PMKVY Scheme Overview
An Initiative of MSDE (Ministry of Skill Development & Entrepreneurship)
Any centre, preferably 3000 Sq ft, with good Infrastructure is eligible to apply for PMKVY targets
Training Centre Accreditation and Affiliation is required, to get targets
No other government project can be executed in the same premises using same resources.
Only First level of franchisee is permitted, after proper legal agreement.
ToT and SSC Certification of trainers is mandatory.
Only drop outs and unemployed youth can be registered.
Biometric Attendance is must for both trainers and candidates.
Students must have minimum 70% attendance to be eligible for assessment.
College students are not allowed to enroll under this scheme.
Target of 500 candidates will be allotted to 5 start rated centre (By NSDC)
ICA has target to open 200 centres by March 2017

Aadhar & Bank account is mandatory for every candidate
Candidates would undergo entrepreneurship, and financial and digital literacy modules during their
trainings.
In case of Corporates or Factory Premises, Candidates can not be their employees or daily wagers.
Payouts will be directly transferred to the Training Partners Bank Account as below : (Table 3)
The amount disbursed to the TP against a dropped or failed candidate in the first tranche shall be adjusted
in the subsequent tranches.

Placement
70% of successfully Certified Candidates
Out of 70% placement 50% of Placed Candidates should be placed in wage employment & rest can be self
employment
The placement should be done within three months of completion of the training.

Training Partner will bear the risk if the trainee doesnt get certified because of not appearing for assessment or
not being able to clear it.

Assessment cost cant be refunded, if the candidate drop outs in mid of the training

Training Centre Affiliation

Once the centre is accredited for a particular Job Role, TC will apply for affiliation to the respective SSC

An Online Application would be submitted, along with Job Role specific documents.

Affiliation is granted on the basis of job roles. Therefore, a TC has to apply for affiliation only for
the accredited job roles.

Validity of Affiliation : For a year from the date of affiliation. The TC has to apply for the renewal of affiliation at
least three months in advance of the affiliation expiry date.
Expected Timelines for Accreditation and Afliation

on the report has to provide its comments, if any, within ve days of receiving the
report.
Review by the concerned SSCs SSC 7 days A turn-around time of 7 days is provided to the respective SSCs to
comment on the report submitted by the Inspection Agency.
Final review and decision by Accreditation Committee 10 days The Committee has to take decision within 10 days of receiving the case.

2. Afliation of Training Center
Raising Afliation Request along Training Centre Within 6 months of The TC has to apply for afliation within 6 months of its accreditation

Accreditation Fee
It is to be noted that the TC has to pay the Accreditation Fee for each job role. The total fee shall be an annual cost. The fee shall be non-
refundable.

Continuous Monitoring process
Self-Audits Reports (SAR)- The TC would upload the entire information/data online in the prescribed a.
format of SAR by using the technology based solution, such as mobile application. Mobile application-
based monitoring shall ensure the process of uploading time-stamped pictures. The data uploaded in the
form of pictures and other documents will act as supporting evidences to show compliance to the
Accreditation/Compliance/Performance Standards.
Surprise Visits at the Centres- Apart from the self-audit monitoring process, there may be surprise visits to
the TCs by various stakeholders, such as the monitoring team, Inspection Agencies or other authorised
members.
The outcome of such visits shall affect the score of TC, and subsequently its grade.
Call Validations- As part of this process, trainees are called by the authorized call centre of the respective
schemes. The trainees may be asked a certain set of questions to ascertain whether the TC is adhering to
Compliance and Performance Standards. The answers shall be collated and analyzed to reach a conclusion,
based on which a suitable action may be taken against the stakeholder, as deem fit by SMC. Call Validation
is a pivotal method to monitor the feedback of the trainees ; it may be used to find the feedback of other
stakeholders as well.
Outcome of Continuous Monitoring
A TC is graded as per the scores computed with respect to the following three broad pillars:
