1.1 Scope
This document describes WRFD-140204 Dual-Carrier High Speed Uplink Packet Access (DC-
HSUPA), including its technical principles, related features, network impact, and engineering
guidelines.

2 Overview
DC-HSUPA is a 3GPP defined technology that combines the multi-carrier technology and
HSUPA in the uplink. The multi-carrier technology allows multi-carrier aggregation to provide
a higher bandwidth for data transmission. DC-HSUPA significantly increases the uplink rate,
greatly improving user experience.
Demands for a higher data rate are increasing with the development of wireless data services.
To satisfy the demands, 3GPP Release 8 introduces Dual-Carrier HSDPA (DC-HSDPA) in the
downlink to significantly increase the downlink rate. Telecom operators now have a growing
concern about increasing the uplink rate.
Before 3GPP Release 9, a user equipment (UE) could use only Single-Carrier HSUPA (SC-
HSUPA) for HSUPA transmission. 3GPP Release 9 introduced DC-HSUPA to increase the
uplink rate. DC-HSUPA uses the multi-carrier technology in the uplink, allowing a UE to
establish uplink connections with two cells simultaneously on two intra-band adjacent carriers
that provide the same coverage.
The DC-HSUPA feature depends on other features as shown in Figure 2-1. To enable the DC-
HSUPA feature, these features must be enabled.
DC-HSUPA requires support from the core network (CN), radio network controller (RNC),
NodeB, and UE, as described in Table 2-1.
Item Requirement
RNC l The RNC must reorder and disassemble MAC-d flows from two carriers
of a NodeB.
l The RNC must support the features on which the DC-HSUPA feature
depends.
l The RNC must provide resource management functions for DC-HSUPA,
such as radio bearers, mobility management, load control, and power
control.
NodeB l The NodeB must schedule and receive data of DC-HSUPA UEs on two
carriers.
l The MAC-i entity in the NodeB must be able to schedule a UE for data
transmission on multiple carriers.
3 Basic Principles
3.1 Overview
DC-HSUPA allows a UE to transmit data simultaneously on two uplink adjacent carriers with
the same coverage. When used with uplink 16QAM, DC-HSUPA can provide a 23 Mbit/s uplink
peak rate. Without uplink 16QAM, DC-HSUPA can provide an 11.5 Mbit/s uplink peak rate.
DC-HSUPA enables a UE in the CELL_DCH state to establish two E-DCH transport channels
with the UTRAN. Each E-DCH is carried on a separate carrier. As shown in Figure 3-1, in DC-
HSUPA operations, a UE must be in the CELL_DCH state and the two cells in DC-HSUPA
must be configured with DC-HSDPA in downlink.
From the UE's perspective, the two carriers are defined as primary and secondary uplink carriers,
respectively. The primary uplink carrier is the carrier on which the serving E-DCH cell
corresponding to the serving HS-DSCH cell is transmitted. The secondary uplink carrier is the
carrier on which the serving E-DCH cell that corresponds to the secondary serving HS-DSCH
cell is transmitted. The serving and secondary serving HS-DSCH cells are introduced by DC-
HSDPA. From the radio access network's (RAN's) perspective, DC-HSUPA carriers are not
defined as primary or secondary. A carrier, which has DC-HSUPA capability, can serve as a
primary DC-HSUPA carrier and a secondary DC-HSUPA carrier for different UEs at the same
time.
The serving E-DCH cells of DC-HSUPA on the primary secondary carriers must be located on
adjacent carriers, belong to the same NodeB, and provide the same coverage. For a UE, the
serving E-DCH cell of DC-HSUPA on the primary carrier must be the same cell of the serving
HS-DSCH cell of DC-HSDPA. The serving E-DCH cell on the secondary carrier must be the
same cell of the secondary serving HS-DSCH cell of DC-HSDPA.
DC-HSUPA supports soft and softer handovers on primary and secondary uplink carriers. There
are two E-DCH active sets for DC-HSUPA handover operations.
The secondary uplink carrier of DC-HSUPA can be activated or deactivated by HS-SCCH Order.
DC-HSUPA can be used with uplink 16QAM. When uplink 16QAM is configured, uplink
16QAM must be configured for both E-DCHs of the two DC-HSUPA carriers. Theoretically,
DC-HSUPA with uplink 16QAM can provide an uplink peak rate of 23 Mbit/s at the Medium
Access Control (MAC) layer whereas DC-HUSPA without uplink 16QAM can provide an uplink
peak rate of 11.5 Mbit/s at the MAC layer.
The improvements help operators maintain a competitive edge by providing a better user
experience and higher network service quality.
DC-HSUPA is currently used for high-speed packet switched (PS) streaming services and BE
services.
In DC-HSUPA operations, two E-DCH transport channels and two HS-DSCH transport channels
need to be configured for the UE because DC-HSUPA requires that DC-HSDPA be used in the
downlink.
The channel mapping of two HS-DSCH transport channels for DC-HSDPA is the same as that
in the case of independent use of DC-HSDPA. Each HS-DSCH transport channel maps to one
HS-SCCH and one or more HS-PDSCHs of the corresponding carriers. The UE reports
information about the channel quality indicator (CQI) and hybrid automatic repeat request
(HARQ) ACK/NACK of the two carriers by HS-DPCCH channel only on the primary carrier.
The UE receives data on two HS-DSCHs from two carriers of the same NodeB. For details, see
DC-HSDPA Feature Parameter Description.
An E-DCH transport channel of DC-HSUPA has its own associated uplink and downlink
signaling. The associated uplink signaling is transmitted on the corresponding uplink carrier,
and the associated downlink signaling is configured and transmitted on the corresponding
downlink carrier. The absolute grant (AG), related grant (RG), and HARQ ACK/NACK
information will be transmitted on the E-AGCHs, E-RHCHs, and E-HICHs of two downlink
carriers. The AG, RG, and HARQ ACK/NACK information serve the E-DCHs of the carriers
on which they are transmitted.
Each E-DCH transport channel of DC-HSUPA maps to one E-DPCCH channel and one or more
E-DPDCH channels of the corresponding carrier. The E-DCH channel mapping is the same as
that of SC-HSUPA. For details, see HSUPA Feature Parameter Description.
DC-HSUPA support only 2 ms transmission time interval (TTI) E-DCH transport channels.
As defined by 3GPP specifications, DC-HSUPA cannot be used with DCH. F-DPCHs must be
used in the downlink for closed-loop power control.
For the dedicated physical control channel used for closed-loop power control, downlink F-
DPCHs and uplink DPCCHs must be configured on each DC-HSUPA carrier because downlink
and uplink power control procedures are performed independently on each carrier. All dedicated
physical channels of a specific UE must have the same timing on two carriers. In the downlink,
the F-DPCHs transmitted on two carriers must have the same timing. In the uplink, the DPCCHs,
E-DPCCHs and E-DPDCHs transmitted on two carriers must also have the same timing.
3.3 UE Categories
In 3GPP Release 9, E-DCH categories 8 and 9 are introduced to support DC-HSUPA, as listed
in Table 3-1. For details, see 3GPP TS 25.306.
NOTE
When four spreading factors (SFs) are transmitted in parallel, two codes shall be transmitted with SF2 and
two with SF4.
UEs of E-DCH category 8 do not support uplink 16QAM.
UEs of E-DCH category 9 support uplink 16QAM.
NodeB MAC-i
There is only one MAC-i entity for each DC-HSUPA UE in the NodeB. To support DC-HSUPA,
a new HARQ entity has been added to the MAC-i entity. The MAC-i has a HARQ entity on
each E-DCH transport channel.
The NodeB can receive a maximum of two MAC-i packet data units (PDUs) from the DC-
HSUPA UE simultaneously in one 2 ms TTI. Each E-DCH transmits a MAC-i PDU on its own
carrier. Data transmission on the two carriers is managed by two HARQ entities of the MAC-i
entity in the NodeB. Each HARQ entity performs HARQ retransmission and combination, and
independently generates ACKs or NACKs to indicate the delivery status of E-DCH
transmissions. HARQ retransmission on the E-DCH must be directed to the same carrier of initial
transmission.
Figure 3-3 shows the MAC-i architecture in Node B that has been enhanced by the additional
HARQ entity. The red box marks the added HARQ entity.

DC-HSUPA requires that the RNC support reordering and disassembly of MAC-d flows from
two carriers of a NodeB. The Reordering Queue Distribution entity in the MAC-is receives all
the MAC-d flows from all NodeBs.
Figure 3-4 shows the enhanced MAC-is architecture in the RNC. The MAC-is architecture is
enhanced to support reordering and disassembly of the added MAC-d flows. The red lines mark
the added MAC-d flows. For DC-HSUPA uplink transmissions, the length of the TSN field in
the MAC-is header is increased to 14 bits for tolerating a larger range of data packet disorder.
UE MAC-i/is
For the UE, a MAC-i/is entity has one common multiplexing entity and one common TSN setting
entity for both E-DCH transport channels. However, there is one HARQ entity on each E-DCH
transport channel. Each HARQ entity for DC-HSUPA supports eight HARQ processes for each
2 ms TTI E-DCH.
In Figure 3-6, Cell 1 and Cell 2 correspond to the serving E-DCH cells in primary and secondary
uplink carriers for a DC-HSUPA UE, respectively. Cells on the primary and secondary carriers
of the NodeB receive, demodulate, and decode uplink data from E-DCHs of two carriers
simultaneously. The two cells disassemble the received MAC-i PDUs and forward MAC-is
PDUs to the RNC. The RNC performs MDC when soft handovers occur. Then, the RNC
disassembles the MAC-is PDUs and sends the extracted MAC-d PDUs to the upper layer.
If a cell supports DC-HSUPA, the NodeB notifies the RNC of the cell capability using the Cell
Capability Container IE in the Local Cell Information IE.
During radio link establishment, the following messages incorporate new or enhanced IEs to
indicate information about the NodeB transport bearer and secondary carrier:
In addition, the function of "Exchanging information about the secondary UL frequency" has
been added to Node B Application Part (NBAP) procedures over the Iub interface. This function
allows the controlling radio network controller (CRNC) to exchange information about the
secondary uplink carrier with the NodeB. This function involves two messages:
l SECONDARY UL FREQUENCY REPORT: The CRNC uses this message to inform the
NodeB about the activation status of the secondary uplink carrier of the UE.
l SECONDARY UL FREQUENCY UPDATE INDICATION: The NodeB uses this
message to inform the CRNC about updates to the activation status of the secondary uplink
carrier of the UE.
DC-HSUPA supports E-DCH UL flow multiplexing mode on the user plane of the Iub interface.
In this mode, the NodeB uses one transport bearer to transmit MAC-d flows from both primary
and secondary carriers to the serving radio network controller (SRNC). During uplink radio link
establishment on the secondary carrier, the SRNC notifies the NodeB of transport bearer mode.
The NodeB transmits MAC-d flows in E-DCH UL DATA FRAME TYPE 2 (MAC-i) format
through the primary and secondary carriers to the SRNC on one transport bearer.
Impact on Uu Interface
The following Uu interface messages incorporate new or enhanced IEs for indicating secondary
DC-HUSPA carrier information, including the channels, radio access bearers (RABs), and
capabilities:
4 Technical Description
4.1 Overview
This chapter describes the impact or enhancement of DC-HSUPA on existing functions.
Radio bearers The RNC specifies the radio bearer policy of DC-HSUPA, that is, determines
whether to enable the DC-HSUPA feature for the associated radio bearers.
For details, see 4.2 Radio Bearers.
Mobility The RNC controls DC-HSUPA measurements, soft handovers, and hard
management handovers. For details, see section 4.3 Mobility Management.
Load control The RAB directed retry decision (DRD), call admission control (CAC), load
reshuffling (LDR), overload congestion (OLC), and queuing and preemption
functions have been enhanced to support DC-HSUPA. For details, see section
4.4 Load Control.
Power control Closed loop power control and outer loop power control are performed
separately on the two carriers of a DC-HSUPA UE.
That is, the RNC maintains the SIRtarget of two carriers separately according
to the average number of retransmissions (NHR).
HSUPA TTI The RNC dynamically adjusts the TTI for a DC-HSUPA UE. The standard
selection of adjusting the TTI for a DC-HSUPA UE is the same as that for an SC-
HSUPA UE. When the TTI of the DC-HSUPA UE is changed from 2 ms to
10 ms, DC-HSUPA is disabled and only SC-HSUPA is available on the UE.
When the TTI is changed to 10 ms to 2 ms, DC-HSUPA is enabled on the
UE supporting DC-HSUPA. For details, see HSUPA TTI Selection Feature
Parameter Description.
Dynamic cell When the dynamic cell shutdown feature has been enabled, the RNC counts
shutdown DC-HSUPA UEs only in the primary carrier among HSUPA UEs when
determining the number of HSUPA UEs on the uplink carrier.
Iub flow The Iub flow control procedure for a DC-HSUPA UE is the same as that for
control an SC-HSUPA UE.
Secondary DC-HSUPA introduces a new type of HS-SCCH order for controlling the
carrier activation status of the secondary uplink carrier.
activation/ When DC-HSUPA services are initially set up, the default state of the
deactivation secondary uplink carrier is deactivated. Once the NodeB detects that there is
data transmitted on the uplink, it activates the secondary uplink carrier using
the HS-SCCH order. The secondary uplink carrier remains activated until the
end of services.
For a DC-HSUPA UE, the secondary downlink carrier activation/
deactivation is automatically disabled because DC-HSDPA deactivation
leads to DC-HSUPA deactivation.
When the secondary uplink carrier is deactivated, the UE does not transmit
data on the secondary uplink carrier. Uplink E-DCH data and control
information, as well as DPCCH data for closed-loop power control are not
transmitted on the secondary uplink carrier. The NodeB also does not send
E-DCH scheduling and HARQ information on the secondary uplink carrier.
l The features DC-HSDPA and Downlink Enhanced L2 have been enabled for this service.
l The feature UL Layer 2 Improvement has been enabled for this service.
l Signaling connections have been established for the features SRB over HSDPA and SRB
over HSUPA.
l The service is a PS streaming or BE service.
To support a peak rate of 23 Mbit/s, the features UL 16QAM and E-DPCCH Boosting must be
enabled and supported by UE.
If the UE and UTRAN support DC-HSUPA and other HSPA+ technologies, the RNC
preferentially selects DC-HSUPA for the UE because it can bring better user experience. For
details about prioritizing DC-HSUPA and other HSPA+ technologies, see the section "Priority
Sequence of HSPA+ Technologies" in Directed Retry Decision Feature Parameter Guide.
There is an E-DCH active set for each uplink carrier of DC-HSUPA. The E-DCH active sets for
the two carriers must be paired, that is, if a cell is in the primary E-DCH active set (E-DCH
active set on the primary carrier), the cell which has the same coverage with this cell and is on
secondary carrier must be in the secondary E-DCH active set (E-DCH active set on the secondary
carrier).
For example, cells in a column are in the same sector and cells in a row are on the same carrier.
If Cell A is in the primary E-DCH active set, Cell D is in the secondary E-DCH active set, as
shown in Figure 4-2.

The E-DCH active set on the secondary carrier changes along with the E-DCH active set on the
primary carrier. For example, if a cell is added to the primary E-DCH active set, the cell which
is paired with this cell on the other carrier shall be added to secondary E-DCH active set.
Similarly, if a cell is removed from the primary E-DCH active set, the E-DCH cell which is
paired with this cell on the other carrier will be removed from the secondary E-DCH active set.
If any cell in the E-DCH active set does not support DC-HSUPA, the DC-HSUPA radio bearer
will roll back to the SC-HSUPA radio bearer. If any cell in the E-DCH active set does not support
uplink16QAM, DC-HSUPA with uplink 16QAM will roll back to DC-HSUPA without uplink
16QAM.
If all cells in the E-DCH active set support DC-HSUPA, and the radio bearer and UE capabilities
meet DC-HSUPA requirements, the RNC attempts to reconfigure the radio bearer to enable DC-
HSUPA during the periodic DRD retry triggered by HSPA+ technological satisfaction. For
details about the periodic DRD retry triggered by HSPA+ technological satisfaction, see
Directed Retry Decision Feature Parameter Description.
According to 3GPP specifications, an SC-HSUPA active set supports a maximum of six cells.
For DC-HSUPA, each carrier active set, primary or secondary, supports a maximum of four
cells, including one serving E-DCH cell and three non-serving E-DCH cells.
In a hard handover, if the target cell is under a different RNC, the DC-HSUPA radio bearer will
roll back to an SC-HSUPA radio bearer. Upon completion of the handover, if the DC-HSUPA
feature is included in HSPA technologies that can be retried by UEs (DC-HSUPA under the
RetryCapability parameter is turned on) and the target cell supports DC-HSUPA, the RNC
attempts to reconfigure the radio bearer to enable DC-HSUPA through the periodic DRD retry
triggered by HSPA+ technological satisfaction.
4.4.2 CAC
DC-HSUPA CAC is based on the air interface resources, NodeB credit resources, Iub resources,
and the number of HSUPA UEs.
l Algorithm 1: CAC based on current cell load and new service load increment
Uplink load increment estimation: The uplink load increment introduced by a DC-
HSUPA UE is calculated based on the GBR.
Current uplink load estimation: The load consumed by the DC-HSUPA UEs that have
been admitted in the cell is calculated based on the actual power consumption. The load
of two carriers is calculated independently.
Decision
a. For either the primary carrier or secondary carrier, if the sum of the current uplink
load and the calculated load increment is lower than the UlCellTotalThd threshold,
admission of the DC-HSUPA UE succeeds.
b. Non-scheduling services on the DC-HSUPA UE are admitted on the primary carrier.
The admission method is the same as that for an SC-HSUPA UE.
c. CAC based on the provided bit rate (PBR) is not performed on the DC-HSUPA UE.
that on the SC-HSUPA carrier. For details, see section "CAC for HSUPA Users" in Call
Admission Control Feature Parameter Description.
l Load estimation
In power-based load estimation, the LDR or OLC algorithm calculates the cell load
based on HSUPA non-scheduling services, DC-HSUPA non-scheduling services on
only the primary carrier, and R99 services. Cell uplink load consumed by DC-HSUPA
scheduling services is not calculated.
In ENU resource-based load estimation, the LDR or OLC algorithm calculates the
uplink ENU of DC-HSUPA only on the primary carrier.
l LDR or OLC trigger
For the cells in a DC-HSUPA carrier group, the LDR or OLC is estimated and triggered
separately in the two cells.
l LDR or OLC actions
The actions of LDR and OLC for DC-HSUPA are the same as that for SC-HSUPA
except for the UE selection step. If LDR or OLC is triggered in a cell, the RNC selects
only the DC-HSUPA UEs which use this cell as the primary serving cell. The DC-
HSUPA UEs which use this cell as the secondary serving cell will not be selected for
LDR or OLC actions. If LDR is triggered because of insufficient uplink power or
insufficient uplink ENU resources, the RNC will not select the DC-HSUPA UEs which
use the LDR target cell as the secondary serving cell.
The preemption policy remains unchanged after the introduction of DC-HSUPA. DC-HSUPA
UEs preempt resources only on the primary carrier. They can preempt resources from non-DC-
HSUPA UEs (R99 and SC-HSUPA UEs) and DC-HSUPA UEs whose primary carriers carry
the current cell.
4.5 Scheduling
DC-HSUPA UEs are collaboratively scheduled on primary and secondary carriers.
The MAC-i scheduler dynamically adjusts the scheduling priority of each DC-HSUPA UE on
the two carriers based on the carrier uplink load. The scheduling ensures the uplink load sharing
by adjusting the scheduling priority of DC-HSUPA UEs on two carriers. For a specific DC-
HSUPA UE, it always has the same absolute priority as SC-HSUPA UEs on one carrier. On the
other carrier, it has a lower absolute priority than SC-HSUPA UEs. On the carrier where the
DC-HSUPA UE has the same absolute priority as SC-HSUPA UEs, the DC-HSUPA UE gets a
fair chance to be scheduled with SC-HSUPA UEs. On the carrier where the DC-HSUPA UE
has a lower absolute priority than SC-HSUPA UEs, the DC-HSUPA UE always get lower
scheduling chances than SC-HSUPA UEs. The DC-HSUPA UE can use only the remaining
uplink resources of SC-HSUPA UEs. The scheduler selects one DC-HSUPA UE to adjust
scheduling priority on two carriers in each scheduling period. The scheduler allows the DC-
HSUPA UE to have a lower absolute priority on the heavily-loaded carrier and the same absolute
priority on the slightly-load carrier.
In the scheduling priority calculation, the user throughput for DC-HSUPA is calculated based
on the sum of data rates on the two carriers.
After the RB setup of DC-HSUPA, if NodeB detects there is uplink data transmission, the NodeB
activates the supplementary carrier of DC-HSUPA immediatelly. The supplementary carrier of
DC-HSUPA is kept alive for the user and can not be deactivated.
4.8 CE Consumption
After the RB setup, the supplementary carrier does not consumer CEs because the supplementary
carrier is deactivated in defualt.
After being activated, the supplementary carrier consumes at least one CE.

With DC-HSUPA, the uplink peak rate of users can reach 23 Mbit/s when the following features
are deployed:

Impacted Features
DC-HSUPA brings a larger gain for UEs closer to the NodeB and a smaller gain for UEs far
from the NodeB. DC-HSUPA requires 2 ms TTI and two-carrier transmission, resulting in poorer
signal coverage than SC-HSUPA. In areas far from the NodeB, DC-HSUPA UE throughput
becomes lower than the SC-HSUPA UE throughput because of the uplink power limitation of
DC-HSUPA. It is recommended that the HSUPA TTI Selection feature or the algorithm of
coverage-based BE service fallback from E-DCH to DCH be enabled together with DC-HSUPA
so that services on a DC-HSUPA UE can be switched to SC-HSUPA in a 10 ms TTI or DCH at
the cell edge. This is because the DCH and SC-HSUPA in a 10 ms TTI provide better network
performance. For details about the HSUPA TTI Selection feature, see HSUPA TTI Selection
Feature Parameter Description. For details about the algorithm of coverage-based BE service
fallback from E-DCH to DCH, see State Transition Feature Parameter Description.
To reduce the impact of the overhead of the secondary carrier control channel on the uplink load,
it is recommended that the continuous packet connectivity discontinuous transmission (CPC
DTX) or Control Channel Parallel Interference Cancellation feature be used together with DC-
HSUPA.
If the feature HSPA+ Uplink 23 Mbit/s per User is enabled, it is recommended that the feature
Dynamic Target RoT Adjustment be enabled at the same time. This is because the feature HSPA
+ Uplink 23 Mbit/s per User requires a high uplink rise over thermal (RoT) on two carriers of
DC-HSUPA, but the continuously high RoT affects other users' experience. The feature
Dynamic Target RoT Adjustment can counteract the impact of the high RoT. For details about
the feature Dynamic Target RoT Adjustment, see HSUPA Feature Parameter Description.
6 Network Impact
System Capacity
l Number of system users
The number of DC-HSUPA UEs supported by each baseband board in a NodeB is half the
number of SC-HSUPA UEs.
l System load
Carrier uplink load increases because the secondary carrier uses the DPCCH for power
control. The increase is not noticeable when there is a small number of DC-HSUPA UEs.
When there are a large number of online DC-HSUPA UEs in CELL_DCH state, the
overhead for the DPCCH raises the uplink load over the air interface.
If the feature HSPA+ Uplink 23 Mbit/s per User is enabled to reach an uplink peak rate of
23 Mbit/s, DC-HSUPA with uplink 16QAM must be enabled on E-DCHs of the primary
and secondary uplink carriers. As a result, the load of the two carriers is relatively high.
l System throughput
Theoretically, DC-HSUPA does not increase spectral efficiency, and therefore will not
increase system throughput. In the scenario where the uplink load of two carrier cells is
unbalanced and fluctuates, DC-HSUPA can increase system throughput because it allows
uplink load sharing between the two carriers, which fully utilizes uplink load resources.
When there are a large number of online DC-HSUPA UEs in CELL_DCH state, cell uplink
throughput slightly decreases because the overhead for the DPCCH of the secondary carrier
raises the uplink load.
l User throughput
DC-HSUPA supports a peak rate of 23 Mbit/s for a single UE.
In a lightly loaded system where the uplink load is not limited, DC-HSUPA introduces a
significant increase in the burst data rate. The user throughput gain of DC-HSUPA will
decrease as the system uplink load increases.
When the system uplink load level is the same, DC-HSUPA allows the UEs to reach a high
data rate more easily than uplink 16QAM and SC-HSUPA.
The maximum radio bearer throughput supported by the DC-HSUPA feature is impacted
by the following factors:
The air interface uplink RTWP/RoT of two carriers
Radio channel quality (including multipath delay, interference, and UE moving speed)
Network Performance
l Hardware
A DC-HSUPA UE consumes one more licensed CEs than an SC-HSUPA UE.
l Coverage
DC-HSUPA coverage is slightly inferior to SC-HSUPA coverage because the secondary
carrier uses the DPCCH for power control and so consumes additional uplink power. This
defect can be relieved by enabling the HSUPA TTI Selection feature or coverage-based
BE service fallback from the E-DCH to DCH algorithm.
To support a peak rate of 23 Mbit/s, the RoT threshold must be raised. A higher RoT
threshold may result in smaller cell coverage, a higher service drop rate, and a lower
handover success rate. This defect can be relieved by enabling the Dynamic Target RoT
Adjustment feature. The Dynamic Target RoT Adjustment feature minimizes the impact
of a higher RoT.
l Downlink code words
With DC-HSUPA, the E-RGCH and E-HICH, which use the same SF of 128, must be
configured for the primary and secondary carriers respectively. When the number of DC-
HSUPA UEs increases, more downlink E-RGCHs and E-HICHs are required, consuming
more downlink code words. An E-RGCH or E-HICH supports a maximum of 20 DC-
HSUPA UEs on this carrier.
7 Engineering Guidelines
This chapter provides engineering guidelines for DC-HSUPA. For details about how to enable
the uplink peak rate of 11.5 Mbit/s or 23 Mbit/s with DC-HSUPA, see HSPA Evolution Feature
Parameter Description.
l Telecom operators have sufficient spectrum resources to deploy two adjacent inter-band
carriers.
l Uplink coverage, such as in hotspots, densely populated urban areas, and indoor coverage,
is not limited.
It is recommended that DC-HSUPA be deployed in unlimited uplink coverage scenarios
because DC-HSUPA cannot increase uplink coverage. To some extent, DC-HSUPA
increases the uplink rate but affects network coverage.
l Network uplink load is light.
When two DC-HSUPA carriers are lightly loaded in the uplink, DC-HSUPA enables the
two carriers to transmit data simultaneously so that the burst data rate increases. The gain
in the rate decreases when carrier uplink load increases. If a carrier of DC-HSUPA is
constantly fully loaded in the uplink, DC-HSUPA can bring little uplink rate gain.
l BE services take a large proportion of running services on the network.
DC-HSUPA applies to BE services, such as uploading images, files, audios, and videos,
or sending emails.
DC-HSUPA does not apply to the heartbeat packet service on smartphones. Because this
type of service has a small traffic volume and a low rate, DC-HSUPA cannot bring in
significant rate gain for it. Instead, the overhead for the DPCCH increases cell uplink load
on primary and secondary carriers.
Operators must upgrade their networks to support HSUPA in 2 ms TTI, which is required by
DC-HSUPA. DC-HSUPA can be used only when DC-HSDPA has been deployed.
7.3 Planning
RF Planning
This feature requires two adjacent carriers with a frequency spacing less than or equal to 5 MHz.
Network Planning
The two carriers of the DC-HSUPA must be in the same sector and in the same BBU of one
NodeB and the downlink must be depoyed with DC-HSDPA.
7.4 Deployment
This section describes how to activate, verify, and deactivate the optional feature WRFD-140204
DC-HSUPA.
Requirements
l Dependencies on Hardware
This feature has the following impact on the NodeB hardware:
All 3900 series base stations support this feature. The WBBPd or WBBPf board must
be configured on these base stations.
All DBS3800 series base stations support this feature. The EBBCd board must be
configured on these base stations.
The BTS3812E, BTS3812A, and BTS3812AE support this feature only when the base
station is configured with the EBBI, EBOI, EULP, or EULPd board in uplink and the
EBBI, EBOI, or EDLP board in downlink .
NOTE
When 4-way receive diversity is used, only 3900 series base stations (except the BTS3902E) support this
feature.
l Dependencies on Other Features
Before this feature is activated, the relevant features on which this feature depends must
be activated. For details about the relevant features, see 5 Related Features.
l License
The license "DC-HSUPA(Per Cell)" on the NodeB side has been activated. For details
about the license items and how to activate the license, see License Management Feature
Parameter Description.
l Other Prerequisites
Two DC-HSUPA cells must be on intra-band adjacent carriers that provide the same
coverage.
Two adjacent carriers are available and DC-HSDPA has been configured in the
downlink. For details, see the Engineering Guidelines chapter of DC-HSDPA Feature
Parameter Description.
Precautions
For the 3900 series base stations, BTS3902E, and BTS3803E, you are advised to run the DEA
UCELL command to deactivate the cells to be added to a DC-HSUPA cell group before
activating DC-HSUPA. Otherwise, online UEs in these cells experience call drops.
For the DBS3800, BTS3812E, BTS3812A, and BTS3812AE, you must run the DEA UCELL
command to deactivate the cells to be added to a DC-HSUPA cell group before activating DC-
HSUPA.
Activation
NOTE
This feature can be batch activated using the CME. For detailed operations, see the following section in
the CME product documentation or online help: Managing the CME > CME Guidelines > Enhanced Feature
Management > Feature Operation and Maintenance.
Step 1 Run the NodeB MML command ADD NODEBMULTICELLGRP (CME single
configuration: NodeB Configuration Express > IUB_NodeB > Basic Information > Radio
Management > Other Information > ULDUALCELLGRP; CME batch modification center: not
supported) to configure cells in a DC-HSUPA carrier group.
NOTE
l The cell group ID, which is specified by multiCellGrpId, must be unique under a NodeB.
l The cell group ID can be viewed by running the NodeB MML command LST
NODEBMULTICELLGRP.
Step 2 Run the NodeB MML command ADD NODEBMULTICELLGRPITEM to add a local cell
to the DC-HSUPA carrier group. Repeat this step for each local cell to be added.
Step 3 To enable the DC-HSUPA algorithm on the RNC, Run the RNC MML command SET
UCORRMALGOSWITCH (CME single configuration: UMTS Radio Global Configuration
Express > Connection_Oriented RRM Switch Configuration > Connection Oriented Algorithm
Switches; CME batch modification center: Modifying RNC Parameters in Batches). In this step,
select CFG_HSUPA_DC_SWITCH under Channel Configuration Strategy Switch.
Step 4 To configure the cell capability on the RNC, Run the RNC MML command MOD
UCELLALGOSWITCH (CME single configuration: UMTS Cell Configuration Express > Cell
Parameters > Cell Algorithm Switches; CME batch modification center: Modifying UMTS Cell
Parameters in Batches). In this step, select DC_HSUPA(Cell DC-HSUPA Function Switch)
under Cell Hspa Plus function switch.
NOTE
DC-HSUPA must be enabled for the two cells. Logical cells corresponding to the local cells on the NodeB
must be configured.
Step 5 (Optional) To configure DC-HSUPA periodic retry capability, Run the RNC MML command
SET UFRC (CME single configuration: UMTS Radio Global Configuration Express > Basic
Resource Control Parameter Configuration > RNC Oriented FRC Algorithm Parameters; CME
batch modification center: Modifying RNC Parameters in Batches). In this step, select
DC_HSUPA under HSPA Technologies Retried by UEs.
NOTE
Before enabling the DC-HSUPA periodic retry capability, ensure that the periodic DRD have been enabled
for the prerequisite features of DC-HSDPA. That is, UL_L2_ENHANCE, SRB_OVER_HSDPA,
SRB_OVER_HSUPA, and DC_HSDPA in the RetryCapability parmaeter are selected.
Step 6 (Optional) Enable the HSUPA TTI Selection feature or algorithm of coverage-based BE service
fallback from E-DCH to DCH.
l If the HSUPA TTI Selection feature has been activated on the RNC, Run the RNC MML
command SET UCORRMALGOSWITCH (CME single configuration: UMTS Radio Global
Configuration Express > Connection_Oriented RRM Switch Configuration > Connection

l If the HSUPA TTI Selection feature has not been activated on the RNC. In this step, Run the

Radio Global Configuration Express > Connection_Oriented RRM Switch Configuration >

Parameters in Batches) to enable the algorithm of coverage-based BE service fallback from
E-DCH to DCH. In this step, select CMP_DL_LOAD_BALANCE_SWITCH under

Activation Observation
Step 1 In the Navigation Tree pane on the RNC LMT, click the Trace tab. In the displayed Trace
Navigation Tree pane, double-click UMTS Services. On the unfolded list, double-click Uu
Interface Trace. In the displayed Uu Interface Trace dialog box, select RRC_RB_SETUP to
trace Uu interface signaling messages of DC-HSUPA cells, as shown in Figure 7-1.
Step 2 Perform dialing tests on FTP services for a DC-HSUPA UE and ensure that HSUPA services
have been set up.
Step 3 On the Trace tab page of the RNC LMT, check whether the RRC_RB_SETUP messages
contain the ul-SecondaryCellInfoFDD information element (IE). If the IE is contained, the DC-
HSUPA feature has been activated, as shown in Figure 7-2.
