PREFACE
One of the principal objectives laid down by the First Party Congress of the Burma Socialist
Programme Party in 1971 June-July was to plan the national economy. As a result, the twenty-
year long term plan comprising of a series of five four-year plans was materialized.
Policies set forth in the man power sector of the twenty-year long term plan include among
other:
- Population censuses and labour force surveys to be taken regularly to determine the
country's labour force situation;
- Vital statistics system to be improved in order to facilitate population projections;
- Based on statistics compiled from censuses and surveys, a plan for the labour force to be
drawn up in conformity with economic plans, so that optimum use of the country's
labour force takes place.
Accordingly, the Government of the Socialist Republic of the Union of Burma conducted its
first post war nation wide census in 1973 and the second one in 1983. These two censuses taken
after independence, unlike the ones taken in the pre-war period, were organized not as a mere
government departmental activity, but as a mass movement.
The 1983 population census was conducted from 1 to 5 April. It was carried out successfully as
an important national undertaking under the leadership of the Burma Socialist Programme
Party, and under the supervision of the Peoples' Councils at different levels and with the active
participation of Lanzin Youth members, government employees, armed service personnel,
students, teachers and all the mass organization members. Thus, the 1983 census was the
outcome of the united effort of the entire people of Burma.
The census project has been implemented under the sponsorship of the Ministry of Home and
Religious Affairs. Census committees were formed at the Central, State, Division, Township,
Ward and village tract levels to organize and conduct the census operations. These committees
were responsible for the actual census taking. In addition, the Central Census Committee was
responsible for the data processing and publication of the census.
The 1993 census was the first national census using two different questionnaires; a short form
consisting of 7 social questions to be asked to 80 percent of the population and a long form
consisting of 18 social, economic and demographic questions for the remaining 20 percent on
sample basis.
The provisional results of this census based on manual counts wear published as an "Advance
release" in October 1983. The current publication is presented in two parts. Part One comprises
highlights of the main findings of the 1983 census, sample design, estimation of the sampling
errors and the results of the Post Enumeration Check (PEC). Part Two, comprised of 38 tables,
includes demographic and socioeconomic characteristics and the geographic distribution of
structures and households. I hope this publication will serve as a useful reference to
administrators, planners, research workers and the public.
The Post Enumeration Check (PEC), which is the first to be carried out in Burma, was
conducted on a sample basis exactly one year after the 1983 census. The PEC was conducted to
evaluate the completeness of the census coverage and the accuracy of its results. The PEC
shows that the coverage of households and persons in the census were 99.6 percent and 99.1
percent respectively.
I express my grateful thanks to all those who have contributed directly and indirectly to the
completion of this census on schedule. But it must be said that the largest part of the credit for
the success should go to the people of Burma themselves and next, to the devoted and hard
working enumerators, supervisors and the members of the census committees at different levels
in the states and divisions.
I would especially like to thank the Chairman and members of the Central Census Committee
and sub committees for their guidance, direction and contribution to this endevour. I would also
like to express my gratitude to the United Nations Development Programme (UNDP), United
Nations Fund for Population Activities (UNFPA), U.S Agency For International Development
(USAID) and the Government of Norway for their generous assistance without which the issue
of this final printed publication would have been delayed.

CHAPTER I
INTRODUCTION
1. The Socialist Republic of the Union of Burma, Located in South East Asia, Lies
between 9 H 32' N and 28 H 31' N Latitudes and 92 H10' E and 101 H 11' E longitudes with an area of
261227.8 square miles ( approximately 676577.5 square kilometers). It shares common borders
with Bangladesh and India in the west, China in the north and north-east, Laos and Thailand in
the east. The Bay of Bengal lies in the west and the Andaman sea in the south of the country.
2. Burma has a long tradition of censuses. The first population census, in its true sense,
was taken in 1872 for lower Burma, which was then under the British administration, followed
by another one in 1881. In 1886 the rest of the country was annexed by the British and a census
was taken for the first time for the whole country in 1891.Since then decennial censuses were
taken regularly up to 1941. The area covered by the prewar censuses varied from one census to
another as can be seen below:

3. After independence in 1948, an attempt was made to take a census in three stages. The
first stage census was taken in 1953 and covered only 252 towns. The second stage census,
taken in 1954, covered 2143 village tracts in Burma Proper and 1016 village tracts in Kachin
State mostly adjoining the town area. The third stage planned to be taken in 1955 was
abandoned due to unsettled condition of the country.

4. The first nation wide census after independence was taken in 1973 as a national
undertaking. It was followed by the 1983 Census, the eighth nation wide census of Burma since
5. At the fourth Party Congress, the Central Committee had recommended to formulate a
manpower project for the utilization of manpower. For implementing such a program, a nation-
wide census was essential. Hence, the 1983 census was conducted with the following
objectives:
(a) To obtain reliable population statistics needed for implementing economic and
(c) To make basic scientific analysis and research on the current state of population
(d) To provide a basic frame for future social, economic and other sample surveys.
6. Preparatory work such as preparation of area lists and census maps began as early as late
1980. In this census two different questionnaires, long and short, were designed so that
sample basics. The idea behind the preparation of two different questionnaires was to save time,
cost and labour and at the same time to collect wider information on social, economic and
demographic characteristics.
7. The enumeration of the census took place from 1 to 5 April 1983 on the de-jure basis.
Moving population, namely the homeless and the boat dwellers, were enumerated on the last
day of enumeration.

Enumeration teams were sent to hill tracts and remote areas, where communication was
difficult, prior to the census date. In cases where continuous traveling was necessary, extension
8. Under the provision of the Census Act of 1972, the government was vested with full
power to conduct the census and to appoint personnel and organizations at various
administrative levels. Using this power, the government appointed the Central Census
Committee with the Deputy Minister for Home and Religious Affairs as Chairman and the other
deputy ministers in the cabinet as members to conduct the 1983 census. Subsequently, Central
Census Committee formed Census Committees at State/Division, township, ward and village
tract levels. Census Committees at different administrative levels were given full responsibility
for enumeration supervision and control of the census work in their respective areas. The
Census Committees have the chairman and secretary of the People's Councils as chairman and
secretary of the committee respectively. The Immigration and Manpower Department of the
Ministry of Home and Religious Affairs was charged with the responsibility of taking the
census.
9. With the help of the Lanzin Youth Central Organization Committee, enumerators were
largely drawn from the Lanzin Youth members, high school and university students; school
teachers, some university students and other government employees were recruited as
supervisors. Armed Services and People's Police Force personnel also helped in the
10. Each enumerator was assigned to cover a census black (enumeration area) consisting of
250 to 400 persons and a supervisor was appointed for every five enumerators on the average.
About 170,000 enumerators and 34,000 supervisors were employed in the 1983 Census. They
all were given intensive training including practical work. A small honorarium was paid to
them.

11. A post Enumeration Check (PEC) Was conducted exactly one year after the census
enumeration, that is from 1 to 5 April 1984, to evaluate the completeness of the census
coverage and the accuracy of its results. Taking advantage of this second round of independent
enumeration, some questions relating to housing, fertility and mortality were added to the PEC
questionnaire.
12. Data processing of the census returns and publication of the results were done at the
office of the Census Division, immigration and Manpower Department. Some 500 temporary
staff were recruited and with their assistance, the filled-in questionnaires were manually edited
and coded. The information was then entered into two mini computers; each with one mega
byte of memory and 29 Visual Display Units (VDU). Captured data was then transfered to the
third and more powerful mini computer with two mega byte of main memory for machine
editing and tabulation. The mini computers, two model 6/48s and a 6/92 from Cii Honeywell
Bull, were donated by the United Nations; software packages for editing (CONCOR) and
tabulation (CENTS 4) were the courtesy of USAID and the U. S Bureau of the Census.
13. An Advance Release' of preliminary population counts was complied and published in
October 1983 which enabled the Government and the people to get hold of the manually
prepared summary data as quickly as possible while the detail data processing was still under
way.
14. The first publication ever to come out of the 1983 Census with computer tabulated
results, a special volume for 'Rangoon City', was released in January 1986.It was followed by a
volume for 'Rangoon Division' in May 1986. Current volume for the whole 'Union' is the third
of the series of planned publications. Similar publications for the remaining seven states and six
divisions will soon follow.
15. Of the 38 tables contained in this volume, 11 tables were compiled from the short
questionnaires and 25 tables from the long questionnaires. Tables 2 and 3 were manually

Explanations
2. The total population count is based on the sum of the short and long forms. Education,
economic and fertility characteristics covered by the long form are weighted to match the total
population count based on urban/rural areas, sex and age (14 categories).

4. Besides these 7 questions, the long form covered 11 additional questions on socio-
economic and fertility characteristic. The additional questions in the long form are listed below:

5. The time reference for economic characteristics was 2 weeks preceding the census date.
However, the question on working during the last 12 months was asked to study seasonal
variation in labour force participation.
6. The methods and concepts used in the 1983 Census were almost identical to those which
were used in the 1973 Census with the exception of the collection of the economic
characteristics. In the 1983 Census, in choosing the principal occupation of a respondent with
dual occupations, the time criterion was used instead of the income criterion used in the 1973
Census.
Definitions
7. The terms used in any context in this volume convey the notions defined herein:
(d) Structure
A structure is any building built for dwelling, business, office or any other
purpose. Excluded are structures temporarily erected and dismantled within a
day.
(e) Household
A household is a family or a group of related or unrelated persons who share a
common dwelling unit and eat, as the saying goes, out of the same pot. A
household may either be a single person household or a multi-person household.
(j) Age
Age is the number of years completed on the last birthday.
(k) Marital Status
Marital status is the personal status of the person enumerated in relation to
marriage customs. Marital status is identified under five categories:
a. Single
b. Married
c. Widowed
d. Divorced, and
e. Renounced.
(l) Race
Race refers to the ethnic origin of the person enumerated.
(m) Highest Standard Passed
Highest standard passed refers to the successful completion of the highest
standard.
(n) School Attendance
School attendance is defined as attendance at any regular educational institution
for systematic instruction at any level of education during the last 12 months.
Instruction for particular skills such as in-service training courses and short term
vocational training courses are excluded. But included in school attendance are
those attending regular educational institutions such as Workers' Colleges, Youth
Affairs' Night Schools, Teachers' Training Schools, and University
Correspondence Courses.
(o) Literacy
Literacy is the ability both to read and write any language with reasonable
understanding.
(p) Occupation
Occupation is the work done by a person as a means of livelihood to earn income
either in cash or in kind. It refers only to those who were employed during the
specified 14 days, that is the period from 18 March 1983 to 31 March 1983,
including unpaid family workers. only the occupation in which the respondent
worked most of the time was recorded for persons with dual occupation.

(q) Industry
(1) Employer
Out of the total population 10 years of age and over, employed persons include
all those who are working during the specified 14 days. Persons on leave are
defined as employed.
Out of the total population 10 years of age over, persons in the labour force

Out of the total population 10 years of age over, persons not in labour force
include all those who, during the specified 14 days,
(2) Students
(4) Pensioners
(5) Dependents
(a) Agriculturists
(8) Others.
Children ever born alive includes all children born alive during the life
time of the woman concerned up to the census date.
Children still living includes all the children born to the woman concerned
who are still alive regardless of their age at the census date.
The month and the year of the last live birth for the woman concerned was
recorded.

CHAPTER III
ANALYSIS
Coverage
1. The Socialist Republic of the Union of Burma covers 261227. 848 square miles
(676577.5 sq.km) and consists of 7 States and 7 Divisions.Under 14 States and Division there
are 314 townships. Again under 314 townships there are288 towns, 2190 wards and 13756
village tracts. Wards in case of urban and village tracts in case of rural are the lowest
administrative levels. In carrying out the field enumeration in 1983, all the 2190 wards of 288
towns, representing total urban area, were fully covers. Out of the total of 13756 village tracts,
12814 were completely covered, 112 were partially covered and 830 were uncovered for
security reasons. Total enumerated population represents 96.6 percent of total population.
Detailed statement of coverage by individual State and Division is shown in Table A-1.
Total Population
2. According to the final results, the total population of the Socialist Republic of the Union
of Burma is 35307913 (including estimated population of 1183005 persons for the areas
restricted for security reasons). There are 17518255 males and 17789658 females. in the
advance release publication, the total population was shown as 35313905. The difference being
5592 persons, i.e. 0.02 percent, is negligible. of the total population, urban population

administered areas and included in this table. The result is a discrepancy between the above

4. Population density is 135 persons per square mile (52 persons per sq. km.) in 1973 as
against 111 persons per square mile (43 persons per sq km.) in 1973. Population density by
State and Division is shown in Table A-2.

5. Total population is 35307913 in 1983 and the same was 28921226 in 1973. The annual
intercensal growth rate is 2.02 percent.
7. The total population shows more females than males in urban as well as in rural. Sex
ratios (males per 100 females) for the union, urban and rural are 98.6, 99.1 and 98.4
respectively.
8. The median age for males and females have increased in 1983 compared to 1973. The
comparison of median ages are shown below:

10. Percentage distribution of population by 5 year age groups for 1983 is given in Table
A-3 and age pyramids are presented in Figure 1 and Figure 1(a). A change in age structure is
more apparent in age pyramid for 1983 urban population.
11. In order to evaluate the age data, Whipple's and Myers' indices are calculated and show
below:

These indices show that age reporting in 1983 Census especially in urban is fairly accurate.

Household
12. Of the total of 6.5 million households, 95.7 percent are family households and the
remaining 4.3 percent are non-family households. Average size of household is 5.2 persons for
union, urban and rural which is slightly higher than 5.0 persons as existed in 1973. Kachin state
with the average of 5.8 persons per household has the highest average household size and Shan
state with 5.7 shows the second highest. Irrawaddy Division has the lowest household size of
4.8 persons. In general, States have larger average household size compared to Divisions with
the exception of Sagaing Division. Classification of household heads by type of household and
sex shows an excess of male heads over female heads. Classification of household population
by relation to head of household and marital status shows that 91.6 percent of male heads are
married while widowed and divorced constitute 79.2 percent among female heads. Percentage
distribution of households by household size and type of household is presented in Table A-4.

13. For the Union as a whole, the proportion single has increased from 39.6 percent in 1973
to 42.1 percent in 1983 while the proportion married has dropped from 51.1 percent to 49.4
percent during the same period. The higher proportion single and the lower proportion married
in 1983 compared to 1973 is likely to result in higher age at marriage in compared to 1973 as
shown below:

Race
15. Burmese which constitutes 69.0 percent of the total population shares the largest
proportion among various ethnic groups in Burma, while the proportion of indigenous races
other than Burmese is 25.7 percent. Foreign races (including Mixed Burmese and Foreign)
constitute only 5.3 percent of the total population. Percentage distribution of population by race
can be seen in Table A-6 and the chart showing distribution by race is presented in Figure 3.

16. Of the total population of school going age 5-29 years, 35.3 percent are attending
school and 64.7 percent are not attending school. The percentage attending school in
urban is 46.8 as against 31.4 in rural. The percentage attending school is the highest

20. In 1983 census, persons on leave were treated as employed. So persons in labour
force consists of only two categories: employed persons and those seeking work. Total
persons in labour force is composed of 98.4 percent employed and 1.6 percent seeking
work. Proportion of persons seeking work in age group 15-19 is 3.9 percent which is
the highest among all age groups. The proportion of persons seeking work in urban
being 3.7 percent is higher than rural which has only 1.0 percent.
21. Persons not in Labour Force includes all persons 10 years of age and over except those
who are employed or seeking work. Of the total persons not in labour force, persons doing
housework with 32.2 percent constitute the largest proportion followed by students with 27.8
percent. Unemployed seasonal workers constitute 11.7 percent. The percentage distribution of

24. Own account workers with 39.8 percent contribute the largest proportion of the total
employed persons followed by unpaid family workers with 30.2 percent. While the largest
proportion of employed males, i.e. 46.5 percent, is contributed to own account workers, unpaid
family workers with 47.7 percent share the largest proportion of employed females. Cross
classification by industry major groups indicates that 76.2 percent of male own account
workers are working in agricultural industry and 47.1 percent of female own account workers
are in wholesale and retail trade and restaurants and hotels and 91.1 percent of unpaid family

Fertility
25. In the 1983 Census, two types of information on fertility were collected: lifetime
fertility and current fertility. The number of children ever born were asked for the lifetime
fertility. The date of birth of last child was asked to obtain the current fertility. For the sake of
simplicity in field instructions, these fertility related questions were asked to all ever-married
women. But tabulation was done only for ever-married women 15 years of age and over.
26. The number of children ever born to a particular woman is an aggregate measure of her
lifetime fertility experience up to the moment the data was collected. From this information, we
27. "Date of birth of last child" collected were converted to "births" in the 12 months
preceding the census date. This indirect method to get the births was employed because the
direct question on it might result in reporting errors from the misperception of the length of the
reference period.

ASSESSMENT OF QUALITY OF CENSUS DATA
1. A population census is a large scale and complex operation; so far countries throughout
the world have not found a method to conduct an error free census. It is accepted that there will
always be some kind of errors in the census data to a certain extent. If the errors are within
reasonable limits the data are valuable, so there is a need to evaluate the magnitude of the errors
2. There are two types of errors, namely the sampling error and the non-sampling error.
Sampling error occurs when observations are made on a sample basis. All estimates based on
the 20 percent enumeration of the 1983 census were subject to sampling error. The non-
sampling errors are essentially human errors that occur at the time of
enumeration or during the processing of the raw data. The sampling and non-sampling error

3. The 1983 Census was the first nation wide censes to adopt the sampling technique to
collect population data using two different questionnaires; a short form consisting of 7
questions to be asked to 80 percent of the population and a long form consisting of 18 questions
4. The sampling technique was adopted because it has general advantages over the
traditional full enumeration. It is cheaper, makes possible the selections of better quality
enumerators for the sample blocks, improved training, supervision and control over the field
staff and reduces the number of staff and time required for data processing.

6. Firstly, in order to satisfy the above requirement (a), the whole country was stratified
into fourteen states and divisions. Secondly, within each state and division, the census blocks
were stratified into either urban or rural grouping. Finally, within each urban and rural
grouping, the blocks were further stratified geographically into townships. This provides a good
distribution of the sample over the various geographical areas of the country.
7. Thus, for each state and division there was a list of census blocks which were ordered as
mentioned above. Ten sub-samples (replicates) of about equal size from urban block list and ten
sub-samples from the rural block list were selected systematically. The use of replication in the
design was to simplify the computation of sampling errors of the estimates and to facilitate the

8. A ratio estimation method was adopted to estimate the population parameters on the
basis of information obtained from 20 percent sample. Ratio estimates were computed
separately for each state and division. This method was adopted because of the following
advantage:
(a) it removes any inconsistency between the estimates based on a simple and the
(b) it produces more precise estimates by utilising information obtained from the
complete count.

9. The ratio estimation process involved the assignment of integral weights to the sample
records. Separate ratio estimates were prepared for 14 age groups and sex in each state and
division. The weights for the ratio adjustments are usually non- integral and if straightly applied
would lead to non- integral counts in the results. In practice, integral weights are used for
blowing-up purposes. For example, if the ratio for a group was 4.2, one-fifth of the persons
(selected at random) within the group were assigned a weight of 5, and the remaining four-fifth
a weight of 4. The use of such a combination of integral weights rather than a single fractional
weight was adopted to avoid the complications involved in rounding in the final data.

16. The sample for the PEC consisted of 450 census blocks. These were selected in two
phases. In the first phase, 412 census blocks were selected. The selection procedure involved
classifying the census blocks of the PEC sampling frame into urban and rural strata. Replicated
systematic sampling method was then used to select 256 rural blocks (in 8 sample replicates)
and 156 urban blocks (in 6 sample replicates). Among urban blocks, 38 were from Rangoon
city and 118 from other urban areas.
17. In the second phase, 39 additional blocks were selected from the Rangoon city in order
to estimate the completeness of that area separately. These blocks were randomly assigned to
the 6 urban replicates. As a result, the PEC sample was distributed across three strata as
follows:

18. The matching operation was accomplished manually in two phases; household matching
and person matching. Within each of the 450 sample blocks, household matching was
accomplished by comparing the 1983 Census and the PEC questionnaires. For a matched
household, the information obtained from the PEC was subsequently matched with the
information obtained from the census on a person to person basis to measure the extent of
discrepancies between the two sets of results. The number of unmatched households and
persons, that is, those who were enumerated in the PEC but not in the census, gave an
indication of the under coverage of households and persons respectively. The matchings were
done at the Immigration and Manpower Department headquarters.
19. The results of the PEC showed that coverage for the union of Burma was 99.1
percent and those for the Union urban and the Union rural were 98.7 percent and 99.2
percent respectively. These results show that there were no significant differences between the
data from the census and the PEC. Therefore, no adjustment of the census data was made on the
basis of the findings of the PEC.
20. For assessing reliability of the data collected in respect of the age items, the completed
pairs of census and PEC questionnaires of the 97569 matched persons were compared. It shows
that 95.6 percent have the same age (taking the different reporting periods into consideration).
For urban areas, out of 26894 matched persons, 94.8 percent also have the same age. For the
rural areas, 96.0 percent of 48378 matched persons have the same age. Table A-19 shows the
comparison of age, reporting between the 1983 census and the PEC by five year age groups.
