Sponsors: Russian Federation, Arab Republic of Egypt, State of Palestine, United
Signatories: Federal Republic of Germany, Republic of Korea, the United Kingdom of Great Britain and No
Guided by what Article 1 of the 1954 Convention relating to the Status of Stateless Persons
establishes the definition of a stateless as someone who is not considered as a national by any
State under the operation of its law,
Bearing in mind that statelessness is still a widespread problem today affecting the development
of many communities,
Alarmed by the increasing numbers of stateless individuals due to the Syrian refugee crisis,
Noting with regret that 27 countries still have discriminatory laws in their constitutions,
Reaffirming the major role that private entities and NGOS will play in this process,
Recommends the implementation of this resolution for a term of 10 years to achieve a viable
solution and to reduce statelessness significantly by the end of the year of 2026,
Further invites all nations to implement the Jus soli and Jus sanguine laws willing to implement
them in their territories,
Social Aspect
1) Endorses the Citizen of the world program: The program will consist in granting a special
passport for all stateless individuals that seek for it at any UN agencies located in the
country in which they reside;
a) Applicants pass a background check in which they will analyze their situation and
check any criminal history,
b) Once an individual is granted this passport he or she will have the right to relocate to
any of the countries that sign the pact, or to be recognized with the same rights of a
foreign citizen in the country which they reside,
c) All individuals that have been granted their Citizens of the world passport can be
relocated on a yearly basis every 15th of September if they wish so,
1. Encourages the implementation of the program H.E.L.P. (Human Efforts Lying on
Protection) Program which consists of three main pillars:
a) Perform censuses for knowing the number of stateless persons in each country,
c) Promote that stateless persons are considered as refugees for them to enjoy the
same benefits and protection as work opportunities, access to health programs
and the option to be educated;
2. Approves the development of the plan T.R.U.S.T. (Total Respect and Union for
Standing Together) program which will consist on:
a) Media campaigns where ethnic and cultural matters should be presented in
order for avoiding discriminatory practices against Stateless persons,
b) Provide counselling services to citizens and Stateless persons for them to know
by another way the benefits local integration would bring to both parts and for
solving any doubt they may have;
3. Considers Local integration is a solution for integrating and providing opportunities to
citizens in their way for acquiring a nationality;
4. Encourages the help of international organizations, national human rights institutions
and UN agencies such as:
a) UNICEF: can help improving birth registrations,
b) UNFPA: can help governments design and implement censuses,
c) OHCHR: can help with the monitoring human rights of stateless people;
5. Supports the We exist campaign that focuses on raising global awareness about
statelessness and its consequences through schools, universities and other relevant
institutions;
6. Appreciates the implementation of I Am With You Program against any time of
discrimination; gender, religion, nationality or any other that would cause a division
between the refugees and the civilians. This would be based in two main pillars:
a) Integration regarding statelessness people and citizens by having:
i. Meetings in schools and public places like plazas and parks promoting
the equal treat
ii. Extracurricular activities in schools to understand that everyone has
equal rights
b) Equal Education: the implementation of Education for All Program. This
consists on:
i. International scholarships of the sponsor members for primary,
secondary and higher education
7. Encourages Volunteering teachers from all willing countries to level statelessness
children so they can further go to a public school
8. Accepts the implementation of the project H.O.M.E. (Hospitality Opportunity into a
Measure Environment) in each country that would:
a) Provide assistance centers inside each countrys building from the UNHCR in
order to provide stateless persons in need advice;
9. Authorizes the H.E.I.R. (Helping their Education, Identity and Rights) campaign by:
a) Giving every stateless person a temporary legal status for making everyone
know who they are and where they come from:
ii. Allow them to marry legally and register the birth of their children;
a) Carry out periodical census and massive civil campaigns, by an extended field
work of direct assessment to every single person living in a sovereign territory,
so as to make governments accountable of providing basic human rights to
stateless people,
b) Fosters the nationalization of hundreds of stateless people by giving states of
using nationalization as an effective way to solve internal demographic issues,
such as ageing population;
12. Confirms the You are the one that I want program, which stands to fulfill the labor
demand of stateless people by creating a micro-economy in which they can participate
without necessarily having a nationality, but just a legal status, counting on the support
of national companies;
13. Further requests the implementation of the P.E.S.M. (Protecting Equality through Social
Media):
ii. Spread information through social campaigns that will carry out to
stand in a dialogue with our societies;
14. Further recommends the implementation of the already created campaign by the
UNHCR #IBELONG but by implementing the following new measures in order to
make it more effective by:
i. UNESCO
ii. UNICEF
15. Further recommends the creation of Cultural Support Centres (CSC), which will aim to
provide professional guidance for the consolidation of stateless peoples personal
culture, seeing that they have not had a specific national identity to be proud of;
16. Supports the volunteering teacher from all signatory countries will go to refugee camps
to teach stateless and refugee children;
a) Scholarships for university in all signatory countries This will increase the
percentage of refugees studies,
17. Further recommends all nations to implement the Faces For the Unseen Program so we
can strive a viable solution and UN Agencies can control and supervise the correct use
of international funds, especially in the Middle East and African countries where there
are more than 50% of the refugee camps worldwide The main NGOs that will support
the supervision are:
a) Lawyers for Human Rights: to surveillance that theres no violation of the
Human Rights in countries where refugees and statelessness persons are
accepted;
18. The Global Campaign for Equal Nationality Rights: to ensure every refugee citizen has
the right for having a bank account, voting, food, health insurance;
Legal Aspect
24. Firmly believes on the creation of universal nationality laws: Concurs that nationality
should be bestowed as a birth right;
a) Expresses that no discriminatory laws will be allowed and nationality must be a
right regardless of;
i. Sexual orientation;
ii. Gender;
iii. Religion;
iv. Ethnicity;
b) Notes that these conventions will be promoted in countries that have a
significant statelessness problem, but not imposed in the constitution of their
state
c) Confirms that the sovereignty of the state will not be compromised
25. Calls upon the implementation of the RP (Religion and politics) laws in order to
reduce social issues like statelessness or discrimination in a country, but with little
impact on the beliefs and religion of this nation:
b) World bank,
d) Private-Public Partnerships,
e) Member States,
f) NGOs;
28. Further invites The United Nations High Commission on Refugees would distribute the
funds by:
a) Prioritizing emergency situations needed for money,
b) Accomplishing new developing programs for stateless people
