Position Purpose
To support the Commonwealth Games Delivery Program by overseeing and
managing the Project Controls team, including program risk, cost and
schedule and monitoring the overall health and performance of the
Commonwealth Games Delivery Program.

Position Responsibilities
1. To lead the Project Controls team, including Cost, Risk, Schedule
and document control to ensure the program and its projects are
being delivered on time, on budget and aligned to the requirements
as defined.
2. To develop, implement and maintain an efficient and streamlined
system of effective project control reporting tools to monitor and
report on the health and performance of the Commonwealth Games
Delivery Program to executive and other stakeholders.
3. Develop and manage procedures that satisfy financial and audit
reporting requirements for Project Managers, internal and external
clients and other government organisations.
4. Provide business improvement, project control and commercial advice
to project managers and project staff to build project management
capability and develop and promote a culture of commercial
accountability at all levels of the organisation including:
- Management of the Program's investment approval process;
- Maintenance of systems to provide information on Program
performance;
- Producing and distributing high quality information reports in a
timely manner;
- Co-ordination development of capital and operation budgets in
consultation with the cost and risk analyst;
- Co-ordination of business improvement, portfolio management and
program coordination activities to ensure compliance with internal
and external policies and standards.
5. To facilitate Stage Gate reviews with Project Managers and project
staff to ensure projects maintain delivery schedules and milestones.
6. To provide support to the Commonwealth Games Delivery Program team
on risks and issues associated with Program Risk/Cost/Schedule and
provide guidance on mitigation options.
7. To ensure Queensland Rail projects are being delivered in accordance
with our strategic objectives and expectations of government
stakeholders.
8. To ensure the Commonwealth Games Delivery Program is being delivered
in line with the OnQ project management methodology.
9. Provide oversight of the updating and maintenance of the Program
schedule with reporting of achievements, critical path analysis and
any delays to key deliverables.

What is the key selection criteria


1. High level of skill in a Project delivery environment involving
complex projects/programs with multiple disciplines.
2. High level of skill in projects control including interpreting and
reporting on various data elements as per client/stakeholder
requirements, using various tools and techniques.
3. Extensive knowledge of Program and Project performance management
methodologies.
4. High level of skill in program performance management and reporting
including but not limited to Earned Value management principles, the
establishment of Key Performance Indicators and the production and
maintenance of data collection for the measurement and timely
presentation of key reporting metrics from a project and program
basis.
5. High level of skill in written and verbal communications, project
reporting and presentations.
6. High level of interpersonal skills in establishing strong working
relationships.
7. Knowledge of and willingness to commit to and work within Queensland
Rail#s Values and Behaviours.
