Chapter 1
Introduction
11. Purpose
This pamphlet provides uniform procedures for using and controlling management control numbers (MCNs). Excluded
from the scope of this pamphlet are
a. Medical items. Medical activities and centers will follow the guidance outlined in AR 40-61 and major Army
command (MACOM) supplements and regulations in assignment of nonstandard stock numbers/MCNs. The Office of
The Surgeon General (OTSG), Headquarters, Department of the Army (HQDA), (DASG-HCL), Washington, DC
20314-3258, should be contacted regarding the procedures governing medical materiel.
b. Brand name and non-brand name resale items. The Defense Supply Center Philadelphia (DSCP), 700 Robbins
Avenue, Philadelphia, PA 19111-5092, should be contacted regarding the procedures governing brand name and non-
brand name resale items.
c. The U.S. Army Communications-Electronics Command (CECOM) communications security (COMSEC) keys. The
Commander, U.S. Army Communications Security Logistics Activity, (CSLA) ATTN: SELCL-NICP-LS, Fort

14. Requests for clarification


Use the chain of command to request clarification of this pamphlet.
a. Use a military memorandum when making a written request for clarification. Include in the memorandum the
following:
(1) Page and paragraph number in question.
(2) Name and defense switching network (DSN) telephone number of the requester.
b. Each element in the chain of command receiving a clarification request tries to answer it. If unable to answer, that
element sends it to the next higher element. This ensures that available talent is used and the most expeditious possible
answers are given.
c. When Department of the Army (DA) clarification is necessary, send clarification requests to U.S. Army Materiel
Command (USAMC) Logistics Support Activity, ATTN: AMXLS-ML, Redstone Arsenal, AL 35898-7466.

Chapter 2
Management Control Numbers
21. Overview
This chapter provides the procedures for assigning, using, and controlling MCNs for items that are not cataloged within
the Federal Catalog System (FCS). Details for assigning blocks of MCNs are in AR 708-1, chapter 3. This chapter also
addresses the policy established in AR 708-1, chapter 3.

22. Use of management control numbers


a. An MCN is authorized for internal use only and is not used to identify items in official publications or
documents. An MCN may be used in any local document, as an aid in identification, if the document does not leave
the local activity assigning the MCN except as provided in this chapter. The MCN record is kept only as long as there
is a need to identify the item by the MCN.
b. As an exception, MCNs assigned by the U.S. Army Test and Evaluation Command (ATEC) are used to

permanently identify experimental munitions and related items, regardless of the installation or activity where stored or
used. The assigned MCN remains valid until one of the following occurs:
(1) All stocks are expended or demilitarized.
(2) An NSN is assigned to the item.
c. MACOMs and activities listed in table 2-1 keep a register of the block number allotments as discussed in AR
708-1, chapter 3. ATEC maintains a central register for the assignment of all their MCNs. Project and program
managers obtain MCNs from ATEC before initiating contracting actions for research, development, test, and evaluation
equipment (RDTE) and prototype munitions, to ensure that necessary catalog data is obtained, and that MCNs assigned
stay with the items throughout the life cycle.

23. Actions by users


a. Commanders of activities that assign MCNs will
(1) Keep a control register of MCN assignments that cross-references the MCN to an applicable part number and,
when appropriate, to an NSN.
(2) Conduct a semi-annual review of all assigned MCNs to determine which MCNs will be retained, cancelled, or
replaced with an NSN, and to upgrade the control register.
b. Commanders of overseas commands, installations, facilities, continental United States (CONUS) posts, camps and
stations, and subordinate activities within the commands or activities listed in table 2-1 will ensure that an item
identified by a part or model number has not already been assigned an NSN. This is determined by checking cross-
reference publications (internal historical reference material). Research to ascertain if there is an Army record of any
NSN using the Army section of Federal Logistics (FEDLOG). Should research fail to trace the item to a valid NSN,
the item is recorded and stored by part or model number, except when an MCN assignment is permitted by AR 708-1.
c. Commanders of USAMC wholesale storage depots.
(1) Commanders of storage activities that receive an item identified only by part number, and shipped by direction
of a national inventory control point (NICP) and retail manager (RM), record and store that item by part number. A
local MCN is not assigned, pending the receipt of a storage item data change card or other applicable instructions.
(2) Commanders of USAMC storage depots that receive stock returns without an NSN, part number, or reference
number may assign an MCN to these items.
(3) Commanders of storage activities do not assign MCNs to stock returns that are identified by part numbers or
reference numbers and have no NSNs. The part numbers or reference numbers are used to record and store items at the
activity.
d. Commanders of national inventory control points and retail managers will
(1) Query the FLIS TIR to ensure that an item has not already been assigned an NSN before assigning an MCN.
(2) Obtain an NSN for each item eligible for the FCS.
(3) Ensure that items initially assigned an MCN are procured, shipped, stored, distributed, redistributed, requisi-
tioned, issued, or disposed of by part number or NSN, not by MCN. Accordingly, when an item assigned an MCN is
procured, the MCN is not released to the storage activity from which the item is shipped. Such items are shipped and
stored by part number or NSN. As an exception, ATEC RDTE items may be procured, shipped, stored, distributed,
redistributed, or disposed of per their assigned MCNs.

24. Use of table 2-2


a. The FSC assignments to Army activities under integrated materiel management by the Defense Logistics Agency
(DLA) and General Services Administration (GSA) are determined by table 2-2. The materiel management assignments
for Army activities under the end item manager concept are determined on an item-by-item basis, rather than by FSC;
thus, this table is to be used only when the end item or end item manager is unknown.
b. The FSC assignments are presented in the 4-digit FSC sequence. The presently established FSCs, along with the
inclusions and exclusions that limit the coverage of a particular FSC, are published in the Supply Bulletin (SB) 708-21
(Cataloging Handbook H2-1).

1 U.S. Army Aviation and Missile Command (AMCOM) is responsible for the life cycle management of all Army small free rocket/rocket systems as defined

in the General Support Agreement between the U.S. Army Armament and Chemical Acquisition Logistics Activity (ACALA) and the AMCOM on Small Free
Rockets, dated 17 January 1975.
2 TACOM is the central point of contact for combat, assault, and tactical tracked vehicle in this FSC class. ACALA is the central point of contact for self-

propelled artillery.
3 TACOM is designated as the mission assignee for all end items in the FSC classes. The Defense Logistics Information Services, Army Cataloging, (DLIS-

A) is the central point of contact and the activity assigned Army Retail Management responsibility for all components.
4 ACALA is the manager for all items in these 43 FSC classes (FSG 34 and 36) that qualify as industrial plant equipment with an acquisition cost of $3,000

or more, and for all reparable end items.


5 TACOM is the central point of contact for major end items in these FSC classes. DLIS-A is the central point of contact for all repair parts that are under

DLA/GSA integrated materiel manager (IMM) management.


6 U.S. Army Medical Materiel Activity (USAMMA) performs the secondary inventory control activity (SICA) functions for all items in FSG 65 as delegated by

The Surgeon General (TSG).


7 TSG is the mission assignee for medical materiel items in FSC classes 6630 and 6640. USAMMA performs the SICA functions as delegated by TSG;

DLIS-A is the central point of contact for non-medical items in FSC classes 6630 and 6640.
8 Regulated items of data processing equipment are procured by the Chief of Staff, Army, Director of Army Automation (DAA), through the U.S. Army Com-

puter System Selection and Acquisition Agency. Inventory and reutilization functions are performed by the U.S. Army Signal Command.
9 The Defense Energy Supply Center (DESC) will manage the bulk products and the Defense Supply Center Richmond (DSCR) will manage the package

products in FSC 9150.


10 TACOM is the DOD Integrated Materiel Manager for items in these FSC classes peculiar to combat and tactical vehicles of Army design.
