It is difficult to believe we are already
approaching the spring season and middle of
the 2nd semester of the 2016-2017 school
year. As we all look forward to those days off
at spring break, we would like to update you on some things that
have occurred.
The House Public Education Committee met for the first time and
announced plans to focus on the most serious education issues.
The committee will focus on school finance at their next two
meetings, followed by a hearing on issues related to the
accountability system, which includes testing and the A-F grading
system. It is encouraging to see the committee focus on issues that
are of the most importance to public education.
HB 510, House version of payroll deduction bill, assigned to State
Affairs Committee
HB510 is the same as SB13, the bill that would allow police, fire,
and emergency responders to keep their payroll dues deductions
while cutting out teachers, prison guards, social workers, and
other public employees.
HB510 was referred to the House State Affairs Committee this
week. Last session, the payroll deduction bill died in this House
committee late in the session. NEA-Dallas/TSTA and other public
employee unions and professional organizations are working on
committee members to kill this bill, but they need to hear from
you, from today until the end of the session. Please join us for

NEA-Dallas is heading to the state capital to let our legislatures
know that we have specific concerns that are important to us
this session. For all Dallas ISD and Dallas County Schools
employees, this is your chance to learn more about issues that
will be affecting you for the next 2 years. You will also have the
opportunity to meet with your legislators as a voting constituent
to discuss important issues such as school finance, payroll
deduction, and school transportation.

District 2, District 6 trustee seats contested in May 6
election

Voters in Dallas ISD trustee districts 2 and 6 will have the chance to cast
ballots for their representatives on the Board of Trustees in the May 6
election.
District 8 Trustee Miguel Solis is running to return to the board unopposed.
Solis was elected in November 2013 to complete the unexpired term of
Adam Medrano, who was elected to the Dallas City Council. Solis was re-
elected to serve a three-year term in May 2014.
District 2
Incumbent Dustin Marshall faces challengers Richard D. Young and Lori
Kirkpatrick. Marshall was elected to the board in June 2016 to complete the
unexpired term of Mike Morath, who was appointed to be Texas Education
Commissioner by Gov. Greg Abbott. Marshall is the CEO of Hazels Hot
Shot.
Young is a classroom teacher. Kirkpatrick is a physician assistant.
District 6
Incumbent Joyce Foreman faces challenger Phelesha Hamilton. Foreman
was elected to the board in May 2014, and is a retired business owner.
Hamilton is an author.
Citizens who are not registered to vote have until Friday, April 6, to register
to be eligible to vote in the May 6 election.
NEA-Dallas is endorsing Miguel Solis, Lori Kirkpatrick, & Joyce
Foreman.

District identifies high-performing principals to lead
new ACE schools

Dallas ISD has identified the high-performing principals
who will lead the districts six new ACE schools next
school year. The district launched the ACE program,
which stands for Accelerating Campus Excellence, last
school year at seven historically low-performing schools.
The program helps boost student achievement by
staffing the highest-need schools with high-performing
principals and teachers. After just one year, six of those
schools met state standards this year, and all seven
campuses have shown significant improvement in
student achievement. The district is looking to build on
that success by bringing the additional six schools into
the ACE program next school year.
The new 20172018 ACE campuses, and their new
principals, are:
Thomas J. Rusk Middle School: Principal Juan Cordoba
C.F. Carr Elementary School: Principal Carlotta Hooks
J.N. Ervin Elementary School: Principal James Wallace
Onesimo Hernandez Elementary School: Principal
Oscar Aponte
Edward Titche Elementary School: Principal Damien
Stovall
J.W. Ray Elementary School: Principal Sheryl Wilson
Additionally, the district is using this opportunity to
combine George W. Carver Elementary School into C.F.
Carr Elementary School. The move will provide students
and staff with more resources in a new learning
environment.
We have seen a remarkable turnaround at the ACE
schools in a short amount of time, so we are thrilled to
add these six schools to the program, Dallas ISD Chief of
School Leadership Stephanie Elizalde said. Dallas ISD is
committed to ensuring every student receives a high-
quality education, and the ACE program provides extra
resources and highly effective teaching for schools that
need it the most. The ACE program incentivizes top
teachers and principals to voluntarily work at the
districts highest-need schools. The program combines
effective instruction, additional class time and social and
academic skill-building implemented in a culture of high
expectations.
The district is actively recruiting high-performing staff
members interested in teaching at an ACE school next
school year. Interested staff members can learn more
about the stipend schedule and ACE program
at www.dallasisd.org/ace. The district will send
invitations to high-performing teachers to attend a
March 7 teacher reception from 57 p.m. at Billy Earl
Dade Middle School, 2727 Al Lipscomb Way.

Given the successes they have personally seen, teachers
and staff at the existing seven ACE schools said they are
excited about the programs expansion.
Counseling teams at 12 schools receive 2016 Lone Star
State Award

The Lone Star State School Counseling Association (LSSSCA)
recently recognized 12 Dallas ISD schools for receiving the 2016
Lone Star State Award.
On Tuesday, Jan. 24, LSSSCA recognized 37 schools around the
state of Texas for implementing outstanding school counseling
programs. Counselors in the selected schools exhibited
excellence in advocacy, leadership, collaboration, and systemic
change as supported by the American School Counselor
Association (ASCA) National Model. The Lone Star Award is
designed to prepare Texas school counselors for the Recognized
ASCA Model Program (RAMP) award.

Meanwhile, LSSSCA hosted their first annual conference Jan. 22-
24, 2017.
Nearly 700 school counselors and administrators from across
the state of Texas were in attendance. Dallas ISD showed up big
and represented the district. Several Dallas ISD school
counselors, campus administrators, and central staff personnel
presented professional growth sessions.
The Sunset High School Pep Band helped conference-goers end
on a high note by performing at the closing awards ceremony.
