Dear Ms. Scarato:

This letter is written in partial response to your correspondence dated May 2, 2017,
addressed to CEO Dr. Maxwell and me, requesting the following documents under the Maryland
Public Information Act:

1. Was there a bid on the Milestone master leasing deal with PGCPS
voted mn (sic) in 2010 and signed in 2011.

Response: We are working with staff in our Purchasing


Department to confirm the availability of public records for this
request. A response will be provided to you by June 1, 2017.

2. Did Board of Education members ever see this master leasing deal in
2010? If so please send the date they were presented with it and
details as to where it was discussed.

Response: Upon review, the public records available for this


request indicate that a Board Action Summary regarding the
Milestone telecommunications master agreement was posted at a
Board System Oversight meeting on November 11, 2010 and
approved as a consent agenda item. Ive attached a copy of the
agenda and meeting minutes, which were approved at the
February 10, 2011 Board System Oversight meeting.

You may review archived material posted on BoardDocs by


clicking on the attached link, selecting the last tab for Search and
inserting your terms of interest.

3. Currently I see only that in 2010 the Board voted on a document


found here , but I do not see any master leasing deal. Was the
milestone pgcps master leasing deal ever made available to public
on Board Docs? Please tell me the date?

4. Was the leasing agreement renewed in 2016?

Response: Yes.

5. If it was renewed what was the process by which this occurred?

Response: We are working with staff in our Purchasing


Department to confirm the availability of public records for this
request. A response will be provided to you by June 1, 2017.

6. Please send me all the annual reports on the monies PGCPS has
made on the deal.

Response: I have attached a copy of accounting information


available (i.e., cash receipts, copied checks, etc.) for revenue from
Milestone. The data provided includes FY15 through April 30,
2017; cash receipts by fiscal year for FY15 (May 1 - June 30), FY16,
and FY17; as well as a file for each of those years containing copies
of the cash receipt vouchers and checks.

I will confirm by June 1, 2017 if any other documents are available


in response to this request.

7. Please send me copies of all the checks that PGCPS has recieved (sic)
from Milestone on this deal.

Response: See response to #6.

8. What staff at PGCPS deal with the negotiations and planning of


these towers?

Response: PGCPS personnel do not negotiate or plan for


placement of cell towers. Milestone Communications conducts
studies and then makes a request to the system for a site visit.

9. Please send details as to their position, and how many hours a


month they spend dealing with these cell tower issues.

10. Have additional staff needed to be hired to attend to the cell tower
negotiations?

Response: See response #8.
