Board of Legislators Meeting

Significant Local Laws

 A proposal to update the Countys Ethics Law was placed on the desks of all
county legislators for consideration.

Significant Resolutions

 Approval of a Purchase of Services Agreement between Oneida County


Department of Mental Health and the Neighborhood Center, Inc.: for a
maximum cost of $2,406,626 to provide emergency/crisis services, supportive
case management, and outreach and advocacy for a term commencing January
1, 2017 through December 31, 2017.
o This amount reflects 100% NYS Office of Mental Health State Aid
Funding.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Mental Health and Central New York Services, Inc.: for
$1,637,049 to provide for outreach-court/jail, transition management, shelter,
etc., for a term commencing January 1, 2017 through December 31, 2017.
o This amount reflects 100% NYS Office of Mental Health and NYS Office
for Alcoholism and Substance Abuse Services State Aid Funding.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Mental Health and the Rescue Mission of Utica, Inc.: for
$1,239,523 to provide for an Enriched Single Room Occupancy Program,
Addition Crisis Center, etc., for adults with a serious and persistent mental illness
and individuals who are alcohol dependent and require a structured living
environment, for a term commencing January 1, 2017 through December 31,
2017.
o This amount reflects 100% NYS Office of Mental Health and NYS Office
for Alcoholism and Substance Abuse Services State Aid Funding.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Mental Health and Family Life and Recovery, Inc.: for
$279,477 to provide for alcohol prevention and education, etc., for a term
commencing January 1, 2017 through December 31, 2017.
o This amount reflects 100% NYS Office of Mental Health and NYS Office
for Alcoholism and Substance Abuse Services State Aid Funding.

 Approval of an Agreement between Oneida County Office for the Aging and
Continuing Care and Senior Citizens Council of Rome, New York, Inc.: for
$60,000 to provide for social adult day services which will provide community-
based long-term care services to the frail and elderly, and assist older consumers
to delay or divert nursing home placement, for a term commencing January 1,
2017 through December 31, 2017.
o This amount reflects 75% State funds ($45,000) and 25% County dollars
($15,000)

 Approval of a Purchase of Services Agreement between Oneida County


Department of Health and the Adirondack Central School District: for
$49,000 to provide related services of speech language pathology, occupational
therapy, and physical therapy for preschool children with disabilities, for a term
commencing September 1, 2016 through June 30, 2018.
o This amount reflects the Countys share based on rates of $48 per half
hour for individual sessions and $25 per half hour for group sessions as
set by the New York State Department of Education.

 Approval of a Purchase of Service Agreement between Oneida County


Department of Social Services and the City of Rome Police Department: for
$115,367 to provide one police officer from the Rome Police Department to act
as a law enforcement coordinator dedicated to the Child Advocacy Center. The
Child Advocacy Center will establish a multidisciplinary team to provide on-site
law enforcement, caseworkers, victim advocacy, counseling to victims of child
sex abuse cases, etc.
o The Child Advocacy Center is a multi-disciplinary office that investigates
child abuse reports for victims under the age of 17.
o The County Department of Social Services is responsible for 80% of the
costs or $92,293.60.
o The local share shall be $34,609.60, with New York State contributing
funds in the sum of $57,684.
o The Rome Police Department shall be responsible for 20% of the costs or
$23,073.40.

 Approval of Purchase of Services Agreement between Oneida County


Department of Social Services and Elmcrest Childrens Center, Inc.: for a
maximum cost of $130,334.20 for non-secure detention services to reserve one
bed for Oneida County youth and the ability to utilize un-reserved beds on an as
needed basis.
o The agreement shall be for a term of one year, commencing January 1,
2017 and terminating December 31, 2017.
o The cost for this agreement was $158,871 from October 1, 2015 through
September 30, 2016 and is 49% reimbursable through New York State
Office of Children and Family Services with a local cost of 51% or
$78,984.21 during that time frame.

o Elmcrest Childrens Center is guaranteed $130,334.20 for the duration of


this agreement.
o Should the County Department of Social Services need more than one
bed on any given day, an additional $498.12 per day will be charged
based on usage.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Social Services and the First Assembly of God of Utica, New
York: for an amount not to exceed $50,000 to provide safe quality daycare
services to eligible low income, employed families or public assistance recipients
involved in approved job search or work experience activities.
o This contract has a local share of 18.2%.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Social Services and the Snell Farm Childrens Center: for an
amount not to exceed $9,000,000 to provide institutional foster care for those
children under the age of 18, or in some cases 21, who have been adjudicated
as a PINS or JD and whose parents or legal guardians have voluntarily
transferred custody to the Oneida County Department of Social Services.
o The agreement shall be for a term of one year, commencing January 1,
2015 and terminating June 30, 2018.
o The maximum cost for this agreement is $9,000,000.
o The Department of Social Services is responsible $242,604.32 with a local
cost of 30% or $72,781.30
o This amount is based on two youth placements at this facility.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Social Services and the Hillside Childrens Center: for an
amount not to exceed $9,000,000 to provide institutional foster care for those
children under the age of 18, or in some cases 21, who have been adjudicated
as a PINS or JD and whose parents or legal guardians have voluntarily
transferred custody to the Oneida County Department of Social Services.
o The agreement shall be for a term of one year, commencing July 1, 2015
and terminating June 30, 2018.
o The maximum cost for this agreement is $9,000,000.
o The Department of Social Services is responsible $242,604.32 with a local
cost of 30% or $200,783.85.
o This amount is based on three youth placements in this facility.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Social Services and Catholic Charities of the Diocese of
Rochester: for an amount not to exceed $3,000,000 to provide institutional foster
care for children under the age of 18, or in some cases 21, who have been
adjudicated as a PINS or JDs and whose parents or legal guardians have

voluntary transferred custody to the Oneida County Department of Social


Services.
o The agreement shall be for a term of one year, commencing July 1, 2017
and terminating June 30, 2018.
o The maximum cost for this agreement is $3,000,000.
o The Department of Social Services is responsible $25,436 with a local
cost of 30% or $7,630.80.
o This amount is based on four youth placements in this facility.

 Approval to Schedule Public Hearings for the Farmland Protection Board:


o Wednesday, May 3, 2017 at 7:00 p.m. at Cornell Cooperative Extension
for Open Enrollment.
o Wednesday, May 3, 2017 at 6:00 p.m. at Cornell Cooperative Extension
for approval of the Oneida County Agriculture and Farmland Protection
Plan.

 Approval of Establishment of Capital Project H-549 Emergency Services


FY 2016 PSAP Grant and Approval of Agreement between Oneida County
and NYS: the Oneida county Department of Emergency Services has received a
grant from the New York State Division of Homeland Security and Emergency
Services through the NYS DHS Public Safety Answering Points Grant (PSAP)
program to cover costs related to the countywide radio system upgrade
microwave backhaul system.
o The grant amount is: $182,873.

 Approval of a Maintenance Agreement between Oneida County Department


of Emergency Services and Tiburon, Inc.: for product support and services to
the customer call center in the amount of $94,634.

 Approval of Agreements between Oneida County Office of Traffic


Safety/STOP DWI Program and Various Police Agencies: for total awards
amount of $18,246 for the following agencies to conduct DWI selective
enforcement patrols. The funding is 100% reimbursable to Oneida County from a
grant received from the NYS STOP DWI foundation.

 Approval of a Grant Agreement between Oneida County Sheriffs Office and


the NYS Division of Homeland Security and Emergency Services: for total
awards amount of $66,250 for the automatic vehicle locator project and records
management system.

 Authorizing the Implementation and Funding in the First Instance 100% of


the Federal-Aid and State Marchiselli Program: for a project to rehab/re-
construction of Middle Settlement Road, (CR 30) between State Highway 5 and
Clinton Street in the Town of New Hartford.

 Approval of Two-Year Contract between the County of Oneida, the Board of


Trustees of Mohawk Valley Community College, MVCC, and the
Association of Mohawk Valley Administrators: for a collective bargaining
agreement between the above named parties commencing September 1, 2016
through August 31, 2018.

 Approval of Purchase of Services Agreement between the Oneida County


Clerk and Info Quick Solutions, Inc.: for an estimated amount of $899,500 to
provide an electronic document management system that integrates all aspects
of the County Clerks Office including fee management, records management,
etc.
o This agreement shall be for a term commencing March 1, 2017 through
February 28, 2022.

 Approval of a Grant Agreement between the Oneida County Sheriffs Office


and the NYS Division of Criminal Justice Services: for $20,400 in State
funding to support overtime costs of deputies assigned to the Gun Violence
Strike Team and Emergency Response Team.

 Approval of the State Environmental Quality Review (SEQR) Full


Environmental Assessment Form for the Oneida County Emergency
Communications System Upgrade Project: the review process has
determined that the proposed action will not result in any significant
environmental impacts should this project be undertaken. The following sites
were listed in the assessment:

 Approval of a Resolution Authorizing the Filing of a Consolidated


Application with the New York State Department of Transportation for
Fiscal years 2017-2018: for projects to provide public mass transportation
service for the rural and non-urbanized areas of Oneida County operated by
Birnie Bus Tours of Rome, New York; and for capital investment funds.
o The capital investment funds would purchase two 24 passenger spare
buses for Birnie Bus Tours.
o The required 10% local share of the capital investment project total cost
will be provided by Birnie Bus Tours; the State share is 10% and the
federal share is 80%.

 Approval of an Amendment to the Master Temporary Use Agreement


between the Oneida County Board of Elections and Various School
Districts: which reduces the fee charged per poll site from $650 to $550.

 Approval of Establishment of Capital Project H-555-Upper Mohawk Valley


Memorial Auditorium Authority (UMVMAA) -West End Expansion:
authorizing the establishment of a capital project with approval of funding for
$5,500,000 in bonding.

 Approval of a Bond Resolution Authorizing $5,500,000 in Oneida County


Bonds to Pay the Cost of Construction of Improvements to and Expansion
of the Utica Memorial Auditorium: authorizing $5,500,000 in bonding for the
following improvement projects:
o Fire alarms, sprinklers, womens restrooms, Americans with Disability Act
(ADA) related improvements, office space, club boxes and additional box
seating, as well as incidental expenses.

 Approval of Lease Agreements between Oneida County and UMVMAA and


a Second Lease Agreement: establishing a lease relationship between the
UMVMAA and the County of Oneida for a certain parcel of land and building
located on Oriskany Street West in the City of Utica.

 Petition in Support of Keeping Larger Share of the DMV Revenues in Oneida

 Petition Urging the State to Increase the Current State Income Tax Credit for
Volunteer Firefighters from $200 to $400

 Oneida County Executive and Oneida County Comptroller release 2017 credit
ratings showing that Fitch, Standard and Poors and Moodys maintain high credit
ratings for Oneida County.
 Fire Hawks Scholarship: Please note that 2017 Fall Semester Fire Hawks
applications are due May 15. The Fire Hawks scholarship is: available to any
current or prospective student of MVCC who is or will become an active member
of an Oneida County Volunteer Fire Department
