This course outline covers the theory and practice of public administration. It is divided into 11 sections that will examine the origins, development, approaches and challenges of public administration. Some key topics to be discussed include the nature of public versus private administration, the development of different paradigms in public administration like New Public Management, profiling the Philippine administrative system, issues with bureaucracy and the civil service, reengineering local governments, enhancing governance through e-government, executing public policy and dealing with fiscal administration and corruption.
