Innovative Financing Solutions for Health System

Strengthening in the Emerging Markets

Emerging Markets like Africa have 15% of the global population, more than 25% of the disease
burden, and yet attract only 1/10% of the private capital being invested in health care in
emerging markets. Africa needs private capital to strengthen its health care systems. And
yet, private investors seem to shun Africa. We need a strategy to turn around this debilitating
dynamic in order to address the health care challenges.

Domestic government spending plays a critical role, but it has not kept pace with population
growth and modern health care needs. Donor aid is essential, but sufficient. Africa, the
frontier and emerging markets need innovative, complementary private sector financing tools
to foster a step change in developing health care capacity.

To address this issue, global stakeholders including the public and private sector will need to
work together to create innovative financing mechanisms to help bridge the gap in
government funding for health.
Question: How to design innovative financing solutions, leveraging public-private
partnerships to help governments build efficient health systems and drive more investment
into the healthcare space in Africa.

Session Overview

The session will bring together a small group of government leaders, public policy experts and
private sector stakeholders to explore innovative solutions to some of the biggest health
financing challenges faced by the frontier and emerging market governments.

Panel 1: Innovative Financing Solutions for Improving Health Systems in the Frontier and
Emerging Markets

Without an efficient and effective health system, governments risk wasting valuable
resources on health delivery in the emerging and frontier markets. This panel will focus on
innovative financing models that will help drive more investment into the improvement of
health systems in the emerging markets. Specifically, panelists will debate the following
questions:

1. How can public and private sector incentivize more funding into building health
systems?
2. How can governments drive more investment into workforce development? .
3. What role can donor governments play in helping develop innovative financing
solutions?

Next Steps
The creation of a taskforce on innovative financing for health system strengthening in the
Frontier and Emerging Markets. The task-force will be composed of G20 governments, private
sector, UN agencies and other multi-laterals. The task-force will explore the formation of an
innovative financing model to address healthcare in emerging markets. The aim is to have a
model to be realized for the UN meeting September 2017.
