Direct Quotation: Declining birth rates have had a knock-on effect on school enrolments -
first on primary schools, then secondary schools and, now, junior colleges. Last Thursday,
the Ministry of Education (MOE) announced that shrinking school cohorts require it to merge
28 schools in 2019, including, for the first time, junior colleges.

Paraphrase: Due to the drop in birth rates singapore schools had less student enrollment,
this caused the MOE to announce the shrinking school body and will require the merging of
28 pairs of schools in 2019.

Summary: 56 schools will be merged to 28 by the year 2019, this includes 23 junior colleges
to 19, 14 secondary schools and 6 primary schools.This is because between the year
1993-2002 birth rates have fallen 20% per year. Despite the fall of birth rates
universities have not taken damage yet but it is estimated they will by the year 2020.
