All bidders are hereby notified that the Request for Proposals for Private Jailing Services has been revised by this
addendum
The due date for this Request for Proposals has been changed to October 3, 2012 at 3:00 PM local time All
other terms and conditions remain unchanged

Listed below are several questions asked by vendors and the answers provided by City staff City staff is currently
researching additional questions which have been asked, and those additional questions will be answered in a
future addendum
Question #1. Please clarify the difference between the "proposed security services" (#5 under A Security
Services) and "proposed security operations" (#2 under B Security Operations) required to be included in the
proposal by section III Security, pages 20-21 of the RFP

"Proposed Security Services" (#5 under A Security Services) will include all the services and training of
personnel that you will provide "Proposed Security Operations" (#2 under B Security Operations)
includes an operational plan as it pertains to the application of the security services being provided in
Section A
Question #2 We are reviewing the RFP for jailing services and have a few questions as the RFP technical
requirements are not specific as to facility location What are the Mesa Zoning requirements for this type of
facility'?
Response
This inquiry will have to be referred to the Mesa City Zoning for specific requirements It will be the
respondent's responsibility to secure appropriate zoning changes, if necessary, with the city where the
facility will be located
Question #3. What is the preferred or desired location - RFP mentions several cities which will participate in the
RFP Should the desired location be somewhere in the east valley or in Mesa proper?
Response
No location has been specified as that determination is up to the respondent The facility should be
located in an area that serves the needs of the East Valley Agencies involved
Question#4 We would like to know if any federal inmates will be housed in the proposed jail facility, and if so,
could you tell us approximately how many per year?
Response
No, there will be no federal inmates housed in the proposed jail facility
Question #5 Is the population going to be all males or will females need to be considered?
Response
The population will include both males and female inmates
Question #6 B Health Services, #1, page 23, requires the Respondent to provide medical, dental, and mental
healthcare services with related pharmacy to inmates/detainees Is this limited to on-site services provided to the
inmates/detainees while at the facility? Please confirm that the Cities will be responsible for the cost of off-site
health care
Response
Respondent's responsibility includes all health care services to inmates while in their care This includes
on and off site health care and related costs
Question #7 Section B Health Services of the Technical Specifications requires the contractor to provide
medical services for the inmate population Understanding the contractor is responsible for the security and
transportation of inmates requiring off-site care, please confirm off-site medical costs will not be the responsibility
of the contractor

Respondent's responsibility includes all health care services to inmates while in their care This includes
on and off site health care and related costs, unless detainee is released by the contract monitor
Question #8 Section II A 4 of the Technical Specifications requires that the Contractor fill "all staffing positions
by using overtime or other staffing members to ensure the staffing levels do not decrease below established
critical staffing levels" Please confirm that the requirement to fill all staffing positions pertains to all positions
designated as basic and critical on the staffing pattern

The requirement is you must have employed a sufficient number of employees to meet basic staffing
requirements Use of overtime or other staffing members can be used to ensure the staffing levels do not
fall below established critical staffing levels
Question #9 The RFP refers to the "Federal Equal Opportunity Act" (see page 19, B Equal Employment
Opportunity) Please confirm that this refers to the group of federal laws sometimes referred to as the "Federal
Equal Opportunity Laws" i ,

Question #10 Section i 3 of the Instructions provides for a vendor conference Would Mesa please provide a -
transcript or minutes of the conference held August 1, 2012

The conference was of a general informational nature and there was no transcript or minutes of the
conference
Question #11 Section 4 Scope of Work requires the facility to be able to house 500 inmates Would Mesa
please provide the estimated booking and housing days to be housed at the facility the first 12 months of the 1
contract
Response
The last three years of booking and housing numbers/fees for Mesa was provided in the RFP Mesa
expects to book and house inmates minimally at a similar rate for the first 12 months of the contract
Question #12. Will this facility accept arrests by law enforcement officials off the street?
Response
Mesa will continue to run their own holding facility and arraignment process at 130 N Robson They will
book each inmate at the Mesa Police Facility as is the current practice The vendor must have their own
intake process when each inmate is brought to their location from the various east valley agencies
Question #13 Will this facility house only sentenced inmates or will there be pre-trial inmates as well, and if so
what would the percentage of pre-trial inmates be?
Response
There will be a mixture of pre-trial and sentenced inmates A majority of inmates are there for sentencing
purposes
Question #14 What will the average length of stay for,an inmate in this facility be?
Response
The last three years of booking and housing numbers/fees for Mesa was provided in the RFP This
included booking days and housing days to assist with this determination
Question #15:
Page 16 Insurance Requirements, 6C requires insurance coverage for auto physical damage to be
"comprehensive and collision on owned, non-owned, and hired vehicles "
Can the contractor choose to self-insure for this exposure?
