Competency Assessment and Certification Systems (CACS)

To ensure the productivity, quality and global competitiveness of the middle-level workers,
TESDA pursues the assessment and certification of the TVET graduates. The assessment process
determines whether the graduate or workers can perform to the standards expected in the
workplace based on the defined competency standards. Those who meet the competency
standards. Those who meet the competency standards are then provided with certification.

TVET Program (TECHNICAL-VOCATIONAL EDUCATION AND TRAINING)

To bridge the gaps between TVET and employment, TESDA-ARMM wil realign its thrust towards
demand-driven trainings that has more than 50% absorption rate delivered through the following
modalities: school-based trainings, center-based trainings, community-based trainings.

Center-Based Trainings - This refers to the implementation of skills training in


registered training centers with Training Regulations (TR).
Community-Based Trainings - Primarily to address the need of the poor and the
marginal groups, those who cannot access, or are not accessible to the provisions of
formal training, community-based trainings are designed to catalyze the generation of
livelihood enterprises implemented by the trainees after training. This program is also
designed to assist partner agencies such as LGUs, NGOs, people organization and other
organizations with the same mission to help the poor get into productive undertakings.
Community-Based with Enterprise Development - Conduct of community-based skills
trainings with the additional provision of tools and equipment to the graduates.
School-Based Trainings - This program refers to the direct delivery or provision of TVET
programs by TESDA-accredited technical vocational institutes (TVIs). In the ARMM alone,
there are 57 TVIs with a total of 229 registered programs. Not exceeding three years,
School based programs include post-secondary offerrings.
Scholarship Programs- With two of TESDA's flagship programs, the Private Education
Student Financial Assistance (PESFA) and the Training for Work Scholarship (TWSP), TESDA-
ARMM will realign the slots allocation in the provinces to give prioritization to program
offerings that would ensure employment after the trainings.
TESDA Language Skills Institutes (LSIs) - LSIs provide basic language to
students/workers to improve their employability and enhance their competitiveness in
addition to possession of a competency/qualification required by the industries/employers,
locally and overseas.

Unified TVET Program Registration and Accreditation System (UTPRAS)

To pursue a quality technical vocational education and training system, TESDA Board established
a unified TVET program registration and accreditations system. This sytem requires TVET
providers to comply with the minimum standards prescribed in Training Regulations and
anchored on competency-based system. Accreditation however is voluntary in nature sought by
TVET providers as a form of quality assurance over and above the requirements for Program
Registration in UTPRAS.
