WHAT IS SMART CITY? A smart city is an urban development vision to integrate multiple information and communication technology (ICT) and Internet of Things (IoT) solutions in a secure fashion to manage a city's assets the city's assets include, but are not limited to, local departments' information systems, schools, libraries, transportation systems, hospitals, power plants, water supply networks, waste management, law enforcement, and other community services. The goal of building a smart city is to improve quality of life by using urban informatics and technology to improve the efficiency of services and meet residents' needs. ICT allows city officials to interact directly with the community and the city infrastructure and to monitor what is happening in the city, how the city is evolving, and how to enable a better quality of life. Through the use of sensors integrated with real-time monitoring systems, data are collected from citizens and devices then processed and analyzed. The information and knowledge gathered are keys to tackling inefficiency. Information and communication technology (ICT) is used to enhance quality, performance and interactivity of urban services, to reduce costs and resource consumption and to improve contact between citizens and government.[2] Smart city applications are developed with the goal of improving the management of urban flows and allowing for real time responses to challenges. ii. assured electricity supply,
iii. sanitation, including solid waste management, iv. efficient urban mobility and public transport, v. affordable housing, especially for the poor, vi. robust IT connectivity and digitalization, vii. good governance, especially e-Governance and citizen participation, viii. sustainable environment, ix. safety and security of citizens, particularly women, children and the elderly, and x. health and education. As is evident from the previous slides, Power Plants and Power delivery system is essential ingredient of SMART CITY as it would a pivot for implementation of other activities. Electricity is now essential commodity and non integration of this service in SMART CITY concept shall defeat the very purpose of this concept. Thus SMART GRID needs to be integrated with all activities of SMART CITY. Recognizing this inextricable link between SMART CITY and SMART GRID, GoI, MOP has asked Power Utilities to propose SMART GRID under National Smart Grid Mission(NSGM) preferably in the 100 identified SMART Cities in the country, Dharamshalla is one of them, so as to make the whole concept work. Thus, HPSEB Ltd has proposed SMART GRIDS in Dharamshalla and Shimla Towns. Pilot Project is being implemented in Kala Amb Town. Smart City at Dharamshalla- integration with SMART GRID(2)

electricity system 3 Various component of Smart Grid Pilot Smart Grid at Kala Amb HPSEBL is implementing Smart Grid Pilot project at Kala Amb. The project was awarded to M/s Alstom T&D India Ltd. (now GE T&D India Ltd.) and M/s Genus Power Infrastructure Ltd. during February, 2015 for Rs. 24.99 Cr The Ministry of Power, GoI is providing 50% financial assistance (amounting to Rs 9.72 Crores). This excludes training and FMS charges. First instalment of Rs. 2.43 Crores released to HPSEBL from MoP. M/s PGCIL has been appointed as Advisor cum Consultancy services provider by HPSEBL with consultancy charges of 5% of the project cost excluding training and maintenance charges. Proposed Smart Grid at Dharamshalla and Shimla..1.. Ministry of Power, GoI has requested Govt. of Himachal Pradesh to prepare and submit the proposal for two or more Smart Grid Projects under National Smart Grid Mission (NSGM) preferably from the selected 100 Smart cities. Accordingly HPSEB Ltd. approved to extend the implementation of Smart Grid project to two more towns i.e. Shimla and Dharamshala. A Smart City targets a number of areas, such as water management, transportation, public health and safety where efficiency can be increased with intelligent deployment of technologies. The reliable and self-healing feature of Smart Grid will serve as a key enabler for these critical infrastructures in a Smart City. Proposed Smart Grid at Dharamshalla and Shimla..2.. Consequently Power Grid Corporation of India Ltd. (PGCIL) was requested for consultancy services and preparation of DPR for Shimla and Dharamshala since Power Grid is already acting as Advisor-cum-Consultant to HPSEB Ltd. for the implementation of Smart Grid Pilot project at Kala Amb (H.P.). PGCIL conveyed their consent for providing consultancy services including preparation of Detailed Project Report (DPR) for these two towns under National Smart Grid Mission (NSGM) with consultancy fee of 5% of the final executed cost of the project excluding taxes and duties as per the terms and conditions detailed in draft Agreement, which is yet to be signed. Brief Description of proposed Smart Grid Project at Dharamshalla The project covers area of Dharamshalla Electricity Division of HPSEB Ltd. which consists of four Sub-Divisions namely ESD-I&II, Mc LeodGanj and Sidhpur. The project area covers 24,239 consumers fed from three no. 33/11 KV Sub-Station. The annual energy requirement of the area is 108.5MU. Main attributes of Smart Grid at Dharamshalla 1.SCADA and Substation Automation System To enable the utility to monitor status, alarms etc. and exercise remote control at the substation level from Smart Grid Control Center. 2. Smart Ring Main Units/Compact S/Stns To ensure alternate path for energy flow in case of any fault by promptly detecting and isolating the faulty section. This will bring in a significant improvement in customer satisfaction by reducing the affected number of consumers in case of a fault. 3. Advanced Metering Infrastructure (AMI) The Smart meters shall be able to send load details, energy consumption data, tamper alerts etc. to the control centre. AMI shall serve as the backbone for online billing, peak load management and detection of tampers through meter generated alerts and online energy audit etc. 4. Outage Management System (OMS) OMS will be able to predict, detect and confirm an outage by interacting with Meter Data Management System, SCADA, GIS etc. The OMS software shall also be able to calculate Estimated Time of Restoration depending on type of fault and crew availability. 5. Peak Load Management (PLM) PLM will enable the customers to participate in Demand Side Management and Demand Response programs by introducing ToU/ToD tariffs and customer incentivization (subject to regulatory approval). 6. Distribution Transfomrer Monitoring Unit (DTMU) DTMU shall monitor the health of Distribution Transformer (like Oil temperature, palm temperature, oil level etc.) and communicate with the SCADA. By prompt detection of increased temperature, oil leakage/theft the life of the Distribution Transformer can be enhanced. 7. Under-ground cable system by replacing existing overhead system The overhead distribution system is prone to fault, especially hilly terrains such as Dharamshala. Hence, it is proposed to lay underground cable system which will reduce the frequency of faults, involves less maintenance, appearance is good, have long life and eliminates hazard. However the underground system is highly capital intensive.
