 INVITING EOI FOR PROVIDING TELE-CALLING SERVICES
The Export Promotion Council for Handicrafts is an apex national level organization of handicrafts
exporters for promotion of handicrafts exports from the country. The Council is projecting Indias image
in overseas market as a reliable supplier of high quality handicrafts. The Council organizes export
promotional activities in India & abroad. EPCH is organizing fairs & events in which overseas buyers are
invited by the Council to visit and source Indian handicrafts. IHGF Delhi Fair is being promoted as a
sourcing destination amongst overseas buyers through various mediums like advertisement, direct
mailing, and tele calling to the respective buyers and visitors from overseas. The services of experienced
agency are invited for tale calling.
EPCH invites EOI from established agencies/firms (single entity) for Providing Tele-calling services for
overseas and local promotion.

REQUIREMENTS

i. To provide tele-callers for calling to International Buyers/Buying Agent in French, Italian,

German, Spanish, Portuguese, Arabic, Japanese, Chinese, Russian, Turkish, Hindi & English
language.
ii. To be competent in giving the reply through tele-calling or emailer to the queries raised by
Buyers/Buying Agents
iii. To acquire the full information/documents related to the Fair/Event about which they are going
to do Tele-calling.
iv. To provide daily report in prescribed format on tele-calling.
v. To send emails to the buyers who are interested to visit the fair.

QUALIFICATION OF AGENCY
i. Should have an experience of international tele-calling promotion.
ii. Should have experienced staff to communicate in International Language fluently and also in
English. Good communication skills are required for the job.

 iii. Must be committed, sincere and punctual to his/her job.
iv. Should be courteous & soft spoken
v. Should not get into any argument with any Buyer / Buying Agent

GUIDELINES FOR SUBMISSION OF TECHNICAL AND FINANCIAL OFFERS

Technical (Envelop No. 1) and financial proposal (Envelop No. 2) in separate closed envelops are
required to be submitted in third closed envelop super-scribing EOI for empanelment of Tele Calling
Agency. Agency may note that conditional proposal are not allowed and shall be liable for rejection
summarily.

Technical Proposal to be submitted in the format A along with the following documents:
i. Profile of the company/agency.
ii. Track Record Past experience of handling similar nature of work. The company must have
experience in providing manpower for tele-calling.
iii. List of similar job is executed.
iv. Appreciation letter from client/accreditation with any show organizer.
v. A CA certificate verifying the turnover of the applicant agency for the last 1 financial year.
vi. Earnest Money Deposit EMD for Rs. 50,000/- (Rs. Fifty Thousand only) in the form of draft in
favour of Export Promotion Council for Handicrafts payable at New Delhi. EMD will be
returned to the unsuccessful agency after the final selection. For the selected agency, EMD
amount would be retained as performance guarantee till agency would continue to work on
these terms and conditions.

FINANCIAL PROPOSAL (ENVELOPE 2) TO BE SUBMITTED AS PER FORMAT B

The outer cover containing envelop 1 and envelope 2 as indicated above should be super-scribed with
Technical proposal and Financial proposal for tele-calling proposal - EOI for Tele-calling and should
have the full name, Postal Address, Fax, E-mail, Telephone number of the agency.

TERMS AND CONDITIONS
The terms and conditions for submission of proposal are as follows:

a) Experience of having similar work of Providing Tele-calling services.

b) The Council shall make the selections through personal interviews.
c) The tele-callers will be used as per respected time-zones of the countries in different shifts
(morning, after-noon, evening & night shifts)
d) The rates offered by the empaneled agencies will be valid for a period of two years from the date
of empanelment. The Council will invite the agency as and when required during the period of
empanelment. Further, the Council reserves the right to cancel the empanelment at any time if
the services provided by the agency are found to be un-satisfactory.
e) A list of tele-callers along with bio-data and passport size photographs is to be submitted at the
time of selection.
f) The Council reserves the right to issue instructions time to time as per circumstances.
g) Empaneled agency shall be required to submit demand draft of Rs. 50,000/- in favour of Export
Promotion Council for Handicrafts.
h) EPCH reserve the right to award work to one or more than one agencies.
i) The proposal should be clear in all respect.
j) Cost should be inclusive of all government of taxes & duties etc.
k) Incomplete proposal or without documents are liable to be rejected.
l) EPCH reserves the right to reject or accept any or all the proposals in part or full without assigning
any reason whatsoever.
m) Arbitration Clause: Any and all claims, disputes, controversies or differences arising between the
parties out of or in relation to or in connection with this agreement or with a breach thereof,
which cannot be satisfactorily settled by correspondence or mutual conference between the
parties hereto, shall be determined by arbitration in accordance with the then prevailing rules or
arbitration under the Arbitration and Conciliation Act 1996.

The venue of such arbitration shall be New Delhi and the language of arbitration shall be in
English. Each party shall bear its own cost of arbitration. For any further disputes or claims
regarding the contract, the jurisdiction shall be Honble Delhi High Court.

SELECTION PROCEDURE
The EPCH committee will evaluate the technical proposals on the basis of the documents and details
provided by the agency. Technical evaluation will be based on profile and track record of the agency,
turnover, credentials including past similar assignments etc. shall be used as a means of evaluating the
capability and capacity of each agency to execute the job in a safe, successful and timely manner.
Technical Evaluation will carry a weightage of 70% marks. Financial evaluation will carry a weightage of
30% marks. The agency with highest marks in total after adding the scores from the technical and
financial evaluation will be awarded to the agency which gets the highest aggregate marks.

The last date for receipt of proposal is 11th July, 2016 by 3:00 PM positively.
