'Nina' inicts Bicol farmers

for PRRD in Asia
A Palace official on Thursday, January 5,
welcomed the Japan Times article carrying
the CNN story stating Asias Best Year goes
to President Rodrigo Duterte.
Its heartening to know that certain
media agencies are able to notice the good
things the President is doing, Presidential
spokesperson Ernesto Abella said.
Japan Times is the most widely read
English language newspaper in Japan.
It will be recalled that CNN had named
President Duterte as Asias Big Winner in
2016.
For now, the Philippine leaders
unconventional moves seem a harbinger of
things to come. This is no pivot to China, but
a disruption of the old normal, the article
read.
Rodrigo Duterte ended 2016 seeking
to rebalance his nation's ties, improve the
life of the average Filipino and make the
Philippines -- a one-time economic and
trade powerhouse -- great again. And for that
Asias Best Year goes to Duterte, it added.

DEMONETIZATION: The BSP has
extended by three months the dead-
line for the replacement of old design
banknotes due to public clamor. The
Monetary Board issued Res. No. 2331,
which extends the demonetization and
replacement of old banknotes from De-
cember 2016 up to March 2017. This will
give the public more time to exchange
their old bills (with banks) and the head
and regional offices of the BSP.
After the new deadline, old bills
will lose value and may no longer be
exchanged. BSP reminded banks
that they should replace old design
banknotes from both their clients and
non-clients. Erring banks stand to be
up which favors conservative fund hold-
penalized! Old banknotes were no lon-
ger accepted in day-to-day transactions
since January 1, 2016 but these could
still be exchanged in banks and BSP of-
fices. BSP data show that about 8.86%
or 295.7 million pieces of banknotes in
circulation are old bills!
INTEREST RATES: Term deposits
continue to fetch higher yields due to
uncertainties brought about by the deci-
sion of the US Federal Reverse to hike
interest rates and to adopt a hawkish
stance in 2017. In attention thereto,
the BSP Auction Committee decided to
cap the increase in the rates of 28-day
term deposit facility (TDF) auction last
week. Auction for shorter-dated seven-
day term deposits was oversubscribed,
with bids reaching P37.8B for the P30B
issuance.

What a way to begin the New Year 2017!
We have no electricity and no water. Super
typhoon Nina visited our province and cities
and caused much destruction on December
25, 2016. It is now January 9, 2017 and
we still do not have electricity when Naga
City was not badly hit like the 4th district
(Partido) and 5th district (Rinconada). Our
electric post here in Maria Cristina Street is
standing and we have not seen any lineman
of the CASURECO II checking our place.

spokesman RollyPante, on his interview
at DWNX, CASURECO is not prepared
for restoration work. They lack linemen.
We learned many linemen already retired.
So why were they not replaced? Where
is the fund of CASURECO II so that they
can hire those retired linemen for this
restoration job.
The local government should help
CASURECO restoration work because
it affects the security of the people, their
everyday work and livelihood.
I learned that Secretary Wimpy
Fuentebella sent three Task Force
Kapatiran in our province and city to help
in restoration work of electric cooperatives
with manpower and equipments. They were
from Samar, Mindanao and MERALCO. The
rehabilitation of the 4th district of Partido is
moving fast because of MERALCO and the
management of CASURECO IV which can
easily get materials needed on credit
due to its good credit standing.
Anyway, I want to begin the New Year by
thanking God I am alive and for my family.
I also thank God for giving us Bicolanos

Manila Film Festival won the best actress

award. But on the last week of the festival,
the MMFF Executive Committee decided
to withdraw the FPJ Excellence award
because someone who is not even a
member of the committee noticed there
was a scene of slaughtering a dog. But
they claim the act against cruelty to
animals. The committee decided to pull
out the film. The story of Oro is about
the miners who were massacred in Gata,
Caramoan, Camarines Sur and not about
a dog. The MMFF Executive committee
disregarded the whole story and only
considered a dog which is a delicacy in
many rural areas.
I believe and I hope I am wrong that
the Executive committee was influenced
by Senator Grace Poes negative opinion
about the dogs scene. It is not surprising
for Senator Poe to give that opinion
because Oro is about the miners who
were murdered by men masquerading as
environmentalists close to a politico who is
her friend. A murder case was filed by the
families of the miners in the Department
of Justice when Leila de Lima was the
Secretary of Justice in 2014, but nothing
happened. Maybe, the miners can secure
justice under the Duterte administration.

ing upgraded the Philippines to its
grey list in June 2012 when Philip-
pine transparency and accountability
mechanisms were installed. The up-
grade also came about with the pas-
sage of the Anti-Money Laundering
Law, and the Terrorism Financing
Prevention and Suppression Act. We
were criticized after the money laun-
dering scandal involving $81M funds
from Bangladesh (through RCBC).

the blatant and fallacious portrayal of
small scale mining and pro-environment
activities in CamSur in 2014 presented
to the public thru\ the movie Oro in the
MMFF. Villafuerte said it never happened
in Caramoan.
I like this congressional investigation
to happen for the sake of justice it
happened. The Chief of Police of
Caramoan was suspended because of
this. The NBI director Enrile immediately
went to Caramoan to investigate the
incident. Same with the PNP regional
director of Region V, many media people
immediately went to Gata and talked
to witnesses, they have video shots
about this incident. I recall, I wrote in
this column excerpts of the privilege
speech of Cong. Felix William Wimpy
Fuentebella about the Gatamassasacre
in Congress.

reached 90-percent restora-
tion with 16,000 households
left to energize.
In Catanduanes, 48,000
households were affected by
the typhoon and is undergo-
ing restoration.
State-owned National
Power Corp. also reported
that its power plants, which
has a capacity of 7.8 mega-
watts, in the province are op-
erational.
Napocor further said the
2.8-MW Sun West hydro-
electric power plant was still
down due to flood water,
while 5.7 MW were already
restored.
Occidental Mindoro was
restored at 99 percent of
households, while Oriental
Mindoro was energized at
68 percent or 120,682 house-
holds.
In Marinduque, the Marin-
duque Electric Cooperative
is still restoring power to
43,200 households affected
by the typhoon.
Other off-grid areas were
restored with their diesel
power plants, but are await-
ing the energization of dis-
tribution facilities. The areas
are: Masbate, Batangas, Ca-
marines Sur, Marinduque.

The search for RICEpon-
sible champions is an initia-
tive of the Department of
Agriculture to encourage
the farmers, consumers and

advocate non-wastage of rice
and consumption of healthier
forms of rice in their com-
munities. Launched in Au-
gust 2015, the BeRicepon-
sible search was opened to
all LGUs, government offices
and public and private Higher
Education Institutions (HEIs)
aggressively promoting and
advocating responsible rice
consumption and reduction
of wastage and appreciation
of rice farmers using multi-
media approaches.
A total of 35 public schools
nationwide competed under
the Academe Category and
25 Local Government Units
(LGUs) competed under the
LGU category. Winners in
the two categories were given
cash prizes: P1 million for the
first prize; P500,000 for the
second prize; and P300,000
for the third prize. All win-
ners also received plaques of
appreciation.
Antonio added that the
Sorsogon LGU through the
Office of the Provincial Ag-
riculturist which bested all
other LGU entries, has im-
plemented the best strategies
and created the most impact
on their campaign capped
with the enactment of a Rice
Conservation Ordinance re-
quiring all food establish-
ments in Sorsogon to offer
half-rice servings.
Also seen as vital factor
in the campaign of the LGU
Sorsogon was the forging
of partnership with more
than 30 public and private
schools, government and
non-government organiza-
tions in advocating respon-
sible rice consumption. With
funding support from the
DA regional office and other
partners, several thousand
copies of leaflets, flyers and
stickers about the campaign
were printed and distributed
to schools, offices and res-
taurants, and intensified use
of social media and special
events like brown rice feed-
ing and simple fora greatly
helped in the campaign.

Regional Agriculture and
Fisheries Information Sec-
tion (RAFIS) of the Depart-
ment of Agriculture Bicol,
the province conducted the
Run4Rice year 4 in Novem-
ber 2016 which was well at-
tended by more than 700 run-

the extension of the dead-
line for the exchange or re-
placement of the old Phil-
ippine banknote series,
also known as the New
Design series banknotes
or NDS to March 31, 2017.
