DESIGNING THE INSTRUCTIONAL RESOURCE
PACKAGE:
USING SOFT SKILLS IN NON-FORMAL
EDUCATION

1. Project Background

In October 2015, DVV International and the Participatory Research in Asia (PRIA)
co-organised the workshop on Using the Concept of Soft skills in Non-Formal
Education in Vientiane, Lao PDR.

Later on, in February 2016, DVV International, PRIA and NGO Education
Partnership (NEP, Cambodia) jointly held the workshop on Regional Level
Training of Trainers (ToT) on Soft Skills in Non-formal Education in Phnom Penh,
Cambodia.

After a series of training workshops, PRIA compiled the Training Manual for
Facilitators: Using Soft Skills in Non-formal Education (English version) as a
reference source for trainers of soft skills in non-formal education, this publication
hereafter called the Training Manual.

On grounds of discussions among focal points from DVV-International Regional


Office (Lao PDR), NEP (Cambodia), and SEAMEO Regional Centre for Lifelong
Learning (SEAMEO CELLL) about utilising the manual in each country, the
following concerns have been raised:

(1) The Training Manual contains complicated/unfamiliar terminologies;

(2) Many teachers/facilitators at CLCs in the mentioned countries were not
trained in adult education. Hence, comprehending and using this Training
Manual as a teaching resource is difficult;

(3) Developing lesson plans is time-consuming.

For those reasons, SEAMEO CELLL has submitted a proposal to DVV International
emphasising the necessity to carry out a project on designing an Instructional
Resource Package: Using Soft Skills in Non-formal Education for facilitators at
CLCs. The project aims to mobilise expertise in the development of a package of
training materials to accompany the Training Manual and DVV International has
approved the proposal.

2. Main Tasks
Under the supervision of SEAMEO CELLL, the consultant(s) is/are expected to
assist SEAMEO CELLL in developing the package, which would include:
(a) Standardised lesson plans for teachers/ facilitators on each module in the
original Training Manual;
(b) A glossary of key terms and annotations;
(c) A set of modular presentation slides for delivering lessons in class. To
better facilitate learners at CLCs, the presentation slides need to be
concise, comprehensible, informative and visually attractive;
(d) A list of reference materials/ sources for each module.

Specific tasks in order are as follows:


(a) Process input data from experts and/ or participants from ToT
workshop(s);
(b) Develop the draft Instructional Resource Package: Using Soft Skills in
Non-formal Education;
(c) Revise the first draft in response to the comments from SEAMEO CELLL;
(d) Teach a demo lesson at the Consultation Workshop and collect feedback
from the participants for editing the draft Instructional Resource Package;
and
(e) Submit the final Instructional Resource Package.

3. Expected deliverables
A draft of Instructional Resource Package: Using Soft Skills in Non-formal
Education to be submitted to SEAMEO CELLL by 15 August 2017

A demo lesson to be taught by the consultant(s) in the Consultation
Workshop to be held at SEAMEO CELLL in November 2017
The final version of Instructional Resource: Using Soft Skills in Non-formal
Education to be submitted to SEAMEO CELLL by 15 December 2017

4. Payment
A total payment of USD 1,800 will be paid to the Consultant/(s) in two (2)
installments:
1) USD 1,000 Upon the completion of task (2c)
2) USD 800 Upon the completion of task (2e)
The fee includes all expenses including travel and accommodation of the
workshop.

5. Application
Interested candidates are required to:
hold an undergraduate or postgraduate degree in an education-related
field, preferably adult education and/or lifelong learning;
have teaching, training or coaching experience;
be familiar with lesson planning and material design;
have strong presentation skills;
be fluent in English (preferably IELTS 7.5 or equivalent if English is not the
mother tongue).

An up-to-date CV stating details of educational qualifications, work
experience and contact details. Please highlight relevant prior experience
and paper works in the areas of lifelong learning, adult education, non-
formal education, community-based education and soft skills teaching;
A sample package for the module Decision Making from page 62 to page
72 in the Training Manual for Facilitators: Using Soft Skills in Non-formal
Education.
