Presidents Message
PRESIDENTS

MESSAGE
Wow! What a couple of months. We had our first meeting at the Valencia Country Club
in February. We had 36 members attend, a vendor, a wonderful lunch, our room was
fantastic, and the service was phenomenal. Dave Perry gave us so much information re-
garding our transportation issues in Los Angeles County.
In March, we were privileged to hear Dr. John Stead who gave us an overview of the
first 60 days of President Trump. He was very positive with what he has accomplished
and would like to come back and tell us of his accomplishments in about six months. We had 41
attendees. Hazel was our vendor and provided us with a variety of hats, purses and clothes we dont
normally get to see. I believe the majority of you enjoyed the meeting and we look forward to provid-
ing more educational, entertaining information and having open discussions on the various current is-
sues.
I was able to attend the March meeting after my hip replacement surgery. I wish to thank each of you
for your prayers and words of encouragement because that is what got me through this time. I feel at
the top of my game but I know I still have some healing and rehabilitation to do, so I must take it easy
and not push (more than I normally do). I feel like the Energizer Bunny and want to keep on going. I
look forward to being completely recovered and back to my old self without pain.
Last month was Baron Trumps birthday and this month, April 26, is Melania Trumps birthday. We
are very fortunate to have such a wonderful family representing us in the White House including all of
President Trumps older children. Birthday wishes to both Melania and her son.
I have spoken with several of you and you told me you enjoyed the biographies on our members so I
will be putting that back in our newsletter. I am asking each of you to help me by answering my ques-
tions so we can share your information with our members. Dont be bashful. I look forward to inter-
viewing each of you.
We will be starting the discussion on our Constitution so please read the inserts I will be putting in the
newsletter. I will have some copies of the Constitution available for your full review. Please let me
know if you would like to have a copy.
At our April meeting, Pepper will be discussing the importance of your volunteer hours. She will share
how to fill our forms and how to continue to provide the information. We earn money awards and
recognition from CFRW, LA County RWF and Southern Division for our volunteer hours, our member-
ship and recruiting and for our newsletter. At the Winter CFRW, we earned three awards and $50 for
our membership increase and percentage of renewals. Thank you to each of you for building our club.
My sincere wishes to each of you for a very Happy Easter.

FEBRUARY MEETING

Dave Perry gave us a lot of data about our transportation issues in


and around Santa Clarita and the corridors in and out of our city.
Dave also updated us on some of the happenings within the Coun-
ty Board of Supervisors. He was a wealth of information.

MARCH MEETING

Dr. John Stead is one of our favorite speakers. He has served on The
Master's University (formerly College) faculty since 1970 and is currently
Academic Vice President. Has also served as Vice President of Academic
Affairs from 1979 to 1995. His doctoral work focused on Political Theory,
Comparative Politics, and American Politics. He received his PhD from USC.
Dr. Stead focused on the first 60 days of President Trump. He felt that
President Trump has done an exceptional job in his selection of cabinet appoint-
ments. Dr. Stead complimented his tenacity as a leader and felt that Trump
would accomplish a lot of positive actions. Dr. Stead captivated our members
and guests with his insight and positive feedback on Donald Trump, our 45th President.

California is headed for a civil war with the Trump administration over the issue of sanctuary policies. In
Washington, President Trump issued an executive order that vows to withhold federal funds from
sanctuary jurisdictions, and in Sacramento, Senate President Pro Tem Kevin de Len, D-Los Angeles, in-
troduced Senate Bill 54, that could put the entire state of California into that category. But what is the ex-
act definition of a sanctuary jurisdiction, and can the president really withhold federal money in retalia-
tion? Trumps Jan. 25 executive order, Enhancing Public Safety in the Interior of the United States, de-
fines sanctuary jurisdictions as those that willfully refuse to comply with 8 U.S.C. 1373 and makes them
not eligible to receive federal grants, except as deemed necessary for law enforcement purposes. The law
in question, 8 U.S.C. 1373, relates to the sharing of information about immigration status. It says a Federal,
State, or local government entity or official may not prohibit, or in any way restrict, any government entity
or official from sending to, or receiving from, the Immigration and Naturalization Service information re-
garding the citizenship or immigration status, lawful or unlawful, of any individual. Trumps order doesnt
appear to ban sanctuary policies like the Los Angeles Police Departments Special Order 40, signed in
1979 by Police Chief Daryl Gates, which prohibits LAPD officers from initiating contact with an individual
solely to determine immigration status. That policy is intended to protect crime victims and witnesses, who
otherwise might be afraid to go to the police. Its the policies that protect criminals that seem to be the
presidents target. A close look at the executive order reveals hints of the battle plan. To better inform the
public, the order states, the Secretary of Homeland Security will compile a comprehensive list of criminal
actions committed by aliens and any jurisdiction that ignored or otherwise failed to honor any detainers
with respect to such aliens. An updated list will be released every week. And every three months the gov-
ernment will release a report on the immigration status of all aliens incarcerated in federal prison, state
prison and local detention centers. Further, the executive order directs the Office of Management and
Budget to obtain and provide information about all current federal grants to sanctuary jurisdictions. And
it establishes an Office for Victims of Crimes Committed by Removable Aliens to provide proactive, time-
ly, adequate and professional services to victims and their families. The battlefield begins to come into fo-
cus. State and local elected officials responsible for sanctuary policies will be shelled with questions once
voters start getting weekly reports of crimes committed by people who wouldnt have been in their com-
munities without those sanctuary policies. Adding to the impact: victims have a new federal office dedicat-
ed to helping them tell their stories. The consequences of this executive order may turn out to be more po-
litical than financial. A state Senate analysis of SB54 says court rulings in past cases make it likely that only
federal funds relating to law enforcement purposes could be withheld. But Trumps executive order spe-
cifically says law enforcement funds will not be withheld. The threatened cutoff of federal funds may ulti-
mately add up to nothing.

Press Release Knight Selected for Congressional Committees

Knight was selected to serve on the House Committees on Small Business, House Committee on Science, Space and Tech-
nology, and House Armed Services Committee. The Congressman was a member of all three committees in the previous
Congress, and he feels they align with the interests of the district he represents.

I am excited to serve on these three committees once again, as theyre a perfect fit for our region, said Rep. Knight. We
are in a unique position because we are home to a tremendous amount of small businesses that work in fields related to de-
fense, science and aerospace. I look forward to continuing our work in these committees to expand opportunities in our com-
munity.

Knight Reintroduces No Hero Left Untreated Act


Representative Steve Knight, CA-25, reintroduced a bill on Thursday that would help veterans recover from post-traumatic
stress (PTS), traumatic brain injury (TBI), military sexual trauma (MST), chronic pain, and opiate addiction.

The No Hero Left Untreated Act would establish a pilot program within the Department of Veterans Affairs (VA) on a promis-
ing neurological treatment option for mental trauma called magnetic EEG/EKG-guided resonance therapy. This is an individ-
ualized non-pharmaceutical, non-invasive neuromodulation procedure that applies magnetic stimulation to restore proper
brain function. To date, open label trials and placebo-controlled, double-blind studies indicate that over 400 veterans have
reported a marked improvement in symptoms associated with PTS, TBI, MST, chronic pain, and opiate addiction.

Thursdays reintroduction is necessary for the bill to pass the 115th Congress and receive a Presidential signature. It has 50
original cosponsors and it is supported by a broad coalition of Veterans Service Organizations, to include American Legion,
AMVETS, and the Association of the United States Navy. The measure currently awaits committee assignment.

The No Hero Left Untreated Act would support and expand on promising technology to bring relief to our heroes, which is
why it received widespread support last Congress, continued Knight. I look forward to building on that momentum and
working with my colleagues to ensure that we get our service men and women the treatment they deserve.

Acosta Authors Bill Aimed At Revenge Porn, AB 109

Assemblyman Dante Acosta, R-Santa Clarita, introduced his first bills in the Legislature this week, officials said.
The bills address public safety concerns Acosta has heard from constituents, he said. Some of the bills address voter-
created concerns from the law-enforcement community as the changes to the probationary system brought about by AB 109,
Proposition 47 and Proposition 57, Acosta said.
The legislative package, which includes three bills, AB 537, AB 538 and AB 539:
AB 537 would add to the list of serious crimes a host of offenses from child abuse to use of a hostage as a human shield in
order to evade arrest, according to Acosta.
Due to the governors realignment efforts AB 109 in 2011 many felons guilty of non-serious crimes serve reduced
terms in county jails instead of in state penitentiaries. The bill would undo much of the damage done by realignment to the
justice system, Acosta added.
AB 538 will require criminals who receive an aggregate sentence of over 3 years for felonies to serve that time in state
prison instead of county jails. Often criminals who serve time in county jails are much more likely to secure early release.
Requiring that time to be served in prison will ensure that victims receive the justice they deserve.
AB 539 gives law enforcement the right to seek a warrant in cases of so called revenge porn or other similar situations.
This is when a person distributes across the internet malicious images or video of a sexual nature without the consent of the
person on the image or video where privacy was expected by the victim. Currently this is illegal, but law enforcement has no
right to seek a warrant even if enough evidence exists to expect one.

THE CONSTITUTION OF THE UNITED STATES

Section 5
3: Each House shall keep a Journal of its Proceedings, and from time to time publish the
same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and
Nays of the Members of either House on any question shall, at the Desire of one fifth of those
Present, be entered on the Journal.

4: Neither House, during the Session of Congress, shall, without the Consent of the oth-
er, adjourn for more than three days, nor to any other Place than that in which
the two Houses shall be sitting.

Section 6
1: The Senators and Representatives shall receive a Compensation for their Services, to be
ascertained by Law, and paid out of the Treasury of the United States.6 They shall in all Cas-
es, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their
Attendance at the Session of their respective Houses, and in going to and returning from the
same; and for any Speech or Debate in either House, they shall not be questioned in any oth-
er Place.

2: No Senator or Representative shall, during the Time for which he was elected, be appoint-
ed to any civil Office under the Authority of the United States, which shall have been created,
or the Emoluments whereof shall have been increased during such time; and no Person hold-
ing any Office under the United States, shall be a Member of either House during his Continu-
ance in Office.

Section 7
1: All Bills for raising Revenue shall originate in the House of Representatives; but the Senate
may propose or concur with Amendments as on other Bills.

2: Every Bill which shall have passed the House of Representatives and the Senate, shall, be-
fore it become a Law, be presented to the President of the United States; If he approves he
shall sign it, but if not he shall return it, with his Objections to that House in which it shall
have originated, who shall enter the Objections at large on their Journal, and proceed to re-
consider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill,
it shall be sent, together with the Objections, to the other House, by which it shall likewise be
reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all
such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names
of the Persons voting for and against the Bill shall be entered on the Journal of each House
respectively. If any Bill shall not be returned by the President within ten Days (Sundays ex-
cepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as
if he had signed it, unless the Congress by their Adjournment prevent its Return, in which
Case it shall not be a Law.

3: Every Order, Resolution, or Vote to which the Concurrence of the Senate and House of
Representatives may be necessary (except on a question of Adjournment) shall be presented
to the President of the United States; and before the Same shall take Effect, shall be ap-
proved by him, or being disapproved by him, shall be repassed by two thirds of the Senate
and House of Representatives, according to the Rules and Limitations prescribed in the Case
of a Bill.
