I. BACKGROUND
Pasar Baru is a trading area centered on Pasar Baru Street, Kelurahan Pasar Baru, Kecamatan
Sawah Besar, Central Jakarta. This shopping center is the oldest shopping area in Jakarta. It
was built in 1820 as Passer Baroe when Jakarta was called Batavia. The people who shop in
Passer Baroe were the Dutch who lived in Rijswijk (now Veteran road). The shops were built in
Chinese and European architectural styles. This area grew rapidly and formed a melting pot of
shop owners and visitors from various backgrounds and cultures in the city of Batavia, such as the
Dutch, Chinese, Indian, Pakistani and Malay. Today, the diversity is still visible except for the
presence of the Dutch in Pasar Baru.
Among the old shops that still exist today and become a witness to the history of the region are
Kimia Farma Pharmacy, Lee Ie Seng Shop, Melati home furnishings Store, Tjung-Tjung watch
Store, and Optic Seis Store (Tjun Lie). There is also a wholesale store Kompak ( formerly Sin
Siong Bouw). Tailors that has established since are Isardas, Hariom, and Gehimal. Women
usually shop in Bombay and Lilaram fabric store. There are many Indian-Indonesian who settle in
Pasar Baru. Indian-Indonesian mostly sell fabrics, sports equipment, and footwear in Pasar Baru..
In 2002, there were about 2,000 Indian families who were registered as residents of Jakarta, and
most of them lived downtown, particularly in the area of Pasar Baru and Pintu Air. In Pasar Baru
area, there are also places of worship for the Indian-Indonesian society.
In the 1940s, large stores or department stores that formerly existed were Europa Shop and de
Zon Store; which is the forerunner of Matahari Group or PT. Matahari Putra Prima Tbk. which
opened in Pasar Baru in 1958.
Kimia Farma Pharmacy with its European architectural style was one of the first buildings in Pasar
Baru area. Lee Ie Seng Shop, built in 1873, and Kompak Store with their Chinese architectural
style still left their mark as the early ' inhabitants ' of the region . At the north end of Pasar Baru
Street there was once the center of the comic sellers. Cinemas that once existed in the area were
tGlobe Cinema, Capitol Cinema, and Astoria Cinema (Satria Cinema) at Pintu Air.
Pasar Baru is the birthplace of Bakmi Gang Kelinci restaurant. The restaurant business began in
1957 as a noodle cart merchant on Pintu Besi Street, in front of Globe Cinema. The southern end
of Pasar Baru Street ends at Antara Street, Pasar Baru Selatan Street and Pos Street adjacent to
the Jakarta Arts Theater. The north end of Pasar Baru Road ends at Kyai Haji Samanhudi Street,
near Pasar Baru Metro and Gereja Ayam Street. On the left and right side of the Pasar Baru Street,
there are clothing, textiles and tailor shops, sporting goods stores and footwear, eyewear stores,
and gold jewelry stores. Today many stores have been renovated but still retain the original name
of the store and are proud to include the founding year of the shops. One of them is Tjung - Tjung
watch Shop that opened in 1935 and Optic Seis that operated in 1927. The original buildings are
still standing to reminding of the old days Pasar Baru at its prime.
The atmosphere of Pasar Baru area, as a fashion shopping center in the old days, reminded many
elderly residents of Jakarta of their youth. Once satisfied with the shopping, they can enjoy dishes
at Luilekkerland restaurant that serves Dutch, Chinese and Indonesian food. The Dutch especially
were fond of the Capitol Caf Restaurant in Antara Street. Along the 575 meters boulevard,
which is divided into two stretches of shops, apart from commercial activities a wide variety of
entertainment activities (cultural and religious festivals) took place, such as celebration of Dutch
Queen's Birthday on August 31, enlivened by school childrens musical and Tanjidor art
performance, Sinterklaasfeest:the celebration of St. Nicholas on December 5, with the tradition of
exchanging gifts, celebration of Cap Go Meh on the 15th day of the Chinese New Year with
fireworks, Barongsay (Lion and Dragon dance) and Tepekong parades. However, during the
Japanese occupation of 1942-1945 such activities stopped and the prestige of Pasar Baru faded.
Although Pasar Baru is regarded as the oldest large-scale commercial area in Jakarta, there is no
official record on the matter. However, it was estimated to have stood in 1820 based on the oldest
photos taken at that time. According to some urban experts, this area was not planned as a
regional trading area but it grew naturally as a commercial area and Pasar Barus name raised
because there had been a market previously or around the current area . In the early days, the
area was known as 'Passer Baroe' and its e glory was already acknowledged by Verenigde Oost
Indische Compagnie (VOC). 'Passer Baroe' region was also known as an elite area because it
was located not far from t Rijswijk (Veteran Road) built by the Government of Dutch Company for
the rich people in Batavia.
In 1901, part of Ciliwung River next to Passer Baroe area known as Kali Passer Baroe was often
used for dragon boat races, where people would compete to win leafy bamboo sticks tied to a
cloth handkerchief, , sometimeseven containing a small packet of opium worth 32 cents. The boat
races in Ciliwung River was part of Peh Cun festival,celebrated by the Chinese in the City of
Batavia. Chinese people who do not feel at home in Glodok Chinatown,chose to live and open
stores in Passar Baroe.
This festival was held every 5th day 5th month of the Chinese calendar
Pasar Baru currently has an annual event every anniversary of Jakarta, in the form of a series of
events known as the 'Passer Baroe Festival'. However, over the time and the proliferation of
shopping centers in every part of the city, Pasar Baru is increasingly loosing prestige and began to
be abandoned by the younger generation who had experienced the Jakarta spatial experiences in
the form of shopping malls, although it is still remembered by the older generation of Jakarta as a
shopping centerin the old days. .
A. Current Conditions
Pasar Baru is located in the center of Jakarta, adjacent to the central government: State Palace,
BPS (Statistics Indonesia), General Post Office and several icons of the city of Jakarta: The
National Monument, Istiqlal Mosque, Cathedral Church and Gambir Railway Station. Some
buildings still preserve its initial condition, retaining its shape and mass characterized by
colonial architecture or Chinese influence, but few have taken the expressions of modern
architecture.
1. Environment
The buildings and environment conditions in Pasar Baru area vary, there are well
maintained buildings yet most of the buildings are not well maintained. The canopy over the
pedestrian zone in particular is in unfit conditions; some parts are not properly roofed and
paving materials remain damaged as the policy of prohibiting motor vehicles in this area
has not been effective.
Around Pasar Baru, there are 4 parking buildings so that the policy to use the area for
pedestrians only can be applied as published in the Governor Regulation concerning the
separation of pedestrian areas and motorways. The current parking capacity of (Pasar
Baru Palace Parking, Pasar Baru Parking Mansion, Metro Atom Parking, and Atom PD.
Market) is generally sufficient to accommodate vehicles in Pasar Baru area., However
constraints exists as illegal parking (on street)occur which is exploited by certain
individuals.
The condition of Pintu Air 5 road is currently quite chaotic due to the crossing between
pedestrians and motor vehicles.
2. Economy
The shops on both sides of Pasar Baru road include clothing stores, tailors, department
stores, etc. also in the pedestrian area there are vendors that are not well arranged though
united in a community.
3. Socio-Cultural
On national and religious holidays, activities are held to celebrate the particular event. This
reflects the harmony of the various ethnic groups as in the old days.
4. Transportation
This area is very accessible from all corners of Jakarta and can be reached by public
transport using the busway lanes and other public transport with bus stops that are located
in the area. Visitors from out of town can travel by train to Gambir Railway Station and
Juanda Railway Station which are the final destination of the train lines between cities in the
island of Java.
B. Comparative Study
Revitalization efforts should be made as there are similar cases in the region.
The Government of Singapore then revitalized the river environment between 1977-1987,
careful planning made this region become the belle of new commercial, residential and
entertainment development using pedestrian mall concept. This campaign known as
'Clarke Quay Festival Village' was the largest conservation project along the river in
Singapore developed and started on December 10, 1993.
This project seriously considered the historical value of this region so that new buildings
were required to respond to its historical value while the old buildings has to be restored as
the original. Five (5) blocks in this area had been restored with such diverse tenants such as
restaurants and nightclubs. There was also a restored barge which now functioned as a
restaurant and caf. So this area changed drastically since the campaign started and
became a modern lively area into the early hours while retaining a historical atmosphere..
The revitalization of Clarke Quay area with the vision of 'restoring' the old function , by
applying a clear and strict conservation concept so that the presence of a new building can
synergize with the old building by bringing back the historical atmosphere in the modern
lifestyle.
The existence of Pasar Baru area with its present condition is expected to adapt to the city
development and is also expected to be one of the economy generator to bring back
commercial functions with historical atmosphere.
To achieve this goal, the development of Pasar Baru can be accompanied by the addition of
supporting functions such as pedestrian areas. However a strategy is required so that this
pedestrian area has an added value on top of its function and the ability to adapt to the old
buildings so that it could become the main attraction for the development of Pasar Baru region
as a whole.
Pasar Baru Region idea competition, has 2 Planning areas: Macro and Micro as shown in the
image above.
A. Macro Scale
There are spots for promotional and commercial activities in the form of billboards, both
electronic and non-electronic; along the river and LED poles along the pedestrian zones
and two points at the main gates of Pasar Baru (Samanhudi street and Pos street) are
planned to place the inscriptions on the history of Pasar Baru in 3 Languages (Dutch,
Chinese, and Indonesian), green-minded commercial media promotion and these will not
obstruct the view towards the historical buildings.
B. Micro Scale
1. Pedestrian area: is one of the facilities and the main elements covered in Pasar Baru
area, with several planning concepts such as:
a. Planned pedestrian areas are Primary Pedestrian (Pasar Baru street) and
Secondary (Pintu Air Dalam street, Kelinci Raya street & Antara street ).

2. The design of the pedestrian area (Primary & Secondary) based on existing
conditions:
a. Length of road : 735 m (Primer) 1200 m (Secondary)
b. Road Width : 17 m (Primary) and (Secondary) Kelinci raya street 14m,
Pintu Air dalam street 24 m, Antara street 18 m
c. Number of floors : 2 floors
d. Land use :The main circulation zone Pasar Baru area, place for celebration
activities, ceremonial, festivals, parades, carnivals, etc.

Participants may submit more than 1 proposal. Participants are free to conduct their own study
of the problem based on the data and available information. Participants are asked to upload a
presentation panel with the following requirements:
A. Materials

b) Panel files should be in .jpg/.jpeg formats ; maximum file size of 1 MB per file/panel.
c) Layout follows the presentation format and it is not allowed to include any identification
on the panel.
d) File naming is in accordance to the order of sheet numbers, starting from concept, site
plan, and so on.
For example:
Macro Area Concept : Panel_01.jpeg
Micro Area Concept : Panel_02.jpeg
Site Plan : Panel_03.jpeg
And so on .......................
1) Identity Cards of all members of the group. (ID / Passport / Driving License)
2) NPWP (Tax ID) of the Team Leader
3) List of names of the group members.
3. Provisions of work panel CD/DVD File for the preparation of Books Documentation:
1) The original/ raw file from the panel should be in the format of photoshop or
coreldraw or InDesign. With the purpose of sufficient resolution for printing.
2) Send the CD/DVD to IAI Jakarta Secretariat, JDC Building 7th floor. Jl. Jend. Gatot
Subroto Kav. 53 Slipi, Jakarta 10260, c.q. Board of IAI Jakarta Award and
Competition.
B. LIST OF IMAGES
List of images/drawings (The participants may propose any scale used in the drawings as long
as it is measurable. It is recommended to use the bar scale). Provisions concerning the work of
the panel format and the order are as follows:
1. 4 (Four) A2-size Conceptual Panels consisting of concepts for Pasar Baru area as a whole
(Macro Scale) on the portion of the region bounded by Pasar Baru road street Pintu Air
Raya street Antara street (Micro Scale), which include:
1) Title of Work, Area Map, main Perspectives and macro area Planning
Concept related to pedestrian and vehicle circulation, access into the 2 panels
region, arrangement and parking of vehicles zoning, etc..
2) Additional concepts and other things that are important and need to
1 panel
be addressed.
3) Proposed Materials, Color Scheme and construction phase strategies
1 panel
related to the development budget constraints.

2. 8 (eight) A2-size Schematic Design Panels consisting of drawings and/or schematic design in
proportional scale to include planning and design of micro-scale elements, especially on Primary and
Secondary pedestrian pathways:
1) Site Plan, floor plan drawing that shows the relationship of the building
1 panel
and outdoor space/ landscaping of the area.
2) Schematic Elevation section, which shows the heights of the
buildings, primary and/or secondary pedestrian pathways, entrance 1 panel
and/or pedestrian circulation, particularly in the shop front area.
3) Main Gate Detailed Drawing including floor plan, elevation, section and
perspective, showing the urban context and outdoor layout including 1 panel
pedestrian paths and road users.
4) Stall/Store Detail Drawing including floor plans, elevation, section and
perspective, which show the idea/notion of the relationship between
1 panel
visitors activities and Stalls/Shops and multi - layered circulation,
including and not limited to the proposed heritage buildings.
5) Environmental architecture Detail Drawings including commercial
spots and promotional media design, signage, street furniture, etc.. 1 panel

This Competition is a conceptual contribution and as appreciation to the participants the Best
Work will be awarded an amount of Rp. 450,000,000, - (Four Hundred Fifty Million) and
including taxes, consisting of:

a. This competition is open to the public, Indonesian Architects and Foreign Architects;
b. Participants can be individuals, groups or representing architectural consultancy (business
entities). The maximum number of members in a group is 5 (five) persons including the
team leader. Each group may submit more than one (1) proposal with different
registration numbers.
c. The winners entry will become the property of the Organizer and it will be the full right of
the developer to build the winners entry.
d. The decision of the Organizing Committee is final and indisputable, and there will be no
correspondence regarding the results .

been closed following the Competition schedule or as informed by the Organizing Committee

3. Site Visit
Participants are encouraged to visit and observe the location in order to understand the real
context in depth.
4. Explanatory Meeting
An explanatory meeting with Q & A session will be held on schedule to be announced later.
The candidates are expected to attend/ send representatives at the event. The results of the
Meeting will be published as an official report that can be viewed through the website by the
participants and it will be incorporated into the Competition document.

iai.org (terms and conditions apply) after login. The procedure for login and upload is
regulated in the PROCEDURE (PROTOCOL) page in www.sayembara-iai.org.

1) Participants are proven to have affiliations with the Steering Committee, the Technical Jury
and the Board of Jury, both personally and professionally.
2 ) Participant are proven to have corresponded on any substances that affect the
assessment process with any member of the Steering Committee, the Technical Jury and
the Board of Jury Competition during the competition;
3 ) Participants revealed their identity in any way that would affect the adjudication process.
4 ) The submitted documents contain other signs/ logos beyond requirements;
5 ) The submitted documents are assessed by the jury as a result of plagiarism or other
people's work.
7. Competition Submission
Competition submission is carried out according to the schedule listed in the TOR, through the
following website: www.sayembara-iai.org as mentioned above.
All submitted materials belong to the Competition organizers and initiators, while the copyright
belongs to the participants. The winner will follow general and lawful procedures that are
applicable within DKI Jakarta Province, without violating the Code of Conduct and Code of Ethic
of IAI.
