We believe there will be no negative fiscal impact as a result of this
Constitutional Amendment and most likely result in an overall savings with respect to each ballot initiative filed after passage of this initiative. Reasons for this assessment are as follows:
Currently, the Secretary of State must manually go through a
percentage of the statutory required signatures and verify that they are registered voters; that the signature is correct; that the address is correct and currently they must also manually verify that 2% of all the valid signatures are from each senate district. We dont see any way of doing that, and still complying with Constitutional requirements other than going through all signatures submitted and figuring out the percentages from each senate district. The costs for personnel to manually do this will be substantial.
If our Initiative becomes law, the Secretary of State will have to
prepare a universal electronic signature page for each respective Initiative submitted which should be minimal. And simple software will compare the signature, address and number of signatures that the Secretary of State already has in his data base. It should actually be able to account validity of every signature as easily as it would be to verify a percentage as required by the Constitution.

CONCLUSION:
We believe there will be no negative financial impact over current
methods; and most probably will result in positive financial impacts over current methods.
