‘This LOI prescribes the guidelines to be observed by all PROS, Police Districts in
NCR, PPOs, CPOs and MPSe in conducting Police Information ond Continuing Educaion
(PICE) and revive the traditional inspection-in-Rank
3. SITUATION:
The PNP considerably succeeded in establishing ngignbomood partnersh
through the Community Oriented Policing System (COPS), however ine organization euffors
constantly from the negative percepton caused by undesirable atitud
exacerbated by operational lapses, infidelity in the custody of prisoners. and mishanding of
investigations. This is even aggravated by the negative perception report of the Amnesty
Intemational and tho Commission on Human Righis (CHR) regarding corruption and humait
Nights violations. No less than HEPGMA siated in her inaugural speach of the much needed
intemal reforms for the PNP. Hence, the Revised PCR Master Pian has focused its afforts to
two (2) major directions, the External Target and the Internal Target. There shall be a regular
Police Informatiin and Contnung Eaucaton (PICE) Program for ou personnel and more
kzaining shall be undertaken ac 2 command responsibilty to develop fight police values tal
complements the emerging philosophy of COPS.

b Specific Objectives:
A) Character Guilding - Aims to develop/revitalize belief in God:
love for country, service to people. loyally to the organization; uprightness in the enforcament of
laws and obedicnce to rules and regulations. It shall endeavor to davelop police values towards
developing a professional, catalyst, organizer, PGR practioner and COPS oriented perconnel.

Conduct and Ethical Standards, PNP Program and Thrusts, and Police Operations Procedures
