1 GENERAL
1.1 PURPOSE
The purpose of this Method Statement is to establish General Guidelines and Methodology of
addressing the requirements necessary during actual Concrete Works which should comply with the
Project Specifications and Design Drawings. This procedure shall be a guideline to those who are
involved for all the possible activities associated with Concrete Works.

1.2 SCOPE
The scope of this Method Statement is set for the Habshan-5 Utilities & Offsite Project in UAE, shall
cover all General Concreting Works which includes Blinding Concrete Installation, Cast-in-Situ and
Pre-cast Concrete. This Method Statement shall exclude Works for Concrete Curing, Concrete Repair,
Formwork and Reinforcement Steel Bars.

3 RESPONSIBILTIES
The contractor shall proceed and coordinate with concerned authorities to obtain work permit, supply the
construction materials and control all site activities by the following personnel:

3.1 Superintendent
Has the overall responsibility for the civil works management in accordance with the contractual
requirements. He shall coordinate and control the execution of the civil works, ensure completion within
schedule, observance of HSE and quality procedures and practices.

3.2 HSE Officer


Has the overall responsibility for the implementation of HSE plan according to the Project HSE Plan. He
shall investigate, monitor, recommend protection measures, and ensure the availability of safety
equipment and first aid kits.

Has the overall responsibility for the implementation of QA/QC plan according to the Quality Plan. He
shall review the Contract specifications and drawings, identify project criteria and prepare required
checklist for QA/QC inspection.

3.4 Civil Engineer


Has the overall responsibility for the implementation of civil works. He shall arrange the manpower,
equipment and materials required for the implementation of the works, coordinate with HSE officer
and QA/QC Engineer involved in the tasks in accord to the method statement.

3.5 Laboratory Engineer


Has the overall responsibility for the implementation of Testing Functions as per the required
Inspection and Test Procedures, and Project Sepcifications.

4 HSE

4.1 Safety
4.1.1 Information to Personnel
Before the commencement of work activities, ensure that all safety requirements are provided
Appropriate PPE with gas detector (Personal Protective Equipment) must be used by the
concerned personnel.
Pre job talk must be done and all personal assigned to do the task must understand the hazards
associated with the job and the control measures in place
Safety induction must be given to all the personnel prior to entering the site and adequate
supervision by Safety Officer and Site Supervisor to ensure the job is carried out in the safest way.
Non-essential personnel will be kept away from the area of operation. A banksman shall be
assigned for each equipment during the operation.

4.1.2 Use of PPE(Personal Protective Equipment)


All personnel will be issued with and instructed to always maintain safe working practices and the
Civil Engineer shall be responsible to ensure safety procedures are followed
Safety Helmets must be used by everyone, in site areas, where there is a potential risk of falling
objects or when passing under congested pipes and equipment
Gas detector must be Keep by everyone on the site working areas, where there is a potential risk
of gas leakage

Personnel executing the work shall always ensure that;


a) Eye Protectors (goggles / shields / spectacles) are suitable for the work being carried out
b) Adequate and appropriate respiratory protection is used to minimize dust inhalation.
c) Appropriate type of hand gloves will be used for the activity to be performed
Personnel working in the vicinity of loading operations will wear safety helmets, safety footwear
and high-visibility vests

4.1.3 Other Requirements


4.1.3.1 Excavation
All open excavation shall be surrounded with solid barriers at all times and proper signage is in
place.

4.1.3.2 Scaffolding and Working at Heights


CONTRACTOR shall comply with the statutory requirements and relevant standards for
working at heights.
All scaffolds shall display a current SCAFFOLD TAG.
When work is being carried out in location(s) without fall protection (hand rails etc.), at a high
altitude more than 1.80 meters, safety harness must be used by the person(s) carrying out the
work
It must be ensured that the harness is suitable and properly fitted on the person involved and
the other end is fixed to a firm support

4.1.3.3 Hand Tools and Equipment


All tools and equipment shall be in good working condition
Operators shall be instructed and trained in the inspection and safe use of the equipment
All trucks must be mechanically checked prior to entering the site using Quality inspection
check list
All heavy machineries must be Third Party Certified according to COMPANY safety regulation.

4.1.4 Emergency Response Plan (ERP)


Emergency Response Plan must be developed and all personnel acquainted with the relevant
provisions and know what to do in case of any emergency.
CONTRACTOR shall have suitably trained fire wardens among his crew at all times during
onsite operations.
The CONTRACTOR shall display emergency evacuation procedures at strategic locations on

the site and ensure arrangements are in place to call for outside help if need to be assist in any
emergency associated with the Work on Site.
CONTRACTOR shall at all time Keep Company updated with list of addresses and telephone
numbers of the CONTRACTORs staff who are responsible for organizing emergency responses
at site.

4.2 Environmental Issues


Proper housekeeping shall be maintained.
All machinery and equipment shall be kept in well-maintained conditions to reduce emissions
Precautions will be taken to minimize the risk of fuel spillages. If there is any spillage, the
material will be removed as specified in the spill contingency plan
Dust control arrangements must be put in place to manage sandstorm and windy conditions.
All debris, shrubs & excess materials shall be removed from site and dispose to an approved
dumping area.
Waste food & drink packaging shall be collected and removed from site periodically.

5 Quality Assurance / Quality Control

5.1 Testing shall be carried out in order to adequately demonstrate the suitability and acceptability of the
material and in accordance with ITP.
5.2 The required inspection for each activity will be monitored by an authorized and certificated
CONTRACTORs QC Site Inspector in accordance with ITP for General Work and Concrete Work
during construction.
5.3 Quality records shall be complied and maintained at QC department for final submission at the end of
the project as per handing over documentation.
5.4 ITR (Inspection Test Records) shall be submitted to COMPANY according to ITP above mentioned.
5.5 All precautions and notes associated with concrete works shall be in accordance with Project
Specification.

6 Materials

All material sources shall be approved by COMPANY and PMTC. All materials must be selected from
the approved sources. And Submittals shall include the following:
Manufacturer details
Fully detailed data sheet showing all chemical and physical information.
Recent test results (not more than 3 months old)
Detailed technical assessment
Detailed Quality Assurance System.
Details of Quality Control procedures.

6.2 Affidavit of Compliance


HDEC, before beginning the construction, will confirm that all material meets the requirements of this
Specification.

6.3 Subcontractors / Vendors


HDEC shall assume unit responsibility and overall guarantee for the concrete supply by enforcing all
Purchase Order and Design and transmit all warranties to the COMPANY.

6.4 Materials

6.4.1 Waterstops
The approved materials shall be PVC ribbed type 10 mm minimum thickness.
Minimum width 229 mm for concrete section greater than 203 mm wide and 152 mm for
concrete section less than 203 mm shall be used.

6.4.2 Embedment Material


The approved materials shall be hot-dipped galvanized or painted in accordance with project
requirements.

6.4.3 Steel reinforcement


The approved materials from Emirates Steel, Qatar Steel, Kaptan, Habas, and Gulf Steel
shall comply with the Type 2, Grade 460 in accordance with British Standard BS 4449.
Approved PVC spacers and not concrete shall be used.
Reinforcing shall be tied with 1.0 mm to 1.4 mm soft annealed galvanized wire.
Welding of reinforcement is prohibited unless noted on the drawings and approved by the
COMPANY.
The concrete cover to the reinforcement shall be outside of all reinforcement.

6.4.4 Expansion Joints


The approved Joint Filler shall be premolded asphalt impregnated fiberboard and Joint sealer
for paving and other horizontal applications shall be elastic type.

6.4.5 Forms
Form faces shall be made of marine plywood, steel or GRP and to be coated with an
approved chloride free Form Oil

6.4.6 Curing Compound


The approved Curing compound shall be white-pigmented in accordance with ASTM C 309
(Type II)The use of curing compound shall be restricted to areas where the use of water is not
practical and to be test prior the usage.

6.4.7 Protective Coatings (Above Ground)


All concrete, except the top side of general paving, shall be coated and be installed by
approved materials in accordance to the Manufacturer's instructions.

6.4.8 Protective Coatings (Below Ground)


All below ground concrete shall be fully coated with approved materials of one layer of a
minimum 1.5mm thick self-adhesive, rubber/bitumen, high density polyethylene laminated
waterproof membrane.

6.4.9 Cementitious Materials


6.4.9.1 Cement
6.4.9.1.1 Cement shall be one of the following types:
Blast Furnace Cement type CEM III/A type 42.5L, with 55% GGBS and 45% CEM I
content - in accordance with BS EN 197.
Blast Furnace Cement type CEM III/B type 42.5L, with 70% GGBS and 30% CEM I
content in accordance with BS EN 197.
For Blinding and unreinforced Mass Concrete it is permissible to use OPC Cement
type II to ASTM C150.

6.4.9.1.2 Pre-cast elements: CONTRACTOR will determine (if necessary) the replacement
percentage of blast furnace slag taking into account the types of elements to be
pre-casted.

6.4.9.1.3 Blending or batch mixing at blending plant other than cement factory mill shall not
be acceptable.

6.4.9.1.4 Manufacturers test report shall include:

6.4.9.2 Aggregates
6.4.9.2.1 All aggregates shall comply in every respect with BS EN 12620 (aggregates for
concrete in general) or BS EN 13055-1 (in case where lightweight aggregates are
used for fireproofing concrete) and comply with the further restrictions indicated in
this section. They shall be well graded, clean, hard, and free from undesirable
material and obtained from an approved source.

6.4.9.2.2 All fine and coarse aggregates shall be within the limits laid down in Table

6.4.9.3 Water
6.4.9.3.1 All water, including but not limited to, mixing, ice production, cooling aggregates,
washing aggregates and concrete curing shall be obtained from an approved

source and shall be clean and free of acids, oils, vegetable, and deleterious
matter which may have an effect on the strength and appearance of the hardened
concrete by discoloration or efflorescence

6.4.9.4 Admixtures
6.4.9.4.1 Ensure that specified admixture have been successfully tested with design mix.

6.4.9.5 Fiber Reinforcing


6.4.9.5.1 All large areas of concrete which are externally exposed (such as paving
including ditches, slabs and walls) shall contain polypropylene fibers at a dosage
of 0.6 to 0.9 Kg/m3 of concrete volume, depending on the cement content and
the fiber manufacturer's recommendations. Fibrillated fibers shall be used where
a broom finish is required and monofilament fibers shall be used were a toweled
finish is required. Fibers shall be accordance with ASTM C-1116.

6.4.9.6 CONTRACTOR shall be responsible for performing reviews, inspections, audits


and/or witnessing tests at the SUPPLIER's facility as appropriate to ensure quality of
procured items. CONTRACTOR shall provide access to COMPANY to perform similar
activities if the need is established.

7 CONCRETE WORK PROCEDURES

7.1 General Concreting Notes


7.1.1 Concrete work will be in accordance with the Design General Specification for Concrete
Construction, 5247-ADD-1783-001, 2 & 3.

7.2 Final Preparation and Inspection


7.2.1 Before each concrete pouring, CONTRACTOR shall give notice to COMPANY as per Inspection
Test Procedure, so that an inspection may be made before the concrete is placed.
7.2.2 All subgrade preparation work associated with the concrete work shall be in accordance with the
Specification for Excavation and Backfill for Underground Installations, DGS 1486 002.

7.3 Mixing
7.3.1 The concrete shall be mixed in a mixer of adequate capacity having a power elevated loading
hopper.

7.3.2 The mixer shall be equipped with an automatic water-measuring tank filled with a device for
locking the discharge setting.
7.3.3 The mixing shall continue until there is a uniform distribution of the materials and the mass is
uniform in color and consistency.
7.3.4 Any concrete surplus from immediate requirements shall be thrown away. In no circumstances
may the surplus be used later.
7.3.5 The volume of mixed materials in each batch shall comply with the approved Concrete Mix
Design (refer to MAR Ref. No. MAR-CV-026).

7.4 Transportation
7.4.1 Concrete shall be transported as quickly as possible from the mixer to its final position without
segregation or loss of any of the ingredients.
7.4.2 All plant and equipment used for transporting concrete shall be kept clean, all containers used
for transporting concrete shall be thoroughly washed out whenever mixing ceases.

7.5 Concrete Formwork


7.5.1 All procedures for Concrete Formwork, including Installation and Removal, shall conform with the
approved Method Statement for Formwork (refer to Doc. Ref. No. 5247-MS-500-00-102).

7.6 Concrete Placement


7.6.1 Temperature of the concrete during placement shall not exceed 30 deg Celsius.
7.6.2 All concrete works, except concrete paving, shall be placed on a minimum 50mm thickness of
Blinding Concrete.
7.6.3 The sub-grade for paving shall be uniform and smooth and have no indentations in the surface to
receive concrete.

7.6.4 Concrete shall be placed continuously up to construction joints while it is still sufficiently plastic
for adequate compaction.

7.6.5 At all times when reinforced concrete is being placed, a competent steel fixer shall be in
continuous attendance. The CONTRACTOR shall adjust and correct the position of any
reinforcement, which may be displaced.

7.6.6 The CONTRACTOR shall keep on site a complete record of the works showing the time and
date when concrete is placed in each part of the work.

7.7 Concrete Compaction

7.7.1 Concrete shall be thoroughly compacted during placing and shall be carefully worked around all

reinforcement and embedded fixtures and into the sides and corners of the formwork. Unless
otherwise specified all structural concrete shall be compacted by the use of suitable mechanical
vibrators.

7.7.2 For top surfaces of slabs and other surfaces for which formwork is not provided, a smooth finish
shall be provided with a wooden float after compaction.

7.7.3 Whenever concrete is being vibrated at least one spare vibrator of each type in use shall be
available in case of breakdown.

7.7.4 Compaction shall start as soon as there is sufficient concrete within the formwork to immerse the
vibrator and vibration shall continue during the placing operation so that at no time shall there be
a large volume of uncompacted concrete in the formwork.

7.8 Concreting in Hot Weather


7.8.1 On exposed concrete surfaces in high sun temperatures and/or strong dry wind conditions, the
CONTRACTOR shall use curing method which also shields the concrete and this shall be placed
in position no later than half an hour after final tamping.
7.8.2 If the surface exhibits cracking while the concrete is still plastic then it shall be re-tamped to
close the cracks.

7.9 Concrete Curing


7.9.1 All procedures for Concrete Curing, shall conform with the approved Method Statement for
Concrete Curing (refer to Doc. Ref. No. 5247-MS-500-00-105).

8 CONCRETE TESTING

8.1 On-site testing, unless noted otherwise, will be in accordance with the Design General Specification
for On-Site Testing Laboratory (TPA) , 5247-ADD-1783-003.

8.2 All testing works in conjunction with establishing the project Mix Designs shall be the responsibility of
CONTRACTOR.

8.3 CONTRACTOR shall provide all samples for verification of sources of materials after commencement
of concrete work for the permanent plant to the On-Site Testing Laboratory and shall co-operate fully
with the On-Site Testing Laboratory for the testing requirements on-site.

8.4 CONTRACTOR shall be responsible for testing of all materials prior to commencement of concrete

8.5 COMPANY / PMTC reserves the right to inspect materials and workmanship standards at all stages of
manufacture and to witness any or all tests. The MANUFACTURER/VENDOR, 30 days after award
but prior to the pre-inspection meeting, shall provide the CONTRACTOR with a copy of its
Manufacturing and Inspection Plan for review and inclusion of any mandatory COMPANY/ PMTC
witness or hold points.

9 CONCRETE MIX DESIGN

9.1 Grades of Concrete


Concrete shall be as shown in Table 2 of this Method Statement. The criteria given in the table are
designed to produce concrete of the required durability and strength. HRWRA shall be used in the
concrete mixes.

(1) Grade 30F concrete containing fibers shall be used for large areas of concrete, which are externally
exposed (such as paving, slabs and walls).
(2) All concrete mixes to be designed for pumping
(3) Grade is included only to provide a strength basis for design. It is not intended to identify durability
levels.
(4) All concrete mixes to contain HRWRA.
(5) Grade 20 shall have a maximum aggregate size of 10 mm. Grades 30 and 40 shall have a maximum
aggregate size of 20 mm.
(6) Grade 20F designates fireproofing concrete using lightweight aggregate.

9.1.1 CONTRACTOR shall submit for COMPANY approval his anticipated slump for each mix design.
The use of a flow table may be adopted in place of slump tests for slumps greater than 150mm.

9.1.2 The mix design shall produce the minimum of bleeding and segregation.

9.1.3 Total cementitious contents shall be limited to those required for durability to avoid excessive
risk of thermal and shrinkage cracking. The proportioning of mixes for durability will be primarily
controlled through the specified limits on free w/c ratio. The w/c ratio shall be equal to or less
than the values shown in Table 2 above. Appropriate use shall be made of approved admixtures
to simultaneously meet the requirements for w/c ratio and workability.

9.1.4 Maximum aggregate size shall be 20 mm except as noted above 8.2 CONTRACTOR shall
submit for COMPANY approval his anticipated slump for each mix design. The use of a flow

9.2 Trial mixes


Trial mixes shall be performed both in a laboratory and in the field.
9.2.1 Laboratory Trials
After the basic materials for concrete are approved by COMPANY, CONTRACTOR shall carry
out preliminary laboratory tests to determine the mixes using the approved materials to satisfy
the requirements of this Specification.

Field trial mixes shall be prepared and cured under full-scale site conditions and utilizing the
actual batch plant and materials provided for the project, and tested in accordance with BS EN
12350 and BS EN 12390.

10 ON-SITE BATCH PLANT

10.1 General Notes

10.1.1 Mixing at a central plant shall conform to the applicable requirements of the Standard
Specification for Ready-Mixed Concrete of ASTM C 94/C 94M, this Specification and Concrete
Plant Standards NRMCA CPMB100M-00 of the Concrete Plant Manufacturers Bureau.

10.1.2 The Batch Plant shall include the following:


10.1.2.1 Full computerization / Fully automated
10.1.2.2 Full segregation of materials
10.1.2.3 Materials to be shaded and covered to prevent contamination by air borne chlorides, dust
and other contaminants.
10.1.2.4 Automatic compensation for moisture in fine aggregate
10.1.2.5 Adequate ice and chilled water plants
10.1.2.6 Adequate capacityCalibration every 3 months for aggregate
10.1.2.7 Calibration every 6 weeks for water, cement and admixtures
10.1.2.8 Print out of mix design together with actual mix
10.1.2.9 Calculation and print out of actual water / cementitious ratio

10.1.3 Mixing shall insure a uniform distribution of materials and a uniformity of consistency and colour.
The mixing shall be continued until the mix is homogeneous. The time required to produce a
homogeneous mix shall be determined by satisfying the requirement of ASTM C 94/C 94M
Annex A1.
10.1.4 Machine shall be kept clean, free from any residual material after depositing each batch of
concrete and the mixer pan drum shall be washed and cleaned out immediately following the
completion of each concreting operation or when changing to a mix using a different type of
cement.

10.1.5 Hand mixed concrete shall not be used.

10.1.6 Batch plant shall be able to provide a computer printout of the following for each truck:

10.1.6.2 Cement type
10.1.6.3 Admixture types
10.1.6.4 Actual measurement of all components of water in the mix
10.1.6.5 Actual batched weights of cement, aggregates (separately), water and admixtures
10.1.6.6 Date and Time of batching
10.1.6.7 Calculation of the actual water/cement ratio.

10.1.7 Prior to commencement of the work CONTRACTOR shall furnish the following details to
COMPANY.
10.1.7.1 Name and qualification of SUPPLIER(s).
10.1.7.2 Certificate of quality assurance.
10.1.7.3 Quality control facilities/procedures.
10.1.7.4 Certificate and test reports on concrete production and products.
10.1.7.5 Source(s) of aggregates, cement, etc.
10.1.7.6 Quality of water aggregates and cement.
10.1.7.7 Production capacities.
10.1.7.8 Description of Plant Equipment and Facilities.
10.1.7.9 SUPPLIER's test certificate giving results of tests on aggregates for durability, strength and
chloride content shall be submitted by the CONTRACTOR to the COMPANY at weekly
intervals.
10.1.7.10 Any other relevant data such as workability of concrete, admixtures, etc.
10.1.7.11 Qualifications of personnel ear-marked for the Project, (approved personnel hall not be
changed without prior approval of COMPANY).
10.1.7.12 CONTRACTORs Batch Plant Manager will be responsible for the control of the quality of all
batch plant operations.

10.2 Material Storage and Handling

10.2.1 Cements Storage


10.2.1.1 Cement storage shall afford easy access for inspection and identification of each shipment
in accordance with test reports. It shall be used in the order in which it is delivered to the site.
10.2.1.2 Cement in bulk is to be used it shall be stored in approved purpose made silos large enough

to allow continuity of work.


10.2.1.3 Cement stored in bulk silos shall not exceed 75C. No cement shall be stored on site for
more than 3 months.
10.2.1.4 Bagged cement shall be delivered to site in the manufacturer's original sealed bags or
containers and shall be stored in a dry, weather tight, properly ventilated covered structure,
with adequate provisions for preventing the absorption of moisture and raised at least 150
mm off the ground to prevent deterioration. The storage shall be large enough to allow
sufficient cement to be kept to allow continuity of work. Not more than 10 small bags or 3
'Big Bags' shall be piled one on top of the other while storing at site. Suitable shading shall
be provided to limit the temperature to 40 C.
10.2.1.5 Cement shall be stored in white colored insulated silos or sheds.

10.2.2 Aggregate storage


10.2.2.1 The concrete plant shall at all times maintain sufficient quantities of each type of aggregate
to be sufficient to ensure continuity of work.
10.2.2.2 Each type and grade of aggregate shall be stored separately in bins; in such a manner that
segregation of the various size particles shall not occur. The floors of the bins shall be of
concrete or other approved material having sufficient slope to ensure adequate drainage of
aggregates before being used for concreting. Storage bins shall be emptied and cleaned at
regular intervals.
10.2.2.3 Strict precautions shall be taken to avoid contamination of aggregates by windblown dust,
chlorides etc.
10.2.2.4 Suitable means shall be provided to ensure that the temperature of the concrete when
deposited does not exceed 30 C. Aggregate stockpiles shall be shielded from direct
sunshine.
10.2.2.5 Suitable shading shall be provided to control the temperature and any contaminations
especially chlorides.
