Based on KPI and performance data, this feature automatically detects network coverage problems such as weak coverage,

Process Description
1. Data Preparation
2. Task CreationBefore creating an antenna-parameter-based DL
coverage optimization task, you need to import basic data such as
engineering parameters, antenna files, and e-maps.
After you create an antenna-parameter-based DL coverage
optimization task and set related parameters for the task, such as the
optimization period, optimization mode, and key algorithm
parameters including the KPI threshold and coverage MR threshold,
the SONMaster starts optimization analysis immediately.
3. Each round of iteration optimization involves the following
functions:
1) Problematic cell identification: identifies problematic cells that
encounter coverage problems.
2) Problematic area construction: adds the problematic cells and
their neighboring cells to construct the problematic areas to be
optimized.
3) Traffic map and path loss matrix generation: During task
execution, the SONMaster automatically generates a high-
precision feature database based on the collected AGPS MR data.
The internal algorithm checks whether the duration for collecting
AGPS MR data meets the requirements. If not, the SONMaster
collects AGPS MR data until the maximum number of days preset
on the SONMaster client for data collection reaches. Then, the
SONMaster performs MR locating, generates the traffic map and
coverage map, and generates the grid-level busy-hour counters
required by ACP.
4) Optimization advice generation: uses ACP to find the best
combination of the pilot power and antenna parameters.

4. Feature Execution Mechanism
The procedures in each round of optimization are the same.
5. Breakpoint Function (User Intervention)
1) Breakpoint 1: Optional. Add or delete some cells that encounter coverage problems and you want to optimize.
2) Breakpoint 2: You are prompted to manually enable the function of reporting AGPS MR data because such data may
cause security problems.
3) Breakpoint 3: Optional. Set the adjustable neighboring cells, parameters, and parameter ranges for problematic cells.
4) Breakpoint 4: Optional. Two optimization modes are available: manual and automatic. In manual mode, the optimization
effect evaluation report is provided at breakpoint 4, and you can modify the CCO optimization advice and then deliver the
modified advice.
5) Breakpoints 5, 6, and 7: Optional. In manual mode, the functions of quick optimization effect evaluation, coverage
optimization effect evaluation, and slow optimization effect evaluation are provided at breakpoints 5, 6, and 7, respectively.
You need to manually review the optimization advice that needs to be rolled back. In addition, you can roll back the
adjustable optimization advice at these breakpoints.
6. Task Termination
A CCO task is stopped when you manually stop it or the specified number (N) of optimization periods reaches.

area is available. The SONMaster uses an external tool to

are generated.
Scenario 2: Telecom operators provide the traffic map and
coverage map for the problematic area. Import the traffic
map and coverage map into the SONMaster and skip MR
locating.
4) Optimization advice generation: same as this function in
service process 1.
5) Optimization effect evaluation: The SONMaster performs
rollback evaluation and gain evaluation on the optimization
advice. This involves the following steps: a) quick effect
evaluation and rollback b) coverage effect evaluation and
rollback.

Relationship Between Load Balancing Solutions
In capacity optimization, two load balancing solutions are available. One of the solutions is based on parameters and features (hereinafter referred to as
solution 1), the other one is based on antenna parameters (hereinafter referred to as solution 2). The two solutions can be used together in the same
optimization area. Solution 1 is recommended. If certain problematic cells fail to be optimized using solution 2, use solution 2 then. The two solutions
cannot be running concurrently in the same optimization area.
Basic Principles for the Load Balancing Solution Based on Parameters and Features
DL capacity optimization based on parameters and features is mainly used to solve load imbalance problems on the network. With this feature, the
SONMaster automatically collects and analyzes trace data, PM data, CM data, and engineering parameters, identifies high-load and traffic burst problems
on the network, and optimizes related parameters. To optimize related parameters, the SONMaster verifies and corrects accessibility configuration
parameters, detects and reports neighboring cell faults, detects and automatically enables product-related features, and optimizes cell handover
parameters and pilot power. In this way, the SONMaster can solve high-load problems on the network. This involves problematic cell identification,
parameter verification, optimization advice generation, optimization effect rollback evaluation, and optimization gain evaluation.
Problematic Cell Identification
High-load problems on the network are classified into stable high-load problems and traffic burst problems.
Stable High-Load Problems
Based on the characteristics on the time domain, stable high-load problems are classified into periodic and non-periodic high-load problems.
Periodic stable high-load problems (tidal traffic): Within the monitoring period, if the percentage of days that a cell is heavily loaded within a certain
time range exceeds a certain value (60% by default), the time range is a tidal traffic time range.
Non-periodic stable high-load problems: Within the monitoring period, the percentage of days that meet the following condition exceeds a certain value
(50% by default): The number of high-load time ranges on a single day is less than N.

Optimization Advice Generation


Periodic Stable High-Load Problems
The optimization advice takes effect only in the periodic high-load time ranges. After the high-load ranges, the optimization advice is rolled back to the
configuration before the optimization.
Non-periodic Stable High-Load Problems
The optimization advice takes effect within the whole day.
Traffic Burst Problems
The optimization advice takes effect during traffic burst. After the traffic burst releases, the optimization advice is rolled back to the configuration before
the optimization.
Optimization Method
The SONMaster first verifies and corrects accessibility parameters, and detects and reports neighboring cell faults. Based on optimization method priorities
and risks and networking schemes of problematic cells, the SONMaster uses three optimization methods (feature activation, handover parameter
optimization, and pilot power optimization) in sequence to optimize each problematic cell within one optimization period. Within each round of optimization,
only one optimization method is used. Within different optimization periods, the SONMaster solves problems with the following circle until the problem is
solved: feature activation, handover parameter optimization, pilot power optimization, handover parameter optimization, pilot power optimization
Optimization Advice Delivery Control
Before delivering the optimization advice for static high-load problems to a cell, the SONMaster checks whether any optimization advice for traffic burst
problems applies to the cell. If any exists, related control and detection are performed to ensure that the optimization advice for traffic burst problems
takes effect first. You can set the time for delivering the long-period optimization advice to midnight. This reduces the possibility that the preceding two
types of optimization advice conflict.

Optimization Effect Rollback Evaluation and Gain Evaluation


Cell performance is monitored one week after optimization. If the related KPIs deteriorate, you need to roll back the optimization advice. For the

Process Description

After you create an MR-based load balancing task and set
related parameters for the task, such as the number of
optimization times, optimization mode, and key algorithm
parameters including the KPI threshold and high-load
threshold, the SONMaster starts optimization analysis
immediately.
2. Each round of iteration optimization involves the
following functions:
1) Data collection: collects PM, CM, and trace data for
analysis.
2) Problem analysis: identifies problematic cells and
provides optimization advice.
3) Optimization advice delivery: If the long- or short-
period optimization advice is coupled with the
optimization advice for traffic burst problems, the
optimization advice for traffic burst problems takes
priority. (This function is not involved in the first round
of optimization.)
4) Rollback evaluation and gain evaluation: evaluates
the optimization effect, conducts the corresponding
rollback, and provides the gain report.

3. Feature Execution Mechanism


Only long-period load balancing is started in the first round of optimization, aiming to solve stable high-load
problems existing on the network. After most stable high-load problems are solved for problematic cells on the
network, both long- and short-period coverage balancing are performed within the second to Nth optimization
periods to solve the new and known stable high-load and traffic burst problems on the network. After N rounds
of optimization, if there is any problematic cell where traffic burst does not release, the CCO feature only
monitors the status change and does not conduct optimization. After the traffic burst releases, the configuration
is rolled back to that before the optimization.
4. Breakpoint Function (User Intervention)
1) Breakpoint 1: Optional. Set the adjustable neighboring cells, parameters, and parameter ranges for problematic
cells.
2) Breakpoint 2: Optional. The optimization modes are classified into manual and automatic modes. In manual
mode, you can modify the optimization advice provided by the CCO feature at breakpoint 2.
3) Breakpoint 3: Optional. Roll back the optimization advice for the problematic cells whose performance
deteriorates. In manual mode, you can roll back the adjustable optimization advice at breakpoint 3.
5. Task Termination
A CCO task is stopped when you manually stop it or the specified number (N) of optimization periods reaches.

Parameters Basic Principles
Load balancing based on antenna parameters is mainly used to solve load imbalance problems on the network. With
this feature, the SONMaster automatically collects trace data, PM data, CM data, and engineering parameters, identifies
high-load and load imbalance problems on the network, and uses the intelligent searching algorithm for providing the
best combination of cell pilot power and antenna parameters. Then, the SONMaster adjusts the cell pilot power, azimuth,
and downtilt angle to adjust the "hard border" of problematic cells and their neighboring cells. This implements automatic
optimization for solving high-load and load imbalance problems and ensures that network coverage does not deteriorate
or coverage deterioration is acceptable. In addition, if coverage optimization based on antenna parameters and capacity
optimization based on antenna parameters are used in one optimization area, the SONMaster can automatically identify
coverage problems and load imbalance problems. The SONMaster can improve coverage and then implement load
balancing. The related function modules are as follows:
Problematic Cell Identification
This feature is used to solve high-load and load imbalance problems on the network.
High-Load Problems
Optimization based on antenna parameters does not support real-time optimization based on the cell-level traffic model
as load balancing based on parameters and features does. Therefore, the definition of high-load problem in the two
solutions are different. For optimization based on antenna parameters, if the average power usage of a cell exceeds the
high-load threshold within the network busy hour set specified on the GUI, the cell is a high-load cell.
Load Imbalance Problems
If the load different between a cell and any neighboring cell in the group of neighboring cells to be optimized is larger
than the specified threshold, the cell is a load imbalance cell. The TopN neighboring cells based on the number of
handover requests are set to the group.

Optimization Advice Generation
In this solution, the optimization advice is generated by the ACP module developed by Huawei. Based on the traffic
map, path loss matrix, problematic area weight, grid-level busy-hour counters, and engineering parameters for the
problematic area, the ACP module uses the intelligent searching algorithm to find the optimal values of RF
parameters such as the best transmit power, antenna electrical downtilt angle, mechanical downtilt angle, and
azimuth to implement load balancing.
Optimization Effect Rollback Evaluation
After the optimization advice is delivered, effect evaluation based on site requirements is necessary at different
stages. A rollback is also required for the problematic cells whose performance deteriorates. The SONMaster
supports two rollback modes: manual rollback and automatic rollback.
Quick optimization effect evaluation: The SONMaster monitors and checks whether busy-hour KPIs deteriorate
in the first day after the optimization advice is delivered. If the KPIs deteriorate, a real-time rollback is required.
Coverage/capacity optimization effect evaluation: For coverage optimization effect evaluation, the SONMaster
checks whether the ratio of MRs with weak coverage, the ratio of MRs with poor quality, and KPIs for the group of
problematic cells deteriorate after the optimization. For load balancing effect evaluation, the SONMaster evaluates
the HSDPA throughput, overload amount, and number of pairs of cells with unbalanced load. If the ratios and KPIs
deteriorate, a real-time rollback is required.
Slow optimization effect evaluation: Optional. If you select coverage optimization during task creation, you can
select slow effect evaluation on the GUI. Slow effect evaluation applies only to display and evaluation of the
coverage map and traffic map with finer granularity. The evaluation is mainly based on the ratio of MRs/grids with
weak coverage, the ratio of MRs/grids with poor quality, and integrated KPIs. If the ratios and KPIs deteriorate, a
rollback is required.

Collection Before the Deployment
Engineering parameters on the entire network
Ensure that engineering parameters such as longitude and latitude, azimuth, mechanical downtilt angle, electrical downtilt angle, and site height are set
correctly. Otherwise, the evaluation result will be affected and the optimization advice is regarded as improper.
Antenna files
It is better to provide the original antenna pattern files corresponding to the cell antenna model. If a RET antenna is used, the antenna pattern files
corresponding to different electrical downtilt angles (for example, 0 to 10 degrees) are included. Antenna pattern files are used for calculating antenna
gain during optimization advice generation. An improper antenna file will affect the evaluation accuracy.
E-maps
The e-map matching the optimization area must be provided. When creating a CCO task, the SONMaster automatically associates with the e-map in the
optimization area. If the association fails, the CCO task cannot be created successfully.
Configuration data
To ensure that the CCO task is running properly, set configuration parameters properly and update them every day.
Other information
1. Is the adjustment of azimuth, mechanical downtilt angle, pilot power, and electrical downtilt angle (the electrical tilt mode is not RET) allowed?

6.4.1 Check the optimization advice, as shown in the figure below.

The SONMaster allows you to view the optimization advice within the latest 30 optimization periods. You can click to
view the optimization advice and cells involved in the optimization advice in the GIS window.

6.4 Check and deliver the optimization advice.

6.4.2 Deliver the optimization advice as follows:

When Advice execution is set to Automatic or Scheduled, the SONMaster automatically delivers the optimization
advice to NEs without manual intervention.

When Advice execution is set to Manual, you can view the recommended parameter values in the optimization advice
and determine whether the recommended values are appropriate. If the values are appropriate, you can manually deliver
the optimization advice to NEs.

Check whether the optimization advice is appropriate.


If any parameter value in the Recommended Value column is inappropriate, you can double-click the value, enter a new
value, and then click to save the new value.

Manually deliver the optimization advice.


In the optimization advice list, select the optimization advice you want to deliver. Then, click and choose to deliver the
optimization advice to NEs immediately or on a scheduled basis.

Note:
---- If the parameters Azimuth and Mechanical downtilt angle are contained in the optimization advice, you need to
manually adjust them. In this scenario, neither Automatic nor Scheduled is supported, and you need to manually deliver
the optimization advice.

---- The SONMaster allows you to manually deliver the optimization advice reported only within the last optimization
period. It does not allow you to deliver the optimization advice reported within historical optimization periods.

6.5 Evaluate the optimization effect.

6.5.1 Start optimization effect evaluation.

In the optimization advice list, select the optimization advice that has been successfully delivered based on site
requirements and click to start optimization effect evaluation. After optimization effect evaluation is started, the
SONMaster performs the following types of evaluation in sequence:

Quick optimization effect evaluation. With a limited period of time, the SONMaster checks whether RF-caused KPIs
deteriorate severely.

Coverage optimization effect evaluation, which applies to coverage optimization only. The evaluation applies to the
problematic areas where quick evaluation is performed but RF parameters are not rolled back. Within a period of time, the
SONMaster checks whether network coverage and integrated RF-caused KPIs deteriorate severely based on MR data
and KPIs.
Coverage optimization effect evaluation is performed only when the optimization mode is set to AGPS MR. You can click
to query the results of optimization effect evaluation.

Slow optimization effect evaluation, which applies to the problematic areas where coverage optimization effect evaluation
is performed but RF parameters are not rolled back. With a period of time (for example, one day), the SONMaster collects
statistics about and displays integrated RF-caused KPIs, cell-level MR coverage counters, and grid-level coverage
counters for you to compare and analyze.

6.5 Evaluate the optimization effect.

6.5.2 Check and process optimization effect evaluation results.

When optimization effect evaluation is complete, you can check the value of Execution Phase in the optimization advice
list to learn the optimization effect. The available values are as follows:

Deliver: indicates that the optimization effect is satisfactory and the optimization is complete.

Rollback: indicates the optimization effect is unsatisfactory and you need to click to roll back the optimization advice.

Optimization Effect Evaluation
To evaluate the effect of antenna-parameter-based UMTS CCO DL coverage optimization, the
SONMaster needs to subscribe to and collect the KPIs required by the feature. Then, the
SONMaster displays the network performance change trend within a period of time (before and
after the optimization) in charts.

1. Choose CCO > UMTS CCO.

The UMTS CCO page is displayed.

2. (Optional) Evaluate the effect of UMTS CCO optimization, as shown in the figure below.

The figure on the right shows the KPIs related to UMTS coverage and capacity optimization

After a task is started, the SONMaster subscribes to and collects KPIs that needs to be evaluated for the
feature, and displays the network performance change trend within a period of time (before and after the
optimization) in charts.

3. Set Object type, Object name, Evaluated KPI, and Counter period

Feature Maintenance Capability
The SONMaster records the running information about optimization tasks, and allows you to view the information. Running information is recorded
by task, and different optimization tasks have different running information. Running information is started with the task startup and ended with the
task termination. User operations such as setting parameters for an optimization task and optimizing object settings are not recorded in such
information. Only key execution stages from task startup to task termination are recorded in such information. The running information about
optimization tasks is recorded in plaintext as .txt files.
Running Record Format

Note: A line feed character is required between every two pieces of running information. The time information must be precise to second.
Record Content
The SONMaster provides running records for optimization tasks by stage including the startup phase, detection stage, calculation stage,
execution stage, evaluation stage, rollback stage, and termination stage.
Operation and Maintenance (O&M) operations
You can select an optimization task and then view its running information.
Optimization Parameter Template
The optimization parameter template enables you to set parameters conveniently. You can view, add, modify, and delete optimization
parameter templates.
Optimization Event Statistics
The SONMaster collects statistics about the optimization events or activities dedicated to an optimization feature and illustrates optimization
execution using statistics values. This helps you evaluate feature execution efficiency and indicates that this feature has the capability of
continually improving network performance.
User O&M Operations
For event statistics and evaluation, you can check the execution status of continuous optimization activities within a certain period. You can
also view the statistics at a specified time point.
