Undertaking Legal Aid Qualitative Survey in Tanzania
Location: Tanzania Mainland and 'zanzibar

The Secretariat of the Legal Services Facility (LSF) is inviting tenders from Tanzanian
based firms with extensive experience in undertaking Qualitative Survey.

The Legal Services Facility (LSF) has been operational since September 2011 and
was registered as a non-profit company limited by guarantee in October 2013. It is a
basket fund created to channel funding on equal opportunity basis to organizations
which are providing legal aid and paralegal services in Tanzania mainland and
Zanzibar. These services assist individuals to daim their rights, redress grievances
and protect their fundamental human rights. Lastly, the LSF contributes to enhancing
awareness about the role and importance of legal aid and paralegal services amongst
public and private legal sector stakeholders.

From 2016, the LSF started working on its new strategic plan towards achieving
increased access to justice for all, in particular for women. The programme works
to realizes outcomes in four major results areas namely
i). Accessibility of quality legal aid services,
ii). Legally empowered communities, in particular women;
iii). Conducive environment for legal aid provision, and iv). Institutional sustainability
of legal aid services and legal aid providers (LAPs).

1.-. Objectives
The overall objective of the assignment is to conduct quarterly qualitat-ive
surveys in sampled regions for the assessment of LSF qualitative indicators and
to document other learning from the field.
The specific objectives of the assignment include:
i. To collect of evidence on the following qualitative indicators
ii. To document qualitative evidence on specific issues.
iii. To document legal empowerment success stories
iv. To docum_ent best practice and case studies.

2. Scope of work
The LSF is seeking to recruit a consultant to carry out qualitative surveys in all
regions of Tanzania . Tne assignment will include four qualitative surveys for the
12 months after signing the contract to be executed with quarterly intervals in
different places. Each survey will be conducted in sampled regions, which may
differ per survey.

3. Tender procedures
To assist in the preparation of the Tender, the LSF has compiled a tender
package that contains the Terms of Reference, Tender Submission form and
other documents.

This package will be available for collection from the LSF Secretariat from 09.00
hrs on 1S1h May until 05 th June, 2017 at the address given below.

The tender package is also available and can be downloaded from our website www.
lsftz.org as from 1S1h May 2017 onward.

The tender should .follow the formats and provide the documentation as indicated
in the tender package.

A clarification meeting for interested parties will be held at the LSF office on Tuesday
22 May 2017 from 14.00 to 16.00 hrs.

The deadline for submission of the tender is Monday OS1h June,2017 at 16.00 hrs.

All tenders have to be submitted in a sealed envelope by hand delivery (a signed


and dated receipt will be provided to the deliverer) to the address below:
