Title ACCESS AND VISITOR CONTROL SECURITY PROCEDURE

1 Purpose: This document describes the procedures / policies for access and visitor control
to assure Safety and security.

2 Scope: These requirements apply to all the visitors as mentioned below coming inside the
Works of TRF, Works ,sites, Port & Yards
Public as visitor.
Supplier / Contractors on company business.
Person visiting employee of TRF
Person visiting Division, Departmt office, plant and installations.
Person referred by employee of TRF to visit inside the works.
Family members, relatives of employees.
Contractors and their visitors.
Person on educational training, trip and visit.
Visitors attending the visit organized by TRF
Institutional Delegates as visitor.
Government officials as visitor.
Employee of Sister concern of TRF
New employee / Temporary employee / Retired employee of TRF

5 Procedure: Key elements of TRF Visit Management Systems and procedures include
the following.
5.1 General
A. Access Control: All efforts should be made to preclude the entry into the work
environment by unknown or unwanted intruders. During work hour employees
are focused on their work and normally would not be focused on persons
entering the premises. Therefore, need to ensure that all entrances to the
building and warehouse are locked to the outside to prevent unwanted visitors.

B. Visitor Control: Considering the safety and security of the visitors as well as
that of the TRF, it is essential to structure and regulate the visits. The visits to
the TRF for both general visitors as well as business visitors will be subject to
the procedures as shownin the flow Chart

Visiting Hours is 9.00 AM to 6.00 pm.
Contractors Labor in General. Shift hours (8.00 am to 5.00 pm) shall be
allowed to enter through Main Gate.
Timing for the traffic regulation (prohibited period) for heavy vehicles to be observed
as given below:
o 5.45 am to 6.15 am
o 6.45 am to 7.05 am
o 7.50 am to 8.10 am
o 1.45 pm to 2.15 pm
o 3.45 pm to 4.15 pm
o 9.45 pm to 10.15 pm
Also obtain gate pass for your vehicle and concerned driver if applicable.

Special permission is required for night visit and designated vital installations
inside the TRF

Personal protective equipments (PPE) shall be provided by Corporate Communications


for thevisits arranged by them.

Likewise for visitors who come for Business purposes / Special Appointments PPE
shall be arranged by the concerned departments.

Apparels - Visitors should wear fittings garments and closes shoes for their safety.
Photography is strictly prohibited inside the TRF

No mobile phone with camera is allowed inside the works without proper permission
Children below the age of 12 years are not allowed inside the Works.

Enter through the works gate only as mentioned in the gate pass.
Smoking is prohibited inside the works, offices, plants and vital installation.

Visitors are requested to register their belongings i.e. Laptops, instruments etc. at the
en gate mentioned in the gate pass before entry to the works.
TRF I Contract employees are responsible for their visitors at all times.

Visitors must enter the building through the main entrance only and to report at
reception or office of the department Divisio Plant or concerned executive. Ask for
information regarding hazard and personal protective equipment (PPE).

Any visits to work area to be accompanied by competent person assigned by the concerned

visitors around their restive plants.

At the beginning of the visit, the TRF / Contract employee must provide an overview to the
visitor on the exits of the building for emergency evacuation concerns.

Visitors are made aware of the hazards within each department via the induction process.
Visitors to TRF sites shall receive a safety induction appropriate to the nature of their visit and
the hazards to which they may be exposed. Compliance with the safety requiremen5 included
in the induction shall be a precondition of entering or remalnmg on eel Property Once visit is
complete, visitor must be escorted to the reception to return the PPE provided before leaving
the building.
Visitors are requested to inform concerned executive in case of
* Any abnormality observed i.e. Fire, leakages, smoke etc.
* Any accidents and near miss cases.
* Any violation of Rules, regulation and Law of the land

5.2 Safety instructions:


Must accompany by competent person assigned by the concerned executive while
visiting inside the work, plant, department, office and vital installation.
Must be aware regarding the potential hazards, do and dont from the person
accompany you.
Must wear the personal protective equipments as provided I asked.
A. Safety Shoes: All visitor must wear safety shoes in active work And / or
production areas and whenever feet are exposed to potential hazards.
B. Helmet: Visitor must wear helmet in all Iaeel,s areas, where there is
exposure to suspended loads, overhead work, or other potential hazards,
and when plant operational procedures require them. Always wear helmet
with strap dually closed.
C. Gloves: All Visitors are expected to use appropriate gloves where
exposure to the chemicals, oils, greases, hot surface, sharp edges envisage.
D. Hearing Protection: All Visitor exposed to noise levels that exceed 90 db A,
8-hour time-weighted average (TWA), must wear hearing protection i.e.
earplug.
E. Mask I Gas Mask: All Visitors are expected to use gas mask while visiting
area having potential hazard of exposure to fumes, dust, dirt and hazardous
gases like CO, CO2. Blast furnace & LD gases.

F Face Shields All Visitors are expected to use face shields during visiting
-

the area performing the activities such as the following:


Grinding, Welding and Sawing Gas cutting.
Handling chemicals, corrosive liquids, or mollten materials.

G Eye Protection: All Visitors are expected to use good quality safety
glasses with side shields while visiting area having potential hazard like
exposure to fumes, flying objects, dust & dirt, splashing of chemical I oils.
Some of them are.
- In all construction shops.
- In fabrication areas adjacent to shops.
- In any additional areas designated by specific plant requirements.
- Area meant for drilling, chipping, pouring concrete, hitting steel on
steel, driving nails, power sawing, and performing similar tasks
- Area performing work that requires the use of tools, materials, or

chemical products, or in an area where the above is being performed


~ In areas where chemicals are being stored or handled (which includes,but is not limited to,
all laboratories).

Must walk only on designated path way made for visitor inside the works and inside the plant /
vital installation
Always beware of rotating, moving, running machine and equipment and never touch them.
Do not stand near, under or front of them,
Never try to touch any thing while visiting the plant. Beware of sharp edges, coils, rods, scraps,
construction material, chemical, oil, grease, gases, LPG, Oxygen, Compressed air, acid,
hazardous waste / liquids, sheets, metal objects, hot metals, Beware of hot places and
objects. Watch & follow the sign and instructions.
Keep away / Beware of area having potential Radiation hazard I exposure. Watch and follow
the sign and instructions.
Always ensure to have your shirt tucked.
Always beware of Hanging Loads and never try to cross under them.
Ensure clean area.
Keep away from barricaded area.
Do not enter inside the works if taken Alcohol I liquor / Drugs.
Always use safety belt while driving and seating on front seat.
Wear crash helmet if driving two-wheeler.
Always be cautious in case of sound of any hooter.

Use safety belt while visiting at height.


Always beware of hanging load and try to pass under them.
Do not walk abreast.
Do not ride abreast.
When you are crossing from a side road and entering a main road, slow down, look for
vehicular traffic then enter the main road.
Slow down before a blind corner or a sharp bend.
Slow down before pedestrian crossings of Zebra crossings (wherever provided), in front of
canteens, check houses situated by the roadside.
Never carry anything that may interfere with proper control of your vehicle.
Before starting your vehicle, make sure that headlights, tail lights, parking lights (for cars) and
brakes are in good working order.
Do not drive under the influence of liquor or drugs.
Do not over speed. Follow the prescribed speed limits over the various roads inside the works.
Do not dive while talking on mobile.
