SCC-7100 Special (secret) Construction Contracts series

These ships were conceived prior to the Four Years War. During one of the many skirmishes leading up to the
war, just prior to combat, then-commander Kelvar Garth commented to LCDR Phillip Tillman on the tactical
advantages of the Klingons warp geometry. The piercing shape afforded greater speed and maneuverability for a
given power input, at the expense of long-term endurance. This allowed Klingon vessels to turn and bank more
sharply than Federation warships, thus giving the Klingons an advantage in seeking firing positions and evading
fire.

Commander Tillman was critically injured during the fight, requiring medevac out of the zone. Having lost his
left leg below the knee and his right foot, captain Tillman faced a medical retirement. With nothing else to do
while convalescing, Tillman thought about that conversation in great detail, eventually submitting a set of
proposals to SFD for ship designs intended to take advantage of the principle. Of the 5 rough proposals he
provided, 2 were selected for prototyping, as Special (secret) Construction Contracts (SCC, vice NCC).
Additionally, SFD assigned personnel to two other design groups using the same concepts. Tillman was asked to
act as consultant for the project; as time passed and the project managers botched it, he became more involved,
and managed to avoid retirement by taking over first Alfa group, and later, the whole project. He eventually went
on to serve for another 19 years, rising to RADM. Almost that entire period was spent overseeing starship
construction, design, and refitting, or politicking for funding.

Alfa group developed the two designs culled from commander Tillmans original proposal, the Andromeda and
the Atlantis types. Six ships of the CG-7100 Andromeda class battle cruiser type were authorized; three were built
to specification. The next three were modified and enlarged, redesignated as the BB-7103 Charev battleship class.
Both types demonstrated the worth of the warp geometries, but were not satisfactory as frontline combatants,
because the engineers designing them unwisely chose to take advantage of the warp geometry by saving mass
with minimal engines (KDPB-39s). This was partially addressed by adding internal fusion reactors to make up
the power shortfall for other systems, and further aided by changing the engines out for Messier, Zhelarn, and
Tel!kar, upgrading to KDPB-40s. The KDPB-40 engines were still not sufficient, and captain Tillman, now
promoted to Commodore, was placed in charge of Alfa group. Under his leadership, requirements for the notional
KDPB-41 engine were let out to bid, but other issues prevented it from becoming available until well after the
war, and so, rather than upgrading the engines further, both types were eventually reclassified as large exploratory
cruisers (CKE).

Bravo groups first entry, the class II SE-7106 Raven class exploratory scout was severely underpowered, and
only one unit was built before authorization was canceled. Due to that, the first unit of Alfa groups second entry
was moved up from SCC-7112 to SCC-7107. Ravens disappointing performance almost caused SFD to cancel
the entire proposal of emulating Klingon warp geometry, but Commodore Tillman persuaded the chain of
command that the errors had been failure to apply the concepts properly, and that value still remained in the
project. Bravo group was shaken up severely, and the Officer In Charge was replaced. Tillman then took charge
of the overall project, as well as remaining project manager of Alfa group. All three groups were reminded that
the intent was not to play with the new geometries creating useless study prototypes in an attempt to maximize
efficiency, but rather to build better warships. Theoretical research, pie-in-the-sky modeling, and non-combatant
design work could all be done after the war. This approach angered and alienated many who saw the war as an
interruption of Starfleets work, but commander Tillman spared no patience for that mindset. The objective was to
use the new ideas to assist the war effort now, and if they panned out, they could later be applied to other roles in
peacetime.

Bravo group made the same mistake with the exploratory scout SE-7106 Raven that Alfa group made with the
Andromeda. While a purely exploratory scout vessel has less need of speed than scouts expected to perform
combat-zone reconnaissance, the Raven was limited to warp four deliberately. Bravo groups thinking was that
Raven could dispense with the dilithium assembly, thus saving precious resources for combatants. An unarmed
scout capable of landing and performing research and survey missions planet-side, the Raven was cramped, slow,
and unsuitable for the intended role. The warp drive was completely non-standard, designed on the fly, and
designated RD-4A (Rectilinear Non-dilithium Mk4 mod A). Before shakedown was even complete, SFD
canceled the project, mothballed the only prototype built, and reassigned the remaining authorised hull numbers
to the next project in the queue. Soon after the war, the ship was sold to the Vulcan Science Academy, which
operated the ship for planetary research expeditions until 2310, when it was finally reduced to ferrying VSA
passengers on local runs. Within two years of taking possession, the VSA also ordered several more ships that
were designed by reverse engineering the Raven, as the schematics and blueprints of all SCC-7100 projects were
classified. These stepchildren of Raven were fitted out with a larger, more capable warp drive, with a top speed of
warp 6. Unable to admit a mistake, Starfleet chose not to follow the Academys lead, instead committing to more
conventional, non-landing-capable science ships. Commodore Tillman disagreed, saying that the design had been
good; its only flaw (aside from the correctable mistake of unsuitably slow engines) was that it was unsuitable for
a wartime project. Rather than canceling it and selling the prototype, he felt it should have been postponed until
after hostilities had ceased, then produced in quantity.

Bravo groups second proposal was the Scorpius type runabout, which was a qualified success, somewhat
mitigating their abject failure with the SE-7106 Raven. Before this project, runabouts were too large for shuttle
engines and too small for practical starship engines. While the Scorpius was not as capable as desired, it did
pioneer practical runabouts. In accordance with SFDs direction, aside from the prototypes, the production run
was postponed until after the war. Despite the runabouts utility, Bravo group was disbanded and individually
reassigned elsewhere over commodore Tillmans protests.
42 were built before SFD decided that the refinements introduced had permitted development of newer, better
models. Rather than receiving SCC or NCC designations, Scorpius runabouts were numbered as ancillary
vehicles of whatever unit they belonged to.

The Scorpius was superceded in 2268 as the Vulcan-designed warp sled/long-range shuttle combination became
widely available in the fleet. All surviving Scorpius were sold off by 2274. The accommodations on the Scorpius
were somewhat more comfortable, but the vessels capabilities were significantly lower. The warp sled permitted
warp four, to the Scorpius warp 3, and the combination craft could be carried in most starships shuttle-bays once
separated, while the Scorpius could not.

when Commodore Tillman took over Alfa group, he revived his discarded proposals, assigning architects to take another look at his previous ideas, as well as generating
new ones. Between an influx of new personnel and the spinoff of assignments, he created the sub-team that unofficially became known as the Delta Group. When he
took over command of the entire project, he retroactively made the Delta Group official, and transferred some of their proposals to the other three teams. He also
created Echo group, whose sole mission was to focus on sub-systems called for in other proposals.

Alfa group already had a new type in the works, as a way of making up for the limited success of the Andromeda / Charev types. This became the (CV/ET) 7200
(Trenchant).

Bravo was assigned to develop a proposed small AC dubbed America.

Charlie designed the Legionnaire SL/SG, a composite of Klingon and federation warp geometries, and a type that has remained in continuous commission for some
time.
