The commissions final report, Mandate for Reform, outlined 18 steps for the state
parties to take in anticipation of the 1972 election that would strip the traditional party
kingmakers of their power and hand it to the voters.
While their intent was to create a convention system within each state, the local
Democratic parties found it easier to establish primaries.
When primary seasons opened in 1972, more than 20 states had enacted primaries to
select delegates to the national conventions.
The call for reform of the Republican National Convention was not heard again until
the 1990s.
The modern-day Republican National Convention has the same purpose as the
conventions of the late 19th and early 20th centuries, but practically is for an entirely
different purpose.
Platform debates are saved for committees far removed from the convention floor and
the partys nomination for president and vice president are decided well in advance.
The Federal Election Commission(FEC) provides both the Democrats and the
Republicans with federal funding.
The Committee of Arrangements plans and manages the Republican National
Committee. By law, COA is separate from the host committee and is prohibited from
raising money to fund the convention.
The Committee of Credentials is responsible for certifying the state and territorial
delegations to the convention and hearing and acting on any challenge to a delegation.
The Platform Committee drafts the platform for approval during the convention.

The series of presidential primary elections and caucuses held in each U.S. state and
territory forms part of the nominating process of United States presidential elections. The United
States Constitution has never specified the process; political parties have developed their own
procedures over time.
The Republican National Convention (RNC) is a series of presidential nominating
conventions of the United States Republican Party since 1856. Administered by the Republican
National Committee, the stated purpose of the convocation is to nominate an official candidate in
an upcoming U.S. presidential election, and to adopt the party platform and rules for the election
cycle.
United States presidential election of 1972, the 47th quadrennial presidential election was
held on Tuesday, November 7, 1972. The Democratic Partys nomination was eventually won
by Senator George McGovern of South Dakota, who ran an anti-war campaign
against Republican incumbent President Richard Nixon, but was handicapped by his outsider
status, limited support from his own party, the perception of many voters that he was a left-wing
extremist and the scandal that resulted from the stepping down of vice-presidential
nominee Thomas Eagleton.
