New York City, NY 10007

Commissioner ONeill,

Earlier this year, we brought to you some serious concerns that the 40th Precinct, much of which I represent as the Council
Member for the South Bronx, lacked an adequate number of detectives to help solve heinous crimes in what historically has
been one of the most dangerous precincts in our city.

I was greatly appreciative that you were quick to address these issues after Public Advocate Letitia James, myself and other
South Bronx elected officials asked for adequate resources to solve these crimes. Thank you.

However, Im writing today to ask for you to address another real concern I have about the number of officers being dispatched
to some of the most highly trafficked areas in the 40th Precinct, specifically the intersection of East 149th Street and 3rd
Avenue known as the Hub.

Just yesterday, a local street vendor was beaten and remains in very serious condition after confronting an individual who
attempted to steal some of his merchandise. That individual then returned with a number of other individuals who
subsequently assaulted this street vendor repeatedly.

This is very worrisome to me, and demonstrates a sense of lawlessness that we cannot tolerate in what Im told is the second
busiest intersection in the city, behind Times Square. Because of this, Im requesting that you again allocate additional
resources to ensure we have an adequate number of officers patrolling the 3rd Avenue - Hub area.

As someone who is in this area every day, I assure you that additional officers are needed. With that said, Im happy to assist
with this request in any way I can.

Once again, thank you. Im looking forward to hearing back from your office regarding these issues.

Sincerely,

Hon. Rafael Salamanca, Jr.
