What Is TPG And How Will It Work?


All public institutions and agencies will be required by law to set aside 20 per cent of public
procurement contracts for the exclusive benefit of youth women and vulnerable groups. This will
include every type of purchase: fuel and chemicals; agricultural commodities (fruits vegetables,
beans and mealie-meal); stationery supplies; uniform and clothing; vehicles; equipment; use of
official accommodation; cleaning services; car hire will be procured for public institutions by
ordinary Zambians.
There will be careful monitoring and supervision of the TPG scheme. To prevent political
interference, selection and training of participants will be undertaken by established independent
NGOs and civil society organisations. Participants will not be selected because they are eligible
Zambian citizens and not on the basis of which political party they belong to.
How Will TPG Be Different From Other Schemes Like CEEC, Women Empowerment
Initiatives And Youth Development Funds?
Unlike other similar schemes, TPG will provide guaranteed contracts for ordinary Zambian
citizens to supply goods and services to all government and public institutions; it will ensure
specific and targeted training, support and oversight; it will facilitate consistent and timely
payments to original suppliers once order processes are confirmed and then to the TPG supplier
when goods or services are delivered. Money for such procurements will be deposited at the
beginning of the financial year in pre-qualified banks that will have to tender for such deposits.
Eligible banks will be required to adopt a similar policy of procuring 20% of all their goods and
services from TPG groups.
How Will The TPG Scheme Be Funded?
The plan will be funded through allocation from the national budget at the beginning of the year in
consultation with various corporate agencies, partners and bi-lateral and multilateral institutions
seeking to support capacity development and transparency. Insurance companies will also be
engaged to provide cover for non-performance and to provide security for the integrity of the
system. Money deposited in banks at the beginning of the year will earn interest. The interest will
accumulate over time and will be applied towards ongoing training of beneficiaries under TPG.
Initial training will be funded under the 20 per cent to be allocated for procurement.
The plan will expand naturally over the years because every organisation that the government
procures goods and services from, including members of the TPG, will also be required to
procure 20 per cent of all their goods and services from other members of the TPG. All
companies that already supply goods and services to government will be required to adopt a
similar 20 per cent procurement policy within their supply chains if they are to be retained as
suppliers to government and public institutions.
How Much Money Are We Talking About?
We are talking about over K3 billion each year. The funding to support TPG will come directly
from the national budget. For example, total government expenditure in 2017 is budgeted at
K64.5 billion. Assuming 25% constitutes direct procurements, this means just over K16 billion is
available for all government purchases of goods and services. Note that this does not include the
budgets of independent public institutions and agencies that generate income independently of
government. If we apportion 20% of this for TPG, it amounts to over K3 billion of procurement
contracts for the target groups each year. This cycle is repeated year after year as the
percentages increase from 20% to 25% until we have a strong base of exceptional supply
capacity among Zambian citizens.
How Will The Stakeholders Be Coordinated?
There should be a national workshop before the end of September 2017 that will engage all
stakeholders in a discussion around how to implement this bold and radical plan that can save
thousands of lives and create numerous enterprises and ensure as close to full employment as
possible. The intention is to create and deliver a world-class system that empowers everyone to
be productive and play a positive role in society through his or her talents. The workshop will
debate and produce a bill that can be presented to parliament for adoption by MPs who would

also be part of the stakeholder workshop together with traditional leaders, faith-based community
representatives, civil servants, private sector bodies and professional agencies, women and
youth groups.
What Are We Requesting From You The Public?
1. Feedback and suggestions on how to improve this initiative which can be submitted to the
TPG secretariat that will be temporarily housed at the NAREP offices (pending a neutral
secretariat being established to oversee this initiative) situated on the corner of Longolongo and
Tuleteka roads in Lusaka, or via our official Facebook page or WhatsApp to 0955 541043 or

2. Public debate on social media, TV, radio and distribution of flyers and participate in debates at
tertiary educational institutions and schools.
3. Active mobilisation. We want you to embark on nationwide campaigns in all wards to explain
the idea to residents in all communities and to promote youth events to push this agenda.
Social media users are encouraged to establish multiple WhatsApp groups and to conduct
Facebook and Twitter campaigns to explore the options to make this initiative successful
including identifying all the weaknesses and flaws that will need to be addressed. We welcome a
full and robust debate. This means welcoming full criticism, as this will only improve the final
outcome and ensure greater ownership.
NAREP will play its part in spearheading promotional activities and soliciting support from various
stakeholders including MPs, NGOs, educational practitioners, civil servants, private sector
employees, faith-based organisations, church groups and communities leaders across the
Nation. It will focus on informing stakeholders on the benefit of the TPG scheme and soliciting
their support for the idea and the national workshop.
We will provide sample letters and flyers for all those wishing to support the cause. During the
national workshop the debates will centre around how various stakeholders will benefit through
business opportunities, funding and training to deliver on assured contracts to government
departments and agencies.
What Are Some Examples Of How I As A Zambian Citizen Will Benefit?
Whatever category of society you belong to, you will benefit (young, old, well-off, poor, urban,
rural, man, woman):
- The Unemployed will be able to be trained as suppliers to public institutions and start small
businesses
- Chiefs and Rural Residents will benefit from supplies to government departments and agencies
(rural farmers will supply 20% of rice, beans, honey and other agricultural produce) - NGOs,
faith-based organizations, churches and civil society groups will have funds to train the
beneficiaries in all areas (farming, procurement, managing a business, registering as suppliers
etc.)
- Youth and Women Groups (bricklayers, carpenters, market and street vendors, stone-crushers)
will have clear business contracts to fulfil and the training and support systems required to
ensure that they deliver
- Banks will have access to government deposits for the scheme and manage the float of money
throughout the year
- Insurance Companies will play a role in providing insurance cover to make sure the system
works without disruption
- ZRA will have increased revenue since the suppliers under the scheme will have to be
registered and will be prepared to pay 10% tax on the profits they will make from these
government procurement contracts
- Government will be able to show that it has sustainably reduced unemployment and created a
long-term capacity development plan for the youth
- Professional Firms will be able to provide their services in audit, legal, procurement and other
services
- Private media houses will be able to benefit when the scheme is in place because they will now
have a new funding stream from government

- Teachers across the country will need to be incorporated into the national training schemes
because of the sheer size of the project
- Lodge Owners will have access to government contracts. Travel Agents will handle 20% of all
public institution travel arrangements.
