that year the first council meeting of
ARCASIA and ABAE took place in Bangkok. This set the precedence for the convening of regular annual
meetings at the various countries of Member Institutes.
In March 1981, the 1st ARCASIA Workshop took place in Manila. During this meeting, an ARCASIA
document on the International Code of Ethics for Consulting Services was proposed by UAP and by 1983,
all ten member Institutes endorsed the Code. This Code was tabled at the 1981 111A Congress in Warsaw, the
CAA Nairobi Assembly 1981 and was presented to the Asian Federation of Engineering Organizations and
the International Federation of Consulting Engineers. The Asian Association for Planning and Housing had
already approved the document. VIA approved the document in 1987.

The 2nd ARCASIA Council Meeting was held in Hong Kong in August 1981. Architects from Beijing and
Taipei met and attended as invited observers. At this meeting, Target Publication and Investment Ltd.
provided a sum to establish a traveling scholarship fund for architectural students. This was further supported
by a donation from a prominent architect in the Philippines. The scholarship was intended to enable graduate
students to travel and work in other Asian countries.

The 2nd ARCASIA Workshop also took place in Hong Kong coinciding with the 2nd Council Meeting.
Discussions were centred around professional practice matters such as limited liability and corporate
practice; inter-country working systems; mobility of architects; role of architects and codes of practice.

The 3rd Council Meeting of ARCASIA took place in Colombo in 1982 in which the first ARCASIA Forum was
launched.

The 4th Council Meeting was held in Lahore, Pakistan, in 1983 wherein a decision was taken to study the
amendments to the 1979 Constitution.

In 1984, the 5th Council Meeting and the 2nd ARCASIA Forum was held in Manila to coincide with its
first major international conference called the first Asian Congress of Architects, or ACA-1. The conference
became an important milestone for ARCASIA. The unique format of the conference provided an
extraordinary mechanism for the intellectual and cultural exchange for the architects in the region.

In 1985, the 6th Council Meeting was held in Lonavale, near Bombay, in which the Korea Institute of
Registered Architects (KIRA) was accepted as a member.

In 1986, the 7th Council Meeting was held in Kuala Lumpur and coincided with the Second Asian Congress of
Architects (ACA-2) and ARCASIA Forum 3. There was full attendance in the Council Meeting by
representatives from all the eleven member Institutes and the two observer Institutes.

The 8th Council Meeting was held in Bali hosted by the IAI in 1987. This meeting was also attended by all the
1 1 member Institutes. The Council Meeting was followed by the ARCASIA Forum 4. The Council confirmed
that thenceforth the ARCASIA Forum would be held every alternate year, alternating with the Asian
Congress of Architects.

KIRA hosted the 9th Council Meeting and ACA-3 in Seoul in 1988. The Council decided in principle to admit
the Architectural Society of China (ASC) as full member. ASC joined ARCASIA in 1989.
The ARCASIA Forum 5 coinciding with the 10th Council Meeting was held in Bangkok in 1989. The first
draft of the ARCASIA Bye-Laws was circulated for comments.

The 4th Asian Congress of Architects was held at New Delhi followed by the 11th Council Meeting at Agra in
1990. The ARCASIA Bye-Laws were approved with modifications and the Council formally instituted the
ARCASIA Awards for Architectural Excellence to be conferred once every two years.

The 12th Council Meeting and Forum-6 were hosted by ASC in Beijing, China, in September 1991.
Amendments to the Constitution were made and the ARCASIA Bye-Laws were formally adopted by all the
twelve member Institutes in attendance. The idea of publishing a quarterly magazine, 'ARCHASIA' was
initiated and it was decided to bring out a book on contemporary architecture of Asian cities. ARCASIA
admitted the Macau Association of Architects (AMA), Japan Institute of Architects (JIA) and Union of
Mongolian Architects (UMA) as its Members. ARCASIA AWARDS for Architectural Excellence were
approved by the Council, based on the rules and regulations prepared by Arc. Sycd Zaigham Jaffery of IAP
and he was appointed its first Convenor.

The 13th Council Meeting and ACA-5 was hosted by IAP in Lahore. Pakistan in October 1992. Revisions were
made to transfer Philippines to Zone B, while and Japan, Macau and Mongolian were included in Zone C.
The final draft of the Arcasia Checklist compiled by Ronald Poon was approved. KIRA's proposal to public
a book on the works of Arcasia architects was discussed. The very First ARCASIA AWARD for
Architectural Excellence in Member countries was launched.

The 14th Council Meeting and Forum 7 were held at Hong Kong in September 1993. Four work groups were
formed to discuss the registration/de-registration of Architects, sustainable development of the environment, the
Arcasia book project and foreign competitions, conflict of allied professions and the classification of
architecture as a trade.
The 15th Council Meeting and ACA 6 were held in Manila, Philippines. A minutes silence was observed in
memory of the deceased colleagues:Lindy Locsin, Jon Prescott and Germano Fernando. KIRA presented the
Council with copies of the Arcasia Book containing representative works by Arcasia architects. Three
workshops were organized, namely, GATT/GATTS issue, Arcasia Five Year Plan and architect's leadership role. It
was agreed to offer Vietnam and Nepal observer status for the next Council meeting in Singapore.

The 16th Council Meeting and Forum 8 were held in November 1995 at Singapore. Three work groups
presented their reports namely Arcasia Resource Centre, Arcasia Book Project and Arcasia Quarterly. The
International Code of Ethics/GATTS was discussed. he RAIA's application for observer status was denied as
it was not provided for in the Arcasia Constitution.

The 17th Council Meeting and ACA 7 were held in September 1996 at Jakarta, Indonesia. Linkages with other
architectural organizations was discussed. Three workshops were proposed, namely, on the GATTS issue, on
information network and on collaborating agreement for joint practice. Arc. Ronald Poon of HKIA and Arc. Sycd
Zaigham S. Jaffcry of IAP were requested by the Council to revise the ARCASIA HANDBOOK and
CHECKLIST. While Architcs Sycd Zaigham Jaffcy of IAP, Richcto Alcordo of UAP and Michael
Sumarijanto of IAI were asled to revise the Rules and Regulations of the ARCASIA Awards in the light of the
experiences gained after the end of the Third cycle of the Awards in Jakarta.

The 18th Council Meeting and Forum 9 was held in September 1997 at Tokyo, Japan. Several important
decisions took place at this meeting. These included the formation of a strategic action plan to implement a
corporate Plan for Arcasia, enhancement of architectural education, Professional Development Programs
information exchange within Arcasia, recognition of architects and the architectural profession in the region,
holding of international architectural competitions in the Arcasia countries, the GATTS issue, review of the
Awards procedures and linkages with international organization. The Arcasia Fellowship was also launched with
Arc. Ronald Poon as its first Convenor. The revised version of the ARCASIA HANDBOOK & CHECKLIST
presented were approved, and Arc Zaigham Jaffery was asked to finalize it incorporating the suggestions made at the
Council meeting. The revised version of the Awrds R&R's were also presented by Arc. Sycd Zaigham
Jaffery, on behalf of the Committee appointed in the 17th meeting. Certain modifications were suggested by the
Council.

The 19th Council Meeting and ACA-8 was held in Colombo, Sri Lanka in Nov. 1998. The Meeting
considered the setting up of an Arcasia Foundation for Architecture & Heritage, and discussed in depth the
GATS issue, Arcasia's publication 'Architecture Asia', Arcasia's Action Plan, Guidelines for ARCASIA
Architectural Competition and its rules and regulations, and policies of the UlA Accord on Ethics &
Conduct, the Arcasia Data Bank, and the Colombo Declaration on Public Private Partnership in Urban
Renewal. It also approved the new format for the submission and conduction of the Arcasia Awards and initiated
the process of shifting the judging to the Forum year and the awarding of medals to the ACA year. he Vietnam
Association of Architects (VAA) was welcomed to the Arcasia fold as a full member, Arcasia Zone-C. The
inclusion of VAA has increased the number of Member Institutes of Arcasia to 16. The revised version of the
ARCASIA Awards were presented by Arc. Sycd Zaigham Jaffey of 1AP, and certain categories were added.
The invitation for the Awards and its judging was shifted to the Forum year and the Award of the Gold medals to
the ACA year.

The 20th Council Meeting and Forum 10, hosted by KIRA, were held in Seoul, Korea, 12-17th September 1999.

The 21st Council Meeting and ACA 9, hosted by PAM, were held in Kuala Lumpur Malaysia, 7-9th September
2000.

The 22th Council Meeting and Forum 11, hosted by SIA, were held in Singapore, in September 2001.

The 23th Council Meeting and ACA 10, hosted by IIA, were held in New Delhi, India, in September 2002.

The 24th Council Meeting and Forum 12, hosted by IAB, were held in Dhaka, Bangladesh, 7-12 December
2003.

The 25h Council Meeting and ACA 11, hosted by AAM, were held in Macau, in December 2004.

The 26th Council Meeting and Forum 13, hosted by ASA, were held in Chiang Mai, Thailand, 28 November - 3
December 2005.

The 27th Council Meeting and ACA 12, hosted by ASC, were held in Beijing, China, in September 2006.

The 28th Council Meeting and Forum 14, hosted by SLIA, was held in Colombo, Sri Lanka 15-20th September,
2007

The 29th Council Meeting and ACA 13, hosted by KIRA, were held in Busan, Korea, 27 Oct - 01 November
2008.

The 30th Council Meeting and Forum 15, hosted by UMA, were held in Alan Bator, Mongolia, 27 October 1
November 2009.
The 31st Council Meeting and ACA 14, hosted by IAP, were held in Lahore, Pakistan, 25-30th October 2010.

The 32th Council Meeting and Forum 16, hosted by VAA, were held in Danang 15-20th August 2011.

The 33th Council Meeting and ACA 15, hosted by IAI, were held in Bali, Indonesia, 1st 2nd November 2012.
ACAE : THE ARCASIA COMMITTEE FOR ARCHITECTURAL EDUCATION

The ARCASIA Committee for Architectural Education or ACAE (formerly known as ARCASIA Board of
Architectural Education, ABAE) is the education arm of ARCASIA and consists of the Chairmen of the
Boards of Architectural Education of the various member Institutes or their representatives. It meets annually
parallel with the ARCASIA Council. The objects of ACAE arc as follows:

ACSR : THE ARCASIA SOSIAL RESPONSIBILITY COMMITTEE


ARCASIA FORUM
One of the key features of Arcasia is the ARCASIA FORUM which is a platform for the ongoing discussion
of current architectural ideas pertinent to the region. This is a gathering of prominent architects and thinkers
intended to serve as an Asian "catapult of minds" on matters concerning architecture and environment in the
Asian context.

Forum 1 took place in the SLIA premises in Colombo, Sri Lanka on 9-10 October 1982. The theme was
"Innovations in Architecture

Forum 2 took place in the Philippines International Convention Centre in Manila on 26th October 1984
during ACA-1. hc theme was "Asian Identity".

Forum 3 took place in Kuala Lumpur coinciding with ACA-2 in 1986. The theme was "Design Directions in
Asia" with the sub-theme "The State of the Art". There were two theme papers and eleven sub-theme papers
presented by representatives from member and observer Institutes.

After the 1986 ARCASIA Council, it was decided that the Forum would be held on the alternative years to
ACA to enhance the Council meetings in between the Congresses. Forum 4 took place in a historic
palace in Bali in 1987 with the theme "My Architecture".

Forum S took place in Bangkok, Thailand, on 21-22 October 1989. The theme was "Food for Thought in
Asian Architecture".

The Fragrant Hill Hotel in the suburbs of Beijing, China, was the venue of Forum 6 held on 27-28
September 1991. The theme was "New thoughts in Housing in the Asian Context".

Forum 7 took place in Hong Kong on 20-24 September 1993. The theme was "The Vanishing Asian City".

Forum 8 took place in Singapore on 27-29 November 1995. The theme was "Asian Cities in Asia's Century."

Forum 9 was held in Tokyo, Japan on 22-24 September 1997. The theme was "Architecture of the Future in
Asia".

Forum 10 was held in Seoul, Korea, from 15-17 September 1999. The theme was "Technology & Tradition in
Architecture".

Forum 11 was held in Singapore on in September 2000. The theme was "Man, Architecture, Nature".

Forum 12 was held in Dhaka, Bangladesh on 7-12 December 2003. The theme was "Globalization & Asian
Architecture."

Forum 13 was held in Chiang Mai, Thailand on 01-03 December 2005. The theme was "Simplicity &
Complexity".

Forum 14 was held in Colombo, Sri Lanka, from 15-20th September 2007. The theme was Asianation
Architecture Across Culture".

Forum 15 was held in Ulan Bator, Mongolia, from 21-22 September 2009. The theme was "City and Politics.".

Forum 16 was held in Danang, Vietnam, from 15-20th August 2011. The theme was "Asian Cities in the 21st
Century ".
ACA : ASIAN CONGRESS OF ARCHITECTS

A vital event in the calendar of ARCASIA is the Asian Congress of Architects (ACA) which is a major
regional conference that is held every 2 years and coincides with a meeting of the Council.

ACA is more than a conference for the intellectual exchange of current architectural ideas; it is a memorable
convivial occasion that combines cultural activities of the participants. The host Institute for the conference is
selected from the member Institutes.

ACA-1 took place in October 1984 at the Philippines International Convention Centre, Manila, Philippines.
The theme was "Strategies for Asian Architects".

ACA-2 was held in Kuala Lumpur in October 1986. he theme was "Strategies for Professional Practice in Asia".

ACA-3 was held in Seoul, Korea in November 1988. he theme was "The Asian Spirit: Architecture for the
Community".

ACA-4 was held in New Delhi in September 1990. he theme was "Architecture, Development & Environment
in Asian Context".

ACA-5 was held in Lahore, Pakistan, in October 1992 with the theme "Towards a New Direction in
Architecture".

ACA 6 was held in Manila, Philippine on 13 - 16 December, 1994. The theme was "Innovations in the Learning of
Architecture".

ACA 7 was held in Jakarta, Indonesia on 25 - 27 September 1996. The theme was "City with a Soul".

ACA 8 was held in Colombo, Sri Lanka on 13 - 15 November, 1998. The theme was "Redefining the Role of
the Architects in the 21st Century".

ACA 9 was held in Kuala Lumpur, Malaysia on .September 2000. The theme was Asia: The State of
Architecture.

ACA 10 was held in New Delhi, India in December 2002. The theme was Asia: People Centric
Architecture.

ACA 11 was held in Macau in December 2004. The theme was Contemporary Architectural Culture.

ACA 12 was held in Beijing in September 2006. The theme was The Transition of Asian Cities and
Architecture

ACA 13 was held in Busan, Korea on 27 Oct - 01 November 2008. The theme was Boundary and Beyond:
A Trans-Disciplinary Recharging of Architecture

ACA14 was held in Lahore, Pakistan on 25-30 October 2010. The theme was Go Green The
Architecture of The New Order

ACA 15 was held in Bali, Indonesia on 29-30 October 2000. The theme was A Modernism Challenge:
Asian Cities and Architecture Heritage in a New Paradigm
THE ARCHTIECTURAL STUDENTS JAMBOREE

Accompanying each Asian Congress of Architects is the gathering of architectural students from member
countries of ACAE or ARCASIA under the auspices of the ARCASIA Committee for Architectural Education.

ARCASIA STUDENTS PRIZE

The Arcasia Student Competition was first conceive and organized by IAP (Institute of Architects
Pakistan) for the Students Jamboree held in conjunction with the ACA-5 at Lahore in 1992. Each Member
Institute conducted a Design Competition on a pre-determined theme to select two best entries from amongst
the Student Competitors in their home country and sent the winning entries for Exhibition to the Lahore
Jamboree as part of the events of the Asian Congress of Architects (ACA-5).

Formalization & JIA Support


The success of the 1992 Lahore 1AP venture prompted the Council and ACAE to decide at the 1993 Hong
Kong Council Meeting to hold the Competition on a regular basis in conjunction with the Students Jamboree
and the Asian Congress of Architects (ACA) in order to encourage Asian Architecture Students in the
Member Institutes. At this stage valuable support came from the JIA who agreed to sponsor this competition
and set aside an amount of Yen 300.000 (approx.USS 2900) as the First Prize for a travel grant for the
winning student. Other winners, if any, area warded Certificates only, by the organizers.

Objectives
The objectives of the Arcasia Student's Prize are :
to encourage the Asian Architectural Students to be sensitive toward

their own Architecture, the Architecture of their region. And to encourage a healthy design Competition
among the students of the Member Institutes.
The program also serves to acknowledge talented Asian Architectural Students.

ARCASIA FELLOWSHIP

Introduction

The nature of the constitution of the Council is such that, over the years. Most Member Institutes'
representatives attending Arcasia meetings were either Presidents of their own Institute or senior member of
their profession. Owing to this particular qualification of member Institute representatives to ARCASIA
meetings i.e. President or his representative and Chairman of Board of Architectural Education, most
representatives could only attend one although some managed to return for another, meeting. It was felt that a
means should be devised within ARCASIA to take advantage of the wealth and connections of past Institute
representatives not only to enable them to participate in ARCASIA activities but also to form a continuous
hard core of people enthusiastic about the cause and objectives of ARCASIA.
