Kindly refer to your office letter no CL/FM-18/2014 dated 21.11.2015 on the subject cited as
above, it is submitted that exhibits including viscera (stomach,intestine,kidney,spleen), blood
sample, lower and upper wearing clothes of the deceased and a white color bed sheet, bed cover
used by deceased in Hotel The Lecela Palace, New Delhi were, sent to FBI, USA for further
examination. Following three reports have been received from FBILUSA after the examination of
abovementioned exhibits.
1. FBI Laboratory Toxicology Report on Sunanda Pushkar Tharoor dated September 9,
2015.
2. Résults of radiochemistry Analysis conducted under the auspices of Dr. James F.
+ Blankenship of the CBRNSU, dated August 5, 2015.
3. Supplemental FBI Laboratory Toxicology Report on Sunanda Pushkar Tharoor, dated
November 6, 2015.
In the'letter dated 06 November, 2015 of FBI, USA a reference of letter dated September
3, 2015 was mentioned in report which was not received from FBI, USA in MHA.
Therefore, a clarification was sought by MHA in this regard from FBI, USA. The
requisite clarification was received in MHA on 07.12.2015 and the same was
communicated to DCP/ South District on 08.12.2015. Attested copies of all the above
mentioned four letters dated (1) September 9, 2015, (2) August 5, 2015, (3) November 6,
2015 and (4) December 07, 2015 are enclosed herewith for your perusal and further
necessary action as désired vide your letter dated 21.11.2015
‘You are requested to provide your opinion on the issues mentioned in my Letter No 2562
(2 pages) dated 16.11.15 and’any other useful information which may be helpful in theinvestigation of this case on the basis of your examination of the enclosed reporis from

Limitations:
‘The FBI Laboratory hes performed screening in this case for numerous drugs, some of
which are only indicated by a general drug class ebove. Drug dosages, drug metabolism rates,
and laboratory detection limits for drugs and metabolites vary. For questions about whether or
nota specific drug or drug metabolite would have been detected in this analysis, please contact
the examiner issuing this report.

‘Due to the limited volume and generally degraded nature of the biological specimens
submitted, quantitation of the identified drugs was not performed.
Item 11 (blood): This sample was received with low volume, high viscotity and was
degraded. Consequently, in order to affect any analyses the sample was diluted with five
milliliters of laboratory grade deionized water. This dilution of the sample raised the limits of
detection for all analyses pesformed on Item 11.
Items 1, 7 and 8 (clothing and bed sheet/cover): Portions of these items were selected for
analysis. The analytical results expressed above refer only to the portions of those iteras that
‘were sampled.
Items 9 and 10 (stomach contents/small intestine/organ/viscera): Portions of these items,
‘were selected for analysis. The analytical results expressed above refer only to the portions of

Analysis for snake venom is not currently performed by the FBI Laboratory.

Remarks:
Alprazolam (Alprax, Xanax) is a prescription sedative, typically prescribed for the relict
of anxiety, insomnia and other disorders.
Hydroxychloroquine (Plaquenil, HCQS-200) isa prescription antimalarial drug tat is
‘also used to reduce inflammation in the treatment of rheumatoid arthritis.
Lidocaine is a common local anesthetic and antiarrhythmic medication. Lidocaine is
used topically to relieve itching, burning, and pain from skin inflammations, injected as a dental
anesthetic, or used as a local anesthetic for minor surgery.
Nicotine is an active component of tobacco products and is commonly found in
environments that have been exposed to tobacco smoke. Cotinine is the primary metabolite of
nicotine,

Introduction and Backeround
‘The Federal Bureau of Investigation (FBI) contacted Savannah River National Laboratory
(SRNL) on Wednesday, 8 July 2015, and requested assistance in the shipment and analysis of
potentially radioactive evidence. Evidence was picked up at the Bertram Road Federal Express.
facility on Friday, 17 July-2015. Chain of custody was initiated upon receipt and maintained
throughout the analysis and storage of the items.
Chemical, Biological, Radiological and Nuclear Sciences Unit (CBRNSU) inventoried all items
prior to delivery to SRNL from Quantico.
Alll items received were liquid, and SRNL took a 50 j4L aliquot from each item for analysis. The
aliquots from FBI 9-1, 10-1, 11-1 and 12-1 (NFAC-15-245-1-1 through 245-1-4, respectively)
were analyzed by the SRNL Nuclear Forensic Analysis Center (NFAC) for quantification of
alphe/beta radioactivity levels by Liquid Scintillation Counting (LSC).
