Kidnapped Yusoph son released in Cagayan de Oro
THE kidnapped 23-year-old son of Com-
mission on Elections (Comelec) Com-
missioner Elias Yusoph was released by
his abductors in Cagayan de Oro late
yesterday afternoon, the military con-
firmed.
Maj. Gen. Romeo Lustestica, the 1st
Infantry Division (1ID) commander,
said Nuraldin Yusoph was freed from
captivity by his abductors around 5:10
p.m. at a road junction in Balulang,
Cagayan de Oro City.
According to Lustestica, the vic-
tim was left by his captors at the road
junction where he was also fetched
by his brother, Arafat.

survive ‘widow maker’
TWO Air Force fighter pilots sur-
vived the S-211 trainer jet, long
dubbed by the media as the “widow
maker,” when it crashed yesterday
morning while on a training mis-
sion in Concepcion town, Tarlac.
The two pilots identified as Maj.
Wilfredo Donatio and 1Lt. Jose
Wilbert Leonides Martinez were able
to eject themselves from the plane
before the S-211 plane plunged on a
sugarcane field in Santiago village,
Concepcion town.
Air Force spokesman Lt. Col.
Miguel Ernesto Okol said the plane
took off from the Clark Air Base
around 8 a.m. for a training flight.
When the plane did not return as
scheduled, Okol said they sounded
an alarm to search for the aircraft
and the pilots.
The unscathed pilots were later
found 11:45 a.m., and were subse-
quently brought back to Clark Air
Base for medical checkup. “They are
in perfect health but we have to bring
them to hospital for prompt
checkup,” he said.
He said S-211 aircraft was a total
wreck but nevertheless praised the
two pilots for ensuring that the plane
would not cause casualties on the
ground. He said the Air Force will
compensate for whatever damage
the plane caused. The S-211s are also
being used for patrol and close air
support for engaged troops in
Mindanao.
Okol said Air Force chief Gen. Lt.
Gen. Oscar Rabena immediately con-
vened and dispatched an investi-
gation team to look into the exact

SLTC to proceed with SLEX toll hike
THE South Luzon Tollway Corporation
(SLTC) yesterday announced that it will
proceed with the toll hike on August 16,
2010.
The 233 percent hike was not imple-
mented last June 30 after the SLTC de-
cided to delay it for one week in respect
to the inauguration of President Aquino.
The implementation of the toll increase
was further delayed after Aquino or-
dered a review of the approved demand
of the SLTC from the Toll Regulatory
Board.
The SLTC said it is the one asking for
the toll hike to recover its investments and
not the Malaysian group, which is man-

THE Supreme Court (SC) upheld the ruling of
the Sandiganbayan junking the complaint and
lifting the sequestration orders by the Presiden-
tial Commission on Good Government (PCGG)
against several corporations allegedly serving as
repositories of the ill-gotten wealth of the late
President Marcos, his family, and his cronies.
In an 11-page ruling, the SC stressed that there
was no grave abuse of discretion on the part of
the Sandiganbayan in dismissing the complaint
against the corporations due to the PCGG's fail-
ure to state a cause of action.
The SC also said that the complaint makes no
allegations that respondent corporations have
done some acts that have violated a right vested
by law in the government.
In upholding the Sandiganbayan’s ruling, the
high tribunal held that the sequestration orders
against the corporations were issued in violation
of Section 26, Article XVIII of the Constitution,
which requires prima facie findings that the prop-
erties are ill-gotten wealth prior to the issuance
of a sequestration order.
Records showed the PCGG ordered the se-
questration of the assets, records, and documents
of several corporations owned by alleged Marcos
cronies Modesto Enriquez, Trinidad Diaz-Enriquez,
Rebecco Panlilio, Erlinda Enriquez-Panlilion,
Leandro Enriquez, Don Ferry, Roman Cruz, Jr.,
and Gregorio
The corporations include Ternate Develop-
ment Corporation, Fantasia Filipina Resorts, Inc.,
Monte Sol Development Corporation, Ocean
Villas Condominium Corporation, Olas del Mar
Development Corporation, Philippine Village

A GROUP of students urged yesterday the
newly appointed chairman of the
Commission on Higher Education (CHED)
not to waste time looking for solutions on
how to revive the ailing education sector.
The National Union of Students of the
Philippines (NUSP) challenged CHED
Chairperson Patricia Licuanan to address
the education crisis in the country which
gone worse during the Arroyo
administration.
“Dr. Patricia Licuanan should start
addressing the problems on her first day
as head of CHED,” said Einstein Recedes,
president of NUSP.
The group lamented that during the
previous administration, students and
parents saw the unprecedented increase of
tuition and other school fees.
They accused the Arroyo administration
of tolerating schools and universities to
make unnecessary adjustments on school
fees despite the hard times.
“We have seen the unprecedented
increase of tuition and other school fees in
different higher education institutions,
both in public and private,” Recedes
stressed.
Based on the study of NUSP, in the
tertiary level, the national average tuition
rate has gone up to 94.7 percent while in
the National Capital Region tuition has
gone up by 123.07 percent since 2001.
According to NUSP, under the Arroyo
administration, CHED allows the yearly
increase of tuition and other fees to the
detriment of millions of Filipinos who
cannot afford the high price of education.

LLDA says pollution causes fishkill in Laguna de Bay

of Laguna de Bay.
