Executive Summary

In order to win contract to JNP, Elicturus is presenting this


tender submission to JNP. The first objective of this tender
submission is to satisfy the designers from JNP to choose our
company, Elicturus to construct a mars rover which is designed by
JNP. We-contractors strongly believe this tender will prove that
contractors from Elicturus are professional and highly equipped with
abilities and potentials. Through this tender, it will show our
understanding on the Stage 1 Design Package produced by JNP.
Besides, this tender will also expose our skills in constructing a mars
rover and justify we are good contractors among all companies.

Firstly, we always practice the teamwork quality in any


project. In order to overcome any problems, we always cooperate
and helping each other as a team in completing any projects.
Furthermore, we are good in managing time as this can ensure that
the construction of mars rover can run smoothly. We are punctual in
the meeting with the designers.

Moreover, the reason why this tender should be considered is


because we show a very high concern regarding our safety and well-
behaviour to avoid any unusual accidents from happening. We also
show our ability of solving problems during construction phase. In
addition, we have good communication skills which can improve the
efficiency of work. We always respond to any messages or calls
within a short period of time.

Other than that, we-contractors are good in money


management as this can lower the budget of total cost of materials.
We survey the cost of materials by going to every store and
compared the price of materials. After that, we select the one with
cheapest price among all the materials. Last but not least, we-
contractors perform well in all stages of project. In order to produce
great result, we require immense levels of participation and
endurance among the members. We focus on our strength in
overcoming issues and technical skills. Therefore, we are able to
solve upcoming problems during critical stages. We produce product
in good quality.

In a nutshell, contractors from Elicturus have provided JNP


with valid and reasonable proofs through this tender since our
company, Elicturus has satisfied all the tender evaluation criteria
required by JNP. Thus, Elicturus should be under JNPs consideration
and chosen as the best contracting company that will construct the
mars rover designed by JNP.

Introduction

In order to earn the trust and deal with JNP, contractor from
Elicturus has come out with a tender submission to JNP. This may
award Elicturus a chance to build a Mars Rover which is designed by
the designers from JNP. The designers from JNP, James Ngo Chi
Kiong, Jeremiah Chin Samson and Yeow Peck Kah have designed a
Mars Rover according to the requirements which is given by the
client, EMPACT. The contractors should have to achieve and meet
the requirements and criteria expected by the designers from JNP in
the tender evaluation criteria. Hence, the tender submission is
created by the contractors from Elicturus to prove and determine
their potential and abilities against the contract. In this tender, the
contractors must their understanding toward the whole design
package and then demonstrate their capabilities for criteria
demanded by JNP with valid and satisfying proofs which are
provided in the appendix to strengthen all the description.
Therefore, Elicturus greatly urge the designer from JNP to be
contacted with respective contractors as they are highly qualified.
2.0
Design
Package
Review
2.1 Understanding of Design

The Stage 1 Design Package of JNP is easy to understand and


well-organized. The design of the Mars Rover which is done by the
designers from JNP is understandable. Based on our studies on the
design, we would like to show our understanding on the Mars
Rovers design.

By referring to Figure 1, which is the 3-dimensional view of the


design, the main body is made from 6 pieces of wooden plank.
There are 2 axles which are made from wooden rode are inserted
into the cut-out hole into the car body with wheels attached to
them. Drilled bottle caps are inserted in each side of the axle by
using hot glue gun and then attaching the bottle caps firmly to the
axle. Buffer polishing pad is added on each side of the axle and are
held by another set of undrilled bottle cap as this can reduces the
impact force when touching down onto the ground by averaging the
force equally around the wheels. Hence, it is strong enough to
withstand the impact as the tyres while travelling 2 metres slope
which is inclined 30 degrees. Furthermore, the wheels of mars rover
is made up by nylon disk which is hard and have a big diameter. So
it helps to stable the car when the car landed on the ground. By
applying the procedure above, the water bottle might not fall out
from the car.
2.2 Perspective on Construction Method
2.2.1 Main Body

Pre-cut wooden planks of different sizes will be used to build


main body of the Mars Rover. At this stage, hammer, c-clamp,
sandpaper, ruler, marker, drill driver and 16mm diameter drill
bit will be used while constructing the Mars Rover. Wooden
planks are named as wooden plank A, wooden plank B and
wooden plank C. The dimensions of wooden plank A would be
280mm*115mm*9mm and only 1 piece of wooden plank A is
needed. The dimensions of wooden plank B are
280mm*60mm*18mm and only 2 pieces of wooden plank B
are needed. While the dimensions of wooden plank C are
79mm*60mm*18mm and only 3 pieces of wooden plank C are
needed. In order to prevent any incompatibility, wooden
planks are measured in correct dimensions before
construction of the body starts. Each wooden plank B will be
noted and drilled into 2 holes by using 16mm drill as shown in
Figure 2. In order to form a smooth surface, the rough edges
from drilling and need to be rubbed with sandpaper.

Wooden plank B and C are arranged in a fixed position


as shown in Figure 3. A c-clamp is used to hold wooden planks
together during the process of nailing. 2 nails are used for
each intersection point between wooden plank B and C. The c-
clamp is then removed once the nailing process is done.

As the lower part of body already assembled, hence wooden


plank A will be the upper portion of the body. In order to wooden
plank A and the lower part of body firmly, c-clamp is used in the
nailing process. 9 nails are used to fix wooden plank A in place as
shown in Figure 4.

2.2.2 Cargo Holder

The cargo holder is built by using ring binder, pre-cut metal,


potato chips can and car body. Double-sided tape, saw, hammer,
ruler and marker are needed while constructing cargo holder. The
flap of ring binder is discarded and left with metal ring holder.
The metal ring holder is cut into half. Potato chips can is trimmed
to the height of 100mm. The lower part of the can will be used
while the upper part is discarded as shown in Figure 5. A layer of
double-sided tape is pasted to the outer wall of potato chips can
to stick to the body. The metal band is then bent into u-shaped to
hold the can strongly. Nail the flat part of the metal onto the
body. The ring holder is nailed by 2 nails onto the body as shown
in Figure 6.

2.2.3 Wheels and Axles


Wheels and axles are made up from wooden rods, bottle caps
and buffer polishing pad. The tools needed to assemble
wheels and axles are hammer, drill driver and 16mm drill bit.
In order to make sure the size of bottle caps are consistent,
the dimension of all bottle caps are measured. The centre
point of bottle caps are marked and drilled by using 16mm
drill bit as shown in Figure 7.

Wooden rods are then inserted through the cut-out holes into
car body, act as axles of the car. In order to attach the bottle
caps firmly to the axle, drilled bottle caps are inserted in each
side on axle by using hot glue gun. Buffer polishing pad is added
on each side of the axle and held by another set of undrilled
bottle cap. Bottle cap is nailed onto the wooden rod as shown in
Figure 8.

2.3 Dimension Constraints

The dimensional constraints of the Mars Rover demanded by


EMPACT are as follows:
Base of mars rover is not larger than 420mm*297mm.
Maximum height of mars rover is 210mm.
Minimum of 2 axles.
Wheels are able to allow mars rover to travel on an inclined 30
degrees slope.

JNP had met all requirements in their design which are stated above.
The base of the mars rover is 280mm*185mm while its height is
175mm. Based on Figure 8, it shows that there are two axles and
the wheels are appropriate size and strength. Therefore, they can
fully support the wheels to allow mars rover to travel on an inclined
30 degrees slope.

2.4 Materials of Construction

The materials and prices list are stated by designer from JNP in
stage 1 design package.

1) 1 piece of wooden plank with 280mm*115mm*9mm (RM3.50


per piece)
2) 2 pieces of wooden plank with 280mm*60mm*18mm (RM2.50
per piece)
3) 3 pieces of wooden plank with 79mm*60mm*18mm (RM1.50
per piece)
4) 1 recycled potato chips can (RM2.50 for each)
5) 1 wooden rod (RM3.20 for each)
6) 1 recycled steel band (RM0.20 per piece)
7) 1 recycled ring binder (RM0.50 per piece)
8) 4 recycled bottle caps (RM0.05 per piece)
9) 4 pieces of nylon disk (RM2.10 per piece)

JNP has controlled the cost of materials of construction of the


mars rover successfully by using most of the recycled materials.
Wooden plank is used to construct the body of mars rover; the
potato chips can acts as cargo holder which is hold the water
bottle; wooden rod acts as the axle which is used to connect to
the wheels; steel band is used to secure the cargo holder; ring
binder is used to hold the bottle cap of the water bottle; bottle
cap is used to secure the wheels onto the axles; nylon disk acts
as wheel of the rover. They are appropriate. The use of recycled
materials maximized. The total cost spent by JNP is RM28.00
which is less than the price limit set by EMPACT.

2.5 Conceptual Constraints

Based on EMPACTs design requirements, the mars rover must:


Travel a 2 metres slope which is inclined 30 degrees
After free roll, mars rover is subjected to a 1 metre vertical
drop.
Mars rover should be landed on its wheels
Carry a load of a 600ml mineral bottle.
Make sure the load is remain on the mars rover

The mars rover designed by the designers from JNP had met the
requirements stated above as the axles of the car are aligned
perpendicular to the plane. The wheels of the car are made up from
nylon disk which has big diameter and able to receive a big
impulsive force. Besides, nylon disk is a hard and can ensure that
the mars rover is safe when it landed on the ground. So nylon disk is
suitable to act as wheel. Therefore, it is capable of travelling of 2
metres and sustained a vertical drop of 1 metre. Buffer polishing
pad is added on each side of the axle as it is strong enough to
withstand the impact as tyres.

2.6 Cost of materials

The total cost for the construction of mars rover should be satisfied
the requirements demanded by EMPACT:

Total cost for whole construction phase is less than RM30.00


Material cost must follow the spreadsheet which is posted on
blackboard
Recycled materials can be used

The construction of mars rover by JNP had achieved all the


requirements above. The cost of materials is provided by designers
from JNP in stage 1 design package are shown in Table 1.

The total cost of materials is RM28.00 which is less than
determined price limit which is RM30.00. Thus, JNP has successfully
achieved the requirements. Table above is from the spreadsheet
provided on blackboard. Based on table 1, designers from JNP
managed to use most of the recycled items to construct their mars
rover. Potato chips can is used to hold the water bottle; wooden
rods act as the axles of the car; steel band is used to hold potato
chips can; ring binder is hold the head and bottle cap of the water
bottle; bottle cap act as rim of the rover; nylon disk acts as wheels
of the car.

2.7 Concerns and Solutions

There are a few of suggestions and improvements regarding the


design and construction methods of the mars rover provided by JNP.
Thus, we have discussed and analysed the concerns. So we manage
to come out with some effective solutions to overcome the
concerns.

Lack of safety precautions on the mars rover

Since the mars rover is not protected and covered up with some
hard materials, we suggest of adding sponge around the mars rover
and act as bumper for protection. The function of bumper is to
reduce the probability of the mineral bottle from falling out from
mars rover after the collision. Besides, we can also add spring
between axles and wheels of the mars rover. It helps to absorb
shock when the mars rover touched down on the floor. In other way,
by adding spring also protects the vehicle itself and any cargo from
damage.

Lack of friction on the wheels

Since the mars rover is travelling a 2 metres slope which is inclined


30 degrees, so we suggest of adding balloons around the wheels of
mars rover. By adding balloons around the wheels, this produces
friction between the wheels and slope. Therefore, mars rover can
travel safely and might not goes-off track.

Replace nylon disk with other material

Since the cost of nylon disk is expensive, so we suggest of replacing


nylon disk with normal disk. Normally we can get a set of disk in low
price at IT Boulevard Store. In order to form the wheel of mars rover,
we can stack and glue 5 disks together by using hot glue gun.
Therefore, we only need 20 disks in order to allow the mars rover to
travel on the ground.
3.0
Tender
Evaluation
Criteria
3.1 Teamwork

Description of criteria:

In order to complete a task in a team, teamwork considers as a very


extremely important component in any given tasks. Teamwork
among the contractors decides on the how successful and
satisfactory mars rover can be created. Hence, JNP highly expects
that the contractors from the tendering companies are able to
assign their work fairly among themselves. The contractors have to
work with each other throughout whole project instead of doing
alone. Marks will be deducted if the contractors do not show any
evidences to show that the contractors work as a team.

Addressing of criteria:

The contractors from Elicturus have satisfied the teamwork


requirement which is expressed by JNP. Without teamwork, any tasks
cannot be achieved or completed at all and problems may keep
popping out in the process of constructing the mars rover. The
contractors from JNP always helping and assist each other in
completing any duties. They always solve any problems and
difficulties as a team. In order to prove this criterion, Elicturus came
out a list of work distribution among the contractors (refer to
Appendix A). Every contractor has equal load of work in
constructing mars rover regarding to the list.

3.2 Punctuality and Time Management

Description of criteria:

To ensure that all the work can be completed on time, having a good
time management is required for the contractors. Thus, construction
of mars rover could be done before deadline. A good time
management by a team can literally shows that how is the quality of
constructed final product. JNP required the contractors to be present
at every meeting. The contractors need to attend earlier or on time
at every meeting. The contractors must complete weekly tasks on
time and show valid evidences during the meeting. The contractors
will be penalized of they attend every meeting late and weekly tasks
is not complete.

Addressing of criteria:
For this criterion, the contractors from Elicturus have met all the
requirements which are stated by JNP. In order to complete any
tasks, we-contractors fully agree that time management plays an
important role. We always emphasize to avoid last minute work. The
contractors from Elicturus attended the meeting on time. This can
be proven by the minutes of meeting as known as mom (refer to
Appendix B) and the meeting agenda (refer to Appendix C). The
minutes of meeting is used to show the attendance of contractors.
Besides, the agenda meeting was prepared by the contractors from
Elicturus before the meeting and every agenda was addressed
during the meeting.

3.3 Safety awareness

Description of criteria:

Safety aspect plays a very significant role to every company in order


to reduce the hazards and risks while constructing mars rover. JNP is
extremely strict regarding safety as safety first comes in mind.
Therefore, the contractors from tendering companies are required to
have enough knowledge about safety and ability of solving problems
during construction phase. The contractors must have to use right
tools in the right way during construction of project. Besides,
contractors must also self-behaviour and have the ability of
overcoming problems during construction phase. Marks will be
deducted if the contractors are not using right tools in right ways,
behave improperly and also unable to overcome problems.

Addressing of criteria:

For this criterion, the contractors from JNP have achieved all the
requirements which expressed by JNP. In order to prevent incident
from happening, we-contractors have studied and analysed what
action should be taken while constructing mars rover. We must use
the right tools in right way to construct the rover instead of using
wrong tools. This can be proven by the Life Skill subject which is
compulsory to every student in secondary school. We learnt about
tools and how to handle the tools in right way by taking that subject.
Besides, it also taught on how to overcome problems effectively
while constructing project. This is clearly shown by the Pernilaian
Menengah Rendah result certificate (refer to Appendix D).
3.4 Communication

Description of criteria:

Effective communication skill plays a fundamental role in every


phase. This helps to cultivate a positive working relationship
between the designers and constructors from different companies,
which can improve morale and productivity. By having great
communication skill, both designers and contractors can deliver and
receive clear and detail information. The contractors are required to
reply text messages sent by designers from JNP within 30 minutes
and pick up phones calls within 3 calls. The contractors can also
attend meeting online via Skype when there is necessary. Other
than that, the contractors must express their opinions and
suggestion clearly. Contractors must give any acceptable or valid
reasons due to the cancelation of meeting before the appointment
day. The contractors will be penalized if the text messages are not
replied later than 30 minutes or pick up calls after the 5th phone call.
Marks will be deducted once the contractors are not stating any
opinions or suggestions and cancel the meetings on the
appointment day without giving any valid reasons.

Addressing of criteria:

In this criterion, the contractors from Elicturus have achieved the


requirements which are stated by JNP. With effective communication
skills, the information and messages can be delivered clearly and
accurately between JNP and Elicturus. Hence, any
misunderstandings can be avoided and the construction of mars
rover can run smoothly. The contractor from Elicturus has
communicated with the designers from JNP. This can be clarified by
the screenshots of the WhatsApp chat which are attached in
Appendix. The contractor also responded to the WhatsApp
messages within 30 minutes. Information and messages are
delivered clearly to the JNP. This can be shown by screenshots of the
WhatsApp messages (refer to Appendix E).

3.5 Money Management

Description of criteria:
To obtain a good outcome for a project, the contractors must
optimise the project outputs with effective money management.
Therefore, the contractors need to do their financial management
well. The contractors from tendering companies must survey around
on the cost of materials which are needed and select the one with
cheapest price among all materials. The client, EMPACT has set a
maximum budget for whole project which is RM30.00. Thus, JNP
required the contractors from tendering companies to minimize the
total cost less than RM20.00. Marks will be deducted once the total
cost of materials more than RM20.00.

Addressing of criteria:

Money management plays a significant role in constructing project.


It shows how a team organise and use their money well in right site.
Therefore, we-contractors from Elicturus have fulfilled this criteria
which is given by JNP. We survey about the price of materials and
travel around Miri hardware shop in order to compare the price of
materials. We suggest of replacing nylon disk with normal disk for
the wheel of the mars rover. This is due to cheaper price of 1 set of
normal disk compared to nylon disk. In order to form the wheel of
mars rover, we can stack and glue 5 disks together by using hot
glue gun. Therefore, we only need 20 disks in order to allow the
mars rover to travel on the ground. Thus, this can lower the total
cost of materials below RM20.00.

3.6 Performance

Description of criteria:

An outstanding team performance requires immense levels of


participation and ability among the members in order to produce
remarkable results. The performance of a team can be measured
based on their strength in overcoming issues, operating,
organization and technical skills as well as to meet consensus
focusing on the project outcome. Therefore, JNP required contractors
from tendering companies complete tasks on time and able to
overcome problems during critical stages. Besides, the quality of
product produced is great. The contractors will be penalized once
the tasks are delayed and quality of product is poor.

Addressing of criteria:

In this criterion, the contractors from Elicturus have achieved all the
requirements which are stated by JNP. All contractors from Eliturus
have participated in every stages of the project in order to perform
well and produce good result. We- contractors focus in solving
issues, organization and technical skills based on our strength. We
manage to overcome problems together as a team during critical
stages. By focusing on the project outcome, we produce product in
good quality.
