Budget Moving Forward
The state biennial budget,
House Bill (HB) 1001,
authored by Rep. Tim Brown (R-
Crawfordsville) and sponsored
by Sen. Luke Kenley (R-
Noblesville) was amended on
Senate floor on Wednesday.
Changes made to the bill
include:
Provisions to assist the Gary
Community School
Corporation,
Additional funding for the
Indiana Veterans Association
and Welcome Home Vietnam
Veterans Inc. program
Commitment to making the
CHOICE program a line item
in the budget going forward
The Senate Democrats tried
unsuccessfully to amend in
language that failed to pass
earlier in the Senate this
session. Among those proposals
were changes to hate crime
statutes, redistricting reform,
increases in the minimum wage,
and additional appropriations to
expand Pre-K funding.
The bill passed out of the Senate
by a vote of 39-9.
Balancing the Budget
Senate Joint Resolution 7
proposes an amendment to the
Indiana Constitution that would
ensure that the General
Assemblys future budgets do
not total more than projected
state revenue for the biennium.
The resolution was passed out of
the House in January by a vote
of 94-4 and cleared the Senate
this week by a vote of 43-4.

who receive advanced degrees
in STEM and other specialized
education. The legislation allows
an advanced degree to account

Procedure
There are only two weeks
remaining in session; the
procedure for bills that are still
alive is outlined below.
Wednesday and Thursday were
the Second and Third Reading

reading, ordered engrossed and
Third reading: passed with a
roll call vote on the action history.
Bills that do not show these
action items are technically
considered dead, however,
language that passed at least
one chamber is eligible for
insertion into another bill in
conference committee.
Bills that have passed both
chambers and were not amended
in the second chamber will now
move to the governors desk after
being signed by the Speaker of
the House, the Senate President
Pro Tem, and the President of the
Senate (Lt. Governor).
Bills that have passed both
chambers but were amended in
the second half will be returned
to the original author.
If the author of the bill agrees
with the amendments added by
the opposite chamber, the author
will file a Motion to Concur and
