Whereas, under Section 76 of Republic Act 7160 or the Local Government Code of 1991
states that: Every LGU shall design and implement its own organizational structure and staffing
pattern taking into consideration its services requirements and financial capability subject to the
minimum standards and guidelines prescribed by the Civil Service Commission.;
Whereas, the national government through Presidential Executive Order 265 has
approved and adopted the Government Information System Plan (GSIP), which provides a
framework and guide for all computerization efforts in government;
Whereas, the GSIP asserts that government information systems would and should reduce
the processing and approval time of government transactions with the public; electronically
organize and store vital data information for easy retrieval or updating; processing and sharing
with government monitoring or statistical agencies; and ensure greater transparency,
accountability, and integrity of government operations and transaction;
Whereas, in line with what is stated above and the current trend and system in the storing
of data in the present day relies on both hard and soft documents through the use of Information
and Technology;
Whereas, the automation of the office operations of the Local Government of Iloilo City
has been rapidly growing in the past few years and the need for an office responsible for
maintaining and sustaining these automation systems development has been realized as its scope
is continuously grows;
Now, therefore, be it ordained by the Sangguniang Panlungsod of the City of Iloilo that:
Section 1. CreationTitle- Thereis ordinance shall be known as:an Information Systems Office
to be under the Office of the City Mayor Ordinance.

c. To perform updates and software improvement and development on the hardware
and software of the city so that their use can be optimized to provide the best
service as possible;
d. To ensure the confidentiality and real time distribution of electronic data services
to the constituents of the City of Iloilo.
a. End User- the person for whom a hardware or software product is designed from
the developers, installers, and servicers of the product.
b. Hardware- the electronic and physical components, boards, peripherals and
equipment that make up a computer system as distinguished from the programs
(software) that tell these components what to do. It is the physical component
consisting of the input devices, central processor, output devices and storage
devices.
c. Information and Communications Technology (ICT) is the totality of the
electronic means employed to systematically collect, process, store, present and
share information to end-users in support of their activities. It consists of
computer systems, office systems, consumer electronics and telecommunications
technologies, as well as networked information infrastructure the components of
which include the telephone system, the Internet, fax machines, computers and its
accompanying methodologies, processes, rules and conventions. A combination of
computer technology, microelectronics applications, and communications and
information techniques and methods. It encompasses the use of computers, data
communications, office systems technologies, as well as any technology that deals
with modern day application of computing and/or communication. It can also be
seen as the marriage of information technology and data communication.
d. Micro computer- a computer of medium power, more than a microcomputer but
less than a mainframe.
e. Software - a set of instructions to a computer (and its peripheral equipment) to
execute a command or process data. It uses a computer-understandable language.
The non-physical components, which maybe an operating system, a development
language, database management system, network management software, set of
computer tools and utilities, or an application package, as well as the machine
coded instructions that direct and control the different hardware facilities.
Section 4. Scope- This Ordinance provides for the institutionalization and creation of the
Information Systems and Services Office, provides additional positions, and defines the
functions of its officers as well as their responsibilities. The ordinance incorporates the existing
positions under Regulation Ordinance No.2014-448: Information Technology Officer II (SG-22),
Information Systems Analyst II (SG-16), and Computer Programmer I (SG-11) to the said office.
There shall be an Information Systems Office which shall be under the Office of the City
Mayor and shall be headed by the City Government Assistant Department Head II.
Under the City Government Assistant Department Head II shall be the Information
Technology which shall head the Systems Development Section and Operations Section.

The Systems Development SectionDivision shall beto be headed by the Information
Technology Officer I and under him shall be the Information System Analyst IIII (to be
scrapped), Computer Programmer II, Computer Programmer I, and Administrative Aide
II;
The Operations SectionDivision to be headed by the Computer Programmer III and under him
shall be anIT Officer II and under him shall be the Computer Programmer III and
Administrative Aide II.
c.i. Manage the Citys Office Automation and Information Technology Systems and
exercise general supervision and directs the overall operations of the ITSO
(Information Technology Services Office);
c.ii. Identify and recommend to top managementthe head of office priority areas for
automation;
c.iii. Coordinate with Department End Users for the efficient utilization of
information technology and information systems resources;
c.iv. Perform other related functions as may be assigned by the head of office.

d.i. Supervises the activities of the computer operators and data controlling section for
smooth operation Assist in the management of citys office Automation and
Technology Systems;
d.ii. Coordinates with the systems analysts and programming
divisiondevelopers for strategic planning and project implementation;
d.iii. Manages systems development projects by identifying requisite steps to
complete the project, assigning the resources, communicating with users or
sponsors of the project;
d.iv. Performs other related functions as may be assigned by the head of office.
g.i. Confirm project requirements by reviewing program objective, input data, and
output requirements with systems analyst, supervisor, and client/end-user and
conduct entire system development process from requirement analysis,
codification and compilation, testing and debugging to system roll-out and
systems development and operating instructions documentation;
g.ii. Maintain historical records by documenting program development and
revisions. General maintenance, upgrade, and trouble-shooting of standard off-
the-shelf commercial (OTS) software and custom applications;
g.iii. Ensure operation of equipment by following manufacturer's instructions;
troubleshooting malfunctions; calling for repairs; evaluating new equipment and
techniques;

g.iv. Perform other related functions as may be assigned by the head of
office.Prepares all elements of program documentation and maintain programs
developed;
g.v.Prepares test data and organize program testing schedules;
g.vi. Designs conversion procedures and trains/prepares training materials for
operators and other uses;
g.vii. Perform other related functions as may be assigned by the head office.
Section 7. Appropriations- the City Government shall allocate budget and appropriate budget for
the implementation of this Ordinance.
Section 8. Repealing Clause- Regulation Ordinance 2014-448 is hereby repealed. All ordinances,
resolutions, and other issuances that are inconsistent with the provisions of this Ordinance are
hereby repealed, amended, and modified accordingly.
Section 9. Separability Clause- If for any reason, any part or section of this Ordinance is declared
unconstitutional other parts or sections thereof that are not affected shall continue to be in force
and effective.
Section 10. Effectivity Clause- This ordinance shall take effect within 105 days from its approval
and compliance with publication and posting requirements under the Local Government Code.
