Amending Paragraph 2, Rule I of Department Order No. 12, S. of 2001, Entitled

“Omnibus Guidelines For The Issuance Of Employment Permits To Foreign Nationals”.

In the interest of the service and pursuant to the provisions of Articles 5 and 40 of PD
442, as amended, Rule I, paragraph 2 of Department Order No. 12, series of 2001, is hereby
amended as follows:

Section 1. Rule I, Paragraph 2 entitled Exemption is hereby amended to include

subparagraph 2.5 which reads:

2.5 Owners and representatives of foreign principals, whose companies are

accredited by the Philippine Overseas Employment Administration
(POEA), who come to the Philippines for a limited period solely for the
purpose of interviewing Filipino applicants for employment abroad.

A joint memorandum circular to implement this provision shall be issued

by the POEA and the Bureau of Local Employment.

Section 2. All rules guidelines and procedures inconsistent herewith are hereby
repealed or modified accordingly.

Section3. This guidelines shall take effect fifteen (15) days after its
publication in two (2) newspapers of general circulation.
