Dear Syracuse Resident,

As I have been meeting with you in your kitchens and living rooms, and discussing how together we
can build a brighter future for our city, I am excited for the opportunity to earn your vote. Issues such
as poverty, crime, public health, economic development and education are complex and on the
forefront of the minds of our citizens. Addressing these concerns requires collaborative leadership
involving many facets of our community.

I have worked across this community to address these and other deep-seeded issues. In every position
I have held, Lieutenant Commander in the Navy, Regional Director at the Department of Labor,
Assistant Attorney General for New York State, or Corporation Counsel for the City of Syracuse, I
have moved quickly to forge the partnerships necessary to accomplish critical projects.

For example, while working for the City as Corporation Counsel, I helped negotiate the acquisition
of nine apartment buildings from HUD, leading to their rehabilitation as the only mixed income
development in Syracuse; the demolition of a hazardous building dropping bricks on I-81, saving the
City taxpayers hundreds of thousands of dollars; and the city-county sales tax agreement that brought
millions of dollars in new revenue to the city.

My record of accomplishments in the public interest has led to my endorsement by four major
organizations: Public Employees Federation (PEF); United Union of Roofers, Waterproofers and
Allied Workers, Local #195; Latino Professional Network (LPN) and, VotesVets PAC. I am
humbled to have so much support so early in the election process, and I want to share more about
what you can expect from my administration if you honor me with your vote.

As Mayor, we will hit the ground running and take immediate action to address the complex
issues that Syracuse residents care about. The following document represents what I plan to
accomplish in my administrations first 100 days. Lets get to work!

HOW WE WILL ACCOMPLISH OUR PRIORITIES

My administration will use a combination of executive, legislative, intergovernmental, and


community-driven actions to create visible changes in peoples lives. We will not be daunted by
the fiscal challenges or past ways of doing things with which we will be greeted on our first day
in office. Rather, we will utilize every resource, expert, and potential partner available to us to
solve problems on behalf of real people.

Some issues can be addressed by simply implementing an executive decision to change course in
favor of a plan that reflects our shared values. Other matters must be tackled in partnership with
the Common Council, regional partners, and community stakeholders. Despite the variety of
methods required to achieve needed change, the themes unifying my administration will be:
1. The time to act is now; and
2. All members of the community have value and will be treated with respect.
WHAT WE WILL ACCOMPLISH

WE WILL GOVERN WITH COLLABORATION, COMPETENCE, AND EFFICIENCY


Begin to implement 21st century technology to collect information from community leaders and
residents on issues needing attention, assign directives, and monitor resolution. On a single
dashboard, we will monitor the following information for the City of Syracuse, street by street:
home ownership, poverty rate, child hunger, recent crimes, recent accomplishments, most
requested needs, and other critical issues.

Set up a 24-hour, anonymous hotline for citizens to report the needs for our kids. We must not
stand by and watch a child live in jeopardy.

Establish Neighborhood Service Centers in locations across the City to co-locate police, code
enforcement officers, and community service coordinators who will provide walk-in assistance.

Conduct a block-by-block analysis of the 1,884 city blocks and address urgent issues in real
time.

Hire diverse individuals in City government who reflect the multi-lingual, technology-savvy
needs of a contemporary urban government that is welcoming to all citizens.

Establish a 311 System to replace 448-CITY as the main line for all city concerns and questions
to allow more effective triaging to the appropriate resource.

Partner with Syracuse University to establish a national grant writing model that benefits city
residents and community organizations, and offers experience-building opportunities for our
youth.

Rebuild mayoral and common council relationships by strengthening partnerships, respecting


ALL neighborhood priorities, and presenting a united front.
Conduct city business in every neighborhood (including common council sessions), providing
residents more accessibility and transparency.

Adopt ISO (International Organization for Standardization) quality assurance standards for
local government to help our city effectively manage available resources, processes and build a
culture of continuous improvement.

WE WILL MAKE SYRACUSE OPEN FOR BUSINESS


Work with County and business partners to clarify and streamline City Planning and Zoning
functions, by using best practices to reduce the time and complexity required to accomplish
basic community and business development tasks (like getting a building permit!).

Create a modern code enforcement neighborhood strategy that actively responds and prioritizes
quality of life concerns.

Reinvigorate the Syracuse Economic Development Corporation (SEDCO) to foster


entrepreneurialism and assist small business owners to invest and expand their enterprises.

Work with Onondaga County to organize and coordinate the work of the Syracuse Industrial
Development Agency (SIDA) and the Onondaga County Industrial Development Agency
(OCIDA) to standardize criteria and consolidate services where appropriate.

Create entry-level job opportunities for city residents to support revitalization of neighborhoods,
and establish a preference for city residents when hiring for City jobs and neighborhood residents
when hiring for neighborhood-specific work.

Support and expand job-training programs that partner with and adapt to local business needs.

Market Syracuse globally as a progressive place to do business and highlight our skilled
craftsmanship of precision manufactured goods and advanced instrumentation.
Create a citywide business development council, representing business owners from all city
main streets and corridors.

Engage the Governor and County Executive, along with the Consensus Commission, to convene
a Smart Cities Commission to explore platforms for serving the Greater Syracuse Metropolitan
Area effectively and deliver a plan to voters that reflect the interests of city residents.

Convene a task force of experts responsible for creating revenue generating strategies,
including service fees, collection optimization and external funding sources.

WE WILL FIX OUR STREETS


Establish an I-81 action group comprised of local residents, organized labor and state partners,
including DOT Commissioner Driscoll, to bring to reality this project and leverage the $2 billion
plus investment to incentivize private development, new business, and tax revenue.

Implement immediate street repairs in EVERY neighborhood for potholes worsening by the day
and identify the best methods to maintain city infrastructure.

Work with State government to access newly available funds to repair antiquated water
infrastructure that is accelerating deterioration of city streets.

Support and expand Onondaga Countys Save the Rain program to reduce the stress on sewer
infrastructure.

Clear snow from municipal sidewalks. Currently, in many parts of the city, residents must walk
in the streets in the winter due to a lack of sidewalk snow removal. We will institute a program
to employ local people to clear sidewalks throughout the city.

Establish a Safe Streets Initiative that expands pedestrian right-of-ways and encourages walking
in the city.
Clean up deteriorated entrances into Syracuse from major access points. We must present our
community with pride and hopefulness. We will do this by: removing graffiti in public areas;
Picking up litter in the public right of way; and eliminating overgrown foliage in public spaces.

WE WILL COMBAT CRIME


Establish a Gun Court modeled on a successful project in the City of Rochester to expedite
adjudication of those who threaten the community with violence.

Work with the NYS Attorney General and the Onondaga County District Attorney to implement
the first gun buyback program since 2009.

Conduct hiring and fill new academy classes on a smaller scale, but on a more frequent basis.
The Police Department will gradually be brought up to adequate staffing, while becoming more
diversified to better reflect the demographics of the city.

Place more uniformed officers on the streets, creating established beat cops.

Partner with Onondaga County to create a comprehensive plan of action for city residents, to
combat the heroin and opiate epidemic.

WE WILL SUSTAIN AND MAINTAIN NEIGHBORHOODS AND COMMUNITIES


Establish a Multicultural Affairs Office, charged with developing partnerships, programs and
services to create a vibrant and inclusive Syracuse. It will support communities such as: LGBTQ,
Hispanic, African American, Refugee, Disabled, Faith Based and New American.

Create New American centers throughout the city, supporting refugee and migrant communities
with education and resources and helping them maintain economic independence.
Implement a neighborhood listening tour. My administration will hold forums in every
neighborhood throughout the city.

Convene a task force for neighborhood revitalization strategies that fosters neighborhood
vitality and beautification, while focusing on repairing, rehabilitating, and upgrading aging
housing stock.

Revitalize the Citys support of TNT (Tomorrows Neighborhoods Today) and other
neighborhood associations Neighborhood groups are critical to understanding the everyday
experiences of city residents.

WE WILL ALLEVIATE THE EFFECTS OF POVERTY


Receive a daily morning briefing on all our kids quality of life, from newborn to young adult. I
will be Syracuses first Mom Mayor, and I will watch over the city's children as if they were my
own.

Work closely with the Greater Syracuse HOPE Anti-Poverty Initiative and other community
organizations/neighborhood groups to identify effective strategies to combat poverty.

Develop a block by block plan of action that addresses the concerns of each family member,
each street, and each neighborhood, and provides a network of resources that support their
challenges: child care, transportation, health, training, public assistance, housing, and educational
barriers.

Reverse the current water shut-off policy. Current City policy seeks to punish absentee
property owners with unpaid water bills by shutting off water to their tenants. This creates
needless suffering by our most vulnerable citizens. Instead, we will place water arrears on the
property owners tax bill and either collect the taxes or seize the house through a tax deed.

Allow partial tax payments create a payment plan system that allows residents to pay their
taxes in installments, rather than in a single lump sum.
Immediately dedicate additional resources to Housing Court processing of serious code
violations, where hundreds of cases are backlogged, to expedite seizure from slumlords.

Work with NYS to enact legislation required to establish a Municipal Violations Bureau to
allow swift adjudication of code enforcement citations over the long term.

Bring current blight busting project to scale by securing the resources necessary for proactive
codes enforcement in neighborhoods under stress coupled with a process for fixing violations
and billing these to the property owner if corrections are not timely made.

Foster neighborhood prosperity by investing in housing, establishing and fully implementing


programs that encourage home ownership, job training and sustainability, and implement a
neighborhood navigator initiative that categorizes needs and outlines pathways to solutions.

Establish a corner store initiative to promote public health by subsidizing fresh produce/meats
in corner stores, removing tobacco products, and supporting exterior faade improvements, as
well as interior capital investment lending.

Work with local experts to connect Community Health Needs Assessments (CHNA) with City
planning and annual budgeting.

WE WILL PROPEL OUR KIDS TOWARD A HOPEFUL FUTURE


Bus our children safely to school. It is estimated that busing the children who live within 1.3
miles of school will cost an additional $5M. We will work with school district leadership to find
funding to provide busing for our most vulnerable citizens, our children.

Work with Syracuse City School District leadership to develop a strategy to achieve a 90%
graduation rate within a generation.
Support before and after school and summer programs for students from low-income and
housing vulnerable households that provide family resources, healthy activities, and counseling
for mental health support.

Create a Mayors initiative in City elementary schools to expose students to civil service jobs,
encouraging our kids to see themselves in professional roles in the community.

Decriminalize possession of small amounts of marijuana for youthful, first time offenders.
Kids experimenting with marijuana need guidance from caring adults, not a criminal record.

Partner with SCSD and the board of education to create a team approach promoting restorative
justice strategies as opposed to external suspensions.

Host a Mayors Charity Ball each year with proceeds to support Syracuse-based programs
helping our most vulnerable children.

WE WILL COMMIT TO A SUSTAINABLE AND ENVIRONMENTALLY JUST CITY


Perform site-specific municipal facility studies to reduce energy use and greenhouse gas
emissions, setting targets to rely more on renewable energy sources such as solar, wind,
geothermal and micro-hydro energy generation.

Further redevelop brownfields: remediate, rehabilitate, and re-purpose polluted sites for new
ownership and appropriate redevelopment.

Support downtown development with more gathering and green spaces, entertainment and
cultural venues, and a yearlong public market.

Engage NYS and County partners in a plan to extend Onondaga Creekwalk from Armory
Square to the South side and Valley neighborhoods and extend create signature venues that
enhance the quality of each neighborhood it touches.
Connect the developing Onondaga Creekwalk with the Loop the Lake and Erie Canalway
Trails.

Create job training opportunities in partnership with community-based organizations to monitor


and maintain green infrastructure.

Upgrade street lights to lower energy-consuming LED.

Establish incentives for City employees to bike or take the bus to work.

Reestablish Ontrack to encourage commuter travel to and from the city center and reduce carbon
dioxide emissions from vehicles.

Expand bicycle lanes and parking infrastructure, including bike-sharing kiosks.

Expand the Pocket Park program to convert abandoned lots to urban gardens and green
infrastructure to produce nutritious food and absorb storm water runoff.

Make public transportation more available, especially to locations that connect city
neighborhoods to major sources of training and employment

WE WILL WELCOME AND SUPPORT OUR VETERANS


Partner with our veteran collations to create one-stop-shop for veteran resources.

Welcome our veterans by highlighting resources such as Syracuse Universitys IVMF and EBV
programs, Clear Path for Veterans, and our Veterans Administration hospital that serve as
models for cities across the country.
Market a national campaign, putting veterans to work helping rebuild our neighborhoods.

Return the Veterans Day Parade downtown to proudly showcase our brave men and women.

WHAT DIFFERENCES YOU WILL SEE

I have shared seventy separate ideas that I plan to address during my first 100 days in office.
These priorities are the result of hundreds of conversations with people from all areas of our City
who are looking to municipal government to listen to their needs and take action to create
positive change.

When we implement these initiatives, you will see activity in every neighborhood and on every
street. Your calls will receive a prompt response. We will listen to your concerns and engage
you in developing solutions. You will see renewed collaboration with our partners which will
allow us to bring major projects to fruition and spur investment in our community. We will
create conditions in which businesses can grow and thrive. We will take care of our kids and
prepare them to take care of their families and communities. We will welcome New Americans
and celebrate our Veterans. It is not a crime to be poor, and we will treat our most vulnerable
residents with respect and compassion. We will work together to make our community more
beautiful, prosperous, and sustainable.
